Tips on Bringing Your Pets to Vietnam

The following instructions are exclusively for cats and dogs travel and certainly much more straightforward than that expected. Don’t waste your time and money for agencies or departments who may actually never have been to Vietnam themselves before . Pet owners only need a veterinary certificate and their pets’ inoculation records and the other requirement related to the certificate varies depending on your airlines. For example, if you flight from the United States, a health certificate is required to be signed within 10 days of travel.

Travel with your pets to Vietnam

The process consists of three main steps as follows:

The pet is obliged to be vaccinated for  rabies  at least 30 days ahead of travel to Vietnam and no more than a year before travel. Next, download the veterinary certificate and have your accredited veterinarian fill in the form to certify that the pet is  healthy ,  free of parasites  and there is no sign of diseases transmittable to humans.

Attach the “Pet’s Inoculation Record” to the “Veterinary Certificate”.

Pet’s Inoculation Record is a record of all vaccinations injected to the pet, including information about the name, the manufacture and the lot or batch number of the vaccine, not to mention the date of vaccine administration and expiration, if any. Apart from the rabies vaccination which is required, other vaccines are optional. Follows are some vaccines recommended for dogs and cats.

Dog : Rabies, Distemper, Hepatitis, Leptospirosis, Parvovirus and Para Influenza.

Cat:  Distemper, Viral Rhinotracheitis, Calicivirus, Leukemia, and Rabies.

Upon arrival in Vietnam, you are required to present the mentioned documents (the veterinary certificate and Pet’s Inoculation Record) to the immigration officer after taking your pets at the place that you get your checked in luggage. After checking the documents, they will let you and your pets leave the airport.

Special Note:

– There is no quarantine period upon your arrival in Vietnam.

– Your pet will be put in a crate during the flight, so it is advised to set a crate up inside your house and put your pets into the crate a few hours a day prior to the flight to make them get used to the crate. Don’t drug your pets as it is not good for their health.

– The procedures to take your pet out of Vietnam are quite similar. You must have your pets vaccinated and contact your airlines and the country of destination to ask for other requirements you need to follow.

Vietnam Airlines allows dogs, cats, and birds to travel in the cabin or as checked baggage according to specific regulations.

What are the kennel requirements?

Kennel requirements follow:

- The kennel must have enough space for your pet to stand up, lie down and turn around

- The kennel must be constructed of fiberglass, metal, rigid plastics, weld metal mesh, solid wood or plywood

- The kennel sides must be solid. One kennel side must be openable and must be locked carefully

- The interior of the container must be smooth with no sharp edges or protuberances in which the animals can injure themselves

- The floor of the kennel must be solid and leak-proof

- Any wheels must be removed prior to the flight

- The kennel must have proper ventilation

- Only one animal per kennel. Exception: two birds with similar size and weight may be shipped in one container. Bird container should be covered by muslin curtain

What health documentation is required?

All animals must have valid health and vaccination certificates, entry permits, and other documents required by the destination countries.

1 Flying with your Pet (AVIH)

AVIH service allows passengers to travel with pet on the same flight. Your pet will be delivered like checked baggage.

Accepted animal types : Almost types of birds, cats, and dogs are accepted, exclusive of some special ones including Bulldogs, Terriers, Boxers, Pugs, and their mixes because of its susceptibility to the changes in temperature, humidity, light, pressure, and sound. Besides, other ones displaying aggressive behavior and pregnant pets will not be allowed as well. 

Weight limits : The combined weight of animal and kennel isn’t not permitted to exceed 32kg, on the other hand, pet will be transported by freighter. 

Health Requirements : Pet must be in good condition: good health, free of infectious diseases to humans and other animals, free of odor, and has been properly vaccinated. 

In case of extreme weather, for example, the forecasted temperature is too hot or too cold, this service will be temporarily suspended to ensure the safety of your pet. 

Procedure : Passengers should arrive early at the airport (at least 2 hours prior to the departure time) to complete all procedures. All related documents such as health certificates, import/ export permit, rabies immunization reports, and quarantine certificates must be completed before the flight.

2 Flying with your pet on board (PETC)

Objects: PETC service is only offered to Vietnam Airlines’ Business, Platinum passenger, and SkyTeam‘s Elite Plus passenger. 

Routes : PETC service is only available on flights operated by Vietnam Airlines between Hanoi, Hochiminh City, Danang (Vietnam) and Paris Challe De Gaullle (France); Moscow Domodedomo (Russia); Incheon, Busan Gimhae (South Korea), Guangzhou Baiyun (China), Taipei, Kaohsiung (Chinese Taipei).

Accepted animal types : Only domestic dogs and cats are accepted. Dog breeds and their mixes include Bulldogs, Terriers, Boxers, Pugs are no longer permitted because they are easily susceptible to changes in temperature, humidity, light, pressure, and sound when they travelling by air. The ones displaying aggressive behavior will also not be allowed. 

Age : Pet must be at least 10 weeks old. 

Weight Limits : The total weight of animal and cage must be less than 6kg.

Health requirements : Pet must be in good condition: good health, free of infectious diseases to humans and other animals, free of odor, and has been properly vaccinated.

3 Bicycles and Sizeable Baggage

Vietnam Airlines offers transportation services for bulky baggage such as bicycles and other types of oversized luggage. These items will be transferred like checked baggage. Passengers are required to book this services in advance, at least 24 hours before the flight. 

Objects : all kind of regular bikes, sport bikes, powered bikes (operated by thermo-battery or electric-battery etc…), other accepted sizable items. 

Packaging : Sizeable items must be packaged securely without sharp edges. If the items are bicycles, they must be packed in a box in accordance with the regulations of Vietnam Airlines. 

Procedure : Passengers should arrive early at the airport (at least 2 hours prior to the departure time) to complete all procedures.

4 Sports Baggage

Sport Baggage such as diving instruments, golf clubs, ski gear, etc. can be transported by Vietnam Airlines as checked luggage. Passengers should contact Vietnam Airlines offices at least 24 hours prior to the schedule departure time to make a request. 

Objects : 

- Golf set: Golf set should contain a maximum of 14 golf clubs, 12 golf balls, putting tees, and a pair of golfing shoes. Other items outside this list will not considered as parts of the set. The weight of the set must not exceed 20kg. 

- Skiing set: Skiing set consists of a set of skis, a pair of ski poles, and a pair of ski shoes or boots. Other items outside this list will not considered as parts of the set.

- Surfboard: Surfboard includes one wave surfing device (surfboard, paddle board, body board, etc…)

- Diving equipment: Diving equipment set contains of 1 diving suit, 1 snorkel, a pair of fins, and 1 diving mask. Items such as pressure gauges and tanks are not permitted because these items are highly flammable. 

Packaging : The object needs to be packed carefully so that there are no sharp-pointed angles or other characteristics that might be dangerous for people around or damage seats, walls, or other areas on the flight. 

5 Strollers, Wheelchairs

Foldable carriage devices like wheelchairs, prams, infant strollers, pushcarts will be transported freely by Vietnam Airlines. Passengers should contact Vietnam Airlines offices at least 24 hours prior to the schedule departure time to make a request and arrive early at the airport (at least 2 hours prior to the departure time) to complete all procedures.

Vietnam Airlines Pet Policy

Vietnam Airlines allows dogs, cats, and household birds to travel as checked baggage. To qualify for travel in the hold, pets must be relatively odor-free and well-behaved. The maximum combined weight of pets and carriers should not exceed 70 lbs (32 kg).

Each passenger is permitted to bring 1 animal in each carrier in the hold. The fees for traveling with pets vary depending on the weight of the animal and the travel zone. For animals up to 20 lbs (9 kg) traveling within Zone A, the fee is $50; for animals traveling within Zone B or between A and B, the fee is $175; for animals traveling within Zone C, or between C and A or B, the fee is $200; and for animals traveling between D and A, B, or C, the fee is $200.

For animals between 20-35 lbs (9-16 kg) traveling within Zone A, the fee is $75; for animals traveling within Zone B or between A and B, the fee is $125; for animals traveling within Zone C, or between C and A or B, the fee is $225; and for animals traveling between D and A, B, or C, the fee is $275.

For animals between 35-70 lbs (16-32 kg) traveling within Zone A, the fee is $125; for animals traveling within Zone B or between A and B, the fee is $250; for animals traveling within Zone C, or between C and A or B, the fee is $275; and for animals traveling between D and A, B, or C, the fee is $200.

The fee for pets on domestic flights is 500,000 VND for animals up to 20 lbs (9 kg), 800,000 VND for animals between 20-35 lbs (9-16 kg), and 1,200,000 VND for animals between 35-70 lbs (16-32 kg).

Does vietnam airlines accept passengers traveling with pets.

On Vietnam Airlines flights, pets may be transported as checked baggage or in the passenger cabin .

What general conditions apply to the carriage of pets on Vietnam Airlines flights?

Pets must be carried in a suitable container which meets the legal requirements and accompanied by valid health and vaccination certificates, entry permits, and other documents required by countries of entry or transit .

Acceptance for carriage is subject to the condition that the passenger bears full responsibility for the pet. If accepted, the animal shall be carried as special baggage (not included in the free baggage allowance ), for which you will have to pay the applicable charge .

Passengers traveling with pets are required to arrive at the airport early enough to complete all procedures before the flight. At check-in , the “Waiver of responsibility” signed form must be submitted.

Traveling with Pets

The carriage of pets in the passenger cabin (PETC service) is allowed under the following strict conditions:

  • Dogs and cats only, at least 10 weeks old .
  • Snub/pug-nosed dogs and snub-nosed cats are not accepted .
  • Restricted for Business Class on Boeing B787 and Airbus A350 aircraft .
  • Upon request to Vietnam Airlines ticketing offices or agents at least 36 hours prior to the estimated time of departure.
  • The combined weight of animal and kennel must be 6 kg or less .
  • The kennel must not exceed 35 x 30 x 20 cm and must be constructed of rigid plastics, fiberglass, metal, solid wood, plywood, or weld metal mesh.

The carriage of pets as checked baggage (AVIH service) is subject to the following conditions:

  • Only dogs, cats, and birds are accepted. Other animals can only be carried as cargo.
  • Only pets in healthy condition, without offensive smell , are accepted. Sick or pregnant pets shall be rejected.
  • Upon request to Vietnam Airlines ticketing offices or agents at least 24 hours prior to the estimated time of departure .
  • The combined weight of animal and kennel must be 32 kg or less .
  • Only one animal per kennel (exception: two birds with similar size and weight may be transported in one container).

For the carriage of pets in the cabin or as checked baggage, Vietnam Airlines will apply a special baggage charge . The charge shall be applied per container depending on route :

Service Animals

Vietnam Airlines will carry Service Animals accompanying passengers with disabilities as checked baggage or in the cabin free of charge , in addition to the normal free baggage allowance.

It is of vital importance that your pet is perfectly healthy and completely free from every transmittable disease and parasite. Have your pets vaccinated for rabies at least 30 days prior to your trip to Vietnam, and it must be no longer than a year before your travel. All of the procedures, along with the microchip’s number, should be proven in a certificate in English. You can download a form online and have an accredited vet fill in.

The recommended vaccines are Distemper, Parvovirus, Canine Hepatitis, Adenovirus, Parainfluenza, Coronavirus, and Leptospira for dogs , Panleucopenia, Calicivirus, Herpesvirus, Leukemia for cats .

Upon arriving at the airport , you should be able to present the “ inoculation records ”, which is the history of all the vaccinations ever injected in the pet. This includes the manufacturer and the batch number of the vaccine, as well as the administration and expiration dates if any.

Check-in Procedure

The quarantine staff will examine the animal’s health status, and based on the condition and the health certificates, the quarantine officer will issue a ‘no entry ban’ and then return the pet to the passenger. Though the process might be complicated, Vietnam’s law is pretty relaxed.

Apart from hotels, which generally have strict rules and guidelines, local Airbnb or serviced apartments often are more accommodating to specific needs. Domestic flights: For the time being, only Vietnam Airlines allows pets on board for premium-class passengers. The paperwork for the pets follows a similar procedure and requirements as bringing your pets to Vietnam – do contact the airline and prepare the paperwork a few weeks before your travel.

Trains and buses: Public trains and buses in Vietnam only transport pets as cargo. The best solution is to book private transfer services that cost a little more but allow much more flexibility. Look for private buses and taxis below:

Riding a motorbike with your pets: Some types of motorbikes (mostly automatic bikes) have enough space to carry medium dogs. Do have your dogs leashed up and strapped on the bike securely to prevent them from jumping off the bike unexpectedly.

– Vietnam is known for its motorbike mania, so it is advisable to always have your pets on a leash when in public to avoid unexpected accidents.

– Try to prevent your dogs from munching on grass in public or unknown places as people might have sprayed rodents and bug killers. When your dogs are trying to eat grass, most likely they are having stomach issues.

– Most indoor places (such as malls or restaurants) in Vietnam are not pet-friendly.

Vietnam Pet Passport & Import Regulations

Vietnam Flag

Vietnam does not quarantine cats and dogs that meet the following requirements. All requirements also apply to service and emotional support animals.

Pet Microchip

Vietnam does not require that your pet be identified with a pet microchip, but it is recommended that you microchip your pet and register your contact information prior to traveling as a means of identification should your pet be lost or separated from you.

If your pet does not have a registered microchip, make sure your pets are wearing tags that identify them and have contact information for the owner.

Vaccinations

Your pet must be vaccinated for rabies between 30 days and 12 months prior to entering the country. Vietnam does not recognize the 3 year rabies vaccine.

Dogs should be vaccinated for Distemper, Hepatitis, Leptospirosis, Parvovirus and Para influenza.

Cats should be vaccinated for: Feline panleukopenia (Distemper), Viral Rhinotracheitis, Calicivirus and Leukemia.

A rabies titer test is not required to enter Vietnam from any country.

Pet Health Certificate

A licensed veterinarian must complete the pet health certificate for Vietnam . After issuance, the certificate must be endorsed by the governing authority in your country responsible for the import and export of live animals. The health certificate is valid for 7 days after endorsement.

Import Permit

An import permit is not required when importing 2 or less pets to Vietnam.

Ticks and Tapeworm Treatment

A ticks and tapeworm treatment should be administered by a licensed veterinarian between 5 and 7 days prior to entering Vietnam.

Entering Vietnam by Air

Pets must enter Vietnam via Tan Son Nhat International Airport in Ho Chi Minh City or Noi Bai International Airport in Hanoi. Pets can enter in the cabin, as checked baggage or air cargo. Two pets per passport are permitted.

You should give notice to the Quarantine Station no less than 24 hours of your arrival. Arrival after 3:00 PM or on weekends or holidays should be avoided if possible. After hours clearance can be arranged with 4-5 days notification.

Whenever you travel to a foreign country like Vietnam, it is always advisable to carry some form of identification indicating ownership of your pet.

All domestic dogs and cats must be free of evidence of disease communicable to humans when examined at the entry airport. If your dog or cat is not in apparent good health, further examination by a licensed veterinarian may be required at your expense.

Other Animals

Birds, invertebrates, tropical fish, reptiles, amphibia, mammals such as rodents and rabbits are not subject to requirements of rabies vaccination, but may have to meet other requirements and should have a health certificate to enter Vietnam. Pet owners are strongly advised to seek further information from the relevant authority of their country and/or that of the country of destination.

If your pet is not a dog, cat or ferret, and especially if it is a turtle or parrot, you should verify that it is not protected under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).  You will need to apply for additional permits if this is the case. Importing Pets to Vietnam: Key Requirements and Procedures

Attention: This information is to be used as general guidelines and may not be updated to meet the current requirements. Before you travel, be sure to contact the appropriate authorities for your destination country.

Microchip : While not mandatory, we recommend microchipping your pet for identification. Ensure it meets ISO Standard 11784.

Rabies Vaccination and Certificate : Your pet must have a valid Rabies Certificate signed by a licensed veterinarian. The rabies vaccination must be administered at least 30 days before departure but within 360 days of travel.

Import Permit : An import permit is required if you are importing more than two pets. Our team at PetRelocation can assist in obtaining the permit, which takes about a week and is valid for 10 days.

Health Certificate (APHIS Form 7001): A standard Health Certificate issued by a USDA-accredited veterinarian is required within 10 days of arrival in Vietnam.

USDA Endorsements : The Rabies Certificate and Health Certificate need USDA endorsements. Ensure they accompany your pet during travel.

ACCLIMATING YOUR PET TO THEIR TRAVEL CRATE

 Vietnam Airlines Pet Policy

Vietnam Airlines requires that your dog, cat or other pet be accompanied by a certificate of good health, and that your dog or cat is transported in an approved pet carrier or cargo crate . Note that Vietnam Airlines allows pets in the cabin only on select routes.

Your veterinarian will be certifying that your pet is healthy enough to travel and is free of diseases communicable to humans. Vietnam Airlines further requires that you provide copies of the veterinary certificates and other documents required by the country to which you are traveling.

Your airline pet passport package includes:

  • Instructions, in cabin and cargo regulations, and other information for transporting your dog, cat or other pet on Vietnam Airlines
  • Acclimation Certificate and instructions for its use**
  • Airline Veterinary Certificate and instructions
  • Pet Passport Folder - included with First Class Mail Delivery Options above
  • Unlimited Email Support

**During periods of very cold weather, an  acclimation certificate  may also be required for pets traveling in cargo. On most airlines, pets are not accepted for transport in the cargo section of the airline when the ground temperature is below 45 degrees Fahrenheit (7 degrees Celsius) at any location on the itinerary unless the pet has a veterinarian's statement of low temperature acclimation (Acclimation Certificate). 

All instructions and Vietnam Airlines pet policies are verified at the time of order. Requirements to fly your dog or cat with Vietnam Airlines are included. Enforcement may not be consistent at every airport and having proper documentation will better ensure that no problems will arise during your travels.

With pet travel so in vogue these days, there's no need to not pack your pup the next time you catch a vacation flight.

I travel regularly with my 13-pound Chihuahua mix, Poppy, who took 37 flights in 2023, and so long as your dog is on the small side, you can, too.

Most airline carriers allow dogs small enough to fit into a carrier that slides under the seat in front of you to fly in coach. Some airlines restrict pet passengers to dogs. But others, like Delta Air Lines, welcome dogs, cats and household birds on certain routes, while Alaska Airlines adds rabbits to this list.

Additionally, many airlines allow a more diverse list of pets to fly in their climate-controlled cargo holds. These include dogs too big to fly in the cabin, ferrets, nonpoisonous reptiles, pot-bellied pigs, hamsters, guinea pigs and even tropical fish.

But not all airline pet policies are created equally. So, it's important to book a pet-friendly airline and ensure its requirements work for you and your pet if you want to travel with your furry or feathery companion.

Best airlines for pets

When traveling with a pet, it's important to consider several variables. While all airlines listed below allow small dogs and cats to fly in the cabin, only a select few allow other household pets. Frontier and Spirit offer the most extensive list of animals, including birds, rabbits and several other pet types.

If you're flying internationally, you'll want to consider a different subset of pet-friendly airlines. After all, not all airlines allow pets to fly on all routes outside the United States. Some even exclude certain pets from flying once you leave domestic grounds. Some international airlines may provide better pricing and a wider list of animals that can fly.

You'll also find that airlines have different rules about the type of pet carrier and the size. Some airlines even cap the number of total pets on board — making it important to know the ins and outs when determining the best airlines for pets.

If you are flying with more than one dog, or just need a little more space, United is one of the best carriers to fly. Unlike many airlines that do not allow you to book a second seat for your pet, United allows you to book the seat next to you. You will still be required to pay the $125 pet fee on top of the second seat's cost and keep your dog or cat in the carrier. If you are traveling with two pets on United, you are required to book a second seat.

Pet-friendly airlines

Of the airlines that allow dogs and other pets, the most favorable pricing is with Delta, Frontier and Southwest. Pet-in-cabin fees for domestic flights on these airlines are below $100. For international flights, on the other hand, you'll find Frontier's pricing to be the best, although destinations are more limited.

Many airlines don't allow your pet to fly with you to any international destination, such as Spirit and Southwest. And if you're flying to Hawaii, Southwest, Delta and United aren't options. So before you book your flight and assume your pet can fly with you, you'll want to look at the restrictions for each destination.

Airlines that allow dogs

Dogs are one of the most common pets people travel with, so it's no surprise that many travelers are constantly searching for airlines that allow dogs to fly. Fortunately, for any airline that allows pets to travel, dogs are always included in that list. However, most U.S. airlines only allow dogs to fly in the cabin and not underneath the plane in cargo. So you will find it easiest to travel with smaller dogs that can fly in the cabin with you.

Some airlines do allow dogs to fly as cargo in certain situations. For example, American Airlines will allow your dog to fly in cargo if you are a member of the U.S. military on active duty or a U.S. State Department Foreign Service employee traveling on official orders.

Even if you do decide to fly with a dog or dogs, however, airlines differ in price and policies. Look at the above chart to see which is best for your trip.

Tips for keeping your dog happy on the flight

Your dog's first flight can be a nerve-wracking experience. Will he or she fear flying? Bark the whole time in the carrier? Take some of the anxiety out of the situation by making sure your dog is acclimated to the carrier before the trip.

"You'll want to spend some time doing some pre-travel training in the carrier to make sure your dog is accustomed to being in it for the anticipated length of the flight," says Dr. Julie Buzby, an integrative veterinarian and founder of ToeGrips for dogs. "The goal is to teach the dog to think of the carrier as a home base or safe haven, which will greatly decrease travel anxiety."

Buzby says all dogs benefit from this pre-travel crate training, but it is vital for the "smushed nose" dog breeds like Frenchies who are anatomically more prone to developing respiratory distress from stress and anxiety.

She also recommends feeding a smaller meal than normal to decrease the likelihood of an in-flight potty emergency. And, ideally, don't feed your dog less than four hours before flying.

"Although it's hard to resist those puppy dog eyes, your dog will be less likely to get airsick if you don't feed him or her immediately before the flight. This is so the dog's stomach is more empty than full," Buzby says.

And she says to remember the adage that a tired dog is a good dog.

"If I were flying with my dog in any capacity, I'd provide a robust play/exercise session the day before and the morning of travel," Buzby says. "Finally, I would probably carry a peanut-butter-smeared Kong in a Ziploc to use in flight in case of emergency."

With many pet-friendly airlines available — as long as your pet can fit in a carrier and travel in the cabin — it's easy to take your pet with you on your next vacation.

There's no one specific airline that wins the award of "best airline for pets" as it comes down to the type of animal you are bringing and your destination. Fortunately, pricing is within the same general range for all pet-friendly U.S. airlines. So, pick an airline that works for your particular situation and enjoy the flight.

Virgin Australia announces small dogs and cats to be allowed in cabin on domestic flights

Virgin Australia has announced it plans to become the country's first airline to allow pets to ride onboard.

Small cats and dogs will be allowed on specific domestic flights with the service expected to launch within the next 12 months, subject to regulatory approval.

The proposed changes will allow pets onboard a limited number of designated rows and they will need to remain in a Virgin-approved pet carrier for the whole flight.

Virgin Australia group chief executive Jayne Hrdlicka said this is a change that travellers want.

"Our love for animals has always been in the Virgin Australia DNA and we are excited at the prospect of taking off with Australia's first-ever pets in cabin flights," Ms Hrdlicka said.

"Overwhelmingly, our guests tell us they want to travel with their pets, and we are now on a journey to make that a reality."

She said it's something that commonly happens overseas and is proven to work well.

"This is only a domestic opportunity for dogs and cats to travel onboard, it's a little complicated to do that internationally."

Ms Hrdlicka said the airline was working with the service regulator to figure out what the service might cost travellers.

Pet carriers must fit under the seat in front in designated rows under the plan.

She said the designated rows will also allow passengers who do not want to be near animals to book a seat away from them.

Australians want pets in cabins, survey results show

Virgin Australia surveyed its Facebook followers in 2021 and saw 85 per cent of respondents voting in favour of the airline launching pets in cabin flights.

"Almost 70 per cent of Australian households have a pet, so this announcement is really significant for a large proportion of the country," Ms Hrdlicka said.

Ms Hrdlicka said the service is only for dogs and cats: "no snakes, no birds, no hamsters, no rabbits, unfortunately those guys have to stay home."

Melbourne Airport chief executive Lorie Argus said the airport has been working with the airline to help a seamless transition.

"Animals being carried onboard Virgin Australia flights will be required to remain in their approved pet carriers at all other times within the terminal," Ms Argus said.

"We expect the pets in cabin concept will prove a popular offering and we look forward to working with Virgin Australia to make it a reality."

Ms Hrdlicka said there will be spots for dogs to go to the toilet at airports, but pets won't be out and about in the terminal.

"Dogs and cats must stay in the carrier from the moment they get to the airport until they get to the other side."

She said it would be up to owners to manage their animals, just like parents manage their small children on flights.

Pets are currently required to be checked into cargo unless they are authorised service dogs.

There will be no changes to the way authorised service dogs travel under the new plan.

From confining animals to carriers to dealing with doggy business, how will the airline’s policy to let small cats and canines fly in plane cabins actually work?

Virgin Australia’s announcement that it will allow small cats and dogs to fly at passengers’ feet may have triggered excitement among pet lovers eager for the future service, but there’s plenty of detail yet to be worked out – including one big elephant in the cabin.

In what will be an Australian first, Virgin have said they hope to launch the offering within 12 months, noting they will work out many of the finer details of the service as they say they need to wait for regulatory approval.

In the absence of such details, there’s no doubt plenty of travellers alarmed at the announcement will be thinking twice about booking a future flight with the airline until it becomes clear how it will deal with certain animal-related concerns.

After all, animals running loose on planes have had alarming and sometimes fatal consequences. In 2010, a small plane running short domestic routes in the Democratic Republic of Congo plummeted to the ground in a crash that killed 20 people, with the sole survivor later reporting the incident occurred after a crocodile ran loose on the aircraft.

Here’s everything we know about how Virgin Australia’s pets in the cabin scheme will work.

Which pets will be allowed?

Virgin Australia has said the pets in cabin service will be “limited to small cats and dogs”.

The airline hasn’t specified what “small” means.

Carriers in the United States that already have such schemes in places restrict certain breeds.

Will we be able to just walk (small) pets on to the plane?

No. The rules here have been strictly set out.

Pets must be carried in a Virgin Australia-approved pet carrier and placed under the seat in front of the owner for the duration of the flight. Taller travellers who already struggle with legroom may find it challenging.

So I can’t show off my beloved Rover to my fellow passengers?

Nope. In fact, only certain rows of seats on certain domestic flights will be eligible for pet owners wanting to use the service.

There is to be no sitting in laps, walking of pets down the aisles or taking them to the bathroom.

Then what happens if Rover needs to do his business mid-air?

This may be the question on everybody’s mind, but Virgin Australia have not yet been forthcoming with an answer. It’s understood they’re still figuring out the finer details of the scheme.

Moisture-absorbent mats have been used for animal droppings from service animals – which are already allowed in plane cabins.

What’s stopping this from turning plane cabins into feeling like a zoo?

It’s unclear what Virgin Australia’s plan is in the event of a barking fit, or what is to be done with a particularly odorous pets.

Will Virgin Australia really be allowed to do this?

There don’t appear to be any laws stopping any airline from allowing pets in cabins. In fact, Virgin’s expectation of needing regulatory approval could even be overly cautious.

In 2021, Australia’s air regulator, the Civil Aviation Safety Authority (Casa), changed its rules so that airlines no longer require its explicit permission to carry animals. Pilots and airlines now have discretion, so long as its safe.

“They must consider how to restrain animals, effects on other passengers, not blocking exit rows, dealing with droppings/urine. The procedures for pets would be added to their operations manuals,” a Casa spokesperson said in 2021.

On Thursday, Casa released a statement: “The regulation places the responsibility on the operator and pilot in command of the aircraft for ensuring the safety of the flight when an animal is carried on an aircraft.”

A 2021 Virgin Australia survey found respondents overwhelming in favour of allowing pets in plane cabins.

Why is Virgin Australia doing this now?

Because Australians want it as an option, the airline said.

Virgin Australia said that in a survey of its Facebook followers from 2021, 85% of respondents voted in favour of the airline launching pets in cabin flights.

In more recent research conducted by Virgin Australia with Australian pet owners, nearly 70% of respondents advised they would travel with their pet in the cabin, with 57% saying they would fly more regularly if the service was a reality.

In the increasingly tough battle to dent the dominance of Qantas (and its budget carrier Jetstar), which controls more than 60% of the domestic market, allowing pets in flight is one way for Virgin to set itself apart.

Currently, passengers can only fly with assistance animals in cabins on Australian airlines, and only if they require them. All other pets must fly in cargo holds. Airlines around the world, including Qantas , have faced criticism after animals travelling in the bellies of their planes died in transit.

The announcement also brings a positive story for Virgin Australia after the unexpected announcement their CEO, Jayne Hrdlicka, would be stepping down. The abrupt resignation led to media reports that she was axed by the airline’s private equity owners, Bain Capital, suggesting they were unhappy with her performance in the lead-up to the carrier’s much hyped re-listing on the stock exchange.

How have pets fares in cabins overseas?

In many overseas jurisdictions pets have been able to be carried in cabins for a fee for some time, with everything from pigs, miniature horses and ducks spotted on flights in the past.

The US has long allowed people to fly with emotional support animals as long as airlines allow it. Passengers have tried to bring a diverse range of creatures on board over the years as they tested the parameters of the rules.

In 2018, a woman was prevented from bringing a peacock on board a United Airlines flight, despite its owner being willing to pay an additional fare for her feathered friend.

But the scores of requests for unusual support animals eventually led the US transport department to ban all animals except dogs as service or emotional support animals in December 2020. Non-service animals can be taken on board in the US, with most airlines charging a fee and having limits for small pets only.

Some Middle Eastern airlines also allow falcons inside cabins and to have their own passports.
