Govt asks employees to opt for lowest air fare, book tickets 21-days in advance

The Ministry further said that employees should book only one ticket for each leg of intended travel, make bookings even if approval of the tour programme is under process and also avoid "unnecessary cancellations".

Government employees are currently required to purchase air tickets only from three authorised travel agents -- Balmer Lawrie & Co, Ashok Travel & Tours and IRCTC.

The Finance Ministry has asked government employees to opt for 'cheapest fare available' on their entitled travel class and book air tickets at least three weeks prior to their date of travel for tours and LTC, as it looks to cut down on unnecessary expenditure.

Government employees are currently required to purchase air tickets only from three authorised travel agents -- Balmer Lawrie & Co, Ashok Travel & Tours and IRCTC.

Any booking made within less than 72 hours of intended travel on tour or any cancellation made less than 24 hours before intended travel will require the submission of self-declared justification by the employee, as per the modified instructions regarding booking of air tickets on the government account.

"Employees are to choose flights having the Best Available Fare on their entitled travel class which is the Cheapest Fare available, preferably for non-stop flight in a given slot at the time of booking," said the office memorandum of the Department of Expenditure.

Tickets for all employees for a single tour should be done through one selected travel agent only and no charges/fees should be paid to these booking agents, as per the instruction.

"Employees are encouraged to book flight tickets at least 21 days prior to the intended travel on tour and LTC, to avail the most competitive fares and minimise burden on the exchequer," it said.

The modified instruction also nudged employees to make ticket booking digitally through the self-booking tool/online booking website/portal of the three authorised travel agents.

"Employees should preferably book only one ticket for each leg of intended travel. Holding of more than one ticket is not allowed. However, in case of special exigencies or exceptional circumstances, a maximum of two tickets for the alternative flights for different time-slot may be booked for the same leg of travel with the self-declared justification for the same," the instruction read.

In unavoidable circumstances where the booking of ticket is done from an unauthorised travel agent/website, the relaxation has to be granted only by an officer of the rank of Joint Secretary or above.

The Expenditure department also asked all ministries and departments to clear their dues to the travel agents within 30 days of completion of journey, while officers will have to submit a certificate/undertaking within 72 hours of journey confirming their travel.

Ministries must clear all previous outstanding dues to the travel agents by August 31, 2022, it said, adding no mileage points will be generated against travel on government accounts.

The Ministry is looking to cut down on unnecessary expenditure as fiscal expenses are already high on account of excise duty cuts on petrol and diesel, customs duty reduction in some commodities, higher fertiliser subsidy and free food scheme for the poor.

Ashok Travels and Tours (ATT), the Travel division of India Tourism Development Corporation, New Delhi (ITDC), announces the launch of a Centralized Air-Ticketing System for the Central Industrial Security Force (CISF). The intent is to provide a seamless, travel solution for all CISF executives for their official travel needs.  

The air-ticketing travel portal was formally launched by Shri Sheel Vardhan Singh, IPS, DG – CISF, in the presence of senior officials. The Online Ticketing System, with self-booking features will facilitate a hassle-free air-ticketing experience to the officers entitled to air journeys on official tours, in the 414 units of CISF. ITDC has been working continuously with all the stakeholders to aid the community at large in these testing times. Ashok Travels and Tours (ATT) is one of the largest travel and tour operators in India, with experience of being in the travel industry for over 40 years. ATT is an IATA-approved agency and is a member of both national and international travel and tourism associations such as IATO and PATA.

(a) whether the Government has issued any guidelines to restrict booking of Air tickets by Central Government employees for LTC purpose by three Government owned firms viz. Balmer Lawrie, Ashoka Travels and IRCTC only;

(c) whether the Government has not authorized the official website of airlines companies to purchase air tickets for LTC purpose and if so, the details thereof and the reasons therefor;

(d) whether keeping in view of ease of access and strengthening digital India campaign, the Government proposes to authorize website of airline companies for purchase of air tickets for travel by Government employee on LTC; and

(a) to (e): In order to ensure the booking of tickets for Government employees at ‘Best Available Fare’ on Government account, the three travel agencies viz. M/s Balmer Lawrie & Company Limited (BLCL), M/s Ashok Travels & Tours (ATT) and Indian Railways Catering and Tourism Corporation Ltd.(IRCTC) have been authorized vide O.M. No.19024/03/2021-E.IV dated 31.12.2021 and dated 16.02.2022, issued by the Ministry of Finance, Department of Expenditure.

The Department of Expenditure in a 2009 order had said in cases of air travel (both domestic and international), including LTC where the Government of India bears the cost of air passage, the officials may travel only by Air India.

The finance ministry on Friday said that for all air travels where the government bears the cost, the tickets will be purchased from either of the three agents -- Balmer Lawrie, Ashok Travels & Tours, and IRCTC.

In an office memorandum, the Department of Expenditure under the finance ministry said the decision has been taken in view of the disinvestment of Air India.

"In all cases of air travel where the Government of India bears the cost of air passage, air tickets shall be purchased from the three authorised travel agents viz. Balmer Lawrie & Company Limited (BLCL), Ashok Travels & Tours (ATT), Indian Railways Catering and Tourism Corporation Ltd (IRCTC)," it said.

The choice of the travel agent for booking of the ticket by the individual ministry/ department will depend on the quality of service provided, additional facilities viz. excess baggage., cancellation and rescheduling facility, said the expenditure department.

The administrative ministries of the three authorised agents will also ensure that all the three agencies, apart from providing facilities through dedicated staff, also provide an option for booking tickets directly through an application as functionality on their website, specifically for the central government employees posted in areas in the country where the services of authorised travel agents may not be easily available.

The Department of Expenditure in a 2009 order had said in cases of air travel (both domestic and international), including LTC where the Government of India bears the cost of air passage, the officials may travel only by Air India.

After its decision to sell Air India to Tata group for ₹ 18,000 crore, the government in October had asked ministries and departments to clear dues of debt-laden Air India immediately and, henceforth, purchase tickets only in cash.

The government is looking to complete the sale process of Air India to the Tata group by next month.

The finance ministry has issued directives to government employees to choose flights with the cheapest fare available on their entitled travel class as the Centre aims to reduce unnecessary expenditure, PTI reported.

Government employees are authorised to purchase air tickets only from three travel agents – Balmer Lawrie and Company Limited, Ashok Travels and Tours and Indian Railways Catering and Tourism Corporation Limited.

Tickets for all employees for a single tour should be done through one selected travel agency only, said the memorandum issued by the Department of Expenditure on June 16.

Flight tickets should be booked at least 21 days before the date of travel on tour and leave travel concession.

“…To avail the most competitive fares and minimise burden on the exchequer,” it said. “Bookings may be made even if the approval of the tour programme is still under process.”

Employees making flight bookings within less than 72 hours of the date of travel will have to submit a self-declared justification.

“Employees are also encouraged to avoid unnecessary cancellations,” the finance ministry said. “Cancellations made less than 24 hours before intended travel, will require the submission of a self-declared justification by the employee.”

The ministry added that employees should book only one ticket for each leg of intended travel.

It also urged the employees to opt for digital bookings only.

“In case of unavoidable circumstances, where the booking of ticket is done from unauthorised travel agent or website, the financial advisors of the ministry and head of department not below the rank of joint secretary in subordinate offices are authorised to grant relaxation,” it noted.

All the dues on account of air travel should be completed within 30 days after completion of the journey, the ministry told the departments.

The government asked all the departments to clear their previous air travel dues by August 31.

This development came as the finance ministry plans to cut down on unnecessary expenditures amid high fiscal expenses, according to PTI.

In May , India’s wholesale inflation rate rose to a record high of 15.88% – the highest in 10 years.

The indicator of price rise in wholesale markets has remained in double digits since April last year. In May last year, the wholesale inflation rate was 13.11%.

CTEP - Guidelines for Travel Proposal

  • ABOUT THE SCHEME The Department of Biotechnology (DBT) will consider proposals under the Travel Support Scheme for financial assistance to Indian scientists/researchers, (residing/working in India) involved in Biotechnology for presenting their research papers in international conferences/ Seminars/ Symposia/ Workshops which are being held outside India relevant to the areas of interest and the projects/ programmes of the Department. The scheme provides up to full reimbursement of the actual return airfare in economy/excursion class to applicants from the nearest airport to the place of work in India to the venue of the conference/ Seminar/ Symposia/ Workshop. The event should be of international nature sponsored by foreign governments, international organizations or institutions under the aegis of multilateral, regional or bilateral arrangements.
  • Applicant should be an active scientist/ researcher engaged in research and development and promotion of biotechnology. Scientist below the age of 50 years would be accorded preference. Minimum educational qualification should be Post Graduate in Science or Bachelor degree in Engineering/ Technology or equivalent qualification.
  • Investigators/Co-Investigators of DBT supported projects/ programmes, Chairmen and Expert Members of the various Task Forces, Biotechnology Research Promotion Committee, SAC - DBT are also eligible to apply.
  • Senior Scientists/ faculties working in Pay Band - 4 would be provided travel support only if they have Oral paper presentation.
  • The scientist should not have availed financial assistance for travel support from Govt. in the last three financial years.
  • Scientist should have an accepted paper for presentation as a single or lead author.
  • Application submitted online ( www.dbtctep.gov.in ) only will be considered. Proposals submitted physically (hardcopy) will not be accepted.
  • More than two applications from the same Organisation may not be entertained in the same period. The final discretion on the same would be taken by the Committee based on the quality of the proposals.

  • Government of India guidelines on air travel where the Government of India bears the cost of air passage. ( GOI_Guidelines_for_Air_Travel )
  • In case, grant from other agencies had been applied, copy of acceptance or rejection, as the case may be, is required to be enclosed with the Claim Sheet. In case, grant was sanctioned but not availed, a copy of the letter from the sanctioning agency may be enclosed otherwise a letter from the Head of the Institution certifying that the grant although sanctioned but was not availed may be enclosed (in original).
  • The successful applicant will be informed about two weeks before the commencement of the conference. No interim correspondence will be entertained and canvassing in any form would lead to disqualification of the applicant.
  • Applications must be submitted atleast 12 weeks in advance but not more than 24 weeks in advance.
  • In case of non-senior applicant (anybody below Assistant Professor Level), the prior attendance in national level conferences must be indicated. It is to be noted that funding will be given to non-senior applicants only if he/she has attended at least one national level conference.
  • In case of multiple authors only one author who is not below the scale of Assistant Professor Grade will be funded.
  • Funding for single author is restricted to only person who is at least of Assistant Professor Grade or above.
  • All applicant should be encouraged to apply for established conference series, for example conferences conducted by the societies or "non-profit" organisations. Attendance of conferences organized by "for profit" organizations will be low prioritized for funding.
  • You can upload a pdf file of maximum size of 2 MB.
  • Incomplete application shall be rejected.
  • The amounts are indicative only. DBT may consider a change based on the situation at a particular point of time.
  • Travels claims should be submitted with complete documents within 3 months (90 days) from the completion of the event for which travel is undertaken. Any claim received beyond three months will not be entertained.
  • Reimbursement would be done at the earliest subject to availability of funds.
  • The meeting of the Departmental Committee for Promotion & Popularization of Biotechnology is held every month.
  • Letter of Invitation from organizers giving particulars such as acceptance of paper for Oral or Poster presentation.
  • Announcement of the conference/ Seminar/ Symposia.
  • Abstract of the paper accepted for presentation along with letter of its acceptance by the organizers.
  • No Objection Certificate from Co-authors (if any) that they are not attending the said conference.
  • In case the applicant is not the lead author, a certificate from the lead author indicating the circumstances of deputing the applicant to present the paper.
  • Certificate of estimation of fare for shortest route from any Government approved enterprises (1. Balmer Lawrie & Co. Ltd; 2. Ashok Travels & Tours, Indian Railways Catering and Tourism Corporation Limited). If the tickets are booked through Government approved enterprises in case of any increase/ decrease in fare vis-a-vis the estimated fares, fares will be paid by DBT on actuals.
  • A copy of letter regarding commitment from any other national or international agency, for any financial assistance, full or partial for travel, registration, per diem etc.
  • Approval/ Forwarding letter from the Head of the Organisation/ Department.
  • Certificate from the applicant that he/she has not availed travel support from any government organisation in the last three financial years from the date of application.
  • Abstract which has been accepted for conference carrying the details of all the co-authors including their affiliations must be provided.
  • Supervisor's name and consent for the application should be provided (for all non-senior applications below the Assistant professor grade).
  • Claim Sheet for reimbursement of Travel grant for presenting research papers in International Conference/ Seminar/ Symposium/ Workshop ( Annexure - I ).
  • Report on Participation ( Annexure - II ) duly verified by HOD/Supervisor.
  • A copy of air tickets with original boarding passes.
  • Photographs/short video of your presentation in the event
  • Proof of payment to Authorised travel enterprises as mentioned in the CTEP guidelines.
  • A Certificate of participation at the Conference from the organizers.
  • Certificate of Award(s) received (if any) during the conference.
  • Other travel support received for the trip.
  • Entitlement certificate for inland travel (Eligibility of travel in present organization to attend any conference/event within India).
  • Duly verified Bank details of your organisation (Name as per bank records, bank name, branch name and address, account no, nature of account, IFSC code and MICR Code).

West Bengal BJP List of Candidates: The BJP on Saturday released its first list of candidates comprising the names of 195 candidates for the upcoming Lok Sabha elections which included the names of aspirants for 20 seats in the Trinamool Congress-ruled state that has 42 constituencies. As the party released the list, a major controversy rolled out with the party giving ticket to Bhojpuri singer-actor Pawan Singh from the Asansol seat. As the political pot boiling, a day later, Singh announced on Sunday that he would not be able to contest from Asansol “due to some reason”. His candidacy faced criticism from the TMC, which said that many of his songs were crude and portrayed women, including those from the state, in a vulgar manner.

The intent is to provide a seamless, travel solution for all CISF executives for their official travel needs.
