TRADE COURSES TO PERMANENT RESIDENCY PATHWAYS

If you are an immediate family member of either an Australian citizen or permanent resident, you may be eligible to apply for a Visitor Visa (Subclass 600).

DHA are trialling an Electronic Travel Authority (ETA) mobile app (Australian ETA) for some ETA-eligible passport holders while the travel restrictions are in place.

Features of the Visitor visa (subclass 600)

This visa lets you visit Australia:

  • to visit or for business visitor purposes
  • for up to three, six or 12 months.

The base application charge for this visa ranges from AUD135 to AUD340.

If you hold a certain passport, you might be able to apply for a free or cheaper visa.

The eVisitor (subclass 651) visa is free. You must be a passport holder of a certain country.

The Electronic Travel Authority (subclass 601) visa has an AUD20 service charge. You must be a passport holder of a certain country.

Requirements

You might be able to get this visa if you are travelling to Australia:

  • as a visitor
  • for business visitor activities
  • to visit family
  • on a tour with a registered travel agent from the People’s Republic of China.

If you are in Australia you can apply for the Tourist stream of the Visitor visa online provided you currently have a valid visa that does not have condition 8503 imposed.

If you are outside Australia only certain passport holders can apply for this visa online.

If you cannot apply online, you can lodge a paper application.

What this visa lets you do

This visa lets you come to Australia for a holiday or to visit family and friends.

We will tell you how many times you can enter Australia on this visa:

  • You might be allowed to enter only once. If so, you will need to apply for a new visa if you want to return to Australia again after you leave.
  • You might be able to travel to and from Australia as many times as you want while your visa is valid, but the total time you spend in Australia cannot be more than the period of stay that you have been granted.

Who could get this visa

To be granted this visa, you must:

  • meet health and character requirements
  • have enough money to support yourself during your stay in Australia
  • intend to do the activities in the Tourist stream.

You must be able to show that you are travelling to Australia as a genuine visitor, for example as a tourist, for recreation or to visit your family and friends.

You must be outside Australia when the visa is decided.

If you are visiting your family, we will tell you whether you need a sponsor or need to pay a security bond when you apply.

You could be asked to prove that you hold 12 months of health insurance cover.

Visitor visas for parents of Australians

Due to the length of the permanent Parent (Migrant) visa (subclass 103) queue, and the desirability of family reunion, we might grant a more generous Visitor visa. You will be considered for this if you request a length of stay in Australia of up to 12 months and you identify yourself as a parent or step-parent of:

  • an Australian citizen or permanent resident.
  • an eligible New Zealand citizen.

We will consider these applications on a case-by-case basis. We can grant visas that last up to:

  • five years for parents outside Australia who are in the Parent (Migrant) visa (subclass 103)queue
  • have not applied for a Parent visa
  • have applied for a Parent visa (subclass 103) but are not yet in the Parent visa queue
  • have applied for a Parent visa (subclass 103) but are not yet in the Parent visa queue.

The visa will have three extra visa conditions:

  • Maximum 12 month stay in 18 months:  You cannot stay in Australia for more than 12 months on any visit or for more than 12 months in any 18-month period.
  • Health insurance:  You must maintain fully comprehensive health insurance while you are in Australia. You could be asked to provide evidence of 12 months health insurance cover when you apply. Reciprocal health arrangements are not adequate to meet this requirement.
  • No further stay:  You cannot apply for a new visa while you are in Australia. You must leave Australia no later than the date on which your visa ends, except in extremely limited circumstances.

Health requirements

You must meet certain health requirements. The health examinations you need will depend on your personal circumstances, including your period of stay, country of citizenship, time spent in another country during the last five years and your intended activities in Australia. The results of your health examinations are generally valid for 12 months.

You are able to organise your health examinations upfront before lodging a visa application.

Health insurance

You are responsible for all your health costs while you are in Australia. You will not be covered by Australia’s national health scheme (Medicare) unless your country has a reciprocal health care agreement with Australia.

We recommend that you take out health insurance each time you travel to Australia.

Character requirements

You must meet certain character requirements. You must be prepared to provide a police certificate from each country you have lived in for 12 months or more during the past 10 years after you turned 16 years of age. Do not arrange for police certificates until we ask you to.

Debts to the Australian Government

You must have no outstanding debts to the Australian Government or have arranged to repay any outstanding debts to the Australian Government before this visa can be granted.

Provide biometrics

You might be asked to provide biometrics (a scientific form of identification) as part of the application. Countries and visa subclasses included in the biometrics program has more information.

Tourist Stream: document checklist

Visa application requirements differ from country to country. If you are outside Australia, your nearest immigration office outside Australia will tell you exactly how to lodge your application and what documents to provide.

You need to provide documents to support your application for this visa. We can make a decision using the information you provide when you lodge your application. It is in your interest to provide as much information as possible with your application.

Provide certified copies of original documents. Do not include original documents unless we specifically ask for them. Police certificates should be original documents. Documents not in English must be accompanied by accredited English translations.

Use this checklist to make sure your application is complete.

  • A completed application form.

Receiving assistance

  • Form 956 Advice by a migration agent/exempt person of providing immigration assistance (133KB PDF)(the agent or exempt person completes the form and you must sign it).
  • Form 956a Appointment or withdrawal of an authorised recipient (116KB PDF)
  • Pay the visa application charge.

Your identity

  • Certified copies of the biographical pages of the current passports or travel documents of all people included in the application (these are the pages with the holder’s photo and personal details and the issue/expiry dates).
  • These photographs should be of the head and shoulders only against a plain background.
  • Print the name of the person on the back of the photograph.
  • If your name has changed or the name of anyone included in your application has changed: a certified copy of evidence of the name change.
  • Certified copies of birth certificates for you and any other person included in the application. The certificates must show the names of both parents of each person.

The character requirements

  • If anyone included in the application has served in the armed forces of any country: certified copies of their military service record or discharge papers.

Documents to show you are a visitor

  • Evidence of sufficient funds, such as personal bank statements, pay slips, audited accounts, taxation records or credit card limit.
  • If you are visiting relatives or friends, a letter of invitation from your relative or friend in Australia. If your relative or friend is paying for your visit, evidence that they have the necessary funds.
  • If you are visiting under the Tourist stream: Your itinerary for your stay in Australia.
  • a letter from your employer stating your intention to return to your job
  • evidence of enrolment at a school, college or university in your home country
  • evidence of immediate family members in your home country
  • evidence of your visa or residence status in your home country, and your right to return
  • evidence of property or other significant assets owned in your home country.

Children younger than 18 years of age

  • a statutory declaration giving their permission
  • Form 1229 Consent form to grant an Australian visa to a child under the age of 18 years (125KB PDF). If you use this form, you will have to attach a certified copy of your parent’s or guardian’s government-issued identification document (such as a passport or drivers licence) with their photograph and their signature.
  • Form 1257  Undertaking declaration  (125KB PDF).
  • Evidence of enrolment at school, college or university.

Business Visitor Stream: document checklist

Additional documents.

  • a letter of invitation from the host organisation in Australia
  • conference registration details
  • a letter from your employer stating the reasons for your visit
  • your itinerary, with contact details of the business parties involved.
  • Your educational or professional qualifications.
  • Your current employment and your role during your visit to Australia.
  • Details of previous contacts with Australian businesspeople or organisations.
  • Documents to show that the company you work for is an actively operating business, such as a business registration certificate or annual report.

Sponsored Family Stream: document checklist

Visa application requirements differ from country to country. If you are outside Australia, your nearestimmigration office outside Australia will tell you exactly how to lodge your application and what documents to provide.

  • Pay the  visa application charge .
  • Certified copies of marriage certificates or relationship registrations for you and anyone else included in your application, even if they are not joining you in Australia.
  • If you are living in a de facto relationship: independent evidence that you have been in the relationship for at least 12 months (for example, joint bank account statements or billing accounts in joint names).
  • If you or anyone included in the application has been widowed, divorced or permanently separated: a certified copy of the death certificate, divorce decree absolute, or statutory declaration/separation certificate.
  • a certified copy of their birth certificate and proof of their relationship to you
  • proof that they live in your household
  • proof that they have been dependent on you for at least the 12 months immediately before you lodge your application.

Approved Destination Status (ADS) Stream: document checklist

  • Pay the visa application charge.
  • Copies of the biographical pages of the current passports or travel documents of all people included in the application (these are the pages with the holder’s photo and personal details and the issue/expiry dates).
  • a  Notarial Certificate of consent from the parent(s) not travelling with the child; or
  • a certified copy of your parent’s or guardian’s government-issued identification document (such as a passport or drivers licence) with their photograph and their signature; and
  • a copy of the child’s birth certificate

Applicants aged 75 years of age or older

  • Evidence of health insurance to cover your stay in Australia
  • Yellow Book

Documents that ADS agents submit for ADS tour groups:

  • Letter from ADS agent including ADS tour group name list and tour itinerary
  • ADS tour itinerary for your stay in Australia
  • Copy of the ADS Tour Leader’s passport
  • Copy of the ADS Tour Leader’s Tour Leader Certificate
  • Copy of the ADS Tour Leader’s visa grant letter, if they already hold a valid Subclass 600 Visitor (Business Stream) visa.
  • any applicants of working age declares they are unemployed, or,
  • anyone included in the application has been previously refused a visa application to Australia, or held a visa that was cancelled, or has been removed from Australia.

Who can sponsor a family member

A sponsor must:

  • be an Australian citizen or permanent resident
  • be older than 18 years of age
  • have been settled in Australia for a reasonable period (usually more than two years).

You must also be one of the following:

  • a relative of the applicant (partner, parent, child, brother, sister, grandparent, grandchild, aunt, uncle, niece, nephew, or the ‘step’ or adopted equivalent of any of these).
  • a relative of a person who is a member of the applicant’s family unit and who is also applying for a Visitor visa (such as the partner of your brother or sister)

You cannot be a sponsor for more than one person at the same time, unless they are the member of the same family unit. A family unit is made up of the head of the family, their partner and their dependent children. Other relatives can be included in the family unit if they are dependent on the head of the family.

If you have already sponsored a visitor, you must wait until their visa ceases before applying to be a sponsor again, unless your next sponsorship is for a member of the family unit of someone you are currently sponsoring and they are proposing to travel to Australia for the same purpose as the previous applicant.

If you have previously sponsored a visitor and they did not abide by the conditions of their visa, you will usually not be able to sponsor another visitor in the same visa class for five years.

Applying to be a sponsor

This information explains what you need to do to apply to sponsor someone for the Tourist stream of the Visitor visa.

You might be requested to provide sponsorship for a Tourist stream application. The office processing your application will advise you if this is required. Do not provide 1149  Application for sponsorship for Sponsored Family Visitors  (223 kB PDF) for the Tourist stream unless requested.

Sponsor obligations

As a sponsor, you must:

  • guarantee that your visitor will comply with all the conditions of their visa, including leaving Australia before their visa expires
  • take responsibility for all financial obligations to the Australian Government incurred by your visitor during their stay in Australia.

If your visitor does not comply with all the conditions of their visa, you will usually be unable to sponsor another visitor for this visa for five years and might lose your security bond.

Security bond

DHA decide on a case-by-case basis whether to ask for a security bond. DHA will tell you in writing if you need to provide a bond.

  • is usually between AUD5000 and AUD15 000 per person (but we can ask for any amount)
  • must be paid in full before a final decision can be made on the visa application
  • is refunded if your visitor leaves Australia before their visa ends and if they have complied with all visa conditions.

Basic Eligibility

For the Electronic Travel Authority (ETA) visa, the applicant:

  • must hold a passport from one of the following countries: Andorra, Austria, Belgium, Brunei, Canada, Denmark, Finland, France, Germany, Greece, Hong Kong (SAR of China), Iceland, Ireland, Italy, Japan, Liechtenstein, Luxembourg, Malaysia, Malta, Monaco, Norway, Portugal, Republic of San Marino, Singapore, South Korea, Spain, Sweden, Switzerland, Taiwan (excluding official or diplomatic passports), The Netherlands, United Kingdom, United States of America, Vatican City.
  • be outside Australia when the visa application is applied for and granted
  • can only apply to travel to Australia as a tourist with no rights to studying or working

For the Visitor visa, the applicant:

  • Tourist stream: must satisfy the genuine temporary entrant criteria

But, if you want to witness Australia in all its glory, you need a visitor visa . A visitor visa allows the holder of the visa to travel to and stay in Australia for a specified period of time. And as such, it should be considered as a temporary visa. During the given amount of time, the holder can either go sightseeing or visit friends and family as well. Depending on the type of visitor visa, however, you may also get to engage in certain business visitor practices as well. The visitor visa can be used for studying purposes although the Student Visa stream would be much more appropriate. This visa further divides into two more subclasses.

Tourist visa Australia

Tourist Visa (Subclass- 600)

This visa stream is directed at those individuals who wish to enter Australia as a tourist and visit Australia’s attractions . The visa also allows people who want to meet their friends and family to enter Australia as well. However, the visa is not meant for individuals who seek to engage in business activities or undergo medical treatment.

In order to be eligible, the holder must fulfill the character and health requirements as well as prove that they have sufficient funds needed to fund their trip to Australia. The holder must genuinely be a visitor and come to Australia and leave Australia as a visitor.

If you are on a cruise, you will need a visitor visa in order to enter Australia.

The period of stay for this visa is determined on a case by case basis. The government will consider why you want to visit Australia and for how long are you planning for. However, the period you are hoping for may not be approved by the government and might issue a period of stay that I not according to your expectations. Regardless, the period of stay will be mentioned in the grant letter. The highest possible duration of stay that can be granted is 12 months. The visa can be customized for either one entry or multiple entries. With multiple entries, it is possible to leave and enter Australia, while the visa is valid.

This visa cannot be extended . If the holder wants to stay in Australia for a longer period of time, the holder needs to apply for another Visitor Visa . Family members cannot be included in the visa. If family members wat to come, they must also fill out separate applications for the Visitor visa.

Each applicant will have to pay AUD 365 as the cost for the visa. Additionally, more charges might be added for health checks, police certificates, and biometrics. There might also be a subsequent temporary application charge as well.

The application can be processed from 4 up to 5 months.

Tourist Visa (Subclass- 676)

This visa is a visa that has been closed for new applicants and is unavailable to apply for.

The duration of the visa is stated by the department when the applicant receives it. Based on the type of visa, the holder can visit Australia multiple times or they can visit only once.

You cannot work or study in Australia while holding this visa . The duration of stay can be extended with a Tourist Visa 600 subclass.

If you are granted another visa, then you are liable to lose the period of stay remaining in your visa.

E-Visitor Visa (Subclass 651)

This visitor visa allows eligible individuals to travel to and from Australia freely in a period of 12 months and can stay in Australia for a 3-month period at a time. Also, in addition to visiting the country as a tourist and visiting friends and family, this visa also allows certain business visitor activities as well.

To be eligible , you must be a passport holder of one of these countries. Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, The Netherlands, Norway, Poland Portugal, Romania, Republic of San Marino, Slovak Republic, Slovenia, Spain, Sweden, Switzerland, United Kingdom – British Citizen, Vatican City.

The total period of stay is 12 months with a maximum of 3 months at one time.

This visa is a free visa . The visa can be processed within 4 months.

Eligibility criteria for tourist visa.

If you are applying for a visitor visa to travel around the country, you will need to provide evidence that you have sufficient funds. For this, you will need to submit documents such as personal bank statements, audited accounts, pay slips, or taxation records. In some cases, a credit card limit is also accepted as evidence that you have sufficient funds.

If you are traveling to visit relatives or friends, you will be required to submit a formal letter of invitation from your relative or friend. The letter must be from an individual who lives in Australia. If your relative or friend is sponsoring your visit and stay they will be required to provide evidence that they have the funds to do so.

If you are applying for a tourist visa, you would need to submit your itinerary for the duration of your stay in Australia.

If you are below 18 years and traveling alone, you must have written parental permission as well as supporting documents to show that appropriate arrangement has been made with regard to your accommodation, general welfare, and support during your visit to Australia.

You may also be required to provide documentation to show that you have every intention of returning to your home country before your visa expires. Evidence that is required for this purpose may include:

  • Papers to state that you have immediate family members in your home country
  • Papers to show that you own property in your name or that you own other significant assets in your name in your home country.
  • Admission certificate to say you have enrolled in a school, college, or university for further studies in your home country
  • A formal letter from your employer attesting that you have a steady job in their company. The letter must be written on the company’s letterhead.

Canada and Mexico have maintained a deep, positive and constructive diplomatic partnership over the past 80 years. We have worked to ensure North America is the world’s most competitive economic region and maintain strong bilateral, regional and multilateral cooperation. To support travel and people-to-people connections between Canada and Mexico, while also preserving the integrity of our immigration system, the Government of Canada is adjusting its travel requirements for Mexican citizens.

February 29, 2024, 8:30 a.m. – Ottawa – Canada and Mexico have maintained a deep, positive and constructive diplomatic partnership over the past 80 years. We have worked to ensure North America is the world’s most competitive economic region and maintain strong bilateral, regional and multilateral cooperation. To support travel and people-to-people connections between Canada and Mexico, while also preserving the integrity of our immigration system, the Government of Canada is adjusting its travel requirements for Mexican citizens.

As of February 29, 2024, at 11:30 p.m. Eastern time, Mexican citizens who hold a valid US non-immigrant visa or have held a Canadian visa in the past 10 years and are travelling by air on a Mexican passport will be able to apply for an electronic travel authorization (eTA). With the high number of Mexican citizens currently holding US visas, the majority will continue to enjoy visa-free travel to Canada. Those who do not meet these conditions will need to apply for a Canadian visitor visa. This responds to an increase in asylum claims made by Mexican citizens that are refused, withdrawn or abandoned. It is an important step to preserve mobility for hundreds of thousands of Mexican citizens, while also ensuring the sound management of our immigration and asylum systems.

The application process for Mexican citizens seeking a work or study permit will not change. Mexican citizens who want to work in Canada will continue to have access to a wide number of existing labour pathways, including the Temporary Foreign Worker Program and the International Mobility Program.

Canada supports ongoing travel, tourism and business with Mexico. We will continue to work with the Government of Mexico to strengthen our regular pathways to immigration, and with our provincial and territorial counterparts to support a system of managed migration as well as to support those in need of protection. Canada is expanding its network of visa application centres in Mexico to better serve these clients. Today’s action will relieve pressure on Canada’s borders, immigration system, housing and social services, while preserving mobility for Mexican citizens who want to come to Canada.

The Seasonal Agricultural Worker Program (SAWP) is a vital example of the mutually beneficial migration that we seek to promote regionally and globally. Canada is ready to work with Mexico to build on this program, through the modernization of a new SAWP bilateral agreement, to offer Mexican workers new opportunities, through the incorporation of year-round primary agriculture and seasonal fish, seafood and primary food processing into the program. This will benefit workers and businesses on both sides of the Canada–Mexico relationship.

Canada is continuously monitoring the impacts of its visa policies for both visa-exempt and visa-required countries, as well as asylum claim trends. These challenges are not limited to one country. Any adjustment to Canada’s travel requirements are made to preserve the integrity and sustainability of our asylum and immigration systems.

Asylum claims made by Mexican citizens reached a record high in 2023 at a time when Canada’s asylum system, housing and social services were already under significant pressure. The majority of these claims (approximately 60%) were either rejected by the Immigration and Refugee Board of Canada, or withdrawn or abandoned by the applicant.

In 2023 alone, asylum claims from Mexican citizens accounted for 17% of all claims made that year from all nationalities around the world. The country’s asylum claim rate has risen significantly since the visa was first lifted in 2016 (from 260 claims in 2016 to 23,995 claims in 2023). 

All eTAs issued to Mexican passports before 11:30 p.m. Eastern time on February 29, 2024, will no longer be valid—except for eTAs linked to Mexican passports with a valid Canadian work or study permit. Mexican citizens travelling to Canada without a valid work or study permit will need to apply for a visitor visa or reapply for a new eTA —if they are eligible.

Mexican citizens holding a valid work or study permit can still travel by air to Canada with their existing eTA as long as it remains valid, and they can continue to study or work in Canada based on the validity and conditions of their permit. Mexican visitors who are already in Canada on an eTA can stay for as long as they are authorized (up to six months from the date they arrive in Canada). However, if they plan to leave Canada and wish to return, they must have the proper travel documents (visa or new eTA). 

Most approved visa applicants receive multiple-entry visas, which allow them to visit Canada as many times as they want, for up to 10 years, or until their passport expires.

The eTA is a digital travel document that most visa-exempt travellers need in order to travel to or transit through Canada by air. IRCC first began expanding its eTA program to eligible citizens from visa-required countries in 2017. Mexico will now be among 15 countries whose citizens can to fly to Canada on an eTA, instead of a visa, if they meet certain requirements .
