Ministry of Tourism: New measures to boost Tunisia as a destination

Tunisian tourism has been faced with successive crises, especially after the coronavirus pandemic, which has impacted its performance and competitiveness..

This observation prompted the Ministry of Tourism to put in place a new strategy to conquer promising markets and diversify the Tunisian offer, indicated the Minister of Tourism and Handicrafts, Mohamed El Moez Belhassine in an interview with TAP agency.

The Department of Tourism is preparing to create “a higher council for tourism”, as a coordination mechanism with the other ministries involved in this sector. Similarly, a “tourism code” will unify the legislative framework and boost tourism investment.

It will also launch a “tourism satellite account” to assess the real contribution of the tourism sector to the national economy. It also plans to put in place a new system for reviewing the classification of hotels, before the end of 2023, with a view to improving the quality of services.

You said that 5.4 million tourists visited Tunisia as of August 10, 2023, which has increased tourism receipts, what is your assessment of the situation?

The actual tourism receipts are double the announced figure, which requires the establishment of a new statistical system for the tourism sector, allowing to assess the real contribution of the tourism sector in the economy.

The recorded tourist receipts, estimated at 3.8 billion dinars, until the end of July 2023, do not represent the true value of the contribution of this sector in the national economy, since this figure does not take into account the expenses for medical care for tourists, cruises, purchases of handicrafts, shopping and also travel within the country, especially for those traveling alone.

This is why the Ministry is working to set up a new statistical system, namely “a satellite account”, in accordance with the recommendations of the World Tourism Organization, in order to measure the weight of tourism in the economy and its role in covering the deficit and bringing foreign currencies into the country.

The satellite account includes 10 indicators including employment in the sector, investment and the number of tourists…., whereas the current statistical system is limited to the number of arrivals (from the General Directorate of Border Police and Foreigners ), tourism receipts (BCT) and overnight stays in hotels (ONTT).

The Ministry has started the development of a survey on tourist expenditure in Tunisia, as a first step for the establishment of the “Satellite Account” in Tunisia. This survey, carried out by the ONTT in collaboration with the various intervening structures including the National Institute of Statistics (INS) and the Ministry of the Interior, should be completed by the end of 2023.

What new measures does the Ministry of Tourism plan to take to develop Tunisia’s tourist attractiveness?

A higher council for tourism will be created soon. Chaired by the head of government, it will be made up of the ministers concerned by the sector. This structure will be responsible for coordinating between the various stakeholders, with a view to establishing policies as well as national strategies to develop the sector and monitoring their execution. The promotion of the tourism sector is a common responsibility which involves the efforts of the different ministries (transport, health, industry, agriculture, etc.), in order to meet certain challenges linked in particular to water shortages, energy management or even the safety of tourists. It should be recalled that the High Council for Tourism was initially launched in 2003 to be dissolved in 2010.

Does the Ministry of Tourism intend to review the legislative framework governing the sector, at a time when the latter is still suffering from the consequences linked to the Covid-19 pandemic?

The ministry has begun to collect the various legal texts organizing the sector. The objective is to group them in the “tourism code” which will serve as a legal framework for the sector. It will also facilitate procedures and procedures for Tunisian and foreign investors and thus promote the creation of projects in the area. In addition, the ministry is working to revise certain laws, including those relating to the classification of tourist establishments, in order to harmonize the various legal texts.

This structuring project, which includes professionals in the sector, intends to unify the laws governing the sector. It will allow Tunisia to adapt to the requirements of international competition. This code also meets the objectives of the tourism development strategy by 2035, in order to make it a responsible and sustainable sector. This text will be ready towards the end of 2024 and will then be adopted by Parliament.

What are the main specificities of the sectoral tourism strategy for 2035?

The ministry has put in place a new development strategy for 2035, based on a clear vision targeting the strengthening of the role of tourism in the socio-economic and environmental development in the regions and the transformation of the Tunisia destination into the one of the most important competitive and sustainable destinations in the world through product diversification with the aim of safeguarding cultural and natural heritage and creating new investment and employment opportunities.

The Tunisian tourism development strategy for 2035 aims to target new markets. It is based on four main axes: the development of Tunisia’s competitiveness, the diversification of the tourist offer, the impulse of investments in the sector and the development of promotion mechanisms.

This strategy is part of an overall vision of Tunisia by 2035 and goes hand in hand with the various strategies developed in other sectors.

After the absence of the Russian market, what are the new markets targeted by Tunisia?

The absence of the Russian market, due to the Russo-Ukrainian war, has affected the current season given the importance of this market, not only in terms of the number of tourists but also the number of overnight stays registered in the units hoteliers.

The Russian market also helps to boost markets and economic activity through visits to archaeological sites and tourist excursions. Tunisia had welcomed more than 630 thousand Russian tourists in 2019.

The ministry is currently working to diversify markets and target promising markets, including those in Asia and mainly tourists from China, Indonesia and South Korea.

China on Thursday lifted a ban on organized trips to more than 70 additional destinations, including Tunisia. This is a measure in force since the health crisis in 2020 for group travel.

China’s Ministry of Culture and Tourism on Thursday called on travel agencies and tourism service providers in China to resume the pace of marketing group travel for Chinese tourists abroad.

Faced with soaring hotel prices and the degradation of the quality of services, what measures will be taken for this purpose? Do you envisage a reclassification of hotels?

The Ministry does not interfere in this matter. The setting of prices is not only linked to the classification of hotels but takes into account other parameters including supply, demand, quality of services, geographical location and the level of satisfaction of tourists. To do this, the ministry is working to strengthen control campaigns. Since the beginning of 2023, 5,000 control operations have been carried out in various hotel units and the activity of some of them has been temporarily suspended.

We intend to launch a new hotel reclassification project before the end of 2023, in order to improve the quality of services. There will be, thus, new classification criteria including customer satisfaction, eco-responsibility, accessibility to people with specific needs.

Will there be new investment projects that take the environmental component into account?

The volume of tourist investments reached 266.6 million dinars in 2022, including investments made in the accommodation sector (creation, rehabilitation and renovation) of around 219.8 million dinars. Currently, three major tourist projects planned in Tunis, Douz and Djerba are being finalized. They are considered among major tourist investments given the many jobs they will generate. As far as the environmental aspect is concerned, hotel units have no choice but to adapt to climate change and the water stress facing the country. In this sense, the ministry encourages these establishments to rationalize the consumption of water, save energy and recover waste and treated water.

Launch of the "Visit Tunisia" Project

U.S. Ambassador Donald Blome joined the Tunisian Minister of Tourism and Handicrafts Mr. Mohamed Moez Belhassine today at the Sbeitla archeological site in Kasserine, Tunisia, to launch the $50 million "Visit Tunisia" project funded by the U.S. government, through the United States Agency for International Development (USAID). Visit Tunisia is a five-year project designed to help Tunisia’s vital tourism sector rebound through public-private sector partnerships and digital innovations that will capitalize on the country’s rich natural, cultural, and historical heritage. This USG investment has the potential of generating 15,000 new sustainable tourism-related jobs in underserved communities across Tunisia.

Through Visit Tunisia, the U.S. government will work with the Ministry of Tourism and Handicrafts to design and promote experience-based tourism activities beyond the coast, with goal of drawing new international tourists to areas of Tunisia that are often overlooked. Activities will integrate the perspectives of women and youth as local tourism strategies are developed and broad access to small business support will be available.

Visit Tunisia will place a special focus on year-round experiences to encourage tourism arrivals beyond the narrow summer season. Expanding tourism offerings will lead to an increase in the number of tour operators selling Tunisia as a destination, and an increase in visitor spending by 20 percent. Targets include an increase in arrivals to 11.5 million by 2026.

Diversification is key to Tunisian tourism recovery

Tunisia must diversify its tourism offerings, according to experts, as the country continues to chart a course of recovery from the effects of the coronavirus pandemic.

The number of foreign visitors to the North African nation in 2022 is forecast to reach over 6 million, as revealed by Lofti Mani, central director of promotion at Tunisia’s National Tourist Office, part of the Ministry of Tourism and Handicrafts.

The figure is slightly higher than the target under the strategy set up for the revival of tourism during 2022-2024.

The strategy aims to reach 50 to 60 percent of the tourism figures recorded in 2019 at the end of 2022; 80 percent in 2023 and a return to normal tourism dynamics in 2024.

However, in order to reach a full recovery, Christopher Lund, executive director and head of hotels Mena region at Colliers, told AGBI that Tunisia must adapt from its decades-long reputation as a beach and summer sun destination.

He said: “Tunisia could benefit from a plan to reposition its touristic destinations which in turn would lead to an opportunity for hotels to improve their occupancy and average rates.

“This would mean looking at new source markets to diversify the inbound tourism mix, as well as attracting new investments to develop new-generation resort complexes, destinations, masterplans and bringing new brands and concepts to the market.”

Tunisia’s main source markets this year were France, Germany, UK, Poland and the Czech Republic. There were also 1.013 million Algerian visitors.

The number of overnight stays is also up to 18.5 million nights until December 10, 36 percent shy of 2019 figures.

Leila Ben-Gacem, senior consultant at Blue Fish Consulting, said the switch to alternative and experiential tourism is something Tunisia can take advantage of thanks to the country’s rich landscape and cultural heritage.

“From olive farms opening up to tourists to collect olives, to startups designing a tour guide from your smart phone’s app to ceramic workshops for kids – they might be modest investments, but I believe those micro-businesses are the future of Tunisia’s tourism experience,” she said.

Several programmes have been implemented to boost the Tunisian tourism sector, supported by the EU and its Tounes Wijhetouna programme to support diversification of tourism, handicrafts development and heritage enhancement.

Visit Tunisia, a five-year, USAID-funded activity, is designed to grow and diversify Tunisian tourism, generate sustainable jobs and increase tourism revenues. The Deutsche Gesellschaft für Internationale Zusammenarbeit has its Promotion of Sustainable Tourism Programme.

Dr Ross Curran, assistant professor at Edinburgh Business School at Heriot-Watt University Dubai, said Tunisia already benefits from a diverse range of tourism offerings, from the archaeology of Carthage, to globally recognisable film set locations, such as El Jem.

“Building on this, Tunisia could see significant growth through ecological and sustainable tourism development,” he said.

Tunisia is also gaining popularity for its affordable healthcare facilities and high standards of medical services, which makes it a preferred destination for medical tourism, which makes up roughly 5 percent of its offering.

The country was ranked 38th out of 46 global destinations on the Medical Tourism Index 2020-2021 released by the Medical Tourism Association in 2021.

“The government has created a robust ecosystem by improving the medical facilities to increase the foreign tourist inflow in the country,” added Curran.

The Tunisian government’s National Tourism Strategy 2035 aims to make the country a sustainable and competitive tourist destination.

According to the Ministry of Tourism, investment intentions of about $157 million were recorded in the first quarter of 2022.

Nadaa Ghozzi, general manager of Select Travel and Tours in Tunisia, said political unrest for the past 12 years has had a dramatic impact on the country’s economy, which has also led to a reduction in promotion budgets.

She said this must be restored in order to challenge neighbouring destinations.

“Tunisia lacks financial means today to compete with giants such as Turkey, Egypt and Morocco marketing and promotion wise,” she said. 

“My view is that we are stuck in the chicken and egg paradox, where we cannot even feed the chicken in order for it to lay eggs.”

Top 5 tourist attractions in Tunisia

Amphitheatre of El Jem The impressive ruins of the largest colosseum in North Africa, a huge amphitheatre which could hold up to 35,000 spectators, are found in the small village of El Jem. This 3rd-century monument illustrates the grandeur and extent of Imperial Rome.

Legend holds that Masinissa, the first king of Numidia, built the first fortress there around 200 BC.

Chott el Djerid This large endorheic salt lake in southern Tunisia was used as a filming location for the Star Wars series, among others. It was also described in Jules Verne’s last novel, Invasion of the Sea. According to legend, it was here that the Greek goddess Athena was born.

Tunisia’s tourism sector has long been dominated by a handful of well-known coastal resorts that cater to international visitors who typically come for sun, sand and all-inclusive deals. These holidaymakers rarely venture far from their hotel, if at all.

Because of this relatively one-dimensional approach, Tunisia’s potential as a destination for tourists looking for adventure, culture and ecological diversity remains largely untapped.

The latest tourism figures show that visitor numbers have not returned to pre-pandemic levels – possibly because of global trends in tourism which are shifting away from old models.

In the sector’s ever-evolving landscape, this represents an opportunity to reposition Tunisia’s offering to international visitors.

By becoming less reliant on coastal tourism, Tunisia will have the opportunity to boost small businesses in the sector, especially in the northwest’s underserved areas and the Sahara in the south.

Adventure travel in Tunisia

One strong candidate as a potential new marketplace is adventure travel. Loosely defined as any kind of tourism that involves travelling to remote or exotic locations to try physical activities, it is a category that suits Tunisia well.

With thousands of square miles of picturesque landscapes, mountains and deserts for visitors to explore, Tunisia has much to offer.

But the country needs a helping hand. Many MSMEs in the tourism sector lack the technical know-how or key business skills to cater to the modern traveller’s need to explore and live experiences, not just mere products or services.

To encourage international tourists off the beaten track, Tunisia needs to offer assurances that they will be well looked after.

The Trans-Tunisia Trekking Trail

One of the ways in which Leaders International and GIZ Tunisie are helping on this front is the Trans-Tunisia Trekking Trail project (also known as 4T), implemented as part of the wider Tounes Wijhetouna programme, funded by the EU and BMZ .

It is a hiking path that spans the country from east to west, and support is being provided not just to enhance and develop the trail, but to assist the many MSMEs along its route that stand to benefit from increased tourism numbers.

The trail capitalises on Tunisia’s geographical diversity and rich history – and has the potential to introduce future holidaymakers to areas of outstanding natural beauty and cultural significance that are not commonly experienced by overseas visitors.

Four segments will be established along the 4T route, and support will be given to dozens of small businesses in these areas to help them upgrade their services – or add new ones that would attract international adventure-lovers, solo travellers and eco-tourists.

Towering mountains and Roman ruins

Two of the cities that have been singled out as key destinations on the 4T are to be found in the north of the country. This vast area offers a surprisingly verdant side to Tunisia that relatively few tourists currently get to see.

Less than two hours from Tunisia’s capital city, Tunis, is Zaghouan. With a population of around 21,000, Zaghouan is known for its National Park, which is dominated by the towering Mount Zaghouan, the highest point in Eastern Tunisia.

Existing hiking trails make the region an obvious choice for inclusion in the 4T project, and visitors can expect to see rare birds, a Roman ‘Temple of Water’ and a Roman aqueduct, constructed around 139AD.

Also, on the 4T trail is the city of El Kef in western Tunisia. Slightly larger than Zaghouan and a gateway to numerous trails. El Kef is also the site of an ancient Ottoman fortress and the ruins of Roman baths.

Changes inspired by the pandemic

Despite the numerous difficulties endured by Tunisians during the pandemic, the coronavirus crisis also provided the spark for change in the country’s approach to tourism.

Many Tunisians who took to the countryside to unwind during the pandemic came to appreciate the beauty of their country all over again.

These same people are now seeing the possibilities that this landscape could offer in a post-Covid world – a world in which sustainable tourism has an ever-increasing appeal.

The year-long 4T project will offer technical support, the marking of hiking trails, and marketing activities for the trail and its neighbouring SMEs to give local tour operators and service providers the opportunity to carve out a sustainable future and boost employment.

Next stop: the Sahara

As the eyes of international visitors are drawn to Tunisia’s lesser-known treasures in the coming years, further tourism activities look set to extend to the relatively undeveloped south of the country.

Numerous North African countries already reap the benefits of Saharan tourism, and Tunisia – much of whose lower half falls within the desert’s geographical spread – could soon be added to this list.

Leaders International hopes to support Tunisia as it transitions from its reliance on outdated tourism models and embraces innovative new, sustainable solutions that span the whole country.

In November 2022, we supported the Tunisian Ministry of Tourism and other partners in the Tounes Wijhetouna programme to orchestrate the National Conference on Saharan and Oasis Tourism. The conference aimed at proposing and discussing various investment and development solutions for inclusive tourism in the region.

Despite the government’s efforts to boost Saharan tourism in the last three decades, occupancy rates in hotel units remain low as MSMEs in the region are still missing out on development and capacity development opportunities – a reality that Leaders International hopes to change in the coming future.

This morning, the official handover took place between the outgoing minister, and Mr. Mohamed Ali TOUMI , new Tunisian Minister of Tourism and Handicrafts .

Mr. Mohamed Ali TOUMI headed several travel agencies and created his own agency in 2005.

Active for over twenty years in the tourism sector, he was elected President of the Tunisian Federation of Travel Agencies (FTAV) from 2011 to 2018.

Born on February 19, 1974 in Kerkennah (Sfax), Mr. TOUMI holds a master’s degree in accounting management from the Higher Institute of Accounting and Business Administration (ISCAE).

The Ministry of Tourism in Tunisia announced the axes of the national strategic vision of Tunisian tourism by 2035. It aims to make tourism an important engine of economic, social, and environmental development, throughout the Tunisian territory, by 2035. It is a question of making Tunisia one of the most competitive and sustainable destinations in the world, through the diversification of its tourist products and the attraction of new markets, according to a press release published by the Presidency of the government.

It is also about “making Tunisia a clean tourist destination” that preserves the cultural and natural heritage for current and future generations.

The 2035 National Tourism Strategy has a common vision among the different actors in the tourism sector. The objective is to strengthen its ability to adapt to global demand, in addition to developing new models of tourist products (valorisation of tangible and intangible heritage) to develop the Tunisian tourist offer.

It is based on four strategic objectives, namely: competitiveness, diversification, investment, and marketing.

The implementation of this strategy aims to promote a sustainable recovery of the sector, in particular after the losses caused by the Covid-19 crisis. It also aims to set up sustainable tourism and consolidate its place in the national economy.

The cruise sector is an important component of Tunisia's national strategic vision for tourism by 2035. Over the past few years, Tunisia has seen a significant increase in the number of cruise ships and passengers visiting the country. This has been driven in part by the development of new ports and improved infrastructure along the Tunisian coastline.

Cruise tourism has become an important part of Tunisia's tourism industry, providing jobs and revenue to the country. Tunisia is an attractive destination for cruise ships due to its rich cultural heritage, stunning coastline, and favorable climate. The government has also taken steps to ensure that safety and security of visitors is maintained, as well as reduce the environmental impact of cruise ships.

TUNISIA WELCOMED 6.3 MILLION TOURISTS IN 2022

Tunisia reported a sharp rebound in foreign tourist arrivals in 2022 while recording some 6.3 million foreign travellers according to first estimations from the tunisia national tourist office (ontt)..

According to reports, a total of 6,116,756 foreign visitor arrivals were registered in Tunisia from the beginning of the year until December 20, compared to 2,354,755 tourists during the same period of 2021.

China’s national news agency Xinhua quoted Lotfi Mani, central director of promotion (DCP, marketing, at the Tunisian National Tourist Office (ONTT). According to the director, the total number of tourists in Tunisia is likely to reach 6.3 million by the end of this year, with France, Germany, Poland, Czech and Algeria being the main source countries for foreign travellers. Four of the country’s 29 incoming European markets already surpassed their 2019 results. They are the Czech Republic, Hungary, Poland, and a combined UK/Ireland figure.

For Lotfi Mani, the current indicators for the tourism sector “have so far met the objectives set since the beginning of the year, in particular those achieving 50 to 60% of the rate of tourist activities of the reference year (2019), which stood at 9.5 million tourists”.

The marketing executive pointed out that the number of tourist nights spent in Tunisia during the above -mentioned period amounted to 18.5 million, bringing the receipts of the tourism sector to $1.256 billion (€1,179bn).

Strengthening Tunisia’s tourism sector

Tourism is an important pillar of the Tunisian economy, representing 14% of the country’s gross domestic product (GDP) and offering nearly 400,000 direct and indirect job opportunities.

During 2022, three important steps gave new impetus to the country’s tourism sector: the presentation, on September 27, of the “national strategic vision of Tunisian tourism by 2035” by the Minister of Tourism to the Head of Government;

The project “Promotion of sustainable tourism in Tunisia”, a joint action of the European Union (EU) within the framework of its program “Tounes Wijhetouna” and the German Federal Ministry of Economic Cooperation and Development ( GIZ Tunisia agency ) in partnership with the Ministry of Tourism and Handicrafts;

The project of USAID “Visit Tunisia Activity” . This is a five-year, USAID-funded project designed to grow and diversify Tunisia’s tourism sector, generating sustainable jobs and increasing tourism revenues. It aims at small and medium-sized enterprises with training and support for young people.

Tunisian minister visits the IOC

The Tunisian Minister was accompanied by Ms Fatma Omrani Chargui , Tunisian Ambassador to Spain, and her staff, as well as by a delegation of senior officials from the Tunisian Ministry of Tourism and Handicrafts and the National Tourist Office of Tunisia.

The delegation was welcomed by the Executive Director and the Tunisian officials of the Organisation.

The interview focused on the different activities implemented by the IOC, as well as on the concept of the “Olive Route”, which is of interest to several IOC member countries and which integrates tourism into the olive growing world.

At the end of the meeting, souvenir photos were taken and gifts were exchanged. The Minister then wrote a few words in the IOC guestbook to make the visit permanent. Both delegations left the IOC headquarters to visit the Fundación Santander and admire its orchard of thousand-year-old olive trees.

Le ministre tunisien était accompagné par Mme Fatma Omrani Chargui , Ambassadrice de Tunisie en Espagne, et ses collaborateurs, ainsi que par une délégation de hauts fonctionnaires du ministère tunisien du Tourisme et de l’Artisanat et de l’Office National du Tourisme de Tunisie.

La délégation a été accueillie par le Directeur exécutif du COI et par tous les fonctionnaires tunisiens de l’Organisation.

L’entretien a porté sur les différentes activités mises en œuvre par le COI, ainsi que sur le concept de la « Route des Oliviers », qui intéresse plusieurs pays membres du COI et qui intègre l’aspect touristique dans le monde oléicole.

Au terme de cette rencontre, des photos souvenirs ont été prises et des cadeaux ont été échangés. Le ministre a ensuite rédigé quelques mots sur le livre d’or de l’Organisation afin de pérenniser cette visite. Les deux délégations ont quitté le siège de l’Organisation pour se rendre à la Fundación Santander et admirer son verger composé d’oliviers millénaires.

Tourism ministry and Aga Khan Network sign a joint cooperation agreement in rehabilitation and training field

Damascus-SANA, Ministry of Tourism and the Aga Khan Development Network in Syria signed on Thursday a memorandum of understanding in the field of tourism and hotel training and education in framework of the network’s non-profit humanitarian and development role.

The memorandum, signed by Minister of Tourism, Mohammad Rami Martini, and the resident representative of Aga Khan Development Network in Syria, Ghatafan Ajoub stipulates carrying out projects and programs in tourism and hotel training, education, and rehabilitation, support the quality of education according to modern educational media, and link the outcomes of tourism and hotel vocational training and education to the needs of the labor market.

The memo includes facilitating the implementation of initiatives and activities in the field of tourism and hotel training and qualification, and tourism and hotel training programs using modern and advanced training methods and hosting experts and technical specialists to train students in various tourism fields.

Martini affirmed in a press statement that cooperation between Ministry of Tourism and Aga Khan Network will continue in the field of training and qualification for students in hotel schools under the age of 18 or in the university education stage, technical institutes, training and qualification centers and tourism colleges affiliated with Higher Education Ministry to facilitate their entry into the labor market with high efficiency.

Martini pointed out that the number of beneficiaries of these programs and curricula has so far reached more than 25,000 ones during the eight years.

In turn, Ajoub noted that cooperation with the Ministry of Tourism will continue in accordance with the memo which will last for three years, and focuses on the humanitarian and development aspect, which helps students and youth cope with life’s circumstances.

Cooperation in action Tunisia: Developing sustainable tourism options

After the political revolution of 2011, Tunisia continues to be faced with social and economic challenges. Economic development lacks momentum, and the official unemployment rate has become even higher as a result of the pandemic. This particularly affects young people and women, especially in inland regions.

Tourism is one of the most important industries in Tunisia's economy. It accounts for thousands of jobs, which, however, are to be found mainly in the coastal areas. Through its development cooperation, Germany has therefore been supporting the development of tourism products in adjacent and economically less successful regions of the country.

Working together to tap additional potential

As part of a project to foster sustainable tourism, efforts are under way to expand and improve tourism programmes with a focus on culture and nature, especially in inland areas. This will help to boost the national economy and improve employment in Tunisia. The project is being implemented in cooperation with the Tunisian Ministry of Tourism. The Federal Ministry for Economic Cooperation and Development ( BMZ ) finances this project together with the European Union ( EU ).

There is cooperation with the Tunisian Ministry of Tourism, national federations and associations, and other public and private actors in order to foster the development of the tourism sector in Tunisia on a long-term basis.

This project focuses on selected regions, where it creates or strengthens alternative tourism options related to culture, nature, and adventure. For example, a bicycle and pedestrian trail is being developed along the historical sites of Carthage. In the old city of Tunis, a series of weekend events at traditional souks was introduced in cooperation with local businesses, restaurants and artists. In southern Tunisia, efforts are under way to establish hiking trails that wind through the rocky desert areas, canyons and oases.

Special attractions with high tourism potential are being linked and supported by including them in thematic routes. For example, a movie route was presented in March 2022. It markets sites at which well-known movies were shot, for example Star Wars , Indiana Jones , and The English Patient . Efforts are also under way to develop a culinary route with activities focused on typical Tunisian agricultural products such as harissa, olive oil, and dates.

In parallel, the project helps to make the local tourism sector more competitive and improve regional marketing.

Networking across industries

In addition, the project facilitates exchange among international and national stakeholders from the tourism sector and related industries, such as agriculture and crafts and trades. This gives rise to innovative business ideas which can strengthen Tunisia's economy across industries.

The joint project activities help to position tourism in Tunisia in both national and global markets. By diversifying its tourism options, Tunisia can attract visitors to other – previously unknown – regions of the country. This gives local people a chance to benefit from tourism value chains.

  22. Tunisia: Developing sustainable tourism options

    As part of a project to foster sustainable tourism, efforts are under way to expand and improve tourism programmes with a focus on culture and nature, especially in inland areas. This will help to boost the national economy and improve employment in Tunisia. The project is being implemented in cooperation with the Tunisian Ministry of Tourism.
