France remains at risk of terrorist attacks. The national security alert system – Vigipirate - is currently at the second level of “Reinforced security – risk of attack”. It is a state of enhanced vigilance and security that allows the authorities to employ additional security measures in specific areas affected by the threat. Demonstrations can take place without notice in France. These can occasionally turn violent and disrupt traffic and public transportation. Singaporeans are advised to avoid such protests, heed the instructions of local authorities, and exercise vigilance.

Entry and Exit

France is part of the Schengen Area and Singaporeans are allowed visa-free entry for short stays up to 90 days in any 180-day period, provided that no employment is sought.  Passports should be valid for at least three months from your planned date of departure from the Schengen Area. As visa requirements often change at short notice, we advise you to contact your travel agency, or the French Embassy in Singapore for up-to-date information.

Please note that Singaporeans can only apply for French visas from the relevant French embassy or consulate in the applicant’s country of residence. It is not possible to arrive in France on a short-term visa and seek to convert this into an employment or student visa thereafter.

As a general rule, all foreign nationals entering France must be able to produce documentary evidence of the reasons for their stay, their means of support, and accommodation arrangements.

Safety and Security

Singaporeans travelling or living in France should exercise a high degree of caution and take all necessary precautions to ensure their personal safety, including purchasing travel insurance. Those visiting crowded and popular tourist areas (such as museums, monuments, shopping areas and public transportation) should be particularly attentive. They should also monitor the news and other sources for updates on local conditions.

Terrorism: France’s national security alert system –  Vigipirate , has a three-tiered threat level as outlined below.

Crime: Petty crime such as theft, pick-pocketing and tourist scams are very common.  Singaporeans are advised to be vigilant and keep their belongings close to them at all times, and avoid carrying large amounts of cash. Demonstrations: Public demonstrations and strikes for political, social, or economic reasons occur regularly in France. They may sometimes affect traffic and public transportation. Singaporeans are advised to avoid large crowds and demonstration areas.   

Floods: Floods occur occasionally, and can be monitored from the flood forecast service  Vigicrues . In the event of a flood, heed the advice of local emergency services and avoid these areas.

The French Alps: The French Alps, which are located in the Rhône-Alpes and Provence-Alpes-Côte d’Azur regions, are a popular destination for hiking, mountaineering and winter sports. Research thoroughly on weather conditions, routes, and access to emergency services if planning to engage in these activities. Do not move off marked trails. Purchase comprehensive travel insurance that includes cover for medical evacuation.

Forest Fires: Forest fires can occur during the summer months, particularly on the Mediterranean coast and in Corsica. In the event of a major fire, heed the advice of local emergency services and stay away from affected areas. Monitor local news for updates.

All visitors and residents are subject to French laws and penalties. Research on local laws prior to arrival, especially for extended stays. Do note the following laws that can affect your visit or stay:

  • All persons are required to carry a form of identification on them at all times. This could be a residence permit for long-stayers or passport for visitors.
  • Concealing the face in public places is illegal in France. For example, avoid using balaclavas, full veils, or masks to cover the face. Failure to comply could lead to fines.
  • It is illegal to fly a drone, even for recreational purposes, in many parts of France. A map of no-fly zones can be found on https://www.geoportail.gouv.fr/donnees/restrictions-pour-drones-de-loisir . 

Additional Information

Driving in France: Tourists who intend to drive in France should obtain an International Driving Permit prior to their arrival. For long-stayers, the Singapore driving licence may be converted to a French permis de conduire within one year of the driver’s arrival in France. Documentary requirements for the conversion may be obtained from the nearest Prefecture de Police. Do not leave your passport or valuables unattended in vehicles.

Demonstrations do occur in major cities across the world. Such demonstrations can sometimes escalate into violence. It is important for Singaporeans to keep abreast of local news, avoid any protests or demonstrations and heed the advice of the local authorities.

When participating in outdoor leisure activities overseas, Singaporeans should be mindful that certain sporting activities, especially in open seas, may carry risks. Besides ensuring that one has the physical competencies and appropriate condition to undertake the activity, every effort should be made to ascertain if the trip organiser or guide is reliable and competent, and that appropriate safety and contingency plans are in place. When in doubt, Singaporeans should consult the relevant professional bodies or sporting associations for specific advice.

Advisory: Email Scams

There have been reports of individuals receiving scam emails/messages purportedly sent from friends in distress overseas. These emails/messages typically originate from an email address/social media known to the receiver bearing claims of the sender getting into trouble overseas and urgently requesting financial assistance. The sender would also claim to have approached a Singapore Embassy/Consulate and the local Police for help to no avail.

MFA takes the safety of all Singaporeans very seriously.  Singaporeans in distress approaching our Overseas Missions for assistance will be rendered with all necessary consular assistance.  If you receive such emails/messages from purported friends seeking funds transfers, we strongly advise you to call them first to verify the authenticity of the emails/messages before responding to their request.  It is also not advisable to give out any personal information such as NRIC/passport numbers, address, telephone number, etc.  Any form of reply, even one of non-interest, could result in more unsolicited emails.  Members of the public who suspect that they have fallen prey to such scams should report the matter to the Police immediately.  Should Singaporeans abroad require consular assistance, they can contact the nearest Singapore Overseas  Mission  or call the Ministry of Foreign Affairs 24-hr Duty Office at +65 6379 8800/+65 6379 8855.

Requirements ETIAS France from Singapore

In 2025, Singaporean passport holders will have a new system for applying for and receiving permission to visit France and the rest of the Schengen Zone. The France ETIAS, or European Travel Information and Authority System, is a visa-waiver program that was designed to streamline the application process while providing an added buffer of security to member countries. The ETIAS for France permits Singaporean citizens a stay of up to 90 days within a 180-day period inside France and the Schengen Zone.

Along with most other countries around the world, travelers or persons conducting business in the Schengen Zone will be required to apply for the visa-waiver , providing a number of details in the process. However, because the ETIAS for France acts as a visa-waiver , there is no need to visit any physical embassy or consulate during the application process, but there are a number of requirements.

The ETIAS application for France should only take a few minutes for Singaporean travelers to fill out. During the application, travelers will be asked to provide certain details about their history of security, and of course standard points of data. Questions about applicants’ names, passport information, and current residency can be expected, as well as the aforementioned more detailed questions about their medical and security history, which will all then be cross-checked against the data that the European authorities already have to ensure that there are no potential security risks.

Applicants should have all of this information (name, passport number, passport date of expiry, contact details, and place of birth) on hand before they begin their application to ensure a smooth process.

There are not many documents that Singaporean citizens need to present to European authorities during the application process for an ETIAS to France . The main thing is that they must hold a Singaporean passport with sufficient validity for the duration of their trip. This means that their passport has a minimum of 3 months of validity from the intended date of departure from the Schengen Area.

There are currently no active health warnings or vaccines required for Singaporean citizens visiting France . With that said, it is always recommendable to check the Center for Disease Control (CDC) website prior to travel to ensure that there have been no recent updates.

In most cases, your domestic medical care will not cover the costs of any medical attention you receive while in France. For this reason, it is recommended that you purchase insurance for the duration of your stay in France and the Schengen Zone. In some cases, you will be denied care should you not be able to pay up front . A “Feuille de Soins” or treatment form is also available for you to inquire about reimbursement.

If you take prescription medication, you should plan to travel with the pills in the original plastic containers with the prescriptions attached to the bottle to avoid any potential issues. Should you require medical attention while you are in France, you can contact an operator by dialing either 15 or 122.

ETIAS France application from Singapore

The ETIAS application for France consists of an online application form and a non-refundable application fee that must be paid with a debit or credit card. Applicants will also need to provide a valid email address as any correspondence, including the issuing of the ETIAS visa-waiver, will be done via email.

Before submitting the application, be sure to double-check each section for accuracy as any incorrect information, including an errant keyboard strike, could be grounds for a delayed or denied application .

Once you have been approved for the ETIAS, you will receive an email with the approved visa-waiver . You must then print out a hard copy of this email and carry it with your passport to show to border authorities at the French port of entry you are entering.

We had an aisle and middle economy class seat on the plane. The flight appeared to be very full. The seats were small, hard and very uncomfortable with minimal leg room. I’m a small woman and felt really cramped. My husband is a big man and stated he was unable to move at all in his seat. We were given 2 meals during the flight from Singapore to Brisbane. Our first meal was okay at best but the second meal was inedible. I think it was supposed to be veg in pastry but the pastry was full of air with minimal if any filling. The staff were pleasant and efficient. Getting off the plane went without any problems. It did take an extended period of time for our bags to come out onto the carousel. The qatar airways flights were great, the code share with Indigo could have been a lot better. There is no option for web check in, there is not information on the tickets for the INDIGO PNR this caused a problem with security letting us into the airport. The indigo staff did not even want us to line up before they opened the counters. There is not option on the indigo flgith to request special meals.

Qatar Airlines code share with Indigo has been a terrible experience for me on these notes: 1. Indigo changed by flight without informing me of the change, they did not ask me if I am okay with the change. I discovered this change when I was trying to do online check-in through the Qatar mobile app. When I called Qatar customer support, they mentioned Indigo changed my flight due to the original flight being cancelled, but the fact is that flight was scheduled and departed correctly, it was never cancelled. 2. When asked why my flight was changed without informing me, they mentioned that they sent email/phone call to my travel agent, and it is was my travel agent that did not inform me, which again was another false statement. 3. I called Qatar Airlines (third call on the day of my trip) to request them to put me back on the same flight, they mentioned that they could for an extra $2500, as the original class I was booked on was not available, we are still talking economy only not business class, I said no way. 4. I called the travel agent, and they mentioned that they will work with Indigo and asked me to be prepared to travel on the later flight I was bumped to. While I was making my hotel/taxi arrangements for the new flight, I got a call and email saying they were able to get me on the original flight with no extra cost. So, after 2+ hours of talking to customer support, and a lot of stress on my last day of vacation, I flew back as originally scheduled, but this nightmare is just a horrible experience that I will never fly on Indigo/Qatar again. Qatar screwed up by delaying our onward journey for refueling, which resulted in missing our connecting flight to India. the airport qater staff at Doha, herded us like cattle in a very incohesive and uncoordinated way. We were then given 2 options: either catch our original flight the Next day ( After 24.hrs) or catch 2 flights instead , to goto our destination in India. All this, for paying a premium for Qatar.

I am writing to express my extreme dissatisfaction with the recent flight experience I had with your airline. This has been one of the worst travel experiences I have ever encountered, and I feel compelled to bring it to your attention. Firstly, I missed my flight due to what I perceive to be a lack of clear communication and coordination on the part of your staff. There was no remorse or apology from the airline's representatives, which further exacerbated the situation. As a result of missing my flight, I was subjected to a 24-hour delay at the airport, where I had to spend a significant amount of money to rent a hotel room and cover other incidental expenses. Additionally, since my baggage was already checked in from Tanzania to Turkey, I had to purchase essential items for the 24-hour period. What truly dismayed me, however, was the discourteous and unprofessional attitude of your staff. Their lack of empathy and understanding only added to the stress and inconvenience of the situation. I have been traveling abroad for over 20 years, and I can confidently say that this experience has been the worst I have ever encountered. As a result, I am compelled to reconsider ever using your airline again for future travel. I strongly urge you to address the issues I have raised and take immediate steps to rectify the situation. Additionally, I expect a formal apology and a refund for the expenses I incurred due to the airline's negligence. A very small gate at Singapore airport, lots of people packed into a small area…. A Petrie dish for infection. The flight was late although the captain did make up time. We had an aisle and middle economy class seat on the plane. The flight appeared to be very full. The seats were small, hard and very uncomfortable with minimal leg room. I’m a small woman and felt really cramped. My husband is a big man and stated he was unable to move at all in his seat. We were given 2 meals during the flight from Singapore to Brisbane. Our first meal was okay at best but the second meal was inedible. I think it was supposed to be veg in pastry but the pastry was full of air with minimal if any filling. The staff were pleasant and efficient. Getting off the plane went without any problems. It did take an extended period of time for our bags to come out onto the carousel. The lounge Emirates uses at Jeddah airport is horrible even with the opening of the new section. Food selection is poor and never enough seating . Staff are not friendly. Boarding process at Jeddah always an absolute mess

Not so good. Issues with seat assignments, unruly lines during check-in, half a sandwich on an international flight. I was originally supposed to be on Qatar airways, but it was switched to Indigo after I bought my tickets. They wouldn't even let me get seat assignments from the US to Mumbai. I was automatically assigned seats, and a middle one at that. Terrible.

Terrible airlines - suffered entire flight due to food poisoning from stale food

The qatar airways flights were great, the code share with Indigo could have been a lot better. There is no option for web check in, there is not information on the tickets for the INDIGO PNR this caused a problem with security letting us into the airport. The indigo staff did not even want us to line up before they opened the counters. There is not option on the indigo flgith to request special meals.

Qatar Airlines code share with Indigo has been a terrible experience for me on these notes: 1. Indigo changed by flight without informing me of the change, they did not ask me if I am okay with the change. I discovered this change when I was trying to do online check-in through the Qatar mobile app. When I called Qatar customer support, they mentioned Indigo changed my flight due to the original flight being cancelled, but the fact is that flight was scheduled and departed correctly, it was never cancelled. 2. When asked why my flight was changed without informing me, they mentioned that they sent email/phone call to my travel agent, and it is was my travel agent that did not inform me, which again was another false statement. 3. I called Qatar Airlines (third call on the day of my trip) to request them to put me back on the same flight, they mentioned that they could for an extra $2500, as the original class I was booked on was not available, we are still talking economy only not business class, I said no way. 4. I called the travel agent, and they mentioned that they will work with Indigo and asked me to be prepared to travel on the later flight I was bumped to. While I was making my hotel/taxi arrangements for the new flight, I got a call and email saying they were able to get me on the original flight with no extra cost. So, after 2+ hours of talking to customer support, and a lot of stress on my last day of vacation, I flew back as originally scheduled, but this nightmare is just a horrible experience that I will never fly on Indigo/Qatar again. Qatar screwed up by delaying our onward journey for refueling, which resulted in missing our connecting flight to India. the airport qater staff at Doha, herded us like cattle in a very incohesive and uncoordinated way. We were then given 2 options: either catch our original flight the Next day ( After 24.hrs) or catch 2 flights instead , to goto our destination in India. All this, for paying a premium for Qatar.

Check-in staff were not very pleasing and sounded to be rude, even though I hold a platinum membership. The aircraft is brand new and good. As it's a short flight no other comments.

Did not find the wheelchair that supposed to assist and went to a long queue for transit security chk which was very slow and boarding desk wanted to close counter although that they knew that I am minutes away because of their mistake of not providing the wheelchair.

The new croissant taking Paris by storm

There may be nothing as prototypically Parisian as a croissant, with its crispy golden exterior and tender layers of buttery bliss within. But take a look in any bakery case from New York to Melbourne these days, and you'll find the croissant has been contorted into a host of portmanteau pastries from the cruffin to the Cronut . Recently, Paris has even become home to its very own: a mashup of the croissant and the all-American chocolate chip cookie called the " crookie ".

Such creations may seem irreverent, especially given French gastronomy's veneration of tradition. But given the complicated history of the country's most emblematic baked good, these franken-pastries are not as blasphemous as one might think.

The croissant's international origins hide in plain sight in any classic boulangerie (bakery). Neither pain (bread) nor pâtisserie (pastry) , the croissant is technically a viennoiserie, a category of breakfast buns also home to the chocolate-stuffed pain au chocolat or chausson aux pommes, a "slipper" of puff pastry filled with apple compote. The category's name is a testament to its origins, not in Paris, but rather in Vienna.

Armchair historians paint a pretty picture of the croissant's birth during the Ottoman siege of the Austrian capital in 1683, and some even go so far as to give Marie Antoinette credit for bringing it to Paris. In reality, we have Vienna native August Zang to thank for the 1830's arrival of the proto-croissant, which he introduced to Parisians at his rue de Richelieu bakery, Boulangerie Viennoise. His Viennese pains de fantaisie – literally "fantasy breads" – stood out from Parisian offerings at the time, thanks to new leavening technology relying on fast-acting beer yeast rather than sourdough starter and to frequent enriching with butter, eggs, sugar or milk.

Parisians went gaga over the results, inspiring no shortage of imitators, especially of the kipferl, a yeasted pastry crescent enriched with butter. But while this Viennese specialty may have resembled a croissant in shape, its texture was a far cry from the characteristic flakiness that sees most croissant-eaters' chic scarves scattered with evidence of their breakfast.

A croissant is made using a technique called lamination, which sees a yeasted dough thrice "turned" or folded around sheets of butter, creating 27 layers of butter encased in 28 layers of dough. And laminating the croissant, according to Jim Chevallier, author of August Zang and the French Croissant , was a French idea, albeit by way of the Arab world, where lamination had already been in use since the 13th Century.

According to Patrick Rambourg, culinary historian and author of Histoire du Paris gastronomique: Du Moyen Age à nos jours (History of Gastronomic Paris: From the Middle Ages to Today) , it wasn't until the late 19th Century that the word croissant would systematically be used to describe a yeasted dough laminated on a marble slab and folded into a croissant– the French word for crescent.

The croissant is thus fairly new on the French culinary landscape – and it's far from sacrosanct. Perhaps its most time-tested variation is the viennoiserie northern France dubs a pain au chocolat  and southerners call a chocolatine : The dough wrapped around two bars of dark chocolate into a pillowy rectangle cannot justifiably be called a "chocolate croissant".

The word is nevertheless applied to other viennoiseries lacking the trademark curve. Croissants ordinaire (ordinary croissants) are characterized by their use of margarine, a cheaper, longer-lasting butter alternative invented in 1869 at the behest of Napoleon III. These days, most bakeries sell croissants ordinaires and croissants au beurre (butter croissants) side-by-side, with a price discrepancy of a few centimes and a slight difference in shape: To stand out from its vegetable fat-based brethren, the butter croissant is typically baked straight, looking less like a crescent than a rugby ball.

"Since a straight croissant is easier and quicker to make," explained Dominique Anract, president of the Confédération Nationale de la Boulangerie et Boulangerie-Pâtisserie Française (French National Confederation of Baking and Pastry), "and since we make many more butter ones than ordinary ones, often we make the butter one straight and the curved one ordinary, so that people can recognise them. Because otherwise, you can't tell just from looking."

The confederation discerns France’s very best butter croissants with an annual contest , pitting victors from each of France's 101 departments (administrative divisions grouping towns and communes) against one another first on the regional and then on the national stage. Lyon's Alexis Douine from Boulangerie Henri Gay was the 2023 winner and is France's reigning butter croissant champion.

Until recently, these seemed to be the limits of the creativity one could take with croissants… at least in Paris. In 2013, French-born, New York-based Dominique Ansel invented perhaps the first portmanteau viennoiserie: his Cronut inspired exceedingly long lines of patrons eager to try the ever-changing flavours of this doughnut-croissant hybrid.

The world also welcomed its first cruffin in 2013 thanks to Melbourne's Kate Reid of Lune Croissanterie . It wasn't until 2022 that New York's Lafayette Grand Café invented the "cromboloni" – a croissant-bomboloni (Italian pastry cream-filled doughnut) hybrid that attained viral status on TikTok .

Perhaps surprisingly, the appeal of these innovations was not lost on Parisians. The cromboloni, here dubbed le New York Roll, has made a significant splash, notably becoming a signature at Bo & Mie , where it's seasoned with pistachio, key lime or rose and appears alongside croissants whose layered lamination produces colourful stripes evoking the flavour inside: pink for raspberry, brown for praline.

The French Bastards ' six Parisian bakeries have become famous for their chocolate cruffin, with a chocolate laminated dough stuffed with dark chocolate ganache. At Boulangerie Utopie , the team led by co-founders Erwan Blanche and Sébastien Bruno have crafted a new viennoiserie every weekend since the bakery opened in 2014, departing from more established shapes to see croissant dough fashioned into the base of a tart-like viennoiserie stuffed with rice pudding and Buddha's hand lemon curd or curved into a heart stuffed with apple, pink praline and vanilla cream.

"We do a flower quite regularly," said Blanche of one of the more intricate forms such viennoiseries may take, with six whorls of pastry petals surrounding a heart typically filled with praline or fruit confit. "Praline-chocolate is a classic on that one, because there's a graphic, visual side to it. And of course it's very good, very moreish."

And in October 2022, Paris became home to the crookie.

The idea, according to inventor Stéphane Louvard of Maison Louvard on Rue de Châteaudun, came about one Saturday morning, after he'd baked a particularly beautiful batch of croissants. "I thought to myself… you know what? Let's have some fun."

He split the croissants in half and stuffed them with chocolate chip cookie dough, rebaking them just enough so that the cookie set. They were a modest hit, with about 100 to 150 sold each day, until a TikTok influencer got wind of them in February 2024. Ever since, Louvard has been working overtime to keep up with the demand, fashioning 1,500 crookies a day – and 2,000 on Saturdays.

If the crookie has proven so popular, it's not just down to the power of social media. Each crookie begins with a house-made croissant, whose dough takes three days to complete, allowing ample time for it to ferment and develop its fullest, richest flavour. Once baked, the croissants are left to age for just a few hours, long enough, Louvard explained, to be neatly sliced down the middle. Filled with 60g of cookie dough and topped with another 40g, they're rebaked for 10 minutes, for an interior studded with chocolate that remains gooey long after the crookie has cooled. This, Louvard explained, is thanks to the chocolate from Xoco Gourmet , a producer cultivating terroir-driven cacao that's roasted for half the time of industry standard and at a temperature 20% lower. The resulting chocolate is richly aromatic with no lingering bitterness; the Mayan Red 62% used in the crookie smells like confit fruit and tastes like heaven.

The top-quality ingredients, know-how and time that go into each crookie contribute to its price of €5.90 (£4.65), more than triple that of a run-of-the-mill Parisian croissant. "It's the price of a cookie plus a croissant," said Louvard. "We don't count the extra work or the second bake."

The price hasn't stopped people from traveling from far and wide to sample it. One young woman came all the way from Germany to get her hands on the delicacy, and even in the late winter rain, the queue snaked around the corner, much as it must have not quite two centuries ago, when August Zang first revolutionised Paris' pastryscape.

Louvard still looked a bit incredulous at the crowds. "Every week, we say, 'It's going to calm down… right?'" he laughed. Not that he was complaining. Managing the increased demand isn't easy. "But every day," he said, "we do what we love."

City Developments Ltd. (CDL)—controlled by billionaire Kwek Leng Beng and his family—is in talks to buy the Hilton Paris Opera hotel as the Singapore-based property giant seeks to expand its global hospitality footprint amid a post-pandemic travel boom.

A unit of the company “is currently engaged in discussions on the potential acquisition of Hilton Paris Opera, a 268-room hotel located in Paris city center,” CDL said in an emailed reply to Forbes Asia ’s query. The potential deal was first reported by real estate website Mingtiandi, which cited unnamed sources as saying that City Developments is buying the property from the Blackstone Real Estate Partners Europe IV fund for €244 million ($265 million).

“The group continues to pursue strategic acquisition opportunities to grow our footprint across key hospitality markets,” the company said. “This potential acquisition presents a rare opportunity to expand the group’s hospitality presence in a key European gateway city, ahead of the Paris 2024 Olympics.”

City Developments has been actively acquiring assets despite rising interest rates, and has picked up several properties last year including the historic St. Katharine Docks commercial property in Central London, which it bought from another Blackstone fund for £395 million ($500 million). It has also acquired hotel assets in Brisbane, Osaka and Seoul.

With much of the company’s acquisitions funded by debt, rising borrowing costs have started to eat into the company’s profits. In 2023, CDL’s revenue increased 50% to an all-time high of S$4.9 billion ($3.6 billion) in 2023, but net profit slumped 75% to S$317.3 million largely due to higher financing costs and absence of substantial exceptional gains from divestments.

CDL shares have fallen more than 15% this year, to close at S$5.62 on Monday, the lowest in 15 years, amid heightened investor concerns over rising interest cost even as the company targets to divest some S$1 billion of assets this year to pare down debt levels. “They have to manage gearing and interest costs especially in this high interest rate environment,” Vijay Natarajan, an analyst at RHB in Singapore, said.

City Developments had S$33 billion of assets globally as of December 2023, with more than half in Singapore and the rest in Australia, China, Japan, U.K. and the U.S.

Kwek, 83, is the executive chairman of CDL and Hong Leong Group, which was founded by his father in 1941. His billionaire cousin Quek Leng Chan runs a separate group in Malaysia called Hong Leong Co. (Malaysia) that has interests in finance, food and property. With a net worth of $11 billion that he shares with his family, Kwek was ranked No. 5 on the list of Singapore’s 50 Richest that was published last September.
