Europe travel faqs, do i need a covid-19 vaccine to join an intrepid trip.

Trips from 1 January 2023 onwards

From 1 January 2023, Intrepid will no longer require travelers to provide proof of vaccination against COVID-19 (excluding all Polar trips and select adventure cruises).

However, we continue to strongly recommend that all Intrepid travelers and leaders get vaccinated to protect themselves and others.

Specific proof of testing or vaccination may still be required by your destination or airline. Please ensure you check travel and entry requirements carefully.

Do you need a visa to travel to Europe?

Whether or not you need a visa to travel to European countries largely depends on the nationality on your passport and whether the country you're traveling to is part of the Schengen Agreement.

This agreement sees 26 European countries offer visa-free travel to nationals from 60 other countries including Australia, the United States, Canada, Japan, and the United Kingdom. 

To determine whether the country you're traveling to requires a visa, head to the   Schengen Visa's information website.  

What is the internet access like in Europe?

You can easily access the internet in most countries in Europe, generally in capital cities and other major towns. Internet access may be limited in regional locations such as national parks or remote villages in some countries. 

Can I use my cell phone in Europe?

You shouldn't have a problem using your cell phone while traveling throughout Europe, however, your international data roaming will need to be activated in order to connect to the internet or send messages (unless you connect to the local wi-fi). 

What are the toilets like in Europe?

Modern, flushable toilets are the standard in the majority of European countries. 

Can I drink the water in Europe?

Tap water in most European countries is considered safe to drink unless it is otherwise marked. 

When should I book a tour in Europe?

There is no 'best time' to travel around Europe as most countries offer plenty to do in every season of the year.

T he most popular time to travel to countries like Greece, Italy, and Croatia is during the summer months (June, July, and August) so you can make the most of each country's respective beaches and warm weather.

C ountries such as Iceland, Norway, and Sweden are known for their snowy landscapes and northern lights sightings during Winter (December, January, and February).

How much does a Europe tour cost?

A tour in Europe can vary depending on the countries you want to visit, the style of tour, and how long you want to go for but you can expect to pay anywhere between USD$1,000 to USD$5,000, with most tours around USD$2,500. 

Is tipping common in Europe?

Tipping isn't as prevalent in Europe as it is in some other countries and definitely isn't expected, but if you like the quality of service you've been given at hotels, restaurants etc then a tip is always appreciated. 

Are credit cards widely accepted in Europe?

While credit cards are accepted in all European countries (especially in capital cities and other larger cities), smaller cafes or local run businesses may not have EFTPOS machines so it's always best to carry around a little cash to cover these expenses. 

What is ATM access like in Europe?

You should have no problem finding ATMs in most European cities. 

What currency will I need on a Europe tour?

The official currency of Europe is the Euro (€), however, only 19 of the 28 countries in the European Union use this. Countries that still use their own currency include Norway, Switzerland, Belarus, Croatia, Denmark, and Sweden. 

Is Europe safe for LGBTQIA+ travelers?

Europe is considered a reasonably safe continent for LGBTQIA+ travelers with plenty of countries openly accepting, welcoming, and embracing the community.

This is evident in large capital cities such as Paris, Berlin, Madrid, and Vienna.

Some countries still hold traditional religious beliefs such as Belarus and Poland so a degree of caution should be taken when travelling around cities and remote regions in those countries.

Will I need a socket adapter for Europe?

If you plan on traveling to multiple countries throughout Europe then purchasing an all-in-one, worldwide adapter is the safest way to go.

I f you don't want to do that, your safest bet is to buy an adapter that uses C or E/F-type plugs as most European countries recognize this. 

Do I need to purchase travel insurance before traveling?

Absolutely. All passengers traveling with Intrepid are required to purchase travel insurance before the start of their trip. I worked with our travel agent for my trip to Spain. He prepared an itinerary for us which was perfect, with all the places we intended to travel. I loved that he was flexible in working with us on a final itinerary that met our expectations. Our travel agent was available every step of the way, advising of any changes by tour agencies or in transportation, which gave us peace of mind during our entire trip. The tour agencies were exceptional and knowledgeable about all the places we visited. The private transportation worked out well. All drivers were accommodating and helpful with our luggage. The hotels were all central and within our budget. Overall, I would not hesitate to recommend our travel company to anyone looking for a special experience in Spain. I know that when the opportunity comes I will use our travel company again. I have already recommended his services to friends and family planning to visit Spain.

This is our third trip booked through Zicasso. They make it very easy to find strong, reliable in-country travel agents. It’s a great service! We used a travel partner to plan our trip to Germany to see the Christmas markets. It was perfect. They selected great hotels that were perfectly located for walking to markets. The local guides for city tours were personable, knowledgeable, and engaging. Our itinerary was a great blend of seeing a lot, but not being overwhelmed. We visited Berlin, Dresden, Nuremberg, Rothenburg, and Munich, with some day trips to smaller towns. We did have some travel problems. Our inbound flight to Munich was canceled due to weather and a rail strike created a problem for our trip to Dresden. The travel agency was able to manage these events without any impact on our planned events. We rebooked flights into Berlin directly instead of taking a train from Munich, and they secured a private driver for the trip to Dresden on about 24 hours' notice. The travel team made these adjustments with minimal stress for us.

This was the second trip Zicasso's travel partner planned for us in Italy. The first was in 2019, when we visited many wonderful locations in mainland Italy. This time we decided to spend two weeks in Sicily over the Christmas holidays. The trip was so well planned, with a good balance of sightseeing and leisure time. Sicily is a fascinating island loaded with history and natural beauty. Our guides and drivers were so knowledgeable and personable. Our tour operator hit another home run for us with this wonderful, well-planned vacation. We are already considering where else we would like to go in Italy, since we know it will be another fabulous experience.

We thoroughly enjoyed our first trip to Italy and Zicasso's travel partner did a marvelous job putting it all together. They were able to get things set up promptly as it was under three months from the time we decided to schedule the trip to the departure date. During that time, it went from being just my husband and me to adding our three adult sons, and they helped readjust the schedule and budget to make it more affordable for five of us. All three hotels (Rome, Florence, and Venice) were excellent regarding location, cleanliness, and customer service. That we were American and were unfamiliar with Italian transportation because we had never been to Italy, it was extremely nice to have private transfers and all the train transfers set up. Even when we arrived by train in Venice, they had a person there to meet us and assist with transport to the water taxi, then walk us to the hotel. Everyone was professional, helpful, and on time. The tour guides were also wonderful and so well-educated. There were several modifications needed as we worked through the itinerary and changes to who was coming when, and our tour operator was very easy to work with on these. The only negative was that it was non-refundable if you needed to cancel in the 70 days before departure, even though many of the hotels stated refundable if canceled within a few days. Many tours I looked at and used on this trip could be canceled and refunded within 24 hours. I found this a much safer way to schedule tours and not lose out if there were any issues affecting our tour days. It's always a risk not knowing if someone in the group will be ill or injured and not able to participate. There is a $250 service fee for each change if the team needs to make changes once the final itinerary has been completed, so that does need to be taken into consideration. We were fortunate that we did not need to make any last-minute changes. I would strongly recommend our travel agency and will use them for our next trip.

We worked with Zicasso's travel specialist for our trip to Alsace during the winter carnival. She provided us with so many things to enjoy, like the hotels and private, small-group excursions in Strasbourg and Colmar. She also provided vegan restaurant recommendations as my wife is vegan (although in Colmar, one had reverted to a tea-only service when we wanted dinner). The hotel in Strasbourg was excellent. The staff were great and the breakfast had lots of options that met our needs.All the guides were good. The tours of Obernai and Selestat, as well as Haut-Koenigsbourg Castle, were very interesting and informative. This was probably the highlight of our trip and is highly recommended. In Colmar, we were so overwhelmed and disappointed by the ridiculous overcrowding. All that we could see were people. In my opinion, the number of people needs to be restricted as at times, it was dangerous. Having been to Colmar many times, I was so disappointed as you could barely get around, and getting into any restaurant was almost impossible. Our guide gave us a walking tour of the town. Fortunately, he knew some quieter streets. The hotel was OK, but on the first night, we woke up to no power. The small group tour to the winery and local villages was OK, but still so very crowded. At the hotel at Mulhouse on our last day, we had a small suite, which was nice. Generally, we still enjoyed our trip.

Our travel agent's hotel choices met our request very nicely, all being well priced and well located, and providing excellent customer service. Zicasso’s agent was always available for questions and clarifications, and he put together a last-minute add-on trip for us which was very special. We truly appreciated his customer service and attention to detail, and highly recommend him for your travel needs.

The trip was wonderful and the support from the travel agency was unstinting. From the first day, they were quickly responsive and continually exceeded our expectations. We had no hiccups along the way, so we didn't need to call on them during the trip, but I am confident they would have sorted any issue that arose.  Their reputation was reinforced by our guide in Bath, who said they were a great company to work with and emphasized that anybody who "picked up the phone" would provide the high level of service we'd experienced.

Mytishchi is a mid-sized industrial city in North Moscow Oblast , which borders Moscow to the southwest. It is perhaps Moscow Oblast 's principal industrial center, particularly for machinery and armaments.

A convenient elektrichka route (in fact, the first elektrichka route in Russia) runs frequently all day between Mytishchi and Moscow's Yaroslavsky Train Station. Rapid trains (Sputniks) bound to Pushkino and Bolshevo also stop here.

You can also get here pretty easily by taking the Kaluzhsko-Rizhskaya metro line to the end at Medvedkovo and there catch a bus or marshrutka to the Mytishchi center from the metro station.

Ed Perkins on Travel: European trains summer 2024

I f you're headed for Europe this summer and expect to move around a bit, chances are there's a train trip in your future. The Europeans are intense about minimizing carbon emissions by airlines: Some countries have banned short-haul flights entirely, and others are using various techniques to get you onto trains rather than planes for all but the longest local travel hops.

Your rail experience may well begin as soon as you arrive. Most European international airports provide direct rail service from the airport to the city center. In many cases, you have a choice of dedicated nonstop trains such as Heathrow Express with lots of space for your carry-on and slightly slower stopping commuter trains, such as Heathrow's Elizabeth Line, that are less expensive but can be crowded in the morning peak commute period when many flights from the US arrive. The easiest way to get all the information you need is to Google your arrival airport before you leave home and check the "ground transport" or equivalent button. Or check Terravision ( https://www.terravision.eu /) for a range of options. In my experience, the train system is almost always the best way to get into town.

An important development in long-haul travel is the growing number of "open access" operators over various national systems. The idea is that the individual countries own and maintain the infrastructure – tracks, roadbed, stations, and such – and individual operators buy "paths" for their trains. Already, the French system is operating in Spain and the Italians operate in France, along with a bunch of independent private operators on various routes.

The renaissance of night trains is another important trend. Not only are the rail systems – national and private – operating more trains, they're also adding new equipment. The latest trains include a mix of sit-up cars, multiple-occupancy couchette cabins, and some private cabins for one or two that even include showers. For travel within Europe, after all these years, it's still hard to beat Eurail Pass. Sample prices this year for the highly popular pass providing seven days unlimited of travel over a period of 30 days are $311 second class, $385 first class for most adults and $281 second, $355 first for seniors 60 or over. Lots of other options are available, from four to a full month of travel.

This year, the pass includes a few private-rail trips that once required a separate ticket, most notably the Interlaken-Grindelwald/Lauterbrunnen line. And Eurail now includes many but not all of the open access trains. The main gotcha is that quite a few of the best high-speed trains aren't really "free;" you have to pay a stiff co-pay disguised as a "seat reservation" charge far in excess of the cost on a regular ticket. If you decide on individual tickets rather than a pass, the general consensus of the blogosphere is that the three best websites for schedule search and ticket purchase are Trainline ( https://www.thetrainline.com/en-us ), Omio ( https://www.omio.com/trains ), and Rail Europe ( https://www.raileurope.com /), with most giving a slight preference to Trainline as having the widest scope of train choices. Check them out for yourself.

Seniors age 60 or over and youth get deals on many European rail systems beyond Eurail Pass. For ordinary tickets, they can also score discounts by buying on the national rail site of each country.

Another approach is to buy yearly passes for individual-country systems. Crew member on DALI said everyone on board was safe hours after bridge collapse, official says

A crew member on the DALI cargo ship sent a message hours after the Francis Scott Key Bridge collapsed Tuesday saying everybody on board was safe, according to Apostleship of the Sea director Andy Middleton.

Middleton, who spent time with the captain of the DALI Monday, told CNN’s Laura Coates he reached out to a crew member after hearing about the incident Tuesday morning. 

He said there were 22 members aboard the ship from India who were setting sail earlier Tuesday morning and were heading toward Sri Lanka.

“I was able to reach out to a crew member very early this morning around 5:30 (a.m. ET) or 6 (a.m. ET) and get a message to them asking if they were OK,” he said. “That crew member responded within just a few minutes advising that the crew was safe, and everybody that [was] on board was safe.”

Middleton was told by the ship's captain Monday that the vessel was going to take a longer route to avoid risks along the Yemen coast.

“When I was out with the captain yesterday, we were talking while we were driving, and he advised that they were sailing down and around the tip of South Africa in order to avoid the incidents that are going on off the Yemen coast, and it was a safer way to go,” he said.

Middleton said the  Apostleship of the Sea  is a ministry to seafarers with members that spend time in the port and on the vessels as a friendly face to the seafarers that visit the Port of Baltimore, “taking care of their needs to make sure that they're reminded of their God-given human dignity when they're here in Baltimore.”

Six people, who were believed to be part of a road construction crew, are presumed dead after Baltimore's Francis Scott Key Bridge collapsed early Tuesday morning. The collapse came after a 984-foot cargo ship hit the bridge's pillar.

Maryland Gov. Wes Moore told reporters Tuesday evening it's a "really heartbreaking conclusion to a challenging day."

Late Tuesday, it was discovered that two of the construction workers who went missing after the bridge collapsed were from Guatemala , the country's Ministry of Foreign Affairs said late Tuesday.

Here's what you should know to get up to speed:

  • The victims: Eight people were on the bridge  when it fell, according to officials. At least two people were rescued — one was taken to the hospital and was later  discharged , fire official and the medical center said.
  • The incident: Video shows the moment the entire bridge structure falls into the water, as the ship hits one of the bridge's pillars. CNN analysis shows that the  ships lights flickered  and it veered off course before it hit the bridge. Maryland Gov. Wes Moore said the crew on the ship were able to issue a "mayday" before colliding into the bridge, which allowed the authorities to stop incoming traffic from going onto the bridge.
  • Response efforts: Earlier, dive teams from various state and local agencies were brought in to assist in search-and-rescue operations, according to Maryland State Police Secretary Col. Roland L. Butler Jr.. The mission started with 50 personnel and continued to grow before the Coast Guard announced Tuesday evening that it was suspending its active search-and-rescue operation and transitioning to a "different phase."
  • The investigation: Authorities are still working to establish exactly how the crash occurred. The National Transportation Safety Board will look into  how the bridge was built  and investigate the structure itself. It will "take time to dig through" whether the bridge had ever been  flagged for any safety deficiencies , NTSB Chair Jennifer Homendy said.
  • Rebuilding the bridge: US Sen. Chris Van Hollen said the path to rebuilding the bridge will be "long and expensive." Senior White House adviser Tom Perez told reporters Tuesday “it’s too early” to tell how long it will take to rebuild the bridge. President Joe Biden said Tuesday he wants the federal government to bear the full cost of rebuilding the collapsed bridge, noting that it will not wait for the company who owns the container ship DALI to shoulder the costs. Funding could come from the Federal Highway Administration as well as the Bipartisan Infrastructure Law, but it may require additional funding from Congress.

2 of the missing construction workers from bridge collapse were from Guatemala, foreign ministry says

Two of the construction workers missing from the bridge collapse in Baltimore were from Guatemala, the country's Ministry of Foreign Affairs said in a statement late Tuesday.

Those missing included a 26-year-old originally from San Luis, Petén. The other is a 35-year-old from Camotán, Chiquimula, the statement said.

The ministry said both were part of a work team “repairing the asphalt on the bridge at the time of the accident.”

The statement did not name the two people missing, but it said the country’s consul general in Maryland “went to the area where the families of those affected are located,” where he hopes to be able to meet with the brothers of both missing people.

The consulate   also issued a statement Tuesday saying its consul general in Maryland "remains in contact with local authorities," and also confirmed that two of those missing "were of Guatemalan origin.”

State and federal officials have not released information about the identities of any of the six missing workers.

Underwater mapping of bridge collapse area to begin Wednesday, Baltimore fire chief says

Search operations near the Key Bridge collapse have shut down for the night due to dangerous conditions, but the process of underwater mapping with many local, state and federal dive teams will begin Wednesday, Baltimore City Fire Chief James Wallace told CNN’s Anderson Cooper Tuesday night.

Wallace said the portion of the Patapsco River is “tidal influenced, so it goes through tide cycles just like the open waters of the Chesapeake Bay does.”

The water depths in the area under the bridge vary from 40 feet to more than 60 feet, Wallace said. The deeper the divers go, the colder the temperatures they encounter, and the visibility is zero, he added.

 Wallace said when crews arrived Tuesday morning, the surface water temperatures of the Patapsco River were about 47 degrees with an air temperature of 44-45 degrees.

Here's what you should know about the historic Francis Scott Key Bridge

The Francis Scott Key Bridge collapsed early Tuesday after a massive container ship lost power and crashed into the iconic Baltimore bridge, sending people and vehicles into the frigid Patapsco River.

Six people, believed to be part of a road construction crew, are presumed dead and the Coast Guard has ended its active search and rescue mission.

Here's what you should know about the historic bridge:

  • How old?: The Francis Scott Key Bridge, also referred to as just the Key Bridge, opened to traffic in March 1977 and is the final link in the Baltimore Beltway, according to the Maryland Transportation Authority (MDTA.) It crosses over the 50-foot-deep Patapsco River, where former US attorney Francis Scott Key found inspiration to write the lyrics to the Star Spangled Banner, the MDTA says.
  • How long?: The bridge was 1.6 miles long when standing, MDTA reports.
  • Traffic volume: More than 30,000 people commuted daily on the bridge, according to Maryland Gov. Wes Moore.
  • How much did it cost?: The bridge cost $60.3 million to build, MDTA says. Since its collapse, President Joe Biden said he’s committed to helping rebuild the bridge as soon as possible.
  • About the port: Baltimore ranks as the ninth biggest US port for international cargo. It handled a record 52.3 million tons, valued at $80.8 billion, in 2023. According to the Maryland state government, the port supports 15,330 direct jobs and 139,180 jobs in related services.
  • About the ship: The bridge collapsed after a container vessel called Dali collided with one of its supports. Dali is operated by Singapore-based Synergy Group but had been chartered to carry cargo by Danish shipping giant Maersk . The ship is about 984 feet long , according to MarineTraffic data. That’s the length of almost three football fields.

Baltimore woman says bridge collapse was "like a piece of family dissolved"

For longtime Baltimore resident, Ceely, who opted not to share her last name, seeing footage of the Francis Scott Key Bridge collapse  Tuesday was deeply personal.

“I was very heavy-hearted,” Ceely told CNN. “Very tearful, thinking about the families whose loved ones may be in the water and just remembering when the bridge was constructed, and it was just like a piece of family dissolved.”

Ceely was at a prayer group Tuesday morning when she saw the news. She recalled being afraid when she first crossed the bridge while in Ford Maverick in 1975, but grew to like it because it saved time on the road.

“It was a main artery just like a blood line. It was a main artery to the other side of town. It was awesome. It beat going through the city all the time,” she said.

Elder Rashad A. Singletary , a senior pastor who led Tuesday night’s vigil at Mt. Olive Baptist Church told CNN that many church members watched the bridge's construction.

"It’s a part of the community. A lot of our individuals in our congregation drive that bridge to go to work, and so now it’s really a life changing moment,” he said.

More than 18 hours after the collapse of the Baltimore bridge, Maryland Gov. Wes Moore said it was a heartbreaking conclusion after the Coast Guard ended the search-and-rescue operation for the six people who were on the bridge when it collapsed.

It's a "really heartbreaking conclusion to a challenging day," he said.

"We put every single asset possible — air, land and sea" to find the missing people, he told reporters on Tuesday evening. "While even though we're moving on now to a recovery mission, we're still fully committed to making sure that we're going to use every single asset to now bring a sense of closure to the families," the governor added.

6 people presumed dead after Baltimore bridge collapse, Coast Guard says. Here's what we know

As the sun sets in Baltimore, six people are presumed dead after a major bridge collapsed overnight Tuesday, according to the Coast Guard. The Francis Scott Key Bridge came down around 1:30 a.m. ET after a cargo ship collided with it.

The Coast Guard said it has ended its active search-and-rescue operation for the missing construction workers who were on the bridge when it collapsed.

  • What we know: Eight people were on the bridge when it fell, according to officials. At least two people were rescued — one was taken to the hospital and has been discharged . The Coast Guard has been searching for six other people. But, around 7:30 p.m. ET, the Coast Guard said it has transitioned to a “different phase” of operation, now it did “not believe we are going to find any of these individuals alive,” Rear Adm. Shannon Gilreath said.
  • About the ship: The bridge collapsed after a container vessel called Dali collided with one of its supports. The vessel is operated by Singapore-based Synergy Group but had been chartered to carry cargo by Danish shipping giant Maersk . The US Embassy in Singapore has been in contact with the country’s Maritime and Port Authority, a State Department spokesperson said.
  • The investigation: The National Transportation Safety Board is leading the investigation into the collapse. A team of 24 experts will dig into nautical operations, vessel operations, safety history records, owners, operators, company policy and any safety management systems or programs, said NTSB Chair Jennifer Homendy. A voyage data recorder will be critical to the investigation, she added. 
  • Vehicles on the bridge: Officials are also working to verify the numbers of how many cars and people were on the bridge, Homendy said. Gov. Wes Moore said the quick work of authorities in closing the bridge had saved lives . Radio traffic captured how authorities stopped traffic and worked to clear the bridge seconds before the impact . Maryland State Police Secretary Col. Roland L. Butler Jr. said there is a “ distinct possibility ” more vehicles were on the bridge, but authorities have not found any evidence to support that.
  • Looking ahead: NTSB will look into how the bridge was built and investigate the structure itself, including if it was flagged for any safety deficiencies , Homendy said. The federal government has also directed its resources to help with search and rescue, to reopen the port and rebuild the bridge, Vice President Kamala Harris said . Earlier, President Joe Biden said t he federal government will pay to fix the bridge.
  • The economy: Transportation Secretary Pete Buttigieg warned the collapse will have a serious impact on supply chains . Until the channel is reopened, ships will likely already be changing course for other East Coast ports. Ocean carriers are already being diverted from the Port of Baltimore, where the bridge collapsed, to the Port of Virginia to “keep trade moving."

The tour itself was interesting and enjoyable. There should be more transparency about approximately how much free time is available in each city. The big negative for me was the tour director made some racially targetted comments about Indians which were not appropriate in any day or age. I am highly disappointed that I have paid thousands of dollars to be on this tour and had to listen to people of my race being mocked and belittled by the person leading the tour. The comments weren't targeted at me but still targetted at people of my ethnicity. Why am I being made to feel inferior because of my ethnicity? Disgraceful behaviour. Four suspects in Moscow concert hall terror attack appear in court

Footage of gunmen reinforces Islamic State’s claim to have masterminded worst terror attack on Russia in two decades

Four suspects have appeared in court in Moscow charged over the terrorist attack on the Crocus City concert hall on Friday that left 137 people dead.

The men were officially identified as citizens of Tajikistan, the Tass state news agency said, and were remanded in custody for two months at Sunday’s hearing.

The court released a video showing police officers bringing one of the suspects into the courtroom in handcuffs, as well as photographs of the same man sitting in a glass cage for defendants. One of the suspects was led blindfolded into the courtroom. When his blindfold was removed, a black eye was visible. Another suspect was brought into the courtroom in a wheelchair.

The men, identified as Saidakrami Murodali Rachabalizoda, Dalerdzhon Barotovich Mirzoyev, Shamsidin Fariduni and Muhammadsobir Fayzov, face charges of a “terror attack committed by a group of individuals resulting in a person’s death”, according to the Tass news agency. All four pleaded guilty.

Earlier on Sunday, Islamic State had released new footage of the attack, corroborating the terror group’s claim to have masterminded the slaughter even as Russia has sought to place the blame on Ukraine, which Kyiv denies.

The incident near Moscow is the deadliest IS-claimed assault on European soil and the deadliest attack by any group in Russia since the 2004 Beslan siege.

The footage, published by IS’s news agency Amaq, showed gunmen filming themselves as they hunted victims in the lobby of the hall and fired from point-blank range, killing scores of people. At one point, one gunmen tells another to “kill them and have no mercy”.

Vladimir Putin said 11 people had been detained, including the four gunmen. Russia’s investigative committee released a video earlier yesterday showing the suspects being led, blindfolded, into its headquarters.

Russia observed a nationwide day of mourning on Sunday for the worst terror attack on the country’s soil in two decades, as the official number of wounded rose to 154. Russian authorities have said they expect the death toll to rise with at least one dozen victims still in critical condition.

Thousands of people brought flowers and other tributes to the Crocus City Hall in Krasnogorsk, outside Moscow, as local emergency workers say they are still continuing to search for anyone who may be left wounded or dead inside the severely damaged entertainment complex.

Putin has not yet visited the site of the shooting. The Kremlin published footage showing the president lighting a candle at a church at his residence outside Moscow on Sunday evening to honour those who died.

Foreign embassies in Moscow have also voiced their solidarity with the victims of the terrorist attack. Flags were lowered to half-mast at the embassies of the US, the UK and the Netherlands amid high tensions over the war in Ukraine .

The Russian leader also claimed, without evidence, that Ukraine had “prepared a window” for the terrorists to cross the border from Russia into Ukraine. Kyiv has vociferously denied any links to the attack and has indicated that it believes Moscow is preparing a pretext to escalate the conflict.

The US has said it received intelligence that the terror group acted alone. “Isis bears sole responsibility for this attack. There was no Ukrainian involvement whatsoever,” the national security council spokesperson, Adrienne Watson, said in a statement.

Russian officials and state media have largely ignored IS’s claims to be behind the attacks. Meduza, an independent Russian-language website, has reported that Russian state-funded and pro-government media had been instructed by the Putin administration to emphasise possible “traces” of Ukrainian involvement in the attack, according to two state media employees.

Olga Skabeyeva, a prominent state television host, claimed on Telegram that Ukrainian military intelligence had recruited assailants “who would look like Isis. But this is no Isis”.

Putin did not name the Islamist terror group during his public statements on the attack, while directly accusing the “Ukrainian side” of involvement. IS also released a photograph of the purported gunmen before the attack. Researchers have noted that their clothing matches that worn by some of the attackers.

On Sunday, the Russian foreign ministry spokesperson, Maria Zakharova, disregarded the US intelligence reports that IS was behind the attacks. “I wish they could have solved the assassination of their own President Kennedy so quickly,” she wrote on Telegram. “But no, for more than 60 years they have not been able to find out who killed him after all. Or maybe that was Isis too?”

“Until the investigation into the terrorist attack at Crocus City Hall is completed, any phrase from Washington exonerating Kyiv should be considered as evidence,” she added. “After all, the financing of terrorist activities of the Kyiv organised criminal group by the American liberal democrats and participation in the corrupt schemes of the Biden family have been going on for many years.”

Fresh details have emerged of how the gunmen stormed the concert hall and began firing into crowds of people, then set fire to the building and fled the scene, leading to a fevered manhunt for the terrorists. The Russian investigative committee said those killed in the concert hall died of gunshot wounds and “poisoning” related to the fire.

The gunmen appear to have planned the attack carefully, setting fires by an emergency stairwell in order to herd people toward a killing zone in the middle of the lobby.

The men were caught in the southern Bryansk region, where authorities said they disabled their vehicle, and then apprehended several of the suspects as they fled into a nearby forest. New videos have been published showing Russian security forces interrogating the men, at least one of whom spoke Tajik during an interrogation. Tajikistan’s foreign ministry initially denied that the suspects were citizens of the country.

In a phone call on Sunday, Putin and the Tajikistan leader, Emomali Rahmon, “noted that security services and relevant agencies of Russia and Tajikistan are working closely in countering terrorism, and this work will be intensified”.

Islamic State Khorasan Province (ISKP) has previously been reported to have recruited radicalised nationals from central Asia, including Tajikistan.

Some of the videos of the interrogations suggest that the men were tortured by Russian security services. One of the clips, circulated by Russian bloggers, appears to show members of the security forces cutting off the ear of a man who is later interrogated over the attack and then stuffing it into his mouth. Another appears to show security forces beating a suspect with their rifle butts and kicking him as he lies in the snow.

Russian independent media noted that the officer who apparently cut off the ear of the suspect was wearing patches that indicated his support for neo-Nazi groups and appeared to have contact with the far-right Rusich paramilitary group, which is active in Ukraine. The patches included a black sun and a symbol resembling the Totenkopf – or death’s head – worn by several Nazi divisions.

Experts have described Friday’s attack as a failure of the country’s sprawling security services, which have been distracted by the war in Ukraine and a relentless crackdown on political opposition at home.

“The FSB obviously had their priorities wrong. They had their main resources on Ukraine and on the domestic opposition,” said Mark Galeotti, an expert on the Russian security services.

“What is striking is the catastrophic incompetence of our security services,” Ivan Zhdanov, the former head of late opposition leader Alexei Navalny’s anti-corruption foundation, told AFP.

Andrei Soldatov, a leading Russian researcher, wrote that the FSB had become “very efficient and innovative at repression … But these are not the qualities that help to prevent attacks happening, and time and again the FSB has failed as an intelligence collection agency because other things are needed: information-sharing capabilities between agencies, both domestic and foreign, and trust between those agencies and within those agencies.”

Meanwhile, Jeremy Hunt said that the UK should “absolutely” be concerned about the threat that IS poses to the country after the terror attack in Moscow.

“We are very lucky in this country that we have incredibly impressive intelligence agencies, who have been successful in stopping, in foiling a lot of terrorist threats over recent years,” the British chancellor told Sky News.

“But we have to remain vigilant. And if it is Islamic State, they are utterly indiscriminate in what they do. They’re prepared to murder in the most horrific way.”
