Special Surprise Trip

We arranged a special surprise trip with Wings Helicopters for our 2 young daughters on Christs Eve last. Its was to be a tour of New York City, then a short flight to our final destination up sate. Big Apple residents are fuming at the city’s so-called “hellish helicopter highway” they say is causing excessive noise and pollution as lawmakers seek to ban “non-essential” chopper flights.

“We can’t take it anymore, It’s too much,” Dororta Lukaszynska, who has lived in Tribeca for two decades, told The Post on Tuesday. 

“Noise pollution is a proven health hazard and we’re subjected to these non-essential helicopter flights — the tourists and the commuter flights — seven days a week, at all hours,” Upper West Side resident and chair of Stop the Chop, Melissa Elstein added.

The city sees about 30,000 flights per year, however, those trips have been significantly outpaced by the number of noise complaints being lodged.

In the last year, 59,000 complaints were filed with 311 about helicopter noise — more than double the 26,000 filed in 2022.

City Council members on Tuesday proposed legislation that would entirely ban “non-essential” flights from the Big Apple’s two heliports until electric vertical take-off and landing (eVTOL) technology is approved for civilian transportation use by the federal government.

eVOTL technology is hoped to lessen noise and pollutants produced by choppers.

“Helicopters are clearly a priority and an ongoing issue for New Yorker’s citywide,” Councilwoman Amanda Farias (D-Bronx) said at a rally outside City Hall on Tuesday, adding that noise isn’t the only issue.

“The environmental effects of helicopters are incredibly damaging to both our climate and to New Yorkers’ health. Just one helicopter alone idling is equivalent to 40 cars idling.”

NY City Council Member Lincoln Restler supports the ban of non-essential helicopter traffic to "end the extreme noise and the air pollution."

The Federal Aviation Administration is unlikely to approve eVOTL technology until next year, with commercial operations not expected in New York until at least 2026, according to the Economic Development Corporation (EDC), who met with lawmakers for a hearing on the matter Tuesday.

“We recognize that community members have quality of life concerns about helicopter noise and we are committed to leveraging our position in this space to address those concerns,” Jennifer Sun, EDC’s executive vice president of planning, said during the hearing. 

The city fell short of publicly taking a position on the ban bill — much to the disappointment of the Committee on Economic Development, helmed by Farias.

“We know that the law department is reviewing each of the bills together,” Sun said.

“Okay, so when should I expect, I mean, usually you folks come with testimony, with some sort of response,” Farias snapped back.

“While I can’t speak on their behalf in terms of a timeline, I do know that it is something that they are working on,” Sun continued.

Farias took the non-committal answer as a resounding show of support saying: “I’m gonna take it as, you are all wholeheartedly supportive of every intro and reso so then.”

If the legislation is approved, EMS and news organizations would still be permitted to fly but sightseeing flights for tourists and aerial commutes by wealthier residents will be halted unless aircrafts are electric powered.

“It is long past time for us to end the extreme noise and the air pollution caused by the helicopter industry in New York City just so the privileged can get a faster path to the Hamptons or JFK.That is wrong,” Councilman Lincoln Restler (D-Brooklyn), who put up one of the bills, said.

“It is absolutely wrong. These folks should be in cars or better yet public transit to get to where they need to go.”

EDC officials told lawmakers they can make a more positive change to the industry through franchise agreements with vendors.

They currently have a “request for proposals” for a new vendor to take over the Wall Street heliport where many of the trips complained about launch from. 

The agency said whoever wins the contract will need to create electric charging infrastructure in time for eVOTL approval and will be asked to do so beforehand.

EDC believes companies will jump at the opportunity to corner the eVOTL market in the city “because of these noise complaints,” Adrian Fredriksson, EDC’s director of aviation said in the hearing.

While EDC have acknowledged that there have been a large number of complaints, they argue a “large uptick” is coming from the same individuals.

“So 90% are coming from the top 20 complainants. Now all complaints are valid, but it is you know, often generated by the same user many times a day, sometimes with all their neighbors addresses as well,” Fredriksson argued.

They said about 1% of complaints are actually related to tourist flights while crowing of the 175 jobs the industry provides.

“The NYC EDC has told us that the helicopter industry generates less than $2 million in revenue for the city annually, merely a drop in the bucket of a $100 million dollar budget for New York City,” Farias said. 

“It is simply unacceptable for our cities to suffer the consequences of pollution and ridiculous noise levels just for the brief enjoyment of a select few, especially when it’s barely bringing any city revenue.”

On April 16, 2024, the Committee on Economic Development, chaired by Majority Leader Amanda Farías, held an oversight hearing entitled “Helicopter Noise and Safety” .

Background on NYC Helicopters and Heliports

There are three publicly-owned heliports in the City of New York that are available for public use: the East 34th Street Heliport, the West 30th Street Heliport and the Downtown Manhattan/Wall Street Heliport (“DMH”). There was a fourth public heliport at 60th Street, which the City closed in 1997. The East 34th Street Heliport was closed to sightseeing flights in 1997 when the City evicted the former tenant of the heliport, National Helicopter, and restricted operations to air taxi, general aviation, commuters and military flights.

Of the three available heliports, only the Downtown Manhattan Heliport can operate sightseeing tours. The tours have restricted hours and flight paths and cannot operate on Sunday. Despite this effort to minimize the impacts of helicopters in the city, noise remains an issue. Non-tour and tour flights originating outside of NYC are free to fly over the city’s neighborhoods. Helicopter flights were the reason for 59,127 noise complaints in 2023 as they fly directly over and near the places New Yorkers live, work, and relax. To identify the best policy solutions, it is important to first understand the flight paths and types that originate from each heliport and the relationship these flights have with the resulting 311 noise complaints.

  • Complaints to 311 for helicopter noise are concentrated near heliports and the common flight paths in Manhattan, Brooklyn, and Queens.
  • Tour flights originating outside of NYC fly over Manhattan unlike tour flights originating from the Downtown Manhattan Heliport.

The Downtown Manhattan Heliport and East 34th Street Heliport are owned by the City and managed by the New York City Economic Development Corporation (NYCEDC). The West 30th Street Heliport is owned by New York State, with oversight by the Hudson River Park Trust (HRPT). Of these three, only the Downtown Manhattan Heliport can operate sightseeing tours.

In addition to these heliports, the NYPD uses Floyd Bennett Field as a helicopter base and there are multiple heliports in the outer boroughs, New Jersey, and Westchester. These include airport heliports and heliports in Kearny, New Jersey. Commuter and sightseeing traffic from these heliports frequently travel over New York City.

Helicopter Flight Paths

Commuter flights to and from the West 30th Street Heliport and East 34th Street Heliport, tours from heliports outside of NYC, and NYPD flights frequently fly over NYC land.

The map to the right shows the paths of all the flights that flew over NYC land or water on May 15, 2023. Each blue line is a flight and the darker shade of blue indicates multiple flights flew on the same path.

There were an estimated 307 flights that went over New York City land or water during that day.

To perform more detailed analysis, we will categorize flights into “tour”, “non-tour”, and “NYPD” flights. Tour flights are those that begin and end in the same heliport. Non-tour flights are those that begin and end in different heliports. Lastly, NYPD helicopters are marked as NYPD flights.

Note that the data and flight categorizations are not perfect, but are useful for a general understanding of the situation.

Most Frequent Flights by Takeoff Location and Type

Second most frequent was 51 tour flights from Kearny, NJ.

There were 44 non-tour flights from West 30th Street Heliport that landed at JFK Airport, Newark Airport, and other locations south of New York City.

In addition there were 21 non-tours from JFK Airport, which mostly landed at the West 30th Street Heliport and some at the East 34th Street Heliport.

Each red dot on the map to the right represents a 311 complaint made to the City for helicopter noise in May 2023. Darker red areas indicate that multiple complaints were made from the same location.

These noise complaints are concentrated in neighborhoods in Manhattan, Brooklyn, and Queens that exist near heliports or on common flight paths. The neighborhoods listed below had the highest levels of complaints.

  • Manhattan: Upper West Side, Central Park, Upper East Side, Chelsea – Hudson Yards, Murray Hill – Kips Bay.
  • Brooklyn: Carroll Gardens – Cobble Hill – Gowanus – Red Hook, Prospect Heights / Park Slope.
  • Queens: Howard Beach – Lindenwood, Whitestone – Beechhurst.

Flight Paths by Heliport and 311 Complaints

Understanding which flight paths pass over neighborhoods with high complaints can help determine which heliports and flight types are causing the most disruption. Below is a map with options in the box on the right to select specific flight takeoff locations and types to visualize the connection between flight paths and helicopter noise complaints.

Flight Paths with the Highest Rate of Complaints

We can use the time and location of the complaints and flights in order to make a guess at which flights are the most frequently complained about and which flights account for the most complaints. To do this, we identify complaints that are filed within 20 minutes of a flight passing within a 0.5 mile radius of the complaint location. If there are multiple flights that meet the criteria, we take the flight closer in distance.

The table below is the result of our analysis. It shows the flight paths and types that have the highest number of associated complaints. Since the analysis is only for one day of flights, the results should not be taken as definitive.

The non-tour flight path to or from JFK Airport and West 30th Street Heliport had the highest number of complaints per flight: there were on average 2.28 complaints for each flight that took this path, resulting in a total of 66 complaints. The tour flights from Linden Airport generated 12 complaints over 18 flights, for an average of 0.67 complaints per flight.

This suggests that commuter flights to and from JFK Airport and tour flights originating in New Jersey are the mostly likely to be associated with a 311 complaint.

To address this issue, the Committee on Economic Development heard the following legislation:

  • Restricting non-essential helicopter operations at city heliports to helicopters powered fully by electric engines. Int 0026-2024
  • Monitoring helicopter noise. Int 0027-2024
  • Prohibiting non-essential helicopters from operating at heliports owned or operated by the city. Int 0070-2024
  • Establish a noise tax on non-essential helicopter and seaplane flights in cities with a population of one million or more (A.7638-A/S.7216-A). Res 0085-2024
  • Amend the Hudson River Park Trust Act by banning non-essential use of its heliport. Res 0226-2024
  • United States Federal Aviation Administration to ban all non-essential helicopter travel, including tourist and chartered helicopter flights over NYC. Res 0233-2024
