Politics latest: Chancellor to cut national insurance in crucial pre-election budget - see what it means for your pay

Chancellor Jeremy Hunt will announce a further cut in national insurance in his budget tomorrow, Sky News understands. But rather than cutting taxes, many councils are having to cut services due to an existential funding crisis.

Sky News understands the chancellor will cut national insurance by two percentage points in tomorrow's budget ( see 12.18 post ).

It's a move that would impact 27 million people, worth £450 a year for the average person, and comes just months after the rate was slashed from 12% to 10%.

Analysis by the investment platform AJ Bell reveals that cutting the NI rate to 9% would mean an annual saving of £124 for someone on £25,000, all the way up to a saving of £377 for anyone earning more than the £50,270 threshold.

A fall to 8% would be worth almost £250 to someone on £25,000, with a maximum saving of £754.

You can read more on this in our Money blog below:

Katie Oldfield, chair of Cleethorpes Town Ladies FC, tells Sarah-Jane Mee about the importance of local sports clubs.

She says they are not just about exercise but also mental wellbeing.

"It's important for us to get out there and offer more services," she says, but "money being squeezed".

The club has been going out to get funding for free sessions for local girls, and has had the support of local businesses.

We've hearing once again from voters in Cleethorpes, and Sarah-Jane Mee asks  Stephen Ryder , the head of a community education initiative, about the funding squeeze on public services and how it has impacted his organisation.

He replies: "We've never been needed more, and it's never been more difficult to get long-term funding to run initiatives in the community."

He says when the public sector is squeezed, "everyone feels that", but "the demand for our services is greater now than it's been probably at any time".

But the biggest difference, he says, is that there are "people who are in work who are finding it difficult" due to the cost of living crisis, which has meant they've "reached out to community organisations where they would never have considered doing that before".

In the past hour, Birmingham City Council has voted to approve £300m in cuts over the next two years, and plans to hike council tax by 21%.

The council declared itself effectively bankrupt last year, and therefore needs to make savings of £300m.

Councils up and down the country are struggling to balance the books, leading to calls for the chancellor to focus on public services in tomorrow's budget, rather than tax cuts.

Our correspondent Becky Cotterill reports:

In less than 24 hours, the chancellor will rise to his feet to deliver the budget - potentially the last before the general election.

The expected headline measure is a cut to national insurance by a further two pence in the pound - on top of the previous reduction the chancellor made in the autumn statement.

It means 27 million working people will see a saving of an average of £450 per year.

We also understand fuel duty will remain unchanged. A 5p-a-litre fuel duty reduction, due to expire at the end of this month, will now be extended for another year.

But will that shift the dial with voters?

Our political editor Beth Rigby has been to Chancellor Jeremy Hunt's constituency to find out what they want to hear tomorrow:

The new constituency of Great Grimsby and Cleethorpes is high on Conservative and Labour target lists.

It lies right at the heart of the "Red Wall" the Tories smashed to take the election in 2019.

Political correspondent Gurpreet Narwan looks at the challenges the new constituency faces as a general election looms.

Next, we ask our Voters Panellists how they intend to vote at the general election, as it stands.

Rochelle Siviter , a special educational needs consultant, says she's interested who other parties put up to challenge the Tories and Labour, as well as independent candidates.

"I'm struggling at the moment to decide where my vote is going to be - I'm going to be watching all the developments to see where my vote will be placed," she says.

"But at the moment, I think it's very difficult."

Callum Smith,  a sixth-form student and first-time voter at the next election, knows the local Labour candidate well and feels she is "genuine", and doesn't know the current Tory MP.

But he adds: "Labour, right now, isn't offering enough for young people."

He cites Sir Keir Starmer's U-turn on the pledge to scrap tuition fees, which he says is turning voters away.

So both parties have work to do to attract the youth vote.

Patrick Salmon , owner of Alfred Enderby fish smokers in Grimsby, says the picture is "very, very tricky".

He says the last few years have been challenging, and calls on Labour to set out their plans in more detail.

He says he has been a long-time Tory voter, but is undecided how to vote this time.

But he adds: "If they sort out the Post Office [scandal], that literally might swing it for me."

Our panel of voters is then asked whether they feel the effects of levelling up - or whether they feel Grimsby has been left behind.

"I don't see much levelling up for northern towns and northern areas," says  Rochelle Siviter , a special educational needs consultant.

"I can clearly see if I ever go and visit central London, they're bustling and thriving, but I don't see that up here with our businesses."

She adds that small businesses in particular need help and are able to put plenty back into the community.

Meanwhile, student  Callum Smith admits he will likely need to leave the area to find opportunities.

He says it is "not really surrounded by much", although it does have a university.

"To go further afield is something that definitely needs to happen right now [to find opportunities]," he says.

Patrick Salmon , owner of Alfred Enderby fish smokers in Grimsby, says the town was once was the largest fishing port in the whole world.

"True we don't land fish any more, but we are the largest fish processing town in the northern hemisphere," he adds.

He says "lots of people involved in fishing earn good money".

Tonight, we are meeting three members of our Voters Panel in the target seat of Great Grimsby and Cleethorpes.

We start by asking what they want to hear from politicians as we approach the general election - and with the chancellor set to deliver the budget tomorrow.

Rochelle Siviter , a special educational needs consultant, tells Sarah-Jane Mee she wants "a bit more help for small businesses".

"Grimsby is an area where you can build a business, but we don't get very much help," she says, citing recruitment struggles.

On tomorrow's budget, she says: "I'm not holding out much hope, but I'll be keeping an eye."

Callum Smith is a sixth-form student and will be a first-time voter at the next general election.

He tells Sarah-Jane the NHS will be "a big thing" for him, especially as he has applied to take a paramedicine course at university.

He calls for more funding for the health service, for waiting lists to be reduced, and staff to be supported.

He also cites issues like the environment, and support for the "human rights movement".

Patrick Salmon , owner of Alfred Enderby fish smokers in Grimsby, agrees with Rochelle that "small business needs a lot of help".

He says they get "a little bit forgotten", but are the "driving force behind any economy".

They have struggled to survive shocks like COVID, he says, and adds: "It does feel like we're paying out in every direction, and we need a bit more fat on our backs to sustain those global problems."

First on tonight's edition of The UK Tonight , we are hearing directly from voters ahead of the budget tomorrow.

As the cost of living bites, Sky News has been to Great Grimsby to hear from people in the former Labour stronghold that voted strongly for Brexit and elected a Conservative MP in 2019.

Sir Keir Starmer's party is hoping to reclaim the seat - but as our national correspondent Tom Parmenter found out, not everyone's convinced...

By Gurpreet Narwan , political correspondent

Britain's electoral map could look dramatically different after voters go to the polls this year.

Labour is on course for a majority but in parts of the North of England and the Midlands, the battle is by no means straightforward.

Here, there are a number of traditional Labour strongholds, where voters are more likely to be white, working class and to have voted leave in the referendum.

Grimsby is one such example.

It turned Conservative for the first time since the end of the Second World War in 2019, with many people at the time feeling a cultural rift with the Labour Party.

This constituency has now been combined with Cleethorpes, where the Tories have been in power since 2010.

So tonight, The UK Tonight  is coming to you live from the constituency as we build towards the general election.

Touring the Top 10 Moscow Metro Stations

By Claudia Looi 2 Comments

Komsomolskaya metro station

Komsomolskaya metro station looks like a museum. It has vaulted ceilings and baroque decor.

Hidden underground, in the heart of Moscow, are historical and architectural treasures of Russia. These are Soviet-era creations – the metro stations of Moscow.

Our guide Maria introduced these elaborate metro stations as “the palaces for the people.” Built between 1937 and 1955, each station holds its own history and stories. Stalin had the idea of building beautiful underground spaces that the masses could enjoy. They would look like museums, art centers, concert halls, palaces and churches. Each would have a different theme. None would be alike.

The two-hour private tour was with a former Intourist tour guide named Maria. Maria lived in Moscow all her life and through the communist era of 60s to 90s. She has been a tour guide for more than 30 years. Being in her 60s, she moved rather quickly for her age. We traveled and crammed with Maria and other Muscovites on the metro to visit 10 different metro stations.

To Maria, every street, metro and building told a story. I couldn’t keep up with her stories. I don’t remember most of what she said because I was just thrilled being in Moscow.   Added to that, she spilled out so many Russian words and names, which to one who can’t read Cyrillic, sounded so foreign and could be easily forgotten.

The metro tour was the first part of our all day tour of Moscow with Maria. Here are the stations we visited:

1. Komsomolskaya Metro Station  is the most beautiful of them all. Painted yellow and decorated with chandeliers, gold leaves and semi precious stones, the station looks like a stately museum. And possibly decorated like a palace. I saw Komsomolskaya first, before the rest of the stations upon arrival in Moscow by train from St. Petersburg.

2. Revolution Square Metro Station (Ploshchad Revolyutsii) has marble arches and 72 bronze sculptures designed by Alexey Dushkin. The marble arches are flanked by the bronze sculptures. If you look closely you will see passersby touching the bronze dog's nose. Legend has it that good luck comes to those who touch the dog's nose.

7. Kurskaya Metro Station was one of the first few to be built in Moscow in 1938. It has ceiling panels and artwork showing Soviet leadership, Soviet lifestyle and political power. It has a dome with patriotic slogans decorated with red stars representing the Soviet's World War II Hall of Fame. Kurskaya Metro Station is a must-visit station in Moscow.

Major rail line into London is blocked after train hit an object on the track and derailed - with passengers facing 'do not travel warning' on first working day of fares increase

  • South Western Railway cannot run trains between Woking and London Waterloo
  • Passengers evacuated from train at Walton-on-Thames after incident at 5.50am

Rail passengers were left furious today as a 'do not travel' warning was imposed on one of Britain's busiest lines after it was blocked when a train derailed.

South Western Railway (SWR) confirmed it could not run any services between Woking and London Waterloo after an early morning train hit an object on the track.

Commuters could not get to work and were further angered by the cancellations coming one day after rail fares across England and Wales rose by 4.9 per cent .

All passengers were evacuated from the train near Walton-on-Thames in Surrey when it hit the object at 5.50am, with one describing the experience as 'terrifying'.

Major disruption was expected to last for the rest of the day, with SWR warning passengers: 'Please do not travel as there are no services currently operating.'

SWR also said would be no replacement buses in place, with services on other parts of its network also being delayed because trains and staff were out of place.

READ MORE Passenger fury as train fares rise by 4.9% in 'another unwelcome price hike' with five popular season tickets passing £5,000 mark - as TfL caps ALSO increase in blow to commuters

Paul Scully, the Conservative MP for Sutton, Cheam and Worcester Park, was among those caught up in the disruption today and posted a photograph on X of passengers waiting for information.

Another passenger tweeted SWR to say: 'Atrocious! Paid the increased fare this morning for a cancelled train and a closed ticket office. Stuck at the station for another 30 mins hoping the next one turns up. What am I even paying for anymore?'

And a third said: 'Happy Monday all. All set to go to the office, up and ready to find that all trains are cancelled for at least an hour. Thanks South Western Railway.'

A Network Rail spokesman said: 'At around 5.50am this morning, a South Western Railway train travelling towards London Waterloo struck an object in the Walton-on-Thames area.

'No-one was injured and all passengers were safely escorted from the train; however, the lines through the area are currently blocked while we investigate.

'Early investigations show the front wheels of the train are derailed, therefore it's likely to take us some time to get the railway reopened.

'We're really sorry for the disruption and will update customers on the repairs and timescale for reopening as we know more.'

The operator added that tickets for today could be used on services tomorrow, while acceptance was on place on London Underground and Great Western Railway via any reasonable route.

There was also acceptance on the Elizabeth line between London Paddington and Reading and Southern between London Victoria and Southampton and Portsmouth.

SWR confirmed there was 'extreme disruption on our network'.
