Malaysia: Updates to the Social Visit Pass

November 2, 2022, Update: The government of Malaysia introduced additional information regarding the Social Visit Pass scheme. The government clarified that:
- Once issued, the approval letter for the Social Visit Pass will remain valid for a 30-day period and can only be used for a single-entry visit to Malaysia.
- Applicants can apply for a second Social Visit Pass after the first approval letter expires, as long as the holder has exited the country before submitting a new application.

- The government of Malaysia expanded eligibility for applicants under the Social Visit Pass scheme
The government of Malaysia introduced new permissions for those applying under the Professional Visit Pass (PVP) Social Visit Pass scheme on October 3, 2022. Foreign nationals intending to perform short-term assignments in Malaysia for a period of 30 days or less in the following sectors will be permitted to apply:
- Education, technology and communication, commodity, security and defense, finance and banking, agriculture and farming, tourism, factory and manufacturing, services, wholesale and retail sales, and petroleum and energy
Applications must be submitted while the applicant is located outside of Malaysia. Generally, the Social Visit Pass processing time will take approximately three working days. However, timelines can vary based on several factors, including the purpose of the application, the applicant’s nationality, and the country of application submission.
Visa-required nationals will also need to apply for an Entry Visa before arrival. For additional insight into qualification requirements, check here .

Malaysia Launches New Social Visit Pass
Malaysia has recently launched a new social visit pass named PLS@XPATS, which allows social visit pass holders to work in the country for up to 30 days. The nature of the work must be considered critical or urgent and is only allowed in selected sectors, such as education, construction, and manufacturing, among others.
On October 3, 2022, Malaysia launched a new social visit pass named PLS@XPATS, which will allow holders of social visit passes to work in Malaysia for up to 30 days. The type of work allowed must be in a specific sector and considered urgent or critical.
The government hopes the program can transform Malaysia into a hub for digital nomads in the region while boosting digital adoption across the country.

What are the permitted sectors that PLS@XPATS holders can work under?
Applicants of the PLS@XPATS pass can only work under these selected sectors:
- Government sector;
- Government link companies (companies in which the Malaysian government has a controlling stake); or
- The private sector but under the following categories:
- Manufacturing;
- Security and defense;
- Oil, gas, and energy;
- Healthcare;
- Finance and banking;
- Construction;
- Information, technology, and infrastructure;
- Wholesale and retail;
- Electrical and electronics;
- Business services;
- Education; and
- Business services.
Critical work criteria
An essential condition for obtaining the PLS@XPATS pass is the definition of the work that is to be conducted. Foreign companies must prove that the foreign nationals they hire under this pass are conducting critical work, which is defined as emergency work, repair work, maintenance, installations, or recovery/reinstallation.
This must be accompanied by a job description and a work schedule.
Processing time
The Immigration Department will process new applications within three business days of submission. This is much faster than the process to obtain a Professional Visit Pass, which can take up to 75-135 business days.
The applicant will receive an approval letter that they must present to Malaysian immigration upon arrival, at the point of entry. Foreigners who require a visit before entering Malaysia must obtain a Visa Without Reference (VWR) at the Malaysian Embassy/High Commission/Consulate.

Malaysia’s new Social Visit Pass feature allows foreigners to undertake critical/emergency work

On 3 October 2022, the Malaysian immigration authorities introduced a new feature for eligible holders of Social Visit Passes, which allows them to travel to Malaysia for up to 30 days to undertake critical/emergency work in certain industries. Applications for this new feature (i.e., PLS@XPATS) are processed within three working days of submission.

How to apply for a Malaysia Social Visit Pass (Long Term)

However, the pass is offered to individuals who want to undergo a medical check-up in Malaysia and family members of employment pass holders in Malaysia.

- A spouse of a citizen of Malaysia
- A family member of Malaysia Employment Pass holders
- Common-law spouse
- Children over 21 (unmarried)
- Parents or parents-in-law
- Foreign nationals who want medical treatment in Malaysia.
Malaysia Visa With Reference for a Social Visit Pass (Long term)
Before you are permitted to travel to Malaysia on a social visit for a long time, you must visit the nearest Malaysian embassy or Consulate to get a visa with reference. Note that you will need a visa approval letter regarding the application for a Malaysian visa. You can get the approval letter from the immigration department in your country.
Documents important for a Malaysia Visa With Reference are:
The document that is needed to apply for the Malaysian visa with reference includes but is not limited to the following:
- Visa applications form IMM.12 , IMM.55, and IMM.38.
- Visa With Reference questionnaire form.
- Two recent photographs of you and your spouse.
- Copies of passport (for you and your spouse).
- ID card of your spouse or sponsor in Malaysia.
- Copy of your marriage certificate.
- Statutory Declaration regarding the status of your marriage.
- Security Bond with an RM10.00 revenue stamp.
- Birth certificate of children, if applicable.
- Proof of your sponsor’s financial income.
You must remember that the documents you need to apply for this visa can differ in your home country. Therefore, you should check the website of the Malaysian embassy in your country or contact them to know more about the added requirements for the visa.
Requirements for the Malaysia social visit pass (Long Term)
There are different requirements for the Malaysia social visit pass (Long Term), depending on your relationship with the Malaysian citizen or resident. The sections below will outline the essential documents for individual cases. Ensure to provide a valid and authentic copy of the documents.
#1. Documents important for the family members of Employment Pass holders
If you want to apply for the Malaysia social visit pass (Long Term) as a family member of an employment pass holder, you must provide the following documents:
- A supporting letter from the Employment Pass holder’s employer.
- An authorization letter from the Employment Pass holder’s employer.
- At least two recent passport-size pictures.
- Marriage certificate (if married).
- Children’s birth certificates or adoption papers (if applicable).
- Custody papers (if applicable).
- Complete photocopies of all your passport.
- Letter of Approval from the employment pass holder in Malaysia.
#2. Documents important for the spouse of a Malaysian citizen
On another note, if you’re married to a citizen of Malaysia, you must provide the following documents to apply for the Malaysia social visit pass (Long Term).
- Photocopy of Marriage Certificate.
- The Malaysian Sponsor Statement form.
- Two passport-size pictures
- Statutory Declaration of your marriage. Also, you must prove that it is still in effect.
- If you have children, you must include photocopies of their birth certificates.
- Photocopy of birth certificate.
- Photocopy of ID card.
- Wedding pictures.
- Address of your spouse in Malaysia.
- If your spouse in Malaysia is employed, you must provide a letter of support from the employer.
- However, if your spouse in Malaysia is self-employed, you must provide any of the following documents: Trading License, ROC form, Form J, or income statement.
#3. For elderly ones who have no one to care for them in their country of residence
To apply for the Malaysia social visit pass (Long Term) as an elderly who needs support and care from a resident or citizen of Malaysia, you must provide the following documents.
- Personal Bond stamped with an RM10.00 revenue stamp
- A Statutory Declaration from the citizen or permanent resident in Malaysia.
- The ID of the sponsor.
- Security Bond stamped with an RM10.00 revenue stamp.
#4. Documents required for medical treatment
If you are applying for the Malaysia Social Visit Pass (Long Term) to seek medical attention, you must provide an official letter from the relevant specialist hospital.
Not that the requirement for the Malaysia social visit pass (Long Term) differs by country. So, we advise that you visit the Malaysian embassy in your home country for a complete list of specifications.
Also, it would help if you accompanied the Photocopies of your documents with the original copy for sighting. Likewise, you must certify your marriage or birth certificate by the Consulate or embassy of your home country.
And yes, if your document is not in English, you must get it translated by the Institut Terjemahan Buku Malaysia or another relevant consulate or embassy in your home country.

To complete the application process in your home country, you must obtain the Malaysia Visa with the Reference application form. Once this is set, you can proceed to the next step.

These individuals may use the PLS@Xpats for 30 days to ensure emergency and critical works are being carried out immediately.
The Immigration Department of Malaysia (JIM) has allowed entry of foreign professionals on a Social Visit Pass (PLS), or PLS@Xpats, in the event that these professionals are urgently required to carry out critical tasks.
A nnouncing this on Tuesday (4 October 2022) , JIM said it recognises the need among local companies and international companies (MNCs) that require foreign professionals to carry out critical work. These include machine repairing in factories, electrical power experiencing damage, failing ICT systems' function, and testing and commissioning work before the relevant assets and facilities are allowed to operate. JIM affirmed that these foreign experts are urgently needed so that the company's operations and productivity are not affected, and national interests are always preserved.
As such, foreign professionals may use the PLS@Xpats for 30 days to ensure emergency and critical works are being carried out immediately.
Companies can submit an application through the online immigration system here . Approval will be granted online within three working days. At the same time, foreign nationals who need a visa can apply for a Malaysian Visa online through the e-Visa system .
Application guidelines
The guidelines for PLS@Xpats are as follows.
Application process
- Applications should be made by the employer/company or sponsor.
- Applications should be made online .
- Official application/invitation letter from employer;
- All pages of the applicant’s passport (validity period of six months and above);
- SSM e-info;
- Working schedule & Job description;
- Confirmed flight ticket (ETA & ETD);
- All documents must be uploaded in PDF format, not exceeding 250kb each
- The timeline approval by the DGIM is three working days from the date of the application submission.
- Applicants must not be in, or arriving from, other parts of Malaysia when the application is made by the employer/company or sponsor.
- The Application will be rejected if the applicant fails to provide all the required as stated documents above.

- For citizens of a country who are required to apply for a visa prior to entry into Malaysia, they are required to obtain Visa Without Reference (VTR) at the Embassy / High Commission/ Consulate General of Malaysia; OR
- Visa applications can be made online for an electronic visa (eVisa).
- Applicants who fail to obtain a visa prior to entry to Malaysia will be denied entry.
- Citizens who require a visa prior to entry to Malaysia but fail to do so will result in being denied entry to Malaysia. The applicant will be repatriated to the country of origin or residing country, and a 'Not To Land' (NTL) Notice will be issued.
- Applicants are not allowed to bring their dependants.
Arrival in Malaysia
Upon arrival in Malaysia, applicants are to comply with the following procedures:
- Applicants must present their passport and PLS@XPATS approval during immigration clearance at the point of entry;
- All applicants are subjected to current immigration procedures, rules, and regulations during immigration clearance at the point of entry. Failure to comply will result in being denied entry.
- Authorised entry points of Malaysia.

Permission to Work for Foreign Professionals with Social Visit Pass

Effective 03 October 2022 (Monday), the Immigration Department of Malaysia (JIM) will implement a new facility for foreign professionals to apply Permission to Work with maximum of (30) days Social Visit Pass (PLS@XPATS) from the date of arrival to Malaysia.
The conditions of this facility are applicable for critical works in selected sectors as follows:

Oil, Gas & Energy
Finance & Banking
Electrical & Electronics

Information, Technology & Infrastructure
The hiring company may submit the application through Immigration online system via https://mtp.imi.gov.my/plsXpats . The processing charter is Three (3) Working Days upon complete documents submission.
The Permission to Work with a maximum of (30) days Social Visit Pass (PLS@XPATS) will be endorsed at the Immigration Entry Point, subject to the Approval Letter.
