Paoay Church - a must-see spot in your Ilocos itinerary

Paoay Church is one of the landmark attractions in Ilocos Norte — and it is one that you shouldn’t miss!

Officially known as the Saint Augustine Church , the church is known for its beautiful Spanish-era architecture. It was constructed between 1694 and 1710 by Augustinian friars and is renowned for its blend of Baroque, Gothic, and Oriental styles. Its most striking feature is its massive buttresses, made of stones, which were ingeniously incorporated into the structure to withstand earthquakes.

In 1993, Paoay Church was designated a UNESCO World Heritage Site.

Once here, don’t forget to take photos of the PAOAY signage in front of the church. Marvel at the beauty of the church and stroll around the surrounding restaurants, food stalls, and souvenir shops. We particularly recommend dropping by Kusina Valentin for a bite of pinakbet pizza while enjoying the view of the Paoay Church.

Bangui Wind Farm - one of the must-see attractions in Ilocos Norte

The Bangui Wind Mills is a set of 20 colossal wind turbines standing along the coastline of Bangui Bay. A project aimed at generating hydro-electric power for electricity, it has since become one of the most popular Ilocos Norte tourist spots.

Each wind turbine at Bangui stands at an impressive height of around 70 meters (230 feet), with massive blades spanning over 41 meters (135 feet) in diameter. Together, they form a captivating sight against the backdrop of the sea and clear skies.

When visiting here, don’t forget to check out the souvenir shop for miniature windmills that you can take home and check out other nearby activities, such as ATV rides.

Kapurpurawan Rock Formations

The Kapurpurawan Rock Formation is one of the most popular tourist spots in Ilocos Norte. This geological wonder was carved by relentless forces of wind and sea along the coast of Burgos. Its name, “kapurpurawan” came from the Ilocano word “puraw” (or white), referring to the unique white limestone rocks found in the area.

To get here, you need to walk for about 3 kilometers from the main road or go on a horseback ride. Once you reach the rock formations, take a moment to enjoy the view of the limestone along the ocean and feel the fresh breeze. It’s a spot that’s as atypical as it is arresting.

Pro Tip : Visit here during early morning or late afternoon to avoid harsh sun glares.

Paoay Sand Dunes art installation

One of the best things to do in Ilocos Norte is doing the 4×4 jeepney ride at the Paoay Sand Dunes ! This vast expanse of sand, continuously shaped by relentless forces of wind, offers a natural playground for adrenaline junkies and nature enthusiasts.

Start your adventure with the 4×4 ride across undulating terrain, navigating steep slopes and dips under the guidance of experienced drivers. Make a stopover along the beach for fun photographs. If seeking an extra dose of adrenaline, try sandboarding down the dunes, which you can do either standing up or sitting down.

You can also take photos of art installations at the sand dunes, like the Stacked Stones, Mirror Installation, and Temptation Island sculptures.

Malacanang of the North

Also located in the town of Paoay, the Malacañang of the North is a stately mansion that once served as the official residence of the late dictator Ferdinand Marcos and his family. The state is now open as a museum, offering a glimpse into their opulent lifestyle.

Constructed in the 1970s, the mansion is characterized by its spacious layout, imposing façade, and meticulous attention to detail (check out the grand staircase, built according to a superstition in luck).

You can explore the various rooms at the mansion, including the lavish furnishings, portraits, and photographs. Don’t forget to check out the balcony and second-floor windows for a beautiful view of Paoay Lake across.

Patapat Viaduct

The Patapat Viaduct is one of the classic must-sees especially if it’s your first time in Ilocos Norte.

Constructed to bypass a treacherous section of the North Luzon Expressway, the Patapat Viaduct serves as a vital link between the provinces of Ilocos Norte and Cagayan Valley. However, beyond its practical function as a transportation artery, the viaduct has become a popular tourist attraction in its own right.

The viaduct spans approximately 1.3 kilometers (0.8 miles) and is supported by elegant arches, similar to those seen in Europe. Perfected on the edge of the coastal cliffs, it offers panoramic views of the ocean, with waves crashing against the rocky shores.

It’s common for tourists to take pictures on the side — and even middle — of the road. If you’re planning to do this, just be safe and watch out for incoming vehicles on either side!

Location: Pagudpud

The Sinking Bell Tower is a historical landmark in Laoag City, Ilocos Norte. It was built during the Spanish Colonial Era and has earned its nickname due to rumors that the tower is sinking an inch per year. According to local stories, in the past, it was possible for a person mounted on a horse to pass through the gates, but today you’d have to crawl through to get inside.

But is it really sinking? Sadly, getting inside the tower is currently prohibited so it is not possible to try it for yourself. According to our guide in our Ilocos tour, the bell tower is not actually sinking — rather, roads were built higher.

Another interesting fact about this bell tower is that it is located several meters away from the St. William Cathedral which it was built for.

Regardless of what you believe about the Sinking Bell Tower, it is still one of the must-see Ilocos Norte tourist spots.

Location: Laoag City

Cape Bojeador Lighthouse

There is something charming about lighthouses. Perhaps it’s their unique architecture or the fact that they are perched on high locations with the most amazing views!

Cape Bojeador Lighthouse is a Spanish Colonial-era lighthouse built atop a hill, overlooking the scenic coastline of Burgos, Ilocos Norte. It makes for a quick stopover during your Ilocos Norte itinerary and one that will leave you with great photos (and memories).

You can explore the base of the lighthouse, look at the items in the small museum, and of course appreciate the gorgeous view of the ocean from above. Don’t be shy in getting creative when it comes to picture taking; ask the guides at the lighthouse to show you the best spots!

To get here, you need to ride a tricycle to the parking area near the lighthouse. There are also souvenir shops and food stalls you can stop by along the way.

Burgos Wind Farm in Ilocos

One of the two wind farms in the Ilocos Region, the Burgos Wind Farm is a 600-hectare project featuring 50 colossal wind turbines built along the rugged coastline in Burgos. The wind farm is so large that it covers three barangays and powers over 2 million households.

Similar to the Bangui Wind Farm, this place is also open to tourists who wish to see the windmills up close and take pictures of the structures against the backdrop of the ocean. Make sure to wear your best OOTD because this is one of the most scenic tourist spots in Ilocos Norte!

Pro Tip : Go here in the late afternoon to catch the amazing sunset views!

Next up on our list of Ilocos Norte tourist spots that you should see is Blue Lagoon (locally known as Maira-ira Beach), a white-sand beach aptly named for its vibrant blue hues.

The clear waters of Blue Lagoon are ideal for swimming, snorkeling, and watersports such as banana boat, paddleboarding, and more. During the rainy season, Blue Lagoon — along with other spots in Pagudpud — becomes a surfing spot for beginner and pro surfers, with waves from 2 to 10 feet high.

While it is possible to visit Blue Lagoon on a day trip, it’s ideal to stay here overnight to make the most of your stay. There are plenty of resorts and homestays that you can book, depending on your preferences and budget.

From the Blue Lagoo, you can also visit nearby tourist spots including Bantay Abot Cave and Kabigan Falls .

Nestled along the coastline of Pagudpud is Saud Beach, a picturesque paradise renowned for its white sands, crystal-clear waters, and tranquil ambiance. Many attest that Saud Beach is one of the most underrated beaches in the Philippines; in fact, in 2023, Travel & Leisure listed it in their picks of Most Beautiful Beaches in the World .

Saud Beach is a great place for swimming for families, along with other watersports activities. There are also plenty of beachside resorts and cottages that you can rent overnight or in a day, as well as restaurants and bars for local and seafood delicacies.

Despite its beauty, Saud Beach remains relatively less crowded compared to Blue Lagoon and other beach destinations in the Ilocos Region.

If you’re looking to explore beyond the beach, Saud Beach is nearby other attractions in Pagudpud, such as Bangui Wind Farm, Kapurpurawan Rock Formation, and Blue Lagoon.

Bacarra domeless tower

The Ilocos Region is home to some of the most beautiful Spanish-era churches, and one of those is located at the town of Bacarra.

Bacarra Church (also called  St. Andrew the Apostle Church ) was built in 1593, featuring Baroque architecture with a prominent red brick exterior. Beside is it the Domeless Bell Tower, which was damaged by several earthquakes in the past until one finally toppled off its roofing.

The Bacarra Church is a beautiful spot to visit especially for those who love architecture. There is also a museum beside it that houses various artifacts about the town’s history.

Kabigan Falls in Ilocos Norte

Kabigan Falls is an 80-feet waterfall tucked away in the lush forests of Pagudpud, Ilocos Norte. It is a secluded spot ideal for those who are looking for a short nature trip, with an ice-cold basin perfect for summer days.

Getting here is easy; in fact, it is one of the most accessible waterfalls in the area. You are required to secure a guide and then trek for 20-30 minutes across the jungle, depending on your pace. You can also go on a carabao ride and then trek for the rest of the way.

Make sure to bring snacks, water, and towels with you because there are no commercial structures in the waterfall area.

Pro Tip : Start your trek early in the morning to avoid the crowds.

If you like going to beaches but hate the crowd, you’ll love the next item in our must-see tourist spots in Ilocos Norte.

Badoc Island is a privately owned island with a gorgeous white-sand beach, located 25 minutes away by boat from La Virgen Milagrosa Cove in Badoc, Ilocos Norte. This secluded spot is ideal for beach bumming, swimming, and of course taking lots of IG-worthy photos! Other activities include snorkeling, freediving, and hiking to see unique rock formations.

Since there are no commercial infrastructure in the island, only day tours are allowed.

As of 2022 , the island is listed for sale, with the local government hoping for it to be developed into a luxury resort. As of this writing, it is still part of the tourist spots of the Ilocos Norte tourism.

Location: Badoc

Paoay Lake Water Park - one of the newest Ilocos Norte tourist spots

There is more to Ilocos Norte than its heritage structures, beaches, and windmills.

Opened to the public in 2022, Paoay Lake Water Park is one of the newest attractions in Ilocos Norte, featuring a hotel, a nice lakefront, and a sprawling water park with over 30 obstacle courses. Aside from the obstacle courses, there are also other activities including kayaking, paddle boarding, and volleyball.

For those who just want to chill, you can relax in one of the chic bean bags at the beachside while enjoying a summer drink of your choice.

You can visit here on a day pass or you can stay at the hotel overnight.

The easiest way to get to Ilocos is thru Laoag International Airport. Cebu Pacific and Philippine Airlines flies from Manila to Laoag City.

Alternatively, you can also ride a bus from Manila to several destinations in Ilocos, including Laoag, Pagudpud, Vigan City, etc.

This is a standard itinerary offered by travel agencies in the Ilocos Region.

*I personally do not recommend any destination that engages in picture taking with captive tigers. I believe there are alternative animal sanctuaries that promote conservation.

Laoag City:

  • Java Hotel . Beautiful Filipino-style hotel with pool and alfresco restaurant.
  • Amici Resort Hotel . Filipino-style hotel with private casitas and lush gardens.
  • Palm Grove Saud Resort . A short walk away from SAud Beach, with pool and restaurant.
  • It can be especially hot in Ilocos Norte especially during summer. Always bring your summer essentials, including a hat, sunscreen, and reusable travel bottle.
  • Always bring cash, since many tourist attractions are far from ATMs.

An old favorite, Ilocos Norte will leave you breathless with its sundry topography.  When touring the southern territories of Ilocos Norte, you may avail of their tricycle tours, whether you are in Burgos or Pagudpud.

HOW TO GET TO ILOCOS NORTE

Airlines like Cebu Pacific and Philippine Airlines fly between Manila and Laoag in Ilocos Norte.  Laoag International Airport is the only airport in Ilocos Norte.Travel time is about 1 hour. Fare is around PHP 1,900 (USD 38.31) – PHP 2,500 (USD 50.41). From the airport, you may hire a tricycle to take you to the city proper, there is also a jeep  bound for the city proper.

Several bus lines like Partas and Florida Bus travel between Cubao (Manila) and Laoag (Ilocos Norte) and Manila and Vigan (Ilocos Sur).   Bus fare to Vigan from Cubao, Manila is roughly PHP 665 (USD 13.41)  to PHP 805 ( USD 16.23).  Bus fare from Cubao, Manila to Laoag is PHP 805 ( USD 16.23)  to PHP 965 (USD 19.46).   Travel time is roughly 10 -12 hours.

GETTING AROUND ILOCOS NORTE

If you are doing a DIY tour of Ilocos Norte, the best way to get around is by tricycle.  But if you are on a tight budget, you can ride a jeepney, ask the locals for directions to avoid getting lost.  From Laoag town proper, you can rent a tricycle for about PHP 250 / USD 5 (good for 4 persons) to take you to Paoay and its attractions (Paoay Church, Paoay Sand Dunes, Malacanang of the North and Paoay Lake). Travel time is 30 minutes.

You can also do the same if you are planning to tour around Batac, hire a tricycle for PHP 250 / USD 5 to tour you around.

For Pagudpud tour, hiring a tricycle is also the best way to see the attractions since they are quite far from one other and waiting for the bus to the next attraction will just eat up your time. I tried that on my first trip to Ilocos Norte, but it’s tiring and I feel like I’ve wasted my time waiting for the bus.

South tricycle tour (Burgos area) is PHP 600/USD 12.10 and North tricycle tour (Pagudpud area) is PHP 600/USD 12.10.

DIY TOUR OF ILOCOS NORTE

So again, tricycle tour is the best way to explore the tourist attractions of Ilocos Norte. Here’s the sample tricycle rates for Ilocos Norte tours.

TRAVEL TIP: If you are pressed for time, from Manila you can alight at Batac instead of Laoag. What we did was, we just visited the Marcos Presidential Center and Mausoleum, skipped the other attractions there and then hired a tricycle to Paoay for PHP 250.  We toured Paoay, then after touring Paoay, we took a jeepney to Laoag. Here’s a blog of my sample budget for my Ilocos Norte trip.  Food not included, prepare at least PHP 150 per meal for food if you are planning to dine in Pagudpud.  Food is cheaper in Laoag as there’s a wealth of restaurants to choose from.  This is good for a solo traveler, you will save more if you have a travel buddy.

Would you know the schedule of the buses/vans from Laoag-Pagudpu..? Our flight will arrive at Laoag International Airport at night and we are planning to directly go to Pagudpud instead of staying in Laoag for the night.

2024 Ilocos Sur & Ilocos Norte 3 Days 2 Nights Itinerary: Travel Guide + Budget

The Ilocos region particularly Ilocos Sur & Ilocos Norte is a famous destination to city dwellers in Manila. It comprises various activities like (1) strolling or riding a kalesa to the historical Spanish-era houses in Vigan , (2) enjoying a 4×4 ride in Paoay ‘s Sand Dunes, (3) checking out the humongous windmills in Bangui , or (4) beach vibin’ at Pagudpud ‘s Blue Lagoon!

About Ilocos Sur & Ilocos Norte

Ilocos Sur & Ilocos Norte is more than just historical sites and exhilarating activities. It is also famous for its signature delicacies that tourists are fond of. For example, Vigan empanada and okoy , chichacorn , longganisa , bagnet , and sinanglaw . Truly we cannot deny that fact that Ilocos is famous because of its local delicacies alone.

Moreover, the 2 provinces are located in the Northern most part of Luzon. This is why the weather is unpredictable, the tides can go up and down anytime of the year. However, the best chance of good weather is during summer season in the Philippines.

I visited Ilocos last December 2021 and the weather wasn’t in our favor. And then my family and I visited Ilocos again last May 2022 where the weather is finally on our side! Finally !

Where to Stay?

Assuming that you are following this 3 Days 2 Nights itinerary and that you are a budget traveler. Below are the places I recommend for your stay.

1st Night: Vigan, Ilocos Sur

2nd Night: Pagudpud, Ilocos Norte

We stayed at Classique Homestay & Cottages which is a front beach of the famous Blue Lagoon beach. The price of the homestays here are quite expensive considering their facilities. However, this is the most budget place we saw with decent front beach. Air-condition room starts at Php2,500.00 good for 4-6 people. You can find other accommodations around the area but the beach is not that good from my preference.

Day 1: Ilocos Sur

Since we did a road trip and we came from Pangasinan, we left our house at 4am in the morning and arrived to our first destination in Old Quirino Bridge at 8am. We took some photos and headed to our next destination which is the Bantay Bell Tower and Church. There is no entrance fee to the Bantay Bell Tower, but they accept donations.

We checked in to our homestay in Jun And Tell Transient House which is just 2-3 minutes away from Vigan’s Calle Crisologo. After that we decided to rest for a few hours and headed straight to Baluarte Zoo at 3-5pm. We paid Php200.00 each for a shuttle ride going to 5 sites/stops.

At night we went strolling at Vigan’s Calle Crisologo. This is the place where you can buy souvenirs and food delicacies like chichacorn, longganisa iloco, bagnet , etc. You can also ride a kalesa here to appreciate more beauty of the Spanish-era houses. Kalesa ride is Php250.00 for a group of 4 and it will last for 1 hour. Calle Crisologo is the most famous tourist destination when in Ilocos Sur.

Day 2: Ilocos Norte

The next day, we woke up at 3am and left Vigan at 4am. We headed straight to Paoay Church which is my Dad’s most favorite Church in the country. We went to take a few photos outside the Church then my Mom paid her respects and lighted a candle inside. The travel time from Vigan to Paoay is about 1 hour and a half.

Subsequently, we went to the Malacanang of the North and Sand Dunes which is still within the premises of Paoay. The Malacanang of the North opens at 9am to 4pm everyday and the entrance fee is Php20.00. It is just beside the main highway in between Paoay Sand Dunes and Malacanang of the North.

The price of Sand Dunes varies on your negotiating skills. They gave us a price of Php2,000.00 for a group of 5. But you can still lower it down to Php1,500.00 if you are good with your negotiating skills. Unfortunately for us, we were not able to try it because we have 2 kids with us.

We went straight to Bangui Windmills which is another 1.5 hours from Paoay Sand Dunes. You can actually see the windmills even just along the road of Bangui. However I highly recommend going straight to the beach where you can see the windmills up close. It is so incredible up close!

After Bangui Windmills, we now entered Ilocos Norte and went to our accommodation in Blue Lagoon to check in. We took a rest for a few hours and walked by the shore in the afternoon.

Day 3: Ilocos Norte

We woke up at 5:30am and bathe in the beach for about 2 hours. After that we packed our things and did a sidetrip to Patapat Bridge before going home. We left Blue Lagoon at 9am and arrived in Vigan at 12:30pm just in time for our lunch. My family did one last stroll and rode a kalesa before going home. At 2:30pm we went back to Pangasinan and arrived at 7pm. End of tour .

Take note that the Kalesa Parking Area is just beside Vigan Park, a short walking distance from Calle Crisologo.

Never buy a Coffee from Airpot or bus stations, it costs PHP120 = $2.70, that is one of my budget mistake. And the same coffee cup, you can get from the street shop at only PHP5=$0.11.

Very good. What about language differences ? How do you inquire, bargain, if you don’t speak the lingo, much more volunteer? Would you appreciate and enjoy it better if you have tour guide? Chances are if you don’t speak their language you’ll end up in a trial and error and spend more.

If you’re planning to make the trip to the north of Luzon in the Philippines , this ultimate guide can help you create that complete travel Ilocos itinerary to Laoag City.

If you don’t want to sweat buckets during your trip, the best time to visit Laoag is during the cooler months of November to February. Christmas preparations are already in full swing by the time November comes around, so expect a lot of holiday activities during this time.

March to June are the hottest months with temperatures reaching a high of 35 degrees Celsius, with minimal rainfall. These months also coincide with Holy Week and summer break for most schools, so you may see a lot of families with school-age children in Laoag during your visit.

The months of July to October bring rain, and sometimes typhoons. The city experiences an average of 4 to 5 typhoons every year, so make sure to check weather reports regularly, especially if you plan your trip around these months.

Plane of Philippine Airlines

The fastest way is to fly to Laoag but if you’re already in Manila , there are also other options that you can choose from. Here are some of them:

Laoag has its own airport, Laoag International Airport, making it more accessible to local and international travelers.

From Manila

PAL Express has direct flights from Ninoy Aquino International Airport (NAIA) to Laoag Airport once a day every Mondays to Thursdays, and twice daily from Friday to Sunday. Travel time by plane from Manila to Laoag is about 1 hour and 10 minutes.

There are currently no direct domestic flights from major cities outside of Manila to Laoag Airport. The best option is to fly to NAIA first, as most major airlines have direct flights from Cebu, Davao, Cagayan de Oro to Manila, then take a flight to Laoag.

From International Airports

There are currently no direct international flights to Laoag. If you’re coming from outside the Philippines, we advise to fly to NAIA first, then take a PAL Express flight to Laoag Airport. Or, you can fly straight to Clark International Airport in Clark, Pampanga, then board a bus from Dau Terminal to Laoag. Travel time by bus from Dau to Laoag is about 4 to 6 hours.

Laoag is about 487km from Manila, and it takes an average of 10 hours to travel to the city. The land travel to Laoag may be longer than a flight from Manila but it’s cheaper. Here are some of your transport options.

Private Car From Manila

You can either bring a private car or hire a private van. The fastest way to drive to Laoag is via the North Luzon Expressway (NLEX), then take the exit to SCTEX/Clark Airport.

From there, follow the signs for Tarlac/Baguio/TPLEX, continue onto the Tarlac-Pangasinan-La Union Expressway, and traverse the Mac Arthur Highway to get to the city. Total driving time from Manila to Laoag is about 8 hours.

By Bus from Manila

GV Florida Transport buses depart from Sampaloc, Manila terminal to Laoag every four hours daily. Partas Bus Line also has daily trips to Laoag from Cubao, Quezon City .

You can choose from a regular aircon, luxury, and super deluxe bus. From the bus terminal, you can catch a jeepney or taxi to your hotel, or to other towns and cities near Laoag.

Tricycle is one of the modes of transportation in any province in the Phiilippines

If you brought your own vehicle, or if you rented a van for your trip, you can easily get around Laoag. Most churches in the country are large stone edifices, like St. William’s Cathedral (Laoag Church) in Laoag.

The current church was built in 1612 by Augustinian friars and constructed in the Italian Renaissance style. About 85 meters from the church is the church’s bell tower, also known as the Sinking Bell Tower. It is said that the bell tower sinks at a rate of 1 inch per year.

Some 19 km southwest of Laoag is the Paoay Church, which is listed as a UNESCO World Heritage Site . In contrast to St. William’s Cathedral, Paoay Church is built in the usual earthquake-baroque style, a type of Baroque architecture commonly found around the Philippines. Both churches conduct masses in Ilocano, English, and Tagalog.

The restaurant comes highly recommended as it serves large portions of Ilocano specialties such as pinakbet (mixed vegetable stew cooked in fermented shrimp paste or bagoong), bagnet (pork belly that is deep fried multiple times in its own fat), dinardaan (offal in pig’s blood), and sarabasab (grilled pork liver in bitter sauce). 

Pizza lovers will find great joy in having their favorite carbs at Saramsam Ylocano. Here, Italy meets the Philippines with the poqui-poqui pizza, which combines the traditional Ilocano vegetable dish made with roasted eggplants, tomatoes, and eggs with fresh pizza dough. Other options such as the pinakbet pizza and longganisa (pork sausage) pizza.

Looking for a snack to tide you over in between sightseeing? Try the Ilocos empanada. These deep-fried pastries are stuffed with green papaya, minced longganisa, mung beans, and egg, and are widely sold at almost every street corner in Laoag.

Its dough is made of rice flour and achuete (annatto) seeds, which colors it bright orange. The best place to sample these tasty snacks in Laoag is in Dap-ayan. 

Practical Information and Tips

Some hotels, restaurants, and commercial establishments accept credit cards, but most smaller shops only accept cash. There are only a few ATM machines in the city proper so it’s still best to bring enough cash with you.

Currency exchange is available in most hotels.

Most hotels in Laoag offer free Wi-Fi internet connection. However, internet access will be spotty at best when you travel outside the city.

Pack light, as temperatures are almost always warm and humid. You can also opt to bring an extra shirt during your tour, so you can swap your sweaty shirt for a fresh one in between activities.

Remember to also bring a jacket or raincoat just in case the weather turns cool and rainy!   

As a city that gets lots of sunshine, make sure to always put on sunblock whenever you head out. Remember to bring your sunglasses, hats, and umbrellas as well!

There are no establishments around the sand dunes, so make sure to bring your own bottled water and something to munch on while taking a break from sandboarding.

BEST TIME TO VISIT ILOCOS NORTE

The best time to visit Ilocos Norte is from November to February if you want to avoid overheating while on vacation. By the time November rolls around, Christmas preparations are already well under way, so you can anticipate a flurry of festive events.

February 1 to 10 is the annual Pamulinawen Festival the grandest festival in the entire province.

The hottest months are from March through June, when highs of 35 degrees Celsius are common and there is little rain. You might run into a number of families with school-age children in Laoag during your visit because these months also happen to fall between Holy Week and the majority of schools’ summer vacation.

The ride is approximately 8-9 hours from Balintawak Toll Gate to Laoag city. Ride duration varies as it’s dependent on current traffic situation and stop overs.

The quickest route to Ilocos Norte is through North Luzon Expressway (NLEX), then take the exit to SCTEX/Clark Airport. From there, take the Tarlac-Pangasinan-La Union Expressway (TPLEX).

How to get around Ilocos Norte?

By private cars and vans – If you don’t have a private car but want to rent one, you may rent private cars and vans through the accredited transportation partner ( Ilocos Norte Travel Agencies Association ), your hotel and/or tour operator.

There are plenty of provincial buses in Ilocos Norte.

  • Ordinary buses are a budget-friendly mode of travel. They typically do not have air conditioning and often rely on natural ventilation through open windows and doors to keep passengers cool during the journey. (Minimum charge Php 45)
  • Air Conditioned buses provide a more comfortable ride as it has air-con inside. This is very important since the Philippines is a humid country. (Minimum charge Php 100)

Jeepney is a popular PUV (public utility vehicle) in the Philippines. It is known for its vibrant and colorful design. This is commonly use for short to medium-distance travel within cities and towns. (Minimum fare Php 12 for the first 4 km)

By Tricycle

Cape Bojeador Lighthouse, also known as Burgos Lighthouse, is a cultural heritage structure in Burgos, Ilocos Norte, established during the Spanish Colonial period in the Philippines.

This lighthouse, with brick walls as is the style of many other lighthouses in the country, is one of the highest elevated Spanish colonial lighthouses in the Philippines.

It still functions as an active and welcoming flair to ships that enter the Philippine Archipelago from the North.

The Malacanang of the North is a historical mansion in Paoay, Ilocos Norte, built in 1977 as a rest house for the former Philippine President Ferdinand Marcos Sr. and his family.

DESTINATION ILOCOS NORTE: Experience The Breathtaking Wonders

Touchdown Laoag, the sudden thud against the runaway had my eyes peeled. I peered at the darkness outside opposite from my window seat view yearning for the sunrise – yet the pitch dark of the night still cloaked the yet sleepy town. The cold breeze slapped awake my sleepy eyes as we disembarked from our Cebu Pacific Flight from Manila landing finally at the runway. The chilly temperature inches its way through the thin layers of my clothing led me to hurry inside the arrival halls, not knowing that the Ilocos Region Tourism Team was excitedly waiting for us. The red welcome lei and their warm smiles – Ms. Evangeline, Ms. Araceli, Ms. Levy, Mr. Michael, and our dearest guide Ms. Arlene – officially received us at Ilocos Norte.

After completing all of our respective luggages, the tourist bus awaited us outside and whisked our sleepy bodies to the Sola Hotel for our prepared breakfast as the morning sun finally flew high from the horizon. Momentarily, my lips longing for hot coffee finally had a first sip. The Tapa I ordered was a hearty one. The slivers of savory tender marinated beef meat seemingly made a perfect high five with the local vinegar dip coupled with the garlicky fried rice. The atchara is a notable palate cleanser after each spoonful of these heavenly goodies.

The Ilocos Norte Province itself is a tourism hub offering its valued guests the best of nature, history, culture, architecture, creative arts, gastronomy, and heritage. One must spend almost a month, I think, to truly delve deeper into every destination and digest every narrative each respective beholds. Here is a collective narrative of our experience during the Familiarization Tour organized by the Department of Tourism – Region 1 Laoag Satellite Office.

SUBA SAND DUNES

The heart-pounding and adrenaline-kicking Suba Sand Dune rides via a 4×4 vehicle is a good energetic start for our Ilocos Norte escapade. With the assigned vehicle ready upon our arrival, we roared through the undulating terrain, passing through twists and turns that certainly made us shout our hearts out – full force! Reaching the coastline is a different story. The sandy beach and the crashing waves were a brief rest from the heart-pumping ride. 

The steep valley drop is the best – as if gravity left us for a very brief moment as soon as our vehicle dived into a seemingly sheer free fall. In the desert oasis where you can uniquely surf the steep face of a dune. I tried a single attempt on a sitting positing on the metal sheath board and watched my creator friends taking their turns under the hut. I couldn’t help but marvel at the breathtaking beauty of this outworldly beauty while marveling at the Agoho trees afar dancing along with the Monsoon winds from the different ridges. The experience was truly exhilarating and left an adventurous memory – finally, I was able to experience it after a failed attempt almost a decade ago.

MALACAÑANG OF THE NORTH

Mesmerized by the view of the Paoay Lake, visiting this grandiose mansion would provide a definite narrative of the love of opulence by the Marcos family. The architectural marvel evident from its exterior up to its interior speaks of their liking of everything evoking grand and beautiful. The staircase itself is a statement with the exact numbers of their requirement. The balcony is the best part. The breathtaking view of the placid lake welcomes you. Being a museum, the curated displays include some furnishings and important memorabilia that defined their regime.

NAGBACALAN LOOM WEAVING

The tedious and laborious weaving of the Abel textile is alive through the efforts of this weaving community. I was not able to visit its selling portion but spent my precious minutes marveling at the expert hands of the weavers. Currently, they have 23 active members in their cooperative and have recently received support from the Tourism Promotions Board. I had a brief discussion with Ms. Priscilla Gelacio, a 60-year-old weaver. She proudly shared that this industry enabled her to have 3 college graduates. Apart from sharing stories, there is a brief discussion about different techniques, one technique that utilizes 5-foot paddles for a more intricate design. I could only imagine the training they had undergone to master muscle memory. Being there seems to have transported me into a whimsical show of industrial choreography and symphony of the mechanical wooden thumps.

PINAKBET PIZZA AT KUSINA VALENTIN

Always an iconic dining experience at Paoay, Kusina Valentin offers its homegrown variety of pizza topping from Pinakbet dish. Married with the dainty creaminess of the cheesy toppings and the umami salty goodness of bagoong, the Italian and Filipino fusion of flavors exploded on my palate on every bite. Its thick buttress, the humongous bell tower, and the detailed facade are the shining glory of Paoay’s tourism landscape.  A well-frequented destination thanks to its iconic beauty that stood the times, the Paoay Church exerts its dominance above the town’s skyline. The gentle wavy buttresses at its side seem to hug its corresponding walls. I could not help but stare at its timeless grandeur. The famed Church is declared by the National Government as a National Cultural Treasure. It is also listed as a UNESCO World Heritage Site belonging to the Baroque Churches of Philippines group.

NHCP JUAN AND ANTONIO LUNA MUSEUM

Located in the town of Badoc, we got to indulge our senses in the old world of art and politics at the Juan and Antonio Luna Museum in Badoc. A two-story museum building featuring exposed adobe bricks that evoke the stories of the past century. We got a guided tour that helped us translate the deep and colorful narrative of each curated display by the renowned painter and sculptor Juan Luna. The upper floor tells the story of the political and military-sided brother – General Antonio Luna. From his prowess in pharmacy up to his valiant stories in warfare was the curated display. An adjoining balcony connects to the main upper hall with a view of the backyard. Have you heard about the painting “The Parisian Life?”, you have to visit and understand its translation.

Stepping on the church front yard, the facade readily caught my attention. The seemingly yin-yang style, the dark bell tower, and the main facade clad in white stood as a brimming architectural marvel in Badoc town. Erected and designed with Baroque style to withstand the actively seismic town, its walls bear the original bricks that tell the stories of the centuries.  Entering its halls through its side doors, I cannot help but marvel at its thick buttresses – truly a historical architectural wonder of Badoc town.

Devotees experience the tranquility of spiritual solace at La Virgen Milagrosa de Badoc, where they gather to pay homage to the revered Marian icon. Feel the embrace of faith as believers offer prayers of gratitude and supplication in this sacred shrine, believed to be a source of miracles and blessings for countless believers.

Upon our arrival at the spacious church patio, we were welcomed by their prim yet energetic tourism officer of Bacarra, Ms. Dina. It was certainly a journey back in time to the historic Baccara Church and Museum. The heat of the noon time sun was not a hindrance for me to marvel at the enduring beauty of the church structure while Ms. Dina shared some historical facts about the church structure. The domeless bell tower narrative is what makes this church unique among its sisters in the Ilocos provinces. In its surrounding yard, ruins of the old convent still secretly witness the advancement of times. The adjoining building is set as a community museum where curated displays donated by the locals tell a narrative of their spiritual, political, and economic past. Be careful though when your interest focus on the flooded underground tunnel the church backyard it beholds. A steep staircase leads to an underground flooded with placid waters wreaked with vegetation. A lot of questions hounded the visiting team, yet this inundated portion has to be officially explored by experts.

The Bacarra Church also is a shrine for their miraculous Marian icon. As Ms. Dina shared, whenever locals have something important coming in their respective, they make a revered visit to the church shrine and pray about their intentions. Apart from the church and museum complex, the town of Bacarra also has more destinations to offer. More historical markers are in placed around the town, and its unique paper thin crispy shrimp fritter Okoy, and their humble shoreline that offers stunning sunset views.

LA PRECIOSA RESTAURANT

A homegrown restaurant made famous for its delightful Carrot Cake – La Preciosa should be included in your food trip escapade in Ilocos. We had a filling and hearty lunch here during our visit and we got to try the dishes recommended by the Tourism Staff. The Pansit Lusay looks simple but the bold savory and umami flavors coupled with the longganisa is a conflicting testament. I tried one serving of their Crispy Dinuguan and its sauce tasted fresh and a bit relishingly good, but my Kapampangan palate sought for a more tangy aftertaste. The Poqui Poqui is iconic and features a mushy texture yet the expected flavors ensnared my attention – the eggplant and eggy goodness abound in every spoonful of it. The Papaitan soup was divine – the bitter flavors are well balanced with the zesty tones and deeper meaty flavors from the innards. Nothing strikes differently with their Chicken Adobo.

This is our official stay while in Ilocos Norte. Me and my buddy Christian were billeted in a Classic Twin Room featuring two twin beds with plush pillows, a private balcony, a private toilet and a shower room with a working hot shower. Our assigned room has no bidet, sadly. Our check-in was smooth and have bespoke assistance from their staff. 

The Hotel Facade features its iconic towering cogon roofings that truly call the attention of every passer-by. Located along the main highway, it is hard not to miss the Java Hotel. Among its amenities is an inviting pool which is illuminated at night, a tennis court, lots of lounging areas, and an open-air reception hall.

We had a hearty dinner at their Eagle’s Nest Bar and Restaurant and enjoyed their flavorful buffet spread. I returned twice for the Garlic Eggplant. We also have a wine-tasting segment featuring their local basi and dragonfruit wines. 

The dinner event also came in with a presentation from the Cebu Pacific Marketing team. I met again Ms. Tricia Tan, their Marketing Manager. Among the highlights of the airline’s presentation is its focus on efficiency and passenger care. Ms. Tan shared their revised customer care policies and communications, digital bug resolution, and proudly shared their new aircraft acquisitions. Truly, their vision to let #LetEveryJuanFly is at hand. 

It is a pity that we only had 8 hours for our Java Hotel stay. Despite the quick staycation, we had a generally good and acceptable experience.

We headed to the bustling food court in Batac and sought out one Glory’s empanada stall specializing in this mouthwatering treat. Unique to this dining experience is the opportunity to try to make your own empanada. Watching the skillful staff whisking the ingredients together made it easy, but for the first time, it was nerve-wracking. No culinary journey through Ilocos Norte would be complete without sampling the iconic empanadas of Batac, a beloved local delicacy that’s as delicious as it is distinctive. Made from a crispy pastry filled with a savory filling of ground longganisa, shredded vegetables, and whole egg, these handheld delights made it to my tasting activities. I have to be careful of its piping hot core, allowed to cool a bit before having a bite. Making sure to have all of the elements on my first spoonful, the garlicky umami meaty tones exploded in a lovely array of flavor. With a lunch upcoming after this, just limited myself to a single piece, yet salivating for another serving.

CAPE BOJEADOR LIGHTHOUSE

I see it always as a timeless beacon overlooking the rugged coastline of Ilocos Norte. Ascending the seemingly spiraling staircase to the top of this iconic Ilocano landmark and soaking in panoramic views of the azure ocean and rolling hills below always felt surreal. Sauntering at its main deck, the halls bear curated displays exclaiming the structure’s history. The main tower is not accessible to tourist since of its active operation.

The Cape Bojeador Lighthouse is a part of the well-frequented and high foot traffic tourism circuit of Ilocos Norte because of the rich narrative it bears and the breathtaking views it beholds from the road deck, the stairway up to its balconies. After our quick venture atop, we had a snack featuring the Dragonfruit offerings of town – from fried spring rolls and its ice cream version. The bread version of it somehow was typical, but the spring roll filling was the rockstar among the three.

EDC BURGOS WINDFARM

Capping our Ilocos escapade with the perfect sunset here at EDC Burgos Windfarm is my top favorite among all. Surrounded by these gentle giants that roared silently around us was mesmerizing and enthralling.

Located atop a hill, the tourist spot offers visitors a panoramic view of the rugged landscape littered with hundreds of windmills. This truly is a view to behold. The crashing waves from afar meet the strong burst of the Amihan monsoon winds seemingly wrestling each other in mother nature’s show of brunt strength.

How I wish I spent the final daylight until the sun fully hugged the horizon. This moment totally blew my mind, as creative pressure has built on how to give justice at such a glorious view. This certainly sealed our two-day adventure in Ilocos. I can say it is #AbsolutelyAmazingIlocos.

  • By Air Travel: The province is served by the Laoag International Airport. Cebu Pacific has direct flights from Manila while Philippine Airlines has direct Manila and Cebu flights.
  • By Land Travel: If you prefer a scenic road trip, you can also travel to Ilocos Norte by bus or private car. Several bus companies like Partas , Viron Transit , GV Florida and Fariñas Bus offer direct trips from Manila to Laoag or Pagudpud, with travel time ranging from 8 to 10 hours depending on traffic and road conditions. Suggest to take the night hour trip and arrive morning the following day.
  • Best Time to Visit: The best time to visit Ilocos Norte is during the dry season from November to April when the weather is cooler and more conducive to outdoor activities. However, if you prefer to avoid the crowds, consider visiting during the shoulder seasons of May to October. The Monsoon Season from June to September could be the rainiest period.

Pagudpud Ilocos Norte Travel Guide

Pagudpud ilocos norte – travel guide.

Pagudpud is a sleepy beach town at the tip of the Ilocos Norte  region of the Philippines. No need to call it the Boracay of the North – Pagudpud is a tropical gem all on its own. Really fine creamy beaches, spectacular waterfalls, panoramic scenes and beautiful coastal drives give you a feeling of new discoveries and trails.

You won’t find the glittering party nightlife here. Pagudpud is laid-back. Best time to visit is anytime between November to April. That covers summer in the Philippines and its drier cold season, outside of the wet rainy months.

The two main beaches are the Blue Lagoon (also called Maira-ira Beach ), located on the eastern side of Pagudpud, and the other one is the arguably more popular Saud Beach which is on the western side. If you’ve got several days, spend half at the Blue Lagoon and the remaining half at Saud Beach. Read on for the rest of our Pagudpud Travel Guide and plan your Pagudpud vacation and itinerary.

How to Get to Pagudpud

If you’re bringing your own ride and have days to spare, leave Manila early in the morning so that you’re on provincial roads by daybreak. The drive is long, around 12 hours of continuous driving. If you’re going to do this, plan for stops at San Fernando City , Vigan City and Laoag City . If you’ve got several days to spare, then spend a full day or two at each of these cities for an epic road trip .

Getting to Pagudpud by Bus from Manila

Going from Manila to Pagudpud takes 10-12 hours by bus. Bus companies Partas and Fariñas only go up as far as Laoag City. From Laoag City, you need to take another 2-hour bus or jeepney ride to Pagudpud.

But Florida Bus has daily trips to Cagayan, which passes through Pagudpud, so riding them saves you a trip. Tell the bus driver to drop you off at the Pagudpud junction if you want to go to Saud Beach or at the Barangay Balaoi junction if you want to go to Blue Lagoon.From either junction, take a tricycle to your resort.

The road to Pagudpud

Getting to Pagudpud from Manila by Airplane

If you want to cut your travel time, then hop on a plane in Manila (or Clark) bound for Laoag City. Flight time is approximately an hour.

From Laoag, there are local jeepneys serving the Laoag- Pagudpud route or you can take the buses bound to Cagayan that will pass through Pagudpud.

Plan your Pagudpud adventure tour itinerary around these attractions and activities. You can ask your beach resort or hotel to give you directions, refer you to a tour guide, or put together a tour package for you.

  • Explore the length of Saud Beach

  • Skip and hop your way over the reefs to the Dos Hermanos Islands
  • Have a picnic at Agua Grande River Park
  • Stare at Paraiso ni Anton and wonder why it’s a tourist attraction
  • Hop on Timmangtang Rock

Take Pagudpud’s Southern Tricycle Tour and visit the following attractions:

  • Cape Bojeador Lighthouse in the town of Burgos
  • Kapurpurawan Rock Formation in the town of Burgos
  • Kaangrian Falls in the town of Burgos
  • Bangui Windmills in the town of Bangui

The Northern and Southern Pagudpud tours,  regulated by the Department of Tourism, are carried out by tricycle drivers using their tricycles as conveyance. They are trained and accredited by Department of Tourism in guiding visitors through the tour attractions. The tricycle drivers carry laminated brochures of the places to visit for the Northern and Southern tours. Some of these places charge a minimal fee outside of the original tour fee.

The rates are 750 pesos (USD 16.00) per tricycle for each tour, with a maximum of 3 persons, since that’s the maximum passenger capacity of a tricycle.

However, the tricycle drivers of Burgos and Bangui, are in talks with the tricycle drivers of Pagudpud for a more equitable sharing scheme of the organized tour operations, since they argue that the popular stops on the tour itinerary are actually in their municipalities. So – expect a tricycle transfer once you cross Pagudpud’s boundary and an additional amount to pay.

Where to Eat & What to Eat in Pagudpud

Try native Ilocano food such as their version of  longganisa (pork sausage), Ilocos empanada (stuffed pie) , bagnet (deep fried pork),  poqui-poqui (mashed eggplant), igado and dinakdakan . Seafood is abundant and you can have them grilled, fried or stewed (sinigang). Visit the local market in downtown Pagudpud, there are several eateries nearby serving inexpensive local fare or ask a tricyle driver for the best local eatery (carinderia). Pick from a fisherman’s early morning catch and have your resort’s kitchen cook them.

Most resort restaurants in Pagudpud offer standard Ilocano, Filipino and western/continental fare. Also, most resort restaurants are a bit pricey, with prices anywhere from 150 to 350 pesos for an entree. Here are some notable restaurants:

  • Evangeline’s Emohruo Beach Restobar – try their Orange Chicken, Pinakbet and Bagnet with KBL.
  • Kapuluan Vista Resort’s Restaurant – fresh seafood and organic vegetables.
  • Casa Consuelo’s La Cocina de Consuelo – try their Gamet Seaweed Omelet, Poqui-poqui and Bagnet and fresh seafood.
  • BergBlick Restaurant – a German restaurant in Pagudpud. A bit hard to find so ask locals for directions. Try their BergBlick Pan, Sausage Feast and Pinakbet.
  • Mekeni Paluto – located in the Blue Lagoon area, near Hannah’s. These are affordable eateries where you can have fresh seafood cooked any which way.

Casa Consuelo

Our favorite place to stay in Pagudpud since it is in a quiet and less populated location. Casa Consuelo is a cozy bed & breakfast right on the beach, also in front of the Dos Hermanos Islands. The rest of the resorts in the Blue Lagoon, Barangay Balaoi area are separated by a road parallel to the beach.

Though the pristine waters are not that “swimmable” because of the reefs – for us this place offers the best view of the ocean. The “swimmable” areas are right in front of Punta Azul, Aqua Seda and Hannah’s.

If you aren’t able to get a room, you can rent a tent and pitch it anywhere on their expansive grassy beachfront lawn. Very good restaurant with reasonable prices on their menu.

The place to be if you want to be in the middle of all the action in the Blue Lagoon area. Try out their very long 1.2 kilometer zipline spanning over the waters of the Blue Lagoon. They have various water sports equipment available to rent like banana boats, pedal boats, kayaks and jet skis. The resort caters to the packaged tour crowd and conventioneers.

Saud Beach, dubbed the Boracay of the North, is what put Pagudpud on the map. The resorts below marked with asterisks are clustered at Burayoc Point, which is the southern  end of Saud Beach.

Burayoc Point is a rocky outcrop, so they don’t have a sandy beachfront, but it offers a great sunset view with the rocks in the foreground. Standing on Burayoc Point, you’ll see the windmills of Bangui lined up on the horizon.

Saud Beach Resort, which has the best beachfront in our opinion, is just a few steps away from Burayoc Point for those wanting to take a dip. Tartaruga’s is inland, but the beach is just a short walk away via the municipal beach entrance.  Click on the links for current rates.

Homestays & Guesthouses in Pagudpud

If somehow you’re unable to get a room from any of the resorts above or would like to spend less on accommodations (especially if you plan on being outdoors most of the time) try bunking at homestays.

Local residents free up their guestrooms or their own rooms for visitors at rates significantly lower than resort rates. Often you get home-cooked local cuisine and an immersive experience with the amiable residents of Pagudpud. Some homestays have grown into full-time B&B’s.

Homestays though are generally not beachfront in Saud Beach, but a handful in the Blue Lagoon area are almost beachfront.

It was already late afternoon when we traveled to a winding road going up a hill to our last spot in Ilocos Norte that day.

Once we got out of the van, we were welcomed by this spectacular view of the vast landscape and sea. We were on top of the Vigia de Nagpartian Hill and at our back is the Cape Bojeador Lighthouse.

Brief History

Also known as Burgos Lighthouse, this is a cultural heritage structure in the province that was built on March 30, 1892 during the Spanish colonization in the Philippines. It’s 65 feet tall. The lighthouse was as the guide used during the early galleons in the country. And for years, this also serves as a welcoming beacon to ships entering the Philippine archipelago.

The entrance to the lighthouse was padlocked.

As much as we wanted to explore it, our guide said that it was closed to public because it’s not safe anymore. It’s a century old structure and has been hit by lightning many times. Ohhh

At first, I thought that they only closed the tower itself because of its rusty metal stairs. The lower part, the pavilion and the balcony, should still be open? But nah I didn’t bother to ask becuase it was obvious that we were not allowed to go inside.

So we had no choice but to just enjoy the views and of course, take some pictures. It must have been fun to explore the lighthouse with its old bricks and Spanish era design, but we just have to make the most out of what we had.

We just stayed outside, looked at the lighthouse up close and took some photos!

Cape Bojeador Burgos Ilocos Norte

It’s nice to visit lighthouses in the country because most of them were built during the spanish times and it makes you understand the history in it, to the point of imagining how the lives of the people back then and giving value to these old structures.

We were there for a very short time, but it was a perfect moment. The sunset was awesome, and dramatic. As the last ray of the sun touches the lighthouse,  it was a nice way to end our day touring Ilocos Norte.

How to get there ( Cape Bojeador)

Along the Maharlika Highway in Barangay Paayas in Burgos, you will find a signage of Cape Bojeador. Just follow and it will lead you to a steep winding road until you reach the lighthouse.

Tips and other Info

  • Cape Bojeador is part of our Ilocos trip. There are lots of tour companies that offer Ilocos trip. They will do the itinerary and trip details for you. The trip usually includes travel to Ilocos Sur’s tourist spots like Vigan etc.
  • Cape Bojeador has no entrance fee.
  • There are some ghost stories saying that Cape Bojeador is haunted, that some tourists were able to capture figures on the photo that are said to be ghosts. It must have been fun if we were able to enter the lighthouse. Hahaha!
