What is cruise control in a car? Meaning and how does it work?

Cruising on the highway can be a lot of fun. However, it demands maintaining a constant speed for a long time. To achieve that, you need to press the accelerator pedal continuously, which can get tiring after a while. That’s when the cruise control feature of your car comes into play. So, what exactly does it do and how does it work? This article explains cruise control in a car and how to use it in different driving conditions. So, without stepping on the ‘brake’ pedal, read on!

Cruise Control in a Car

What is cruise control in a car?

It is a system that accurately maintains the speed set by the driver without any external intervention. It automatically controls the speed of a car and only allows the vehicle to hit a speed set by the driver. It does not allow the car to cross that speed limit. This feature has become common among modern cars. You can even find this feature in the top-spec variants of some of the affordable hatchbacks and sedans.

How does the cruise control system work?

Cruise control in a car replicates the inputs of a driver to control the vehicle’s speed. But instead of pressing the accelerator pedal, it uses a different mechanism to maintain a constant cruising speed.

Initially, the system used a cable to control the accelerator (throttle valve). You can find these mechanisms in older cars. It adjusted the vehicle's speed by engaging the throttle with the help of an actuator that is controlled by a cable. The throttle valve is responsible for the power and speed generated by the engine. So, depending on the speed set by the driver, the system automatically adjusted the throttle position.

But with the advent of technology in the automotive industry, the cruise control system in modern cars entirely relies on electronics. Instead of a cable, the system now communicates with the throttle via various sensors connected to a computer (ECU - Electronic Control Unit). So, when you set a speed, the ECU calculates the throttle position and engages the throttle wirelessly.

The system constantly maintains the speed set by you (driver) irrespective of road conditions. For example, if there’s an incline ahead, cruise control adjusts the throttle accordingly to maintain the same speed.

How to use cruise control?

Before engaging the cruise control in a car, remember that the system is not intended to be used in adverse weather conditions. For example, you may refrain from driving the car at cruising speeds when it’s raining heavily. The low visibility and unpredictable road conditions make it unsafe to drive at such speeds. So, always be mindful of the weather condition and your surroundings before engaging the system.

Here are the steps to use cruise control.

Step 1 - Before activating cruise control, build up speed by accelerating the car. However, do not cross the speed limit of that particular road/highway.

Step 2 - Once your car reaches the desired speed, activate cruise control. Generally, the system activation button will be on the steering wheel. However, locating the exact button when the vehicle is parked is better to avoid any distractions while driving.

Step 3 - Next, you can take your foot off the accelerator pedal. If you have set the cruise control correctly, the car should maintain the cruising speed.

Step 4 - Keep your eyes on the road as it is very easy to get distracted when the car is accelerating automatically.

Step 5 - If you wish to accelerate when the cruise control is engaged, you can press the ‘+’ button on the steering wheel to briefly engage the accelerator pedal.

Step 6 - To decelerate, press the ‘-’ button on the steering wheel. You can also tap on the brake pedal. However, as a safety precaution, almost all cars will deactivate the cruise control as soon as you press the brake pedal.

The buttons to activate cruise control or accelerate/decelerate may vary from one car to another. So, do check the owner’s manual before fiddling around with the system. It’s better if you are familiar with the controls before driving the vehicle, as it will avoid unnecessary distractions.

How to install cruise control in a car?

Can you install cruise control in a car? The answer is both yes and no. You may install an aftermarket kit if it’s an old car that does not rely on electronics to control all the engine-related functions. But installing such a kit becomes almost impossible in modern cars due to the complex electronics.

It is a complex process to install the system in new cars as you have to fiddle with electronics, and it also requires the fitment of hardware. So, it can only be done during the time of car manufacturing. Moreover, if you try installing an aftermarket kit, you may void the warranty offered by the OEM (Original Equipment Manufacturer). On top of that, it is not recommended to go for an aftermarket cruise control kit as it may compromise safety.

Newly launched cars are equipped with cruise control except for a few entry-level models. So, instead of investing in retrofitting a system, it's better and safer to spend that money on buying a car with a built-in system.

Adaptive cruise control

The new technology also allows the system to automatically adjust the car's speed depending on the speed of the vehicle ahead. This feature is known as adaptive cruise control. It ensures that the car maintains a safe distance from the vehicle ahead despite the constant change in speed of the vehicle moving ahead. It is instrumental in highways or during rush hour traffic and reduces driver fatigue.

It is also a level 1 autonomous driving system. The system uses radar sensors to calculate the speed and distance of the car ahead. For instance, if the vehicle in front of you slows down/speeds up, a car with adaptive cruise control will reduce speed/accelerate automatically without any external inputs.

You can find this feature in premium cars. But gradually, it is trickling down to not so expensive cars as well. Adaptive cruise control is a part of an advanced driver assistance system.

Pros and cons of cruise control

Cruise control makes driving easy and convenient, and at the same time, it also takes care of safety. But like every other feature, it has its own set of advantages and disadvantages, which are elaborated in the following section.

Below are some of the pros of the cruise control system.

Reduces driver fatigue: The primary role of cruise control is to maintain a constant speed without you having to step on the accelerator pedal. That means you can rest your right foot and can stay relaxed. It is helpful when you drive long distances on highways where you need to maintain a constant speed for long durations.

Improves fuel economy: When maintaining a constant speed, the engine will not get stressed as it need not change the intensity of operation. To put it in a simple way, when the engine runs at constant RPMs (Revolutions Per Minute) , it consumes less fuel. Hence, when driving long distances on highways, the cruise control system can improve fuel economy.

Helps to drive within the speed limit: You may drive at normal speed on busy urban roads. But when you hit the wide and smooth highways, you may end up crossing the speed limit. You may not even realise that you have crossed the speed limit until you glance at the speedometer. Cruise control can help you in this regard as you can easily set a speed limit and let the system do the work. The system will not allow the car to go over the speed set by you.

Increase/decrease speed with a click of a button: Typically, you use the accelerator and brake pedal to increase/decrease the speed of your car. But when the cruise control is engaged, you can even use the buttons to do the job for you. However, ensure that you are familiar with the functions of the buttons, as it may feel unnatural in the beginning. It is best to practice using the buttons in a safe environment before using them on public roads.

Works well with automatic cars: Cruise control works best with automatic cars as you need not worry about changing gears. The ECU or the onboard computer shifts the gears automatically when there is a change in speed and works well when cruising automatically. It means you only need to focus on steering the vehicle.

As mentioned earlier, cruise control also has some cons, which are listed below.

Limited use on Indian roads: Cruise control is suited for wide and long highways where drivers follow the rules. Although India has some excellent highways, many drivers may disregard rules which creates an unpredictable environment. Also, cattle, dogs and other animals may venture into public roads and make the situation even more tricky. Hence, it may be challenging to cruise at high-speeds.

Hampers reaction time: As mentioned above, the roads in India are unpredictable. You may have to perform emergency braking to avoid any obstacles on the road. When driving with manual controls, your right foot will be on the accelerator pedal, and it is easy to move your foot to step on the brake pedal in an emergency. But, when using cruise control, your right foot will be resting on the floor of the car, and it may take a bit more time to reach the brake pedal. This difference in reaction time may be the difference between you avoiding an obstacle or crashing into it.

Can induce drowsiness: If you use cruise control for long durations, you may end up feeling drowsy. Since the car is accelerating at a constant speed, your alertness level may drop in the long run. Hence, it is recommended that you manually control the vehicle once every 10-15 minutes when using the automatic cruising feature on highways.

Cannot use at night: Cruise control is of no use during night drives as the visibility is poor. Even with well-lit roads, the visibility is not as good as daylight. So, allowing the car to maintain a constant speed may be a safety concern, even on roads that are familiar to you.

It does not work well with manual cars: In a manual car, you have to change gears by yourself. The cruise control will handle the acceleration/deceleration, but you still need to shift the gears manually to maintain the optimum RPM. It can be irritating at times when you need to slow down and accelerate immediately. It may not be a dealbreaker, but it kind of refrains you from experiencing the full potential of the automatic cruising system.

The Maruti Suzuki Swift is the most affordable car in the Indian market right now to feature cruise control. The said feature was introduced in the Swift in the current facelifted version of the third generation model, and is available only in the top-spec ZXI+ variant. This variant comes standard with a 1.2-liter petrol engine (90 PS/113 Nm), which can be had either with a 5-speed manual gearbox or a 5-speed AMT gearbox.

Maruti Suzuki Dzire

Like its heavily redesigned hatchback version, the Maruti Suzuki Dzire too gets a cruise control in its top ZXI+ variant. The Maruti Suzuki Dzire received cruise control when the current third generation model received a makeover in 2020 with a new front fascia, new engine and other more features. The ZXI+ variant of the Maruti Suzuki Dzire has a 1.2-liter petrol engine (90 PS/113 Nm) as its standard powertrain, which is available with both the options of a 5-speed manual gearbox and 5-speed AMT.

The second generation Honda Amaze has been a runaway success for the Japanese car maker in India, with the sedan receiving a much more upmarket design and list of features in and out. This new generation model, along with many other features, received cruise control in its highest VX variant, which is available with both 1.2-liter petrol engine (90 PS/110 Nm) and a 1.5-liter diesel engine (100 PS/200 Nm). This VX variant can be had with only a 5-speed manual gearbox, with the CVT gearbox options restricted to lower variants and not this.

Hyundai replaced the aging Xcent model in its Indian lineup with the new Aura sedan, which is essentially a three-box version of its Grand i10 Nios hatchback. The sedan features a design which draws polarized opinions. The Hyundai Aura comes with a cruise control, and while there are many variants present in the overall lineup of the sedan, only the top-spec SX (O) variant of the petrol-manual variant gets this feature. The powertrain combination in this very variant is a 1.2-liter petrol engine (83 PS/113 Nm) coupled to a 5-speed manual gearbox. The variant is also available with a diesel engine, but sadly, the this variant doesn’t get cruise control.

While the previous generation Hyundai i20 was already a heavily loaded car, the new third generation model of the car surpassed that one even higher with new additional premium features, including that of cruise control. The cruise control is available in Hyundai i20 in only the range topping Asta (O) variant, which is offered with a 1.2-liter petrol engine (83 PS/113 Nm) with a 5-speed manual, 1.5-liter diesel engine (100 PS/240 Nm) with a 6-speed manual and a 1.0-liter turbo-petrol engine (120 PS/172 Nm) with 7-speed DCT.

Unlike other compact cars, the stylish and safest hatchback of India, the Tata Altorz, comes with cruise control in multiple variants, and not just the top-end variant only. The XT, XZ and XZ+ variants of the Tata Altroz come fitted with cruise control as standard. All these variants come with three engine options to choose from – a 1.2-liter petrol (86 PS/113 Nm), a 1.2-liter turbo petrol (110 PS/140 Nm) and a 1.5-liter diesel (90 PS/200 Nm), all of which are mated to a 5-speed manual gearbox as standard.

All these variants are available with the choices of a 5-speed manual or a 4-speed automatic gearbox.

The ZXI and ZXI+ variants of the Maruti Suzuki Vitara Brezza come equipped with cruise control, with these variants powered by a 1.5-liter petrol engine from the Ciaz (105 PS/138 Nm). The gearbox options in both these variants are 5-speed manual and 4-speed AT.

Having a five star rating in the Global NCAP crash tests, the Tata Nexon is the safest vehicle in this list, along with the Altroz which too secured the same rating. However, unlike the Altroz, the Tata Nexon comes with cruise control only in its range topping XZ+ (S) and XZ (O) variants. The engine options in these variants are 1.2-liter turbo petrol engine (120 PS/170 Nm) and a 1.5-liter diesel engine (110 PS/260 Nm), both of which are being offered with the gearbox options of a 6-speed manual and a 6-speed AMT.

A system that automatically manages the speed of a vehicle is known as cruise control (also known as speed control, cruise command, auto cruise, or tempo map).

The system is a servomechanism that takes control of the car’s throttle to keep it at a constant speed chosen by the driver.

It would be exhausting to maintain pressing the accelerator pedal for a lengthy period of time when driving on a highway. Cruise control is a tool that helps drivers who are driving long distances feel less tired.

The technology is designed to mimic how human drivers use their vehicles. However, instead of pushing the accelerator pedal, it controls the throttle using an actuator, allowing your automobile to maintain the same speed.

To adjust the cruise control to the present speed, the driver must physically accelerate the car.

A revolving driveshaft, speedometer cable, wheel speed sensor from engine RPM, or internal speed pulses created electrically by the vehicle provide the cruise control with its speed signal.

Most systems disable cruise control below a particular speed, usually about 25 or 30 mph (40 or 48 km/h). If the vehicle is equipped with a ‘drive-by-wire’ system, the car will maintain the correct speed by

employing a solenoid to pull the throttle cable, a vacuum-driven servomechanism, or the vehicle’s electronic systems (completely electronic).

When the driver depresses the brake and, in certain cases, the clutch, all cruise control devices must be capable of being switched off both expressly and automatically.

A memory function for resuming the set speed after braking is common, as is a cost feature for reducing the set speed without braking.

The throttle can still be used to accelerate the automobile when cruise control is on, but if the foot is removed, the car will slow down until it achieves the previously set speed.

Cruise control can be linked to the vehicle’s engine management system on newer automobiles with electronic throttle control.

Some cruise control systems have a “speed limiter” function that prevents the car from exceeding a pre-set maximum speed; this can typically be overcome by fully depressing the accelerator pedal.

(Most systems will prevent the vehicle from raising engine speed to accelerate above the specified speed, but they will not apply the brakes if the vehicle is overspeeding downhill, nor will they stop the vehicle from traveling faster than the chosen speed with the engine idle.)

Cruise control is less flexible in manual transmission automobiles since depressing the clutch pedal and moving gears frequently disengage the cruise control.

After selecting the next gear and releasing the clutch, the “resume” option must be utilized each time.

The cruise control system on earlier automobiles uses a cable to hold the gas pedal in a specific position in order to maintain the pre-set speed. In recent automobiles, however, the speed is controlled electrically using a program rather than a cable.

What is the purpose of cruise control?

Before using cruise control in your automobile, keep in mind that it is not designed to be utilized in bad weather. When it’s pouring severely, for example, you might not want to drive at cruising speeds.

Driving at such speeds is dangerous due to reduced visibility and unexpected road conditions. So, before using the system, always be aware of the weather and your surroundings.

Use cruise control by following these procedures.

Step 1 : Accelerate the automobile before enabling cruise control. However, do not exceed that road’s/speed highway limit.

Step 2 : Turn on cruise control after your automobile has reached the required speed. The system activation button is commonly found on the steering wheel. To eliminate distractions while driving, it is preferable to locate the correct button while the car is parked.

Step 3:  Now let go of the accelerator. The automobile should keep its cruising speed if the cruise control is adjusted appropriately.

Step 5:  To momentarily engage the accelerator pedal while the cruise control is active, push the ‘+’ button on the steering wheel.

Step 6:  Press the ‘-‘ button on the steering wheel to decelerate. You may also use your foot to tap the brake pedal. When you hit the brake pedal, practically all automobiles disengage the cruise control as a safety measure.

The cruise control and acceleration/deceleration buttons may differ from car to automobile. So, before messing with the system, read the owner’s handbook.

It is preferable if you are familiar with the controls prior to driving the car since this will eliminate unneeded distractions.

The gas pedal is attached to one cable, while the vacuum actuator is connected to the other.

The cruise control system adjusts the throttle position, exactly as you do. However, instead of pushing a pedal, cruise control operates the throttle valve through a wire attached to an actuator.

By restricting how much air the engine takes in, the throttle valve controls the engine’s power and speed.

One wire originates from the accelerator pedal, while the other originates from the actuator. When you use cruise control,

the actuator moves the cable attached to the pivot, which adjusts the throttle, but it also pulls on the cable connected to the gas pedal, which is why your pedal travels up and down when you use it.

The throttle is operated by an electronically controlled vacuum actuator.

To open and close the throttle, many automobiles employ actuators powered by engine vacuum. The vacuum in a diaphragm is regulated by a tiny, electronically controlled valve in these systems.

This functions similarly to the brake booster, which supplies power to your braking system.

What is the procedure for installing cruise control on a vehicle?

Is cruise control possible to put in a vehicle? Both yes and no are correct. If your automobile is ancient and doesn’t have electronics to manage all of the engine’s operations,

you may add an aftermarket kit. However, due to the complexity of today’s electronics, installing such a kit is nearly difficult.

The latter has a suite of features like lane departure warning, blind spot monitoring, adaptive cruise control, forward collision warning, automatic emergency braking and more. Here’s a list of the 10 most affordable cars and SUVs that get ADAS at least on one trim.

1. Honda City 

Price: Rs 12.45 lakh-20.39 lakh

The most affordable car on this list is the recently facelifted Honda City. The fifth-gen City first got a camera-based ADAS suite with the launch of the City hybrid in May 2022. With the facelift, even the petrol version of the midsize sedan gets ADAS features on the V, VX and ZX trims. The City gets a 1.5-litre, four-cylinder petrol engine good for 121hp and 145Nm, and is mated to either a 6-speed manual or a CVT, while the hybrid gets a 1.5-litre Atkinson cycle petrol engine and two electric motors which produce 126hp (combined). While the facelift of the City didn't bring in many changes, and misses out on a few features, it gets the basics right and the ADAS will add to the appeal, for some.

2. Hyundai Verna 

Price: Rs 15.99 lakh-17.38 lakh

The Honda City narrowly beat the new Hyundai Verna in being the first midsize sedan to offer ADAS. The driver assistance suite, which is available on the SX (O) trim, works well and gives the driver sufficient leeway to intervene before the car does it itself. However, the steering wheel needs a gentle tug to let the car know that the driver has put their hands on the wheel. The Verna is powered by a 115hp, 144Nm, 1.5-litre petrol engine and a 160hp, 253Nm, 1.5-litre turbo-petrol engine. The petrol engine gets ADAS with the CVT, whereas the turbo-petrol gets it with both the manual and dual-clutch automatic gearboxes.

3. MG Astor 

Price: Rs 17.00 lakh-18.59 lakh

The MG Astor is the only midsize SUV right now to offer the ADAS suite. MG offers it on the top-spec Savvy trim and it could be worth opting for as it could be a lifesaver in some scenarios. The Astor’s Savvy trim gets a 110hp, 144Nm, 1.5-litre petrol engine mated to a CVT and a 140hp, 220Nm, 1.3-litre turbo-petrol engine coupled with a 6-speed automatic. The Astor is a refined and comfortable midsize SUV, but its laid-back character won’t appeal to driving enthusiasts. 

4. Mahindra XUV700 

Price: Rs 20.56 lakh-26.18 lakh

Another vehicle that was first in its segment to get ADAS was the Mahindra XUV700. Like most cars on the list, even it gets its ADAS suite on the top-of-the-line AX7 trim. The only aspect of the ADAS system that needs fine-tuning is the lane-keep assist, but that aside, it is very commendable and revolutionary. The XUV700 is powered by a 200hp, 380Nm, 2.0-litre turbo-petrol engine and a 185hp, 420Nm (450Nm with the automatic), 2.0-litre diesel engine. Both are mated to either a 6-speed manual or a 6-speed automatic gearbox. While there are some niggles like cheap bits in the interior, the XUV700 is easy to drive and live with. 

5. MG Hector 

Price: Rs 22.09 lakh-22.94 lakh

Recently facelifted, the MG Hector and Hector Plus get the ADAS system on the top-spec Savvy Pro trim. The ADAS suite managed to keep the SUV well within the lane while maintaining a safe distance from the car in front. It only disengages when we encountered a poorly marked stretch of road. The Hector and Hector Plus are powered by a 143hp, 250Nm, 1.5-litre turbo-petrol engine mated to a CVT gearbox. It is a spacious and comfortable SUV, and feels more premium now with more gizmos.

6. Tata Harrier 

Price: Rs 23.62 lakh-24.07 lakh

The Tata Harrier is the latest SUV in its segment to get the ADAS suite. However, Tata’s flagship SUV is due to get a facelift by October 2023. It got this driver assistance tech – available only on the top XZA+ O trim – with an update earlier this year that also brought in Tata’s new 10.25-inch touchscreen. Under the hood, the Harrier gets a 2.0-litre diesel engine capable of 170hp and 350Nm of torque. While it also gets an option of a 6-speed manual, the ADAS system is only available with the 6-speed automatic gearbox.

7. Tata Safari 

Price: Rs 24.46 lakh-25.01 lakh

Like the Harrier, the Safari also gets ADAS only on the XZA+ O trim and is due to get a facelift by October 2023. It is expected to borrow design cues from the Safari EV showcased at the Auto Expo earlier this year. The Safari is powered by the same 170hp, 350Nm, 2.0-litre diesel engine as the Harrier, with the ADAS being available only on the 6-speed automatic gearbox.

8. Toyota Innova Hycross 

Price: Rs 29.99 lakh

The first Toyota to get ADAS in India is the Innova Hycross, and it's available only on the top-spec ZX (O) trim. Dubbed Toyota Safety Sense 3.0, it packs in many useful features like blind spot monitoring and lane keep assist. The latter isn’t very aggressive or intrusive, but most drivers would prefer leaving it turned off as it occasionally tends to intervene while tackling corners. The Hycross ZX (O) is powered by a 2.0-litre, four-cylinder petrol engine coupled with a strong-hybrid system, and it produces 186hp (combined). Power is delivered to the front wheels via an e-CVT gearbox. The hybrid feels smooth, quick and responsive, and its monocoque construction improves its driving manners by a quantum leap.

9. Hyundai Tucson

Price: Rs 31.10 lakh-35.46 lakh

Similar to Toyota, the first Hyundai model to get the ADAS system is the Tucson and the brand says it has taken special care to calibrate it for Indian conditions. This prevents it from being distracting in typical Indian road conditions. The ADAS suite is available on the top-of-the-line Signature trim that is powered by a 156hp, 192Nm, 2.0-litre petrol engine or a 186hp, 416Nm, 2.0-litre diesel engine. While both are available only with automatic gearboxes, the former gets a 6-speed unit, while the latter gets an 8-speeder. The Tucson is a well-sorted SUV that’s got its basics – space, comfort and strong powertrains – just right.

10. BYD Atto 3 

Price: Rs 33.99 lakh

The only EV in this list to feature ADAS is the BYD Atto 3, which the firm calls DiPilot. The SUV is equipped with a 60.48kWh battery pack that gets an ARAI-claimed range of 521km. The battery takes approximately 10 hours to charge using a 7kW AC charger, but that time drops drastically to 50 minutes (from 0-80 percent) when using an 80kWh DC fast charger. The Atto 3 is smooth to drive, comfortable to sit in and has a cool-looking, funky cabin. It isn’t for everybody though, but neither is standing out in a crowd, and BYD’s Atto 3 will clearly do that.

Why the MG ZS EV didn’t make the list

One would expect the MG ZS EV to be featured in this list since its ICE-powered counterpart, the Astor, does. Interestingly, while the ZS EV does not get the entire ADAS suite like the Astor, it does get rear-drive assist, which includes blind spot detection, lane change assist and rear cross-traffic assist.

ADAS also includes a Lane Keep Assist feature, which is different from a Lane departure warning feature. The Lane Keep assist doesn´t warn, it briefly takes control of the car to help maintain lanes while driving. These two features make your journey smoother, safer and enhance your driving experience. Missing workers in Key Bridge collapse presumed dead, search called off: Live updates

BALTIMORE − The U.S. Coast Guard said Tuesday evening it was calling off the search-and-rescue mission for the six construction workers that went missing when a cargo ship struck the Francis Scott Key Bridge in Baltimore early in the morning, sending it collapsing into the frigid Patapsco River and shutting down a critical artery for East Coast shipping .

Officials said water temperatures around 46 to 48 degrees, poor visibility and changing currents played a role in the decision after a dogged attempt to find the workers.

“Based on the length of time that we’ve gone on this search, the extensive search efforts that we’ve put into it, the water temperature, at this point we do not believe that we’re going to find any of these individuals still alive,'' Coast Guard Rear Admiral Shannon N. Gilreath said in a news conference. "So this evening at about 7:30 we are going to suspend the active search-and-rescue efforts.’’

The focus of the operation would switch to recovery and restart at 6 a.m. Wednesday, officials said.

Around 1:30 a.m. Tuesday a Singapore-flagged vessel named Dali struck the Key Bridge as it was leaving the Port of Baltimore, causing the span to collapse in seconds. Officials said the crew warned of a power issue and sent out a "mayday" before the collision. Footage of the incident shows the cargo ship smash into one of the columns before the bridge snapped, hit the water and partially fell on the ship, where a burst of flames and smoke could be seen rising into the night sky.

Several vehicles were on the bridge at the time of impact and plunged into the river, which was cold enough to cause hypothermia. There were multiple contractors on the bridge who were repairing potholes, Maryland Transportation Secretary Paul Wiedefeld said. So far two people have been rescued. One was unharmed and the other remains in "very serious condition," he said.

Jennifer Homendy, chair of the National Transportation Safety Board, said at an afternoon news conference the agency will lead the investigation, but she would not provide information on fatalities or injuries from the incident, leaving that to local authorities.

A senior U.S. official who was not authorized to speak publicly told USA TODAY the ship apparently lost power a few minutes before striking the bridge. A federal report has confirmed that version of events , saying the crew lost its ability to control the vessel.

Developments:

∎  Brawner Builders, the employer of the six missing workers, told media outlets including the Baltimore Sun that they're presumed dead.

∎ The University of Maryland Medical Center's trauma center treated one patient from the collapse who has been discharged, Michael Schwartzberg, the medical center's spokesperson, said in an email. Schwartzberg declined to say more about the person's injuries, citing patient privacy concerns.

∎ Dr. David Efron, the center’s chief of trauma, said falling from the bridge − with clearance of more 185 feet − into 48-degree water would present life-threatening risks. Being submerged for more than an hour in water at that temperature is “almost invariably going to not be survivable.”

∎  The National Transportation Safety Board is scheduled to hold a news conference about its investigation into the incident Tuesday afternoon.

∎ Baltimore Mayor Brandon Scott issued a state of emergency to better mobilize resources and work quickly to "address this crisis," he said in a post on X . The governor of Maryland issued a state of emergency earlier Tuesday.

Crew lost control as propulsion deserted ship, report says

The Dali lost propulsion leaving port and its crew lost control of the ship, prompting the crew to alert Maryland officials of a possible collision, an unclassified Department of Homeland Security report revealed Tuesday.

An official who spoke on condition of anonymity confirmed to USA TODAY that the DHS cybersecurity agency is working with federal, state and local officials "to understand the potential impacts of this morning’s collapse of the Francis Scott Key Bridge."

This was not the Dali's first harsh encounter with a pier, and that time its leadership was determined to be at fault. It's too early to know what caused Tuesday's accident.

The cargo ship that  struck the Francis Scott Key Bridge  collided with a shipping dock in Belgium in 2016. That incident occurred as the Dali was leaving port in Antwerp and hit a loading pier made of stone, causing damage to the ship’s stern, according to the VesselFinder.com website, which tracks ships across the world. An investigation determined a mistake made by the ship’s master and pilot was to blame.

No one was injured in that crash, although the ship required repair and a full inspection before being returned to service. The pier – or berth – was also seriously damaged and had to be closed.

Two Guatemalan workers among six missing

Two Guatemalan nationals are among the six workers who were on the bridge when it was struck early Tuesday, the Guatemalan Foreign Ministry said. Their ages are 26 and 35, respectively, and their families have been notified, the ministry said in a statement, which also noted the other missing workers are from Mexico, Honduras and El Salvador. 

"We will continue requesting information from the authorities and information about search and rescue efforts to find the missing Guatemalans," the statement said.

What did the most recent inspection report say about the bridge?

Baltimore’s Francis Scott Key Bridge was listed in overall fair condition in 2021, the most recent inspection report in the Federal Highway Administration’s  National Bridge Inventory  at the time of its  collapse early Tuesday morning . 

However, the database noted that, “Bank protection is in need of minor repairs. River control devices and embankment protection have a little minor damage. Banks and/or channel have minor amounts of drift.” 

Other structural elements showed  “some minor deterioration”  but were otherwise listed in satisfactory condition.

'We're with you': Biden says federal government will rebuild bridge

President Joe Biden said he intends for the federal government to cover the entire cost to rebuild the Key Bridge, and he committed not to leave “until this job gets done.”

“We're with you. We're going to stay with you as long as it takes,” Biden said Tuesday afternoon from the White House Roosevelt Room.

Biden said he spoke with Maryland Gov. Wes Moore and other local and state officials about the bridge’s collapse, and said he would visit the site in the future. “I told them we're going to send all the federal resources they need as we respond to this emergency − I mean all the federal resources. And we're going to rebuild that port together.”

Biden said eight people remain unaccounted for, but the figure might change. Two people were rescued. "Everything so far indicates that his was a terrible accident,” Biden said, adding there’s no reason to believe it was intentional.

“Our prayers are with everyone involved in this terrible accident and all the families, especially those waiting for news of their loved ones right now,” Biden said. “I know every minute in that circumstance feels like a lifetime.”

Biden said the ongoing rescue operation remains the top priority but relayed that he told Moore he has directed his team to “move heaven and earth to reopen the port and rebuild the bridge as soon as humanly possible."

Crewman reports all on board Dali are safe

This past weekend, Andrew Middleton took the ship's captain and a crewman shopping at a nearby Walmart. Since 9/11, international crews have to be escorted by a vetted person through most port areas, and Middleton said it's fairly common for crews like the Dali's to request assistance from the Apostleship of the Sea Baltimore Stella Maris International Seafarers' Center, where he is the director. The group is part of the Catholic Church's Archdiocese of Baltimore.

"They were by all appearances in good spirits," Middleton said, and they chatted in his van about the ship's planned 28-day voyage around the Horn of Africa to Sri Lanka. Middleton said crews usually buy personal toiletries and snacks before long trips.

Middleton woke up Tuesday morning to the shocking news the ship hit the bridge, and he immediately messaged one of the crewmen via WhatsApp. "My question to him was, 'Is everyone OK?' And the answer was, 'Yes sir, everyone is safe,'" Middleton told USA TODAY.

The crew is still aboard the ship while authorities assess the situation. Middleton said he's prepared to send them any supplies they need if they're stuck aboard for an extended period. And he said he's making plans to help them once they're freed and returned to shore. He said he expects the Dali will be towed back into the harbor and docked for a damage assessment. Middleton added that he worries both about the missing workers from the bridge and also the port workers who may be temporarily unemployed if the harbor gets shut down.

"Obviously, this incident has a large impact on the port community,'' he said. "If this extends a long period of time, we're going to have longshoreman and stevedores who are not working, tugboat crews who are not working. It has the potential, if it becomes a drawn-out event, to affect many lives."

Commuter finds sight of damaged bridge 'devastating to watch'

Charlotte Robinson's commute from her home in Delaware to her accounting job in Washington, D.C., took a detour Tuesday morning, when driving over the Francis Scott Key Bridge wasn't an option. In the past she figured that route was safe, but the bridge's collapse sparked difficult discussions with her colleagues who commute.

"It was devastating to watch,'' Robinson said of the crumpled bridge after it was hit by a 985-foot-long cargo ship. "And you have to ask yourself, if that was me, what would my plan be? How would I try to survive this, if I was trapped, if my car went into the water?”

Robinson said she often sees ships passing under the bridge during her morning commute; in the evenings, when she’s on her way home, there are usually fewer boats. Tuesday, she said, “You could see all these boats, just lined up because they had no place to go.”

Another common sight during her commute was construction workers both on the bridge and below it, sometimes hanging over the water in harnesses. Her thoughts turned to those workers as she watched the news Tuesday in her office. "I almost couldn't breathe watching the news," she said.

'It's devastating to the city'

Greg Trenchard, 43, awoke Tuesday to a flurry of text messages and missed calls from his out of state relatives checking in on him after hearing about the Key Bridge collapse.

“I’ve driven over it 100 times and now to see that it’s gone is pretty crazy,” he said Tuesday.

Trenchard, an auditor, said he then tried to make his way to Fort Armistead Park, where he’d come many times before to take photos of the bridge at sunrise and sunset. But the normally quick drive took nearly 40 minutes due to the traffic detours, and a police roadblock next to Royal Farms, a convenience store, about a mile and half from the park stopped him from getting any closer to the scene.

“It’s a blow,” he said of the collapse. “It’s devastating to the city, it’s devastating to port traffic and everything they’re trying to do to revitalize the shipping industry in Maryland and keep that going.”

Air, land and water search underway

Multiple local, state and federal agencies are coordinating the massive search, which spans a vast section of the river – both above and below the surface of the water – and the ship itself, Wallace said. Divers, helicopters and sonar technology were being used and had located several vehicles submerged in the river, which is about 50-feet-deep where the bridge collapsed.

"This water is current influenced, so right now we think the tide is coming back in," he said.

Maryland Gov. Wes Moore declared a state of emergency and said he is working with an interagency team to "quickly deploy federal resources from the Biden Administration."

"This is an unthinkable tragedy," Baltimore Mayor Brandon Scott said at a news conference.

Expert says river current makes search more difficult

Jim Bellingham, the executive director for the Johns Hopkins Institute for Assured Autonomy and expert in marine robotics lives in nearby Fells Point, and talked to USA TODAY about some of the challenges faced by rescuers.

“Nothing is staying put in the ocean,” he said. “Everything is moving” in the Patapsco River, a tidal estuary, which presents just one difficulty for rescue efforts. Rescuers would have to determine the speed and direction of the current to figure out where to search – toward Baltimore Harbor, or out toward the Chesapeake Bay.

Bellingham said it’s likely any workers who may have been on the bridge would have been wearing reflective vests and even flotation devices that would improve visibility in the dark river. They might also have flares, and are more easily spotted by rescue helicopters.

Rescuers are using sonar, lights, cameras and robotic machinery as well as human divers, but Bellingham said divers would face their own risks, as the wreckage might not be stable.

The longer the search goes on, the less likely rescuers are to find survivors, given the temperature of the water, and the likelihood of people being trapped with little to no air. But Baltimore, with many Navy and Coast Guard facilities and military contractors nearby, might be as well prepared to deal with the disaster as any place.

“Their job is to rescue people,” Bellingham said. “They want to believe they can do that, and there’s a tendency not to want to give up.”

Cargo ship was headed for Sri Lanka

The container vessel was chartered by the major shipping company Maersk and was carrying its cargo, according to a statement from the company. When it crashed into the bridge, no Maersk crew and personnel were onboard the vessel, which is operated by charter vessel company Synergy Group and owned by Singapore-based Grace Ocean Pte.

The Dali was slated to arrive April 22 in Sri Lanka, according to MarineTraffic, a global ship tracking service.

"We are horrified by what has happened in Baltimore, and our thoughts are with all of those affected," Maersk said in a statement. "We are closely following the investigations conducted by authorities and Synergy, and we will do our utmost to keep our customers informed."

Synergy Marine Corp said the Dali collided with one of the pillars of the bridge and that all its crew members, including two pilots, have been accounted for and there were no reports of any injuries.

U.S. Coast Guard Lt. Cmdr. Erin Palmer said at a news conference Tuesday that the agencies remain focused on search-and-rescue. She did not comment on the crew of the ship or provide additional details about the collision.

All vessel traffic in and out of the Port of Baltimore was suspended until further notice, but the port is still open for truck transports, Wiedefeld said. Traffic, meanwhile, is being diverted from the area around the Key Bridge.

Baltimore port closed to ships 'until further notice'

Shortly after the bridge collapse, the Port of Baltimore suspended vessel traffic “until further notice,” according to its website.

“This does not mean the Port of Baltimore is shut down. We are still processing trucks inside of our terminals,” the statement said.

But Bloomberg reported that the port “looks to be out of commission indefinitely.”

At least 40 ships are now more or less trapped inside the port, according to Reuters. At least 30 other ships planned to arrive there.

“They will likely have to reroute shipping to other ports on the East Coast,” said Kevin Linderman, a professor and supply chain expert at Pennsylvania State University. “However, this will put additional demand on these ports, and shippers may not be able to access US markets” as efficiently, he said.

'A lot of tears' for families

Baltimore residents turned out to support those affected by the tragedy. Dozens of people gathered at the Mt. Olive Baptist Church of Turner Station during an emotional prayer vigil Tuesday evening.Faith leaders and city officials including Mayor Brandon Scott prayed for the families of those missing after the bridge collapse and the first responders working at the scene.“We can only imagine what is going through their minds and through their hearts and through their bodies. None of us want to experience that,” Scott said Tuesday. “We have to lift them up, support them not just today, not just tomorrow but for the foreseeable future.”Father Ako Walker, priest at Sacred Heart of Jesus Church, said a prayer in Spanish to show solidarity with the six people who are still missing after the collapse. Following the vigil, Walker told reporters he has been providing support to family members whose loved ones are missing.“It’s difficult for them,” he said. “You know, you can see the pain etched on their faces. There’s a lot of tears.”

Will the Baltimore bridge collapse impact cruises?

Baltimore is a destination for several major cruise lines. According to the Cruise Lines International Association, the industry’s leading trade group, published itineraries in the 2024 calendar year include a dozen ships making 115 stops in Baltimore.

Royal Caribbean and Carnival have April sailings that could be impacted by the bridge collapse, according to their websites. 

Carnival told USA TODAY it was premature to comment on impacts to future sailings.

American Cruise Lines has roundtrip sailings from Baltimore scheduled in May, according to its website. The cruise line told USA TODAY their schedules remain unaffected but will make adjustments if needed to future cruises.

Norwegian Cruise Line doesn’t appear to have any Baltimore sailings until September.

Will the port shutdown affect consumer goods, prices?

Several big firms have distribution warehouses near the port, including Amazon and FedEx, one analyst noted in a tweet on X.  

Even so, some analysts predict only a minimal impact on the movement of goods up and down the East Coast from the bridge collapse.

Baltimore’s port holds just 4% of all East Coast trade volume, according to S&P Global. New York’s port, by contrast, does 38% of that business.

Yet, the port offers the deepest harbor in Maryland’s Chesapeake Bay, is closer to the Midwest than any other East Coast port, and is within an overnight drive of one-third of the US population, according to the port website .

The port boasts five public and 12 private terminals. In 2023, it ranked first in the nation in handling automobiles and light trucks. 

“For the American consumer, the biggest impact will be felt in terms of imported motor vehicles,” said Jason Miller, a business professor at Michigan State University. If sales remain strong, he said, “we could see inventories drop on the lots of dealers that sell imported vehicles until alternative arrangements can be made. This could increase motor vehicle prices for some makes and models.”

Alternate routes around collapsed Baltimore bridge

The Maryland Transportation Authority was suggesting drivers take Interstate 95 or Interstate 895 as alternatives to the collapsed Francis Scott Key Bridge along Interstate 695.

“I-695 Outer Loop closed at MD 10 (exit 2) and Inner Loop closed at MD 157/Peninsula Exp (exit 43),” MDTA said in a post on X.

Drivers could take several other, longer routes around Baltimore, but I-95 (Fort McHenry Tunnel) and I-895 (Baltimore Harbor Tunnel) are the most direct alternatives across the water.

There are few exceptions.

MDTA notes, vehicles carrying hazardous materials, including more than 10 pounds of propane, are not allowed in the tunnels. Additionally, vehicles more than 13-feet and 6-inches high or 8-feet wide may not use the 1-895 Baltimore Harbor Tunnel. Vehicles more than 14-feet and 6-inches high or 11-feet wide may not use the I-95 Fort McHenry Tunnel.

Those vehicles should use the western portion of I-695 instead.

How cold is the Patapsco River?

The Patapsco River is about 50 feet deep where the ship hit the bridge, officials said during a press conference Tuesday morning. Part of the 39-mile river helps form the Baltimore Harbor, just northwest of the bridge collapse, and it flows out to the Chesapeake Bay.

A buoy in the Patapsco River indicated the water temperature Tuesday morning was currently about 47 degrees, while the air is around 41 degrees, according to the National Oceanic and Atmospheric Administration . Whereas hypothermia is thought to occur at very cold temperatures, it can occur in waters below 70 degrees, according to the Centers for Disease Control and Prevention .

Key Bridge collapse draws comparisons to Florida's Sunshine Skyway Bridge collapse

In 1980, a Florida bridge also collapsed after a ship collided with it, leading to the deaths of 35 motorists and bus passengers.

A 1,200-foot chunk of the Sunshine Skyway bridge – which connects St. Petersburg and Bradenton – collapsed after the massive Summit Venture freighter slammed into one of its central support piers.

When the section of the bridge fell into Tampa Bay, it took a truck, seven cars and a Greyhound bus with it.

The Herald-Tribune, part of the USA TODAY Network, reported the crash happened during an intense thunderstorm , with winds reaching 80 mph and heavy rain. At the time, visibility was near-zero, according to local historians who made a documentary film about the collapse.

After the collapse, the freighter remained stuck beneath the bridge, with part of the roadway on top of its bow. Photos from the time also show how one motorist was able to skip his car to a stop just inches away from where the bridge fell into the water.

How vital is the Francis Scott Key Bridge?

The Francis Scott Key Bridge, named for the author of the "Star Spangled Banner," is a 1.6-mile, 4-lane bridge that crosses over the Patapsco River, according to the MDTA. It opened in 1977.

The port’s private and public terminals handled 847,158 autos and light trucks in 2023, the most of any U.S. port. The port also handles farm and construction machinery, sugar, gypsum and coal, according to a Maryland government website.

The span is the outermost of three major Patapsco River crossings at Baltimore Harbor, according to the American Civil Engineering Society. The steel-arched bridge, with a total length of 8,636 feet, was the second-longest continuous-truss bridge span in the world when it was built and remains the second longest in the United States and third in the world, according to the society .

“Hold all traffic on the Key Bridge.”

The terse command from an officer in Baltimore’s busy commercial shipping port was one of the first warnings of a disaster that experts now predict will transform shipping on the Eastern Seaboard and change how ships and bridges function around the world. But after the cargo ship Dali lost power early Tuesday, there were precious few minutes to act.

In those minutes, many people — from the ship’s crew, who sent out a mayday signal, to the transportation authority police officers, who stopped traffic heading onto the Francis Scott Key Bridge — did what they could to avert catastrophe, most likely saving many lives.

And yet — no matter what anyone did — several factors made catastrophe all but inevitable. When a ship of this size loses engine power, there is little to be done to correct its course, even dropping an anchor down. And the Key Bridge was particularly vulnerable. As long ago as 1980, engineers had warned that the bridge, because of its design, would never be able to survive a direct hit from a container ship.

The collision and subsequent collapse of the bridge swallowed up seven road workers and an inspector who could not be alerted and pulled off the bridge in time; two were pulled alive out of the water, but four others are still missing and presumed dead. Two bodies were retrieved on Wednesday, authorities said.

Also caught up in the disaster were the ship’s 21 crew members, all from India, who had prepared for a long journey to Sri Lanka on the Dali. While none of them were hurt, they would be held on board for more than a day as the ship sat in the harbor, the ruins of the bridge tangled around it, as authorities began their investigation.

The accident, the deadliest bridge collapse in the United States in more than a decade, will have a lasting impact on the Port of Baltimore, with its 8,000 workers, and industries that rely on the port, which is the leading American hub for auto and other wheeled equipment, said Pete Buttigieg, the U.S. transportation secretary, on Wednesday.

“It’s difficult to overstate the impact of this collision,” Mr. Buttigieg said.

He compared the Dali, roughly as long a city block, to the size of an American aircraft carrier.

“A hundred thousand tons, all going into this pier all at once,” he said of the impact on the bridge support structure.

Officials from the National Transportation Safety Board, which is leading the investigation into the accident, boarded the Dali on Tuesday night to gather documentation. They obtained data from the voyage data recorder, the equivalent of an aircraft’s black box, hoping that it could help investigators determine what led to the accident.

Mr. Buttigieg said that any private party found liable in the accident “will be held responsible.”

It was about half an hour past midnight on Tuesday when the Dali, loaded with cargo containers, departed its dock, guided by two tugboats, as is customary. On board was a local harbor pilot with more than 10 years of experience and deep familiarity with Baltimore’s port, as well as an apprentice pilot in training.

The sky above the Patapsco River was clear and still, lit by a full moon.

At 1:25 a.m., after the two tugboats detached and turned back, the Dali had accelerated to about 10 miles per hour as it approached the Key Bridge. But just then, according to a timeline released by the National Transportation Safety Board on Wednesday, “numerous audible alarms” started sounding on the ship.

For reasons still being investigated, the ship’s powerful propulsion system stopped. The lights flickered out.

The ship had a “complete blackout,” according to Clay Diamond, head of the American Pilots’ Association, who was briefed on the account of the pilot of the Dali. (The chair of the N.T.S.B., Jennifer Homendy, said officials were still trying to determine whether the power failure was complete.)

The harbor pilot noticed the ship starting to swing right, in the direction of one of the piers holding up the Key Bridge. At 1:26, he called for the tugs to return; he urged the captain to try to get the engine back up and directed the crew to steer hard left. As a last ditch measure, at 1:27, he ordered the crew to throw down the port anchor.

One of the tugboats, the Eric McAllister, turned around and raced back toward the ship.

But the failures onboard were cascading. The emergency generator had kicked on, sending a puff of thick smoke belching from the ship’s exhaust stack and briefly restoring the lights, radar and steering. It did not help. With no effective propulsion, the 95,000-ton ship had become an unstoppable object, drifting toward one of the most heavily traveled bridges in Baltimore.

On land, officers with the Maryland Transportation Authority moved swiftly into action. “I need one of you guys on the South side, one of you guys on the North side, hold all traffic on the Key Bridge,” someone is heard saying on the audio recording of emergency radio traffic that night. “There’s a ship approaching that just lost their steering. So until they get that under control, we’ve got to stop all traffic.”

Vehicles were held on either side of the bridge as the ship continued its inexorable drift toward the 1.6-mile-long span.

A minute later, the officers turned their attention to several workers, some of them immigrants from Guatemala, Honduras, El Salvador and Mexico, who were still laboring on the bridge in the chilly darkness, taking advantage of the light traffic at night to fix potholes.

“There’s a crew up there,” one officer is heard saying on the audio recording of the radio exchange between officers. “You might want to notify whoever the foreman is, see if we could get them off the bridge temporarily.”

But even then, the ship was striking the bridge. Almost at once, the pier buckled and collapsed, twisting over the ship, with its cargo containers stacked high on the deck. Then the rest of the bridge went, breaking into sections as it plummeted and splashed into the dark river waters below.

“The size and weight of these ships make them really difficult, even with propulsion, to stop them,” said Stash Pelkowski, a professor at State University of New York Maritime College and a retired Coast Guard rear admiral. With no power, he said, “There was very little the pilot or the crew on the Dali could do.”

The collapse had happened in seconds. Except for the stumps of the piers, the central span of the bridge had plunged into the frigid river — where divers would spend the whole day searching amid twisted metal for survivors — by 1:29 a.m.

“Dispatch, the whole bridge just fell down!” an officer called out. “Whoever, everybody, the whole bridge just collapsed.”

Stray ships had long been seen as a risk to the Key Bridge. Just a few years after the Baltimore structure was constructed in 1977, a vessel crash knocked down the Sunshine Skyway Bridge in Tampa Bay, Fla., killing 35 people.

Officials acknowledged that the Key Bridge would not be able to withstand that kind of direct hit from a heavy cargo vessel. “I would have to say if that ship hit the Bay Bridge or the Key Bridge — I’m talking about the main supports, a direct hit — it would knock it down,” John Snyder, the director of engineering for the state Toll Facilities Administration told the Baltimore Sun at the time.

But building a bridge that could withstand such an impact was simply not economically feasible, he said. When the bridge was built, cargo ships were not the size they are today. A much smaller freighter did hit the bridge in 1980 , but the bridge stood strong.

Minutes after the bridge collapsed on Tuesday, both tugboats that had accompanied the Dali arrived on scene, followed soon by the Coast Guard and the Baltimore City Fire Department.

Two of the workers who had been on the bridge were rescued from the water. The others could not be found.

Jack Murphy, who owns Brawner Builders, the company whose workers had been on the bridge, got a phone call about the collapse and raced to the area, about a 30-minute drive away. He stayed by the bridge all night, and eventually began making calls to the men’s families.

Two workers’ bodies were discovered in a red pickup truck found near the bridge debris, police said Wednesday. They were identified as Alejandro Hernandez Fuentes, 35, an immigrant from Mexico, and Dorlian Ronial Castillo Cabrera, 26, a native of Guatemala.

About two miles from the bridge, Andrew Middleton had been lying awake when he heard the crash. He first thought it was thunder, maybe a low-flying jet.

It was only when he awoke a few hours later that he saw the news of the collapsed bridge. “I thought to myself, I was just with those guys yesterday,” he said.

Mr. Middleton, who runs Apostleship of the Sea, a program that ministers to sailors coming through the port, had driven the ship’s captain and a few crew members to Walmart on Monday to stock up on goods for the 28-day voyage ahead — toothpaste, snacks, clothes, Bluetooth speakers.

He recalled the captain telling him their next port was Sri Lanka, but that they were taking a longer route, down around South Africa, in order to avoid recent Houthi attacks on cargo ships in the Red Sea.

Mr. Middleton immediately messaged the crew on WhatsApp after hearing the news on Tuesday, he said, and “they responded within a few minutes saying that everyone was OK,” he said.

Around the site of the bridge collapse, firefighters and rescuers in diving gear were swarming around the shore, followed by news crews. John McAvoy, who owns a nearby restaurant, had driven over with hot meals — chicken, crab balls and pretzel bites — to hand out to the crews.

But by nightfall on Tuesday, officials had called off the rescue efforts and said they would switch to searching for bodies. “The water’s deep, visibility’s low, it’s cold as I-don’t-know-what,” said Kevin Cartwright, a spokesman for the Fire Department.

The signs of all that had changed were only starting to become clear on Wednesday. The U.S. Army Corps of Engineers said it was mobilizing more than 1,100 specialists to clear the wreckage of the bridge and unblock the Port of Baltimore’s shipping lane. In the meantime, Mr. Buttigieg, the secretary of transportation, said the East Coast would have to rely more heavily on ports outside Baltimore.

Mr. McAvoy said the tragedy would ripple over the port for years.

Fishing crews always have found their way home following the Key Bridge, he said. “It’s going to change a lot of things for a lot of people.”
