The value for International tourism, number of arrivals in Costa Rica was 1,146,500 as of 2020. As the graph below shows, over the past 25 years this indicator reached a maximum value of 3,366,000 in 2019 and a minimum value of 924,000 in 1995.

Definition: International inbound tourists (overnight visitors) are the number of tourists who travel to a country other than that in which they have their usual residence, but outside their usual environment, for a period not exceeding 12 months and whose main purpose in visiting is other than an activity remunerated from within the country visited. When data on number of tourists are not available, the number of visitors, which includes tourists, same-day visitors, cruise passengers, and crew members, is shown instead. Sources and collection methods for arrivals differ across countries. In some cases data are from border statistics (police, immigration, and the like) and supplemented by border surveys. In other cases data are from tourism accommodation establishments. For some countries number of arrivals is limited to arrivals by air and for others to arrivals staying in hotels. Some countries include arrivals of nationals residing abroad while others do not. Caution should thus be used in comparing arrivals across countries. The data on inbound tourists refer to the number of arrivals, not to the number of people traveling. Thus a person who makes several trips to a country during a given period is counted each time as a new arrival.

Development Relevance: Tourism is officially recognized as a directly measurable activity, enabling more accurate analysis and more effective policy. Whereas previously the sector relied mostly on approximations from related areas of measurement (e.g. Balance of Payments statistics), tourism today possesses a range of instruments to track its productive activities and the activities of the consumers that drive them: visitors (both tourists and excursionists). An increasing number of countries have opened up and invested in tourism development, making tourism a key driver of socio-economic progress through export revenues, the creation of jobs and enterprises, and infrastructure development. As an internationally traded service, inbound tourism has become one of the world's major trade categories. For many developing countries it is one of the main sources of foreign exchange income and a major component of exports, creating much needed employment and development opportunities.

Limitations and Exceptions: Tourism can be either domestic or international. The data refers to international tourism, where the traveler's country of residence differs from the visiting country. International tourism consists of inbound (arrival) and outbound (departures) tourism. The data are from the World Tourism Organization (WTO), a United Nations agency. The data on inbound and outbound tourists refer to the number of arrivals and departures, not to the number of people traveling. Thus a person who makes several trips to a country during a given period is counted each time as a new arrival. The data on inbound tourism show the arrivals of nonresident tourists (overnight visitors) at national borders. When data on international tourists are unavailable or incomplete, the data show the arrivals of international visitors, which include tourists, same-day visitors, cruise passengers, and crew members. Sources and collection methods for arrivals differ across countries. In some cases data are from border statistics (police, immigration, and the like) and supplemented by border surveys. In other cases data are from tourism accommodation establishments. For some countries number of arrivals is limited to arrivals by air and for others to arrivals staying in hotels. Statistical Concept and Methodology: Statistical information on tourism is based mainly on data on arrivals and overnight stays along with balance of payments information. These data do not completely capture the economic phenomenon of tourism or provide the information needed for effective public policies and efficient business operations. Data are needed on the scale and significance of tourism. Information on the role of tourism in national economies is particularly deficient. Although the World Tourism Organization reports progress in harmonizing definitions and measurement, differences in national practices still prevent full comparability. Arrivals data measure the flows of international visitors to the country of reference: each arrival corresponds to one in inbound tourism trip. If a person visits several countries during the course of a single trip, his/her arrival in each country is recorded separately. In an accounting period, arrivals are not necessarily equal to the number of persons travelling (when a person visits the same country several times a year, each trip by the same person is counted as a separate arrival). Arrivals data should correspond to inbound visitors by including both tourists and same-day non-resident visitors. All other types of travelers (such as border, seasonal and other short-term workers, long-term students and others) should be excluded as they do not qualify as visitors. Data are obtained from different sources: administrative records (immigration, traffic counts, and other possible types of controls), border surveys or a mix of them. If data are obtained from accommodation surveys, the number of guests is used as estimate of arrival figures; consequently, in this case, breakdowns by regions, main purpose of the trip, modes of transport used or forms of organization of the trip are based on complementary visitor surveys.

Table No. 5 demonstrates in relation to the nonresident tourists from 1996 to 2005. The tendency that has been maintained along the years is characterized for the growing visit fundamentally of European and American tourists.

Table No. 6 demonstrates the newest data on international tourist arrivals from 2003 to 2008 by region. This continues to prove that North Americans and Europeans are the principal visitors to Costa Rica.

Table No. 7 demonstrates the busiest months trafficked by the principal tourist group to Costa Rica from 1996 to 2005. Overall, the largest and most frequent group to visit Costa Rica is from the United States, where January, February, March, June, July, November, and December are the most visited months.

Table No. 8 demonstrates the busiest months trafficked from 1996 to 2005 by the second largest tourist group to Costa Rica, where January, February, March, July, August, November and December are the most visited months.

American and European groups tend to visit mainly during major holiday breaks such as spring break, fall break and Christmas break.  These times consequently occur during the summer months in Costa Rica, also known as dry season from November to April.  These are the times when accommodation, transportation,  rentals, food, entertainment,  and activities are at an all time high; hence why this season is called high season. There is also a peak season which is Christmas break through New Years and Holy Week known in Costa Rica as Semana Santa. These peak weeks are the most expensive in the country because external tourists are competing with national tourists who are also on vacation. During peak weeks in Costa Rica accommodations and car rentals can be very difficult to acquire.

Table No. 9 demonstrates that in 2005, the vast majorities of tourists enter by air and note the main port of entry is Juan Santamaria International Airport in San Jose. Although Liberia has opened up Daniel Oduber International Airport  (located 6 hours North of San Jose by car), the trend has continued that Juan Santamaria continues to be the main port of entry for tourists.

The World Tourism Organization classifies each visitor into three separate categories:

1) A Visitor :  who relocates temporarily to a distinct or habitual place for duration of less than 12 months with the principal purpose of the trip not being to do paid activities.

2) An Excursionist : who passes through one day, this would include cruise ship passengers.

3) A Tourist : is someone that lodges at least one night in the country being visited.

Costa Rica has the highest numbers in the categories of tourists and visitors when compared directly to other countries in Central America for 2006 and 2007 as shown in Table No. 10 and No. 11 below:  (For the following graphics CA is Central America, BZ is Belize, CR is Costa Rica, ES is El Salvador, GU is Guatemala, HO is Honduras, NI is Nicaragua, and PA is Panama.)

Table No. 10 shows that in 2006 Costa Rica had: 25% of Tourists to Central America, 16% of Excursionists to Central America, and 23% of Visitors to Central America.

Costa Rica Tourism Arrivals Projected To Recover To Pre-Pandemic Levels In 2024

Key View: Our view that Costa Rica's total tourist arrivals will full recover in 2024 is further supported by recently published international arrivals data by the Costa Rican Tourism Institute for 2023, which highlights the markets continued recovery from the negative impact of the Covid-19 pandemic and how the country’s arrivals on course for a full recovery to pre-pandemic levels. Over the medium term (2024-2028), we forecast a continued expansion in Costa Rica's arrivals aided by the country’s National Tourism Development Plan 2022-2027, with our projections highlighting that growth in arrivals to the market will be driven by the US and Nicaragua.

BMI forecasts Costa Rica's total tourist arrivals to grow by 15.2% y-o-y to 3.2mn in 2024, increasing from 2.8mn arrivals in 2023. This growth projection for 2024 will see arrivals outstrip the market’s pre-pandemic arrival level, at 3.1mn arrivals in 2019. In January 2024 Instituto Costarricense de Turismo (Costa Rican Tourism Institute - ICT) published that market’s December 2023 total tourist arrivals of 307,603, up from 231,498 in November 2023. Total tourist arrivals recorded for the January-December 2023 therefore reached 2.8mn. Over the medium term (2024-2028), we forecast Costa Rica's arrivals to increase to 3.9mn, representing an average annual growth of 7.4%.

Arrivals To Outstrip Pre-Pandemic Peak Levels

We project Costa Rica's arrivals growth will be driven by the US, with the US forecast to become its largest source market for arrivals at 1.6mn (or 49.6% of total arrivals) in 2024 (pre-pandemic Costa’s Rica’s largest arrivals source was the US). By 2028, we forecast arrivals from the US to expand to 1.9mn (accounting for 47.3% of Costa Rica’s total arrivals). Short-term downside risks to our US arrivals outlook include looser labour market conditions and weak real income gains. This will weigh on household disposable incomes, presenting headwinds to spending on discretionary categories such as travel and hospitality. We project Nicaragua will be Costa Rica's second largest source market for arrivals, with arrivals projected to account for 532,720 arrivals (or 13.6% of total arrivals) in 2028, up from 418,590 (or 13.2% of total arrivals) in 2024.

Costa Rica’s medium-term outlook will also be supported by the ICT’s National Tourism Development Plan 2022-2027, which was announced in June 2022 and outlines the market’s strategy to strengthen tourism sector growth by increasing total tourist arrivals to 3.8mn by 2027. Our projections will see Costa Rica reaching its target by 2027, with BMI forecasting Costa Rica to welcome 3.8mn tourist arrivals in 2027.

Part of ICT’s medium term tourism strategy focuses on campaigns aimed at Costa Rica’s major source markets for arrivals in order to highlight the country’s offerings to potential tourists and showcase new offerings to consumers who have previously travelled to Costa Rica. 

On December 12 2023, the ICT finalised an agreement with US-based e-commerce and digital streaming and advertising platform Amazon to extend its More Essential Than Ever promotional campaign to Q124 for an investment of USD1.4mn. The campaign, initially scheduled to take place from October 2023 until December 2023, aims to boost tourism to Costa Rica and will include the distribution of Essential Costa Rica printed shopping bags to consumers for purchases made from Amazon's supermarket subsidiary Whole Foods. The partnership will also include digital advertising on streaming platform Amazon Prime, as well as at Whole Foods electric vehicle charging stations parking lots.

Costa Rica’s tourism industry is continuing to grow in 2023, with the country receiving 1,338,303 visitors during the first half of the year. This represents a 19.4% increase compared to the same period in 2022, and even surpasses the 2019 numbers.

The increase in tourism is being driven by a number of factors, including the country’s strong safety record, its natural beauty, and its diverse range of activities and attractions. According to tourism authorities, approximately 90% of tourist arrivals to Costa Rica are by air.

In June 2023, 202,235 tourists arrived by plane. Around 142,025 visitors entered through the Juan Santamaría International Airport , and 60,177 through Guanacaste Airport, representing an increase of 10.1% and 5.5%, respectively, compared to the same month in 2022.

The increase in tourism from North America has been particularly strong, with a 21% increase in visitors from the region compared to last year. The ICT mentioned that this year Costa Rica received 792,944 additional visitors from the United States, 148,973 from Canada, and 35,866 from Mexico.

During the first half of the year, arrivals from Europe as a region increased by 9.3% compared to the same period in 2022, with 225,617 tourists.

Likewise, the average expenditure and stay of tourists visiting Costa Rica increased, as shown by data from the World Tourism Organization ( UNWTO ).

Tourism continues to be the engine of the Costa Rican economy. The most recent data from the Continuous Employment Survey of the National Institute of Statistics and Census indicated that the industry generated 158,810 direct jobs in the first quarter of 2023. It also showed a recovery in the accommodation and transportation sectors compared to the first quarter of 2022.

“Our recovery is solid, as shown by the figures for the first half of 2023. The effects of the pandemic are easing throughout the value chain of the tourism sector. This is thanks to the joint work of the public and private sectors. We are aware that not all regions or all companies have recovered in the same way, so we continue to work hard to support them,” said William Rodríguez, Minister of Tourism.

Liberia Costa Rica Airport Guide

Everything you need to know about arriving and departing from the Liberia Airport in northern Costa Rica.

About The San Jose Costa Rica Airport

If you are wondering which airport to fly to, read this post .

The Daniel Oduber Quiros International Airport in the city of Liberia, Costa Rica airport is one of two international airports in Costa Rica. The other international airport is the Juan Santamaria Airport near the capital of San Jose.

The Liberia airport is actually located near the town of Liberia, about 20 km or 30 minutes drive just east of many of the Guanacaste pacific beach destinations such as the Papagayo Peninsula, Playas del Coco or Playa Tamarindo. There are also some of my favorite all-inclusive resorts near here, and my favorite luxury family resorts are here too. There are several great places to stay near the airport , but because of arrival times at the airport, you will often be able to whisk away to your beach destination in a matter of hours. If you do need a nice local hotel near the airport, I highly recommend Hacienda Guachepelin.

The airport is named after a national essayist and politician who died in 1991. The Liberia, Costa Rica airport code is LIR. Do not confuse this airport with the African country of Liberia or you will be pretty sad at how long it takes you to get to Africa!

Arrival At The LIR Airport

Going through customs.

The customs area is divided into two sections- lines for residents and Costa Rican nationals and separate lines for tourists. The line for tourists is generally much longer that the line for residents.

You can expect to wait anywhere from 20 minutes to 3 hours to get through customs. Over the past few years, the wait times have greatly improved. However, if there are many flights that arrive at the same time, customs will be saturated. Good thing there is WiFi in this area!

Once you arrive at the customs official, you will be expected to show your passport. There is not a customs declaration form to arrive, but the officer may ask you for information about what you are carrying.

Tourists have an automatic visa for a 90-day stay. You may be asked to show a ticket that proves your exit from the country within those 90 days, so have that handy.

Baggage Claim

After clearing customs, you will walk through a Duty-Free store and then over to the baggage claim area. This area is generally a bit dark as there are no windows and it is located in the basement.

There are bathrooms, money exchange, and an ATM in this area. There might be a place to buy a cell phone chip here too, but they are often closed late a night. More on that below.

As a side note, the Duty-Free store has excellent prices on alcohol, so you may want to consider purchasing here. I will often purchase Ron Centenario or Cacique to bring back to the States on my way into the country.

There are 4 baggage claim areas, and your bags will generally arrive very quickly. If you have been in customs for a really long time, you will most likely find your bags as part of a line away from the baggage claim. Employees are asked to remove the bags to clear the way for the next flight.

Once you have gotten your bags, you will form a line to put everything through an x-ray machine. You will be asked to show your passport at this time as well. This machine is reviewed by a customs official to make sure you are not bringing prohibited items into the country.

Note that there is a high resale value for brand new brand name clothing, kitchen appliances, electronics and shoes. If you have new clothing in your bag I suggest removing the tags. You can also distribute the potentially problematic items into multiple bags. Tourists generally do not have a problem with these items, but it’s important to note.

Once you leave the x-ray area there are a few rental car companies that have offices right at the airport and can help you to connect with an agent right there. Otherwise, you will leave the airport here.

It is generally not the best idea to exchange money at the airport as the rates can be really high. Remember that US dollars are widely accepted in Costa Rica, so I usually just bring a dollars in small bills to cover tips, and then exchange money outside of the airport.

There is a place to buy a cell phone chip in the airport. It is generally much more expensive than buying outside the airport, but if you are in a time crunch this is the fastest and easiest option.

Transportation Away From Liberia Airport Costa Rica

There are several options for transportation away from the airport. You can take an official taxi, Uber, shared shuttle to a hotel, or a shuttle to car rentals.

There are official orange taxis that will take you to and from the airport. You can purchase your official ticket just before leaving the airport. This is the safest option for taxis.

There is a very strong union of taxi workers in Costa Rica who have strongly spoken out about the introduction of Uber in Costa Rica. Part of the negotiation between the union and Uber says that there are to be no Ubers coming and going from the airport. If you do call an Uber you need to walk away from the airport a pretty good distance to access it. I don’t really recommend this option in the Guanacaste heat.

There are some car rentals inside the airport (mostly bigger names such as Hertz and Dollar.) Otherwise, if you have made arrangements to go to a rental car office, the pickup person should be just outside the airport to greet you with a sign with your name on it.

The car rentals are located on the main road outside the airport. The road goes East to West and the rental agencies are within a 10-kilometer range. Shared Shuttle

Shared shuttles such as to nearby hotels are located to the right when you exit the airport. Each hotel should have its own sign for its own shuttle.

Departure From Liberia Airport

Arrival to airport.

Every single recommendation I have seen says to arrive at the airport 2 hours before departure.

I totally disagree.

If you arrive 2 hours before departure, you will be there with every tourism shuttle bus in town, and the lines are atrocious.

Instead (and especially with kids) I arrive 2.5 hours before departure. There are very few people there and I can go quickly through the check-in process.

Returning the Rental Car

If you rent a car in Costa Rica and want to return it you have a few options. Make sure to check with your rental car company to make sure these work for them.

  • Return the car to the rental agency. If you do this, you will most likely need to take a shuttle from the agency to the airport. Most car companies offer this, but do be aware that you will need to plan time to both return the car, possibly get gas, and also wait for the shuttle if it is on a time table.
  • Return the car at the hotel you are staying at the night before departure . Many rental car companies will pick up your car at local hotels, and you can often save a half a day of car rental by doing this.
  • Leave the car in the short term parking lot in the airport. Not all rental car companies offer this option, but I do find it is a great one if you are short on time. Be prepared to have the car company charge you for the hourly parking rate (about US $2.50) until they can get to your car. I have never had them take more than a few hours because usually they need the car for the next client.

Checking In

The check-in area of the airport is a spacious place with windows, ceilings, small shops for necessities, and clean bathrooms. It’s also hot hot hot. There are large rotating fans in this area, but otherwise there is no air conditioning so plan to dress appropriately.

You will simply get in line at your airline carrier’s desk and go through the usual process. Be prepared for extremely nice airline employees.

After checking in, you will need to go through a passport check and security check, similar to the procedures in the United States. A few notes:

  • Stopping human trafficking in Costa Rica is a priority. If you are leaving with kids, be prepared to have questions if you do not have the same last name as your chidlren. It is unlikely that you will run into problems, but it does happen. If your child was born in Costa Rica or is a Costa Rican resident or citizen, you will need to have a paper that says you can take the child out of the country if both parents are not present. If you want to avoid any problmes at all, carry a copy of the birth certificate.
  • You must have a passport and boarding pass in order to go through security. In general, Costa Rica does not use digital ticketing.
  • Liquids are not allowed through security. There are other things that may or may not be allowed depending on the agent you have. These items include ground coffee in packages and non-perishable food items.

Airport Amenities

Once you have successfully gone through security, you will most likely have time before boarding your flight.

There are several food options inside the airport. There is a considerable amount of price gouging on food at this airport. As for the offerings…

There is pretty much one place to eat and it’a an Imperial Beer Bar. You can sit in the bar and order the food from two different menus, or you can order from a mobile kiosk outside the restaurant part. A worker will be on hand to assist you in ordering and then will bring your food to nearby the same kiosk where you ordered.

The restaurants are not open 24 hours, and if you are traveling early in the morning with kids, I recommend bringing breakfast with you and eating it before you go through security. They might take the food away during the security check.

There are several souvenir stores with different offerings. I most noticed a nice Blue Zones store and a gorgeous store offering local independent souvenir brands at prices equal to the going rate of those items outside the airport. There are also traditional souvenirs from the Cafe Britt chain of shops found around Costa Rica and at the San Jose Airport.

There are also several duty free shops as well.

Boarding in Costa Rica starts pretty early. Generally people with children are moved to the front of the line.

You can’t take any liquids on the plane, even if you bought them after the security check. It’s ridiculous, but think twice before buying that bottle of Salsa Lizano.

This also means you can’t bring on a filled water bottle, a partially consumed Coca-Cola- nada. It’s super annoying.

You may also hear your name called by a gate agent before boarding. This means you have been pulled for an additional security check. You will be pulled to the side and a gate agent will meticulously go through all of your bags looking for prohibited items.

Be prepared to get misty-eyed when you leave Costa Rica- it’s one of the best places on Earth!
