The Ministry of Tourism, Culture and the Arts (MTCA) is responsible for transforming Trinidad and Tobago into a premier tourist destination, as well as the development of Trinidad and Tobago’s many cultural and artistic forms, through policy and strategic interventions, research, monitoring and evaluating trends, partnering with industry stakeholders, and raising awareness, among other things, to improve the country’s economic and social progress.

The MTCA is on a mission to grow and transform the tourism, culture and heritage resources for the benefit of Trinidad and Tobago. Our vision statement, “The vehicle through which society and the world experience who we are,” reflects our commitment to national socio-economic transformation and growth through the development of sustainable tourism and cultural sectors.

The identification of the new Ministry, the Ministry of Tourism, Culture and the Arts by Gazette dated 9 September 2020, presented opportunities for synergies between the sectors.

In this regard, the Ministry aspires to establish an enabling environment that will allow these sectors to contribute more to the national economy while also instilling in citizens the importance of tourism and a feeling of national identity.

The Ministry acknowledges that a continuous collaborative effort is required to create and build alliances and partnerships with our stakeholders to achieve these goals. Our executive is led by the Minister of Tourism, Culture and the Arts, Senator the Honourable Randall Mitchell; the Permanent Secretary (Ag.), Mr. Videsh Maharaj; and the Deputy Permanent Secretary (Ag.), Mr. Martel Waldron.

Units within the ministry, office of the minister.

Office of the Minister has overall responsibility for the Tourism and Cultural sectors and setting the Ministry’s policy direction. The Minister exercises authority to grant incentives under the Tourism Development Act.

Office of the Permanent Secretary

Office of the Permanent Secretary is in charge of planning and managing the Ministry’s operations and functions and providing technical assistance and policy implementation. The Permanent Secretary is the Ministry’s Accounting Officer and has fiduciary responsibility for the Ministry’s management.

Office of the Deputy Permanent Secretary

Office of the Deputy Permanent Secretary assists with planning, organizing, directing, and coordinating the Ministry’s technical and administrative support functions.

Research and Planning   Unit

Research and Planning Unit is primarily responsible for tourism research and provides information and knowledge supporting decision-making. The Unit’s functions include overseeing the implementation of the Ministry’s Development Programme, reporting and preparation of briefs, responses to Parliamentary Questions and Cabinet Notes. The Unit’s research mission includes increasing the Ministry of Tourism, Culture, and the Arts’ data gathering and analysis capabilities to provide relevant, up-to-date information that leads to evidence-based decision-making.

Tourism Advisory Unit

The Tourism Advisory Unit spearheads the formulation of policies and sub-policies that advance the country’s tourism sector and examines trends that influence tourism. The Unit provides advice, guidance, and recommendations based on the findings of those trends to inform the future of the tourism sector. The TAU also provides policy-driven and strategic advice on tourism-related issues by preparing Technical Reports and Briefs.

Investment, Facilitation and Monitoring Unit

This Investment, Facilitation and Monitoring Unit is primarily responsible for facilitating investment incentives in the tourism sector for Trinidad and Tobago. Essentially there are two categories of tourism incentives: legislated and non-legislated. The legislated tourism incentives are included under the Tourism Development Act (2000), Chapter 87:22 and are mainly to facilitate financial incentives for Accommodation projects (Hotels), Ancillary projects (theme parks) and Transportation projects (vehicles). The non-legislated tourism incentives are programmes approved by the Cabinet. There are currently two non-legislated tourism incentives available: the Government Loan Guarantee Programme (GLG) and the Tourism Accommodation Upgrade Programme (TAUP).

Project & Facilities Management Unit

Project & Facilities Management Unit is responsible for the facility management and upgrades of six (6) sites. These sites are:

Maracas Beach, Las Cuevas Beach, Vessigny Beach, Manzanilla Beach, La Brea & Paramin Look Out

The Projects Unit also collaborates with other Government and State agencies to upgrade tourism sites, such as the Galera Point Lighthouse project. It provides support to the National Academy for the Performing Arts (NAPA), Southern Academy for the Performing Arts (SAPA), Naparima Bowl and Queen’s Hall, to name a few.

Monitoring and Evaluation Unit

The formulation, implementation and maintenance of a results-based monitoring and evaluation system that examines whether the Ministry’s policies and initiatives are aligned with the country’s national goals and outcomes. This is measured against the National Development Strategy (NDS) 2016-2030 and the National Performance Framework (NPF) 2017-2020 and whether the Ministry’s and the Tourism Trinidad Destination Management Company’s performance meets their objectives. This Unit also monitors the implementation of the Ministry’s  Public Sector Investment Programme (PSIP) to ensure that the projects of the Ministry add value and are being implemented transparently.

Legal Services Unit

The Legal Services Unit’s role in the Ministry of Tourism, Culture and the Arts satisfies legislative compliance requirements, the fulfilment of day-to-day requests for opinions and the drafting, execution and administration of various types of agreements/contracts, contract management, taking proactive and rigorous steps to protect the Ministry from legal exposure and consistently strengthening the Ministry’s legal framework by making constructive inputs at various stages of the legislative review and policy formulation processes.

Communication Unit

This Communication Unit assists the Ministry in achieving its strategic objectives. It is responsible for the Ministry’s image, branding, advertising and public relations. It informs and explains the Ministry’s policies and programmes through internal and external communications by providing timely, accurate and credible information to citizens about the tourism, culture and arts portfolio.

Information Technology Unit

The Information Technology Unit’s objective is to establish and support an ICT strategy in line with the Ministry’s policies and programs. The MTCA’s ICT strategy provides a unique opportunity to rethink tourism products to meet individual demands and satisfy consumer desires. The Unit also develops and maintains high-speed ICT infrastructure and software applications crucial to the MTCA’s success.

Administration Unit

The primary responsibility of the Administration Unit is to provide timely administrative services in records management, office management, messenger and mail support, procurement of office machines and supplies, staff safety and comfort, and facilities management.

Finance & Accounting Unit

The Finance & Accounting Unit manages the payroll and other financial elements of the Ministry. The Unit’s work with the various units of the Ministry to evaluate its financial situation and keeps track of the organization’s planned payments, such as inventory, salary, and other business-related expenses.

Internal Audit Unit

The Internal Audit Unit guarantees that the Ministry’s accounting systems comply with financial rules and regulations.

Human Resource Management Unit

This Unit’s primary goal is to attract, develop, and keep high-quality staff to meet the company’s strategic goals. The department achieves this through planning, human resource development, training, and personnel orientation. It also focuses on employee relations such as industrial relations, health and safety and employee benefits.

The Library is a support unit within the Ministry which strives to stimulate human capacity by the provision of the most current information resources as well as reference and research services.  The resources – digital and print – aim to foster greater knowledge in the areas of tourism, culture, the arts and other related areas leading to an increase in the creative capacity, innovation and competitive advantage of the Ministry of Tourism, Culture and the Arts.

Ethiopia, a country rich in culture and history, is a treasure trove of boundless tourist attractions. Yet, the potential of these attractions remains largely untapped. This oversight falls squarely on the shoulders of the Ministry of Tourism, which has the responsibility to promote these attractions effectively.

Vision and Mission of the Ministry of Tourism

The Ministry of Tourism envisions making Ethiopia among the top five tourist destinations in Africa by 2025. Its mission is to develop the country’s tourist destinations in collaboration with various stakeholders, market and promote the destination at national and international level through employing competitive marketing and promotional strategies.

Our analysis and recommendations aim to support the Ministry in achieving its vision and mission.

Website Content and Functionality

The Ministry’s website, a crucial platform for showcasing Ethiopia’s attractions to the world, appears to be incomplete, with outdated content and non-working hyperlinks. Notably, Prime Minister Abiy has been diligently working on the development of new tourist attractions in Addis Ababa and across the country. However, none of these new attractions — the Entoto Natural Park, Friendship Park (also known as Sheger Park), Unity Park, Wanchi-Dendi Eco Tourism Village, and Chebera Elephant Paw Lodge — are featured on the Ministry of Tourism’s website or social media accounts. 

This omission is significant, considering the potential these attractions hold for enhancing Ethiopia’s tourism industry. It underscores the need for the Ministry to update its platforms with information about these valuable assets. Doing so would not only promote these sites but also contribute to the realization of the Ministry’s mission and vision.

To enrich the user experience, the website should incorporate multimedia elements such as images and videos of tourist sites. Detailed information including addresses, entry fees, and operating hours of these attractions should be provided. A curated list of local restaurants, hotels, and cultural landmarks like churches, mosques, and museums would offer a comprehensive travel guide to visitors. Regular updates and maintenance can ensure that the website remains functional and relevant, thereby enhancing its accessibility to both domestic and international tourists.

Social Media Presence

In today’s digital age, social media platforms serve as powerful tools for marketing and promotion. They offer a way to reach a global audience, providing updates, sharing captivating images and stories, and engaging with potential tourists. The Ministry’s social media presence, however, appears to be minimal and outdated. For instance, the YouTube channel has only 44 videos, the most recent of which is a year old. Furthermore, the Ministry does not have a Twitter account, which is a widely used platform that could significantly enhance the Ministry’s ability to engage with the public and disseminate information quickly and efficiently. The content on social media platforms like YouTube, Twitter, and Facebook should be enhanced and managed by a professional to extend the website’s reach and engage a wider audience.

Language Accessibility

Most of the content on the Ministry’s website’s pages, the videos on the Ministry’s Facebook page and the YouTube Channel are in Amharic. While it is important to cater to local audiences, providing content in multiple languages, including English can enhance the accessibility of the Ministry’s work more accessible to international audiences.

Recommendations

The time has come for the Ministry of Tourism to step up its game. It needs to revamp its website, making it more user-friendly, up-to-date, and multilingual. It also needs to establish a strong social media presence, using it as a platform to showcase the beauty and diversity of Ethiopia’s tourist attractions.

Interestingly, the Ministry of Tourism could model its approach after Prime Minister Abiy Ahmed’s social media accounts. These accounts are regularly updated with high-quality content, effectively showcasing Ethiopia’s progress and potential. The Ministry of Tourism could adopt this approach, utilizing existing resources like photos and videos to enhance the promotion of Ethiopia’s tourist attractions.

Let’s make Ethiopia’s boundless attractions accessible to all. It’s time for the Ministry of Tourism to rise to the occasion and play its part in promoting Ethiopia’s rich tourism potential to the world. The future of Ethiopia’s tourism industry depends on it. Let’s not let it slip away. With constructive criticism and effective action, we can turn the tide for Ethiopia’s tourism industry. Perhaps PM Abiy should consider adding ‘Minister of Tourism’ to his portfolio as he did with the “Addis Ababa City Administration”. With his knack for social media and promotion, he might just be the catalyst needed for this change. Our recommendations aim to support the Ministry in achieving its vision of making Ethiopia among the top five tourist destinations in Africa by 2025.

We suggest that the Ministry of Tourism consider our recommendations within a reasonable timeframe. We understand that implementing changes, especially at a governmental level, involves various processes and approvals. However, with dedicated resources and a committed team, we believe that significant progress can be made swiftly. We look forward to following up on the status of these suggestions in the coming months. Remember, your initiative and persistence can make a big difference in promoting Ethiopia’s rich tourism potential. Good luck!

Finally, I composed this ‘Constructive Review and Recommendations for the Ministry of Tourism’ for three primary reasons:

Firstly, the Amhara Media Corporation reported that President Arega Kebede claimed four million tourists visited the Amhara region in the last six months of the current Ethiopian calendar year (corresponding to part of 2023 and 2024 in the Gregorian calendar). 

This statement seems to be a gross exaggeration. According to the World Bank, Ethiopia only welcomed 518,000 international tourists in the 2020 Gregorian calendar year (corresponding to 2012 in the Ethiopian calendar). ReportLinker predicts that tourist arrivals to Ethiopia will reach 725,000 by 2026 (corresponding to 2018 in the Ethiopian calendar). The claim that the Amhara region alone received more tourists than the entire country appears to be a misguided attempt to mislead the public and inflate their achievements.

Secondly, President Arega’s misinformation prompted me to conduct some online research about the Ministry of Tourism in Ethiopia. My research revealed that the Ministry is currently ill-equipped to fulfill its stated mission and vision.

Thirdly, and most importantly, in response to PM Abiy Ahmed’s call, I have heard him appeal on three separate occasions via the media. During a tour of his Caka Project that he gave to his leadership team, he acknowledged that he might overlook some defects in the project’s construction and encouraged them to visit the site regularly. In a recent town hall meeting with the Amhara people, he asked for their support in realizing his vision for Ethiopia’s economic and infrastructural development. On another occasion, he challenged those who criticize his leadership, asking if they had contributed any articles or constructive feedback about his leadership and projects. He emphasized that constructive criticism and active participation in the development process are what would expedite Ethiopia’s progress.

Bartlett outlines framework for jamaica’s tourism development.

MONTEGO BAY, Jamaica, June 4, 2023: Minister of Tourism, Hon. Edmund Bartlett has identified sustainability of the national economy as key to his vision for tourism in the immediate future.

As a step in that direction, the Ministry of Tourism has embarked on the creation of a tourism strategy for Jamaica in collaboration with the Inter-American Development Bank (IDB) and stakeholders from a wide cross-section of industries and government agencies. The first in a series of strategy development workshops being staged in resort destinations was held on Friday (June 2) at the Montego Bay Convention Centre, St. James.

Mr. Bartlett related that his vision was “to make tourism inclusive and the driver of the economy of Jamaica, but most importantly, to make it the centre of community enrichment and human development.”

He stated that a key component of achieving this goal was to build the capacity against the demand that tourism brings and to strengthen the ability of Jamaicans to supply the services and goods needed.

“It calls for a shared commitment from each one of us in this room today. Let us seize this opportunity to work together; unifying our vision and efforts to secure the future of our beloved country and build a legacy we can proudly pass on to future generations,” he urged.

Minister Bartlett expressed confidence that “With the right strategy and plan in place, we can achieve all these objectives and more. I urge you all to join hands and work towards creating a comprehensive Tourism Strategy and Action Plan for Jamaica.”

The collaboration between the Ministry of Tourism and the IDB has the support of the Planning Institute of Jamaica (PIOJ) and involves several specialized firms and consultants in the development of a set of in-depth diagnostics to inform the future Jamaica Tourism Strategy.

Meanwhile, citing that tourism was critical in the economic and social development of the country, the IDB’s Chief of Operations for Jamaica, Mr. Lorenzo Escondeur, said that although the industry had made a remarkable recovery from the shock of the COVID-19 pandemic, “tourism has not yet achieved its full transformational potential, and with the challenges that exist including environmental degradation, climate change impact, new disruptive technologies, and a rapid change in demand patterns,” it was necessary to reconsider tourism policies and investments, and the role of the public sector and multilateral organizations in the sector's development.

He stated that human activity and climate change threatened most of the country's biodiversity, “and if we do not take prompt action, some endemic animal and vegetation species might be lost forever, and Jamaica would lose its competitive edge for potential visitors.”

There was therefore a need for increased focus on nature preservation to permit the development of new tourism products and expand the tourism economic footprint beyond current major destinations.

Mr. Escondeur said working in close collaboration with the Jamaican government, the private sector, and civil society in such a strategic sector as tourism was crucial for implementing the Bank's mission of improving people's lives, and tourism was critical in the economic and social development of Jamaica.

Pre-pandemic, the travel and tourism contribution to Jamaica's Gross Domestic Product reached over 30% with the sector being about one-third of the total economy. Also, the tourism sector was directly or indirectly linked to around 30% of jobs and nearly 60% of total exports were driven by international visitor spending.

It was also necessary to build climate resilience by moving forward with tourism land-use planning by destination and developing a comprehensive and integrated coastal management framework to boost the sector's competitiveness and sustainability.

He indicated that the Inter-American Development Bank “would continue supporting the Jamaican government to design and implement an evidence-based strategy that will guide all public and private sector stakeholders into a new future.”

Role and functions of Ministry

The Ministry of Tourism, is the nodal agency for the formulation of national policies and programs and for the co-ordination of activities of various Central Government Agencies, State Governments/UTs and the Private Sector for the development and promotion of tourism in the country. The Ministry is headed by the Union Minister for Tourism and Ministers of State.

The administrative head of the Ministry is the Secretary (Tourism). The office of the Director General of Tourism provides executive directions for the implementation of various policies and programs. Directorate General of Tourism has a field formation of 20 offices within the country and one sub-ordinate office/project i.e. Indian Institute of Skiing and Mountaineering (IISM)/ Gulmarg Winter Sports Project. The field offices in India are responsible for providing information service to tourists and to monitor the progress of field projects. The activities of IISM/GWSP have now been revived and various Ski and other courses are being conducted in the J&K valley.

The Ministry of Tourism has a public sector undertaking, the India Tourism Development Corporation Limited and the following autonomous institutions:

  • Indian Institute of Tourism and Travel Management (IITTM) and National Institute of Water Sports (NIWS)
  • National Council for Hotel Management and Catering Technology (NCHMCT) and the Institutes of Hotel Management.

Role and Functions of the Ministry of Tourism

The Ministry of Tourism functions as the nodal agency for the development of tourism in the country. It plays a crucial role in coordinating and supplementing the efforts of the State/Union Territory Governments, catalyzing private investment, strengthening promotional and marketing efforts and in providing trained manpower resources. The functions of the Ministry in this regard mainly consist of the following:

Bangkok, 3 April 2024 – Prime Minister and Finance Minister, H.E. Mr. Srettha Thavisin, outlined his vision to ‘Ignite Tourism Thailand’ in 2025 with a multifaceted approach to establish the country as a tourism hub.

Prime Minister Srettha reiterated the government’s commitment to boosting Thailand as a tourism hub to drive the economy and bring prosperity to the country. “The goal is to establish Thailand as a leading destination for tourists from around the world.”

He stated that the government’s target of 3.5 trillion Baht in tourism revenue this year, with an aim to earn much more in the coming years, would be achieved through five strategies.  

Conceptualised at the “Ignite Thailand’s Tourism Workshop” held in Bangkok on 15 March 2024 with participation from public and private agencies, the strategies include elevating the tourist experience, promoting must-do activities, raising awareness of hidden-gem destinations, developing intra-regional travel linkage with neighbouring countries, and hosting more world-class events.

Tourism and Sports Minister, Ms. Sudawan Wangsuphakijkosol said the five strategies aligned with the government’s policy to make Thailand a global aviation hub, handling more than 150 million air travellers annually by 2030.

“In 2025, Thailand’s tourism is set to experience growth on an unprecedented scale. The new ‘Up Level, Add Story, Create Value’ concept will enhance every step of the tourist journey across all touchpoints,” Minister Sudawan said.

Outlines for the five strategies include:

1: Elevating tourist experience

Steps will be taken to promote Thailand’s tourism information and promotion to allow tourists to plan an informed trip to the country.

Existing measures will be strictly enforced to ensure tourist safety and convenience, including accessible ‘Tourism for All’, one-stop Tourist Police Hotline 1155, and universal coverage for emergency patients.

Travel facilitation will be further enhanced in the next three months. This includes improving queue management in airports, raising hotel standards, extending visa-free entry to more countries, enhancing tourist safety and security measures, and ensuring good maintenance and hygiene in public restrooms.

In the next six months, the government plans to push for the amendment of related tourism laws, including hotel regulations, alcohol restrictions, import duties on mega-event equipment, and VAT refund requirements.

2: Five must-do activities

Must Beat (Muay Thai) highlights four unique styles of ancient Thai boxing and presents the sport as a form of cardio exercise.

Must Eat (Thai food) promotes Thai kitchen to the world with 77 local dishes and 77 local desserts.

Must Seek (Thai culture) tells the story of a faith-based journey, cultural superstitions, and folklore culture.

Must Buy (Thai fabric) partners with world-renowned designers to turn Thai fabrics into fashion items.

Must See (Thai shows) showcases impressive traditional and contemporary performances.

3: Travel linkage between major and hidden-gem destinations

Promotion of travel linkage between well-established cities and hidden gems in lesser-known destinations is set to better balance the distribution of tourist arrivals and tourism income between urban and rural areas.

Recommended routes include Lanna Culture (Chiang Mai – Lamphun – Lampang), UNESCO Heritage Trail (Sukhothai – Kamphaeng Phet – Nakhon Ratchasima), NAGA Legacy (Nakhon Phanom – Sakon Nakhon – Bueng Kan), Paradise Islands (Trang – Satun), and The Wonder of Deep South (Pattani – Yala – Narathiwat).

4: Hub of ASEAN

Plans include promoting intra-region travel and helping to enhance the development and promotion of ASEAN as a single tourism destination, introducing the ASEAN Pass in partnership with airlines, and raising awareness of cross-border QR payment.

5: Word Class Event Hub

Incentives will be launched to attract major festivals, concerts, and events to Thailand, thus establishing the country as a centre of world-class events.

Upcoming world-class events include Summer Sonic Bangkok 2024, KAWS Arts, Moto GP, and Volleyball World Championship.

Minister Sudawan said, “These five strategies are planned to ignite Thailand to a tourism hub status to attract more tourists to the country and spending more time and budget, further boosting Thailand as the number one tourist destination.”

From 1 January to 1 April 2024, Thailand recorded 9.4 million visitor arrivals, representing a 42 per cent increase over the same period in 2023.

4th Leg of Utalii Fresh County Tours: Taita Taveta County – 3/4/2024

The Cabinet Secretary, Dr. Alfred Mutua, has stressed on the urgent need to revolutionize Kenya’s tourism marketing efforts, advocating for the exploration of new tourism circuits, the enhancement of existing products, and the development of innovative offerings.

The CS made these remarks today afternoon during his fourth leg of the Utalii Fresh tours, in Taita Taveta County.

Engaging with local leadership, including Governor Andrew Mwadime, and key stakeholders in tourism and wildlife, Mutua addressed critical issues such as human-wildlife conflicts, limited community participation in national projects, and infrastructure challenges.

To mitigate these concerns, Mutua pledged to construct three water pans and three boreholes, while spearheading the construction of a 45km fence from Kasigau to Bachuma, with plans for an additional 55km.

In a bid to involve local communities more closely, Mutua assured that upcoming ranger recruitments would prioritize individuals residing near national parks and reserves.

Moreover, to stimulate the local economy, the Ministry will facilitate community participation in project tenders and provide training for local tour guides to enrich visitor experiences.

Mutua also committed to collaborating with county leadership to improve key roads and expedite the rehabilitation of Ikanga airstrip in Voi, advocating for its operationalization.

Additionally, he expressed intent to explore the possibility of including a stop at Voi for the night Standard Gauge Railway (SGR) train, similar to the existing morning and afternoon services.

Heavy commercial vehicles will soon have digital technology activated to help moderate their speeds on B.C. highways, keeping roadways safer for all travellers.

The mandatory use of speed-limiter devices comes into effect on April 5, 2024, as announced by the Province in December 2023. Heavy commercial vehicles with a gross-vehicle-weight rating of more than 11,793 kilograms that were manufactured after 1994 will be required to have the devices installed in their vehicles to operate in the province. The devices must be programmed to a maximum speed of 105 km/h, which effectively prevents these vehicles from accelerating past that speed.

The legislative amendments made to the Motor Vehicle Act mean that any contraventions, including not being equipped with a speed limiter or not having it accurately programmed, will result in a fine, including a victim surcharge of $368.

Some vehicles are exempt from the legislation, including emergency vehicles and motorhomes, as well as in certain circumstances, such as during emergency response or if the vehicle is equipped with an electronic control module that is incapable of meeting the speed limiter requirements. Exemptions are made at the discretion of the director of Commercial Vehicle and Safety Enforcement.  

The change brings B.C. into alignment with other jurisdictions where these requirements have seen reductions in crashes. As heavy commercial vehicles regularly travel cross-country, speed limiters provide consistency for carriers and truckers who travel between B.C., Ontario and Quebec, where these requirements also exist.
