In winter, Moscow's scenery looks awe-inspiring under a dusting of snow. There's something undeniably charming about seeing historic sites like the colorful, tented rooftops of Saint Basil's Cathedral capped with a layer of icy frost. The food here is warm and comforting, and the cultural winter events are not to be missed. Plus, it's cheaper to visit Moscow during the winter and it's far less crowded with tourists.

Moscow is not where you go to get a suntan over the holidays. In fact, the Moscow winter is enough to chill any hearty tourist to the bone—but that's all part of the fun. The average high for December, according to the National Oceanic and Atmospheric Administration (NOAA), is 27 degrees Fahrenheit (minus 2.7 degrees Celsius); for January, it's 23 degrees Fahrenheit (minus 5 degrees Celsius); and for February, it's 26 degrees Fahrenheit (minus 3.3 degrees Celsius). You'll see thick icicles growing on roof overhangs, so be sure not to linger underneath them while you're out touring the area's magnificent cathedrals.

What to Pack

Stuffing your suitcase with bulky (and heavy) winter clothing can be frustrating and expensive, which tends to deter Moscow winter travel altogether. A trip to the city between early December and late February requires enough accessories to cover the extremities: wooly hats, cold-weather socks, knit scarves, and a good pair of gloves.   • The annual Russian Winter Festival , which spans an entire month starting mid-December, takes place in several locations throughout the city. Head to Izmailovo Park or Revolution Square to see everything from over-the-top ice sculptures to traditional dance performances. Watch the professional ice skaters and visit food trucks that serve traditional fare.
  • Moscow's New Year’s Eve celebration is one of the city's biggest events of the year. Tens of thousands of people spend it in Kremlin—Moscow's central complex—watching the Kremlin tower strike midnight, while fireworks crack in the background. Others attend the Christmas tree light show at Red Square.
  • Christmas in Russia falls on January 7, and the week between New Year’s Eve and Christmas Day is a time for Russians to relax. Families focus on spending time together at home, preparing traditional foods like ukha (fish soup) and sauerkraut. Tourists can use this uncrowded time wisely by seeking out the city's culinary gems. Make sure to check the hours of operations on restaurants, shops, and other businesses before visiting them during this week. While much of the city's businesses might be closed, you might get special treatment at the places that stay open.
  • Maslenitsa , Russia’s farewell-to-winter festival, occurs in late February or early March. This pagan celebration is marked by games, contests, and cultural traditions. It’s held in the Red Square area every year and draws crowds of Muscovites and visitors alike.

  • In order to obtain a Russian travel visa, you'll need to be invited by a relative or friend who is a citizen or a hosting tour company.
  • Traveling to Moscow in the winter helps you avoid the summer crowds; however, flight delays due to weather are common. Plan an extra day on either end of your trip in case you get held up.
  • If you plan to visit a Russian banya, a Slavic steam bathhouse, take note that most people bathe in the buff. However, most bathhouses are separated by sex.
  • Plan alternating indoor and outdoor activities so that you don't get too cold. A visit to the Tretyakov Gallery, the State Armory Museum, or the Pushkin Museum of Fine Arts provides a nice respite from the frigid temperatures.

At least 40 killed and dozens injured in Moscow concert hall shooting; ISIS claims responsibility

Several gunmen burst into a large concert hall on the edge of Moscow on Friday and sprayed the crowd with automatic gunfire, killing at least 40 people, injuring more than 100 others and setting fire to the venue in a brazen attack just days after President Vladimir Putin  cemented his grip on power in a highly orchestrated electoral landslide.

Moscow Mayor Sergei Sobyanin described the attack as a "huge tragedy" and which state authorities are investigating as terrorism. The attack, which left the concert hall in flames with a collapsed roof, was the deadliest attack in Russia in years and came as the country's  war in Ukraine dragged into a third year.

The Islamic State group has claimed responsibility for the attack in a statement posted on affiliated channels on social media. In a statement posted by its Aamaq news agency, the group said it attacked a large gathering of Christians in the city of Krasnogorsk on the outskirts of the Russian capital of Moscow, killing and wounding hundreds. It was not immediately possible to verify the authenticity of the claim.

A U.S. official tells CBS News the U.S. has intelligence confirming the Islamic State's claims of responsibility, and that they have no reason to doubt those claims. The U.S. official also confirmed that the U.S. provided intelligence to Russia about a potential attack under the intelligence community's Duty to Warn requirement.

National Security Council spokesperson Adrienne Watson confirmed that in a statement provided to CBS News Friday evening.

"Earlier this month, the U.S. government had information about a planned terrorist attack in Moscow —potentially targeting large gatherings, to include concerts— which prompted the State Department to issue a public advisory to Americans in Russia," Watson said. "The U.S. government also shared this information with Russian authorities in accordance with its longstanding 'duty to warn' policy."

A U.S. law enforcement official tells CBS News that there is no known threat to the U.S. emanating from the Moscow attack.

Russia's Federal Security Service, the main domestic security and counter-terrorism agency, said 40 people were killed and more than 100 were wounded in the attack at Crocus City Hall, a large music hall on Moscow's western edge.

The assailants threw explosives, triggering the massive blaze at the hall, which can accommodate 6,000, according to Russian news outlets. Video from outside showed the building on fire, with a huge cloud of smoke rising through the night sky. The street was lit up by the blinking blue lights of dozens of firetrucks, ambulances and other emergency vehicles.

The attack took place as crowds gathered for a performance by the famous Russian rock band Picnic. Russian news reports said concertgoers were being evacuated, but that an unknown number could have been trapped by the blaze.

The prosecutor's office said several men in combat fatigues entered the concert hall and fired on concertgoers.

Repeated volleys of gunfire could be heard in videos posted by Russian media and on Telegram channels. One showed two men with rifles moving through the venue. Another showed a man inside the auditorium and saying the assailants had set it on fire, as gunshots rang out incessantly in the background.

Other videos showed up to four attackers, armed with assault rifles and wearing caps, who were shooting at screaming people at point-blank range.

Guards at the concert hall didn't have guns, and some could have been killed at the start of the attack, Russian media reported. It wasn't immediately clear what happened to the assailants, but some Russian news outlets suggested that they fled before special forces and riot police arrived.

Russian authorities said security has been tightened at Moscow's airports, railway stations and the capital's sprawling subway system. Moscow's mayor canceled all mass gatherings, and theaters and museums shut for the weekend. Other Russian regions also tightened security.

Gunmen attack concert hall in Moscow

The Kremlin hasn't blamed anyone for the attack, but some Russian lawmakers were quick to accuse Ukraine of being behind it. Hours before the attack, the Russian military launched a sweeping barrage on Ukraine's power system, crippling the country's biggest hydroelectric plant and other energy facilities and leaving more than a million people without electricity.

John Kirby, a spokesman for the White House National Security Council, said Friday that he couldn't yet speak about all the details but that "the images are just horrible. And just hard to watch."

"Our thoughts are going to be with the victims of this terrible, terrible shooting attack," Kirby said. "There are some moms and dads and brothers and sisters and sons and daughters who haven't gotten the news yet. This is going to be a tough day."

The attack followed a statement issued earlier this month by the U.S. Embassy in Moscow that urged Americans to avoid crowded places in the Russian capital in view of "imminent" plans by extremists to target large gatherings in Moscow, a warning that was repeated by several other Western embassies.

Asked about the embassy's notice issued on March 7, Kirby referred the question to the State Department, adding: "I don't think that was related to this specific attack."

Responding to a question about whether Washington had any prior information about the assault, Kirby responded: "I'm not aware of any advance knowledge that we had of this terrible attack."

Russia was shaken by a series of deadly terror attacks in the early 2000s during the fighting with separatists in the Russian province of Chechnya.

In October 2002, Chechen militants took about 800 people hostage at a Moscow theater. Two days later, Russian special forces stormed the building, and 129 hostages and 41 Chechen fighters died, most of them from the effects of narcotic gas Russian forces used to subdue the attackers.

And in September 2004, about 30 Chechen militants seized a school in Beslan in southern Russia, taking hundreds of hostages. The siege ended in a bloodbath two days later and more than 330 people, about half of them children, were killed.

Mostly you will be able to hear European as well as Russian music at this club. There is a balcony which is the smoking area. This after-party venue makes you feel like you have been transported to Berlin. The interiors of this place have an industrial feel to them. During the day, this acts as a bike repair shop. But at night, you can party at Entuziast till late at night. Mostly the hipsters tend to party at this place. The bar is made up of metal, and you can see racing flags all over the place. You can get a wide array of choices when it comes to beers and cider. Craft beer is extremely popular at this joint.  During the summers, you can sit outside on the beach chairs arranged on the deck. A top U.S. commander says Houthi rebels in Yemen may be running through their supplies of drone swarms and anti-ship ballistic missiles as the pace of their attacks has slowed a bit

WASHINGTON -- WASHINGTON (AP) — Houthi rebels in Yemen may be running through their supplies of drone swarms and anti-ship ballistic missiles as the pace of their attacks has slowed a bit, the top U.S. Air Force commander for the Middle East said Wednesday.

Lt. Gen. Alexus Grynkewich, who heads U.S. Air Forces Central, said that the persistent American retaliatory strikes on the Iran-backed militia group have “certainly affected their behavior. Their pace of operations is not what it was.”

The Houthis have been conducting near daily attacks on commercial and military ships in the Red Sea and Gulf of Aden, launching drones and missiles from rebel-held areas of Yemen. The attacks -- which are often unsuccessful but at times have struck the ships — have disrupted a crucial shipping route.

In response, the U.S. and allies have been forced to increase their military ship presence along the waterway, and on several occasions have launched wider retaliatory strikes on ammunition, weapons and other facilities. U.S. ships and fighter jets have also been routinely bombing Houthi drones and missiles that are in place and preparing to launch.

Grynkewich said it's difficult to know exactly how much the Houthis' weapons supplies have been eroded by the U.S. strikes, because officials didn't have a detailed intelligence assessment of their capabilities before the attacks began.

“The challenge for us is understanding what the denominator was at the beginning. In other words, what did they have on hand to start with? We obviously know how much we have struck and we have assessments of how successful those strikes were.” he said. “ The other complicating factor is Iranian resupply.”

He said the U.S. believes the Houthis had dozens of anti-ship ballistic missiles when they started, and they've launched dozens. So understanding how much Iran is able to restock the group is key.

The Houthis have defended their campaign as an effort to pressure Israel to end its war on Hamas in the Gaza Strip. The ships they've targeted, however, have largely had little or no connection to Israel, the U.S. or other nations involved in the war.

Speaking to reporters, Grynkewich said the Houthis are more independent and more difficult for Iran to control than other Tehran-backed militias in Iraq and Syria . Those groups have largely paused their attacks on U.S. forces at based in Iraq and Syria since early February, when the U.S. launched a massive retaliatory assault against the groups and sites connected to Iran's Revolutionary Guard.

U.S. officials have said they believe pressure from Iran was part of the reason for the pause. But Grynkewich said the Houthis are “not quite as responsive” to Iranian direction.

He said that even if Iran tried to crack down on the Houthis or cut off weapons or other supplies, it would take time for that to have an effect.
