Tuition Fee Guide in the Philippines

Last Updated – Jan 8, 2024 @ 12:45 pm

It comes as no surprise — education is expensive in the Philippines, often involving five to six-digit numbers.

If you still haven’t saved up for your kid’s education, it will surely cast a heavy burden on your back.

You may think that the cost of education has significantly decreased after the pandemic. However, that is not the case.

Despite students not being in school physically, education still remains pricey, especially considering the added cost of internet connection bills and equipment for online classes.

The amount you need to cover your kids’ education will depend on their age and school, but it is quite evident that the cost of education in the Philippines is something you need to prepare for.

For instance, if you are planning to send your kid to public school from preschool to college, prepare to shell out at least P300,000 to around P840,000 or more.

Financial consultant Facebook group “Save, Invest then Harvest” even shared in a Facebook post that if you have a 3-year-old kid today, at least P3 million 1 is needed to put your child in school in the future.

They considered factors such as inflation rates , as well as tuition fee hikes.

In this guide, we will let you in on how much you really need to prepare for education in the country, as well as different ways to offset this huge cost.

Grade School Tuition Fee Average Cost in the Philippines

Private grade schools in the Philippines starts from the Nursery level and ends until Grade 6.

High School & Senior High School Tuition Fee Average Cost in the Philippines

Since the K-12 education system was added in the country, it has added two extra years to this level in both public and private schools.

Junior high school and Senior high school cover a lot more specialized subjects compared to Grade school. This means more books and requirements are needed to complete education.

College Tuition Fee Average Cost in the Philippines

Without a scholarship grant, this is undoubtedly the most challenging and expensive stage parents worry about.

College education not only poses a great difficulty for parents but also the child because requirements and subjects will become more demanding.

5 Ways to Help Fund Your Children’s Education

Wondering what’s the best way to take care of your children’s education costs? We’ve gathered some ways below.

1. Scholarships

Scholarships are awarded based on merit so your child may be eligible for it. They can be academic, athletic, for the arts or music, or for community service.

There are many private foundations that offer scholarships and if your child is willing and able to carry out certain projects, he or she may be eligible.

2. Educational plans

There are prepaid education plans that you can set up for your child.

The advantage of these plans is that you can choose exactly what you want to pay for, and you can control the amount of funds you will have for your child’s college education.

You will have to open an account for this and pay for the premium in advance, and when the time comes, you can use this money to pay for any accredited colleges or universities

3. Financial assistance programs

If your income is within a certain range, you may be able to apply for financial aid. These programs help students who cannot afford an education otherwise.

The amount of financial aid you can get will depend on the financial situation of your family.

4. Leverage investment options that suit your goals and risk appetite

Investing in your child’s education is not the same as investing in your retirement.

If you are investing in your child’s education, your focus should be on how well the investment will perform in the future when it is time for your child to attend college.

Mutual funds & UITF

For most people, mutual funds are the best way to invest. Mutual funds are easy to manage and you only have to worry about making one investment decision.

Mutual funds have the advantage of giving you a lot of diversification for a relatively small investment.

This makes mutual funds one of the best options for parents who want to save money for their child’s education.

Stock investing and trading is great if you are willing to devote a lot of time to it. Stocks are riskier than mutual funds, but you may be able to earn higher returns.

You need to carefully research the companies and be able to understand their business models, and you need to have a good understanding of the economy and the industry.

If you are willing to do the research and understand the risks, you can choose to invest in bonds . Bonds have a fixed interest rate and are known to be relatively safe investments.

The risk, however, is that if interest rates in the market rise, the value of your bond will also fall. One way to manage this risk is by adjusting the duration of your bond.

Duration refers to the time period until the bond matures. The longer the duration, the higher the risk. The shorter the duration, the lower the risk.

Pag-IBIG MP2

This is a saving program that is available to Pag-IBIG Fund members with at least 2 years of monthly savings. For as little as P500, you can earn as much as 8.11% in dividends.

Pag-IBIG MP2 ’s 3-year average which stands at 6.96% is also higher than regular bank savings accounts. It allows people to withdraw earnings every year or get the lump sum when their fund matures in 5 years.

Cooperatives

A cooperative is an autonomous and duly registered association of people with a common bond of interest. They work together to achieve their goals.

There are many types of cooperatives. For example, you can join a credit cooperative that is composed of small borrowers and savers. This can help you save or borrow money at a lower cost compared to banks.

Personal Equity and Retirement Account or PERA was officially launched in 2016 by the BSP. It helps Filipinos save for retirement or their child’s education. The income you earn through PERA is tax-free.

Loans have become more accessible today thanks to different online loan apps and platforms . You can apply for a student loan from traditional banks or online platforms to cover your child’s education expenses.

Loans are a good option if you have collateral to put up as security. If you are applying for loans, you need to make sure that you have good credit.

This can be achieved by consistently paying your bills on time and not spending beyond your means.

Tips to Help You Save More For Your Child’s Education

Here are some ways you can save more to cover your child’s education costs.

Establish a monthly budget

Find out your monthly income and review your expenses. You need to make sure that you don’t spend more than you earn .

Calculate how much your child’s education will cost you for a year. This will serve as a basis for your monthly budget.

Next, identify your fixed monthly expenses. This includes your rent, transportation, food, water, electricity, and other basic necessities.

If you have any recurring expenses, add those too. Doing this will help you spend your money more wisely.

Automate savings

Set up automated savings where money will be taken out of your bank account without you noticing. This will avoid any temptation to spend your money.

Related: Best Savings Accounts for Kids in the Philippines

Create passive income sources

If you want to save more for your child’s education, you need to earn more. One way to do this is to create passive income sources.

Passive income refers to income that isn’t related to your main job. For example, if you love baking, you can sell cookies online.

Get a side hustle

You can also try getting a side hustle . It is usually an additional job that you do in your free time.

It may be a part-time job or a freelance job that pays you for the time you spend doing it.

Set short and long-term savings goals

Setting short and long-term savings goals will help you stay motivated. Short-term goals are for you to save for the immediate future.

For instance, you should already be saving for your child’s school supplies for the next school year. Long-term goals are for you to save for the distant future.

In this case, it would be for your child to enroll in a university.

In the University of the Philippines (UP), all students receive financial support from the National Government since the full tuition is much lower than the cost of education in the University. Given that students in UP come from all walks of life, there are those who may not be able to afford paying the full tuition. So UP created the Socialized Tuition System (STS) which provides tuition discount at rates that are based on the assessment of the paying capacity of the household to which a student belongs. This assessment looks at the income as well as the socio-economic characteristics of the household. The current STS was approved by the UP Board of Regents on 13 December 2013.

UP students who wish to apply for tuition discounts under the STS must supply the information about the income and socio-economic characteristics of their household. The application is done online. Using the information submitted by the students, the University may grant tuition discounts and, in certain cases, monthly stipends, according to the tables below:

Tuition discounts and other financial assistance from STS shall be for one academic year, renewable annually. Incoming Freshmen (student number beginning 2014 and incoming MD and JD students) who will be granted Full Discount + Stipend will receive ₱3,500 monthly allowance for two semesters. The said monthly allowance may be in the form of cash, dormitory privilege, and/or meal coupon. Upperclassmen (students admitted to the university before 2014) at the same level shall receive ₱2,400 monthly allowance for two semesters.

Tuition and Miscellaneous Fee The tuition per unit for the constituent university or campus will remain as follows:

In the present system, brackets A-D pay the full rate of miscellaneous fees, as indicated below, while brackets E1 and E2 pay no miscellaneous fees. This will remain under STS 2013.

To qualify for tuition discounts from ST, the student must: 1. Be a Filipino; 2. Be a bona fide undergraduate student. Except for students of Law and Medicine, the applicant must not have a bachelor's degree. For new students, the applicant must have an admission slip; 3. Never have been adjudged guilty of any offense that carries a penalty of more than 30 days suspension; and 4. Be in need of financial assistance as determined by the University.

1. Visit http://sts.up.edu.ph/ and log in using your ST Account: o New students: Student No. (20xx-xxxxx) + 5 digit PIN. o Upperclassmen: UP Manila account ([email protected]) 2. Indicate your intent to apply and your consent to the terms and conditions of ST. 3. Complete your Student Profile with information about yourself and your parents/guardian and siblings. 4. Answer the Household Characteristics questionnaire. 5. Accomplish the Household Income form. 6. Review all entries before proceeding to submission. You cannot view or change your answers after you submit your application. 7. Proceed to submission. You and your parents/guardian need to indicate consent to the terms and conditions of the application. 8. Confirm submission of your ST application. ST applicants are not required to submit any documents (e.g. income tax return, employment contract, etc.) to complete the application process. Results will be released according to the posted schedule. You may view the results by logging into http://sts.up.edu.ph/ using your account. Check out the Announcements tab for any updates during the application period.

ST applicants may be in special situations where they may need additional financial assistance. Cost of Attendance

The Cost of Attendance (COA) is a standardized set of budgets used as a basis for determining maximum aid eligibility. Standard COA includes tuition, fees, housing, food, books, course materials, supplies and equipment, transportation, personal expenses, and loan fees. Cost of Attendance can vary based on program of study, living arrangements while in school, and a wide variety of other factors. Cost of Attendance can also be increased to include expenses such as a one-time computer purchase, childcare, travel for study abroad, health insurance, and professional fees.

Information about the Cost of Attendance at the University of Portland can be found below. These figures are based on averages and assumptions about the general student population. An individual student's budget can vary significantly. The total Cost of Attendance for a first-time, undergraduate student to attend the University of Portland and live on campus for the 2024-2025 academic year is $79,862. You can view your individualized Cost of Attendance in Self Serve Banner .

Nearly all full-time undergraduate students receive some type of financial aid at University of Portland. Please refer to your financial aid package for additional information.

2024-2025* Tuition

*Covers Summer '24, Fall '24, and Spring '25 terms

Undergraduate

College of arts and sciences graduate programs, pamplin school of business graduate programs, school of education graduate programs, school of engineering graduate programs, school of nursing graduate programs, course auditing, 2024-2025 fees.

* Graduate programs in the School of Education are exempt from professional fees unless noted in the course description.

** The campus access fee supports the provision of technology, recreation, and health and wellness services, as well as access to Division I athletic events and The Log (yearbook) to all undergraduate students, whether they live on or off campus.  This charge, previously bundled with housing rates, has been decoupled from housing so as to be shared more equitably among all undergraduate students who have access to these services.  This is a common fee among our peer institutions who may, as we do, charge a single, bundled fee, or who may charge several smaller fees.

2023-2024 Housing

*Students living with parents may have $786/semester included in their cost of attendance to cover room costs.

2024-2025 Food

*Students living with parents may have $740/semester included in their cost of attendance to cover meal costs.

2024-2025 Other Expenses

Other expenses are estimated and vary from student to student.

Cost of Attendance Increase

The Office of Financial Aid uses average expenses for all students attending the University of Portland. If your expenses are higher than the standard Cost of Attendance included on your offer letter, complete and return a 2024-2025 Cost of Attendance Increase Request Form , available in the PilotsUP Portal . Cost of Attendance can be increased for costs such as a one-time computer purchase, health insurance, childcare, etc. Cost of Attendance cannot be increased to cover car payments or mortgage payments. In general, an increase to Cost of Attendance will result in eligibility for additional loans, not gift aid.

Virginia Tech Board of Visitors sets tuition and fees for 2024-25

Students walk along various paths on the Drillfield to cross the Blacksburg campus.

The Virginia Tech Board of Visitors has set tuition and fees for the 2024-25 academic year.

After considerable discussion and deliberation to seek a balance between access and affordability to the students and families who must bear this cost with preserving the quality of a Virginia Tech degree and investing in world-class faculty and campus programs, the board unanimously approved a 2.9 percent increase in tuition for resident and nonresident undergraduate students for the 2024-25 year.

This continues a multiyear trend of tuition increasing slower than the level of inflation.

Tuition and mandatory fees for Virginia undergraduate students will increase $474, to $15,950 annually, and out-of-state undergraduate tuition and mandatory fees will increase $1,084, totaling $37,777 annually. This includes a $99 increase in the comprehensive fee.

Annual room and board charges will increase by 5.2 percent, or $612 per year, to a total of $12,358.

For the past six years, Virginia Tech has been able to keep tuition increases to half of the consumer price index on average. Combined with increases in institutional financial aid, the university continues to do everything it can to make Virginia Tech education as accessible to more Virginia students.

Tuition and fees are the primary source of the university’s Educational and General Program (E&G) budget. In the current fiscal year, for example, tuition and fees from both in-state and out-of-state students accounted for approximately $700 million (or 69 percent) of the approximately $1.006 billion total E&G budget. The state provided approximately $251 million (or 25 percent) toward the E&G budget, and an approximately $55.8 million (or 6 percent) came from other sources.

Virginia Tech will continue to deploy its Funds for the Future program, which provides 100 percent protection from tuition and fee increases for returning students with a family income of up to $100,000 with demonstrated financial need resulting in a predictable and unchanging tuition and fee package for all four years of their undergraduate study at Virginia Tech.

The university’s Presidential Scholarship Initiative will once again provide full four-year scholarships to 215 incoming Virginia students next year, supporting a total program of 600 students.

Including university-funded support, Virginia Tech undergraduates received $169 million in grants and scholarships last fiscal year.

Virginia Tech will continue to discount undergraduate tuition by 10 percent during the summer session and winter session courses in Blacksburg to help students complete degrees at an accelerated pace during nontraditional times.

When adding tuition and mandatory fees with room and board costs, the total cost in 2024-25 for a Virginia undergraduate student living on campus will be $28,308, while the total cost of an out-of-state undergraduate living on campus will be $50,135. Virginia Tech remains among the lowest-priced public universities in the commonwealth for resident undergraduate students.

Tuition and mandatory fees for in-state graduate students will rise by $553 to $18,565 and for out-of-state graduate students by $1,007 to $35,091.

The total annual cost to Virginia and Maryland veterinary students will be $28,874, an increase of $718, and the total annual cost to out-of-state (and non-Maryland) veterinary students will be $61,482, an increase of $1,511.

Students enrolling at the Virginia Tech Carilion School of Medicine this summer will have a total annual cost of $61,909, an increase of $1,554.

The Virginia Tech cost of attendance for the 2024-25 academic year which is used to determine financial aid can be found online.
