Department of Tourism History:

In 1950, the private initiative known as the Philippine Tourist & Travel Association was established with the aim of promoting the Philippines as a key travel destination. 

In 1956, the Board of Travel and Tourist Industry was formed by Congress. Following the Integrated Reorganization Plan in 1972, enacted through Presidential Decree No. 2, the Department of Trade and Tourism was founded, reorganizing the existing Department of Commerce and Industry. 

As part of this reorganization, the Philippine Tourism Commission was established under the unified Trade and Tourism Department to oversee the development of the tourism industry for economic benefit.

In 1973, President Ferdinand Marcos elevated the status of tourism by creating a separate cabinet-level Department of Tourism (DOT), dividing it from the Department of Trade and Tourism. 

Within the newly formed Department of Tourism, the Philippine Tourism Authority (PTA) and the Philippine Convention Bureau (PCB) were established. 

The Department of Tourism was later renamed the Ministry of Tourism in line with the government’s shift to a new form of governance according to the 1973 Constitution.

In 1986, under Executive Order Nos. 120 and 120-A signed by President Corazon Aquino, the Department of Tourism underwent reorganization. 

The Convention Bureau was rebranded as the Philippine Convention and Visitors Corporation, and the Intramuros Administration, previously under the defunct Ministry of Human Settlements, was attached. 

The culmination of the country’s centennial celebration of independence from the Spanish Empire in 1898 saw the Department of Tourism playing a significant role in 1998.

Initiating a successful tourism promotion project, WOW Philippines, in 2003 under Secretary Richard J. Gordon marked a milestone for the Department of Tourism.

Under her administration, Liloan now has one of the largest educational scholarship programs in the country, with yearround arts, culture, and sports tourism programs. Throughout the challenges of the pandemic and the super typhoon that recently devastated Cebu, she has led Liloan’s recovery and resurgence towards becoming the LGU with the highest growth rate in Cebu. Under her leadership, Liloan has the distinction of being a four-time recipient of the highest audit rating given by the Commission on Audit, and it has received more than 40 good governance awards and citations from local and national award-giving bodies. In 2021, she was awarded the Presidential Lingkod Bayan Regional Award by the Civil Service Commission in its Search for Outstanding Government Workers. She was also ranked the Top Performing Mayor in Central Visayas, ranking number 1 among all Municipal Mayors in the entire Region 7. She is the first woman President of the League of Municipalities of the Philippines Cebu, and the National Vice President of the League of Municipalities. Prior to entering public service, she worked for Romulo Law practicing international arbitration and commercial litigation. She was also a Professor at the University of San Carlos College of Law. She was appointed by Vice President Sara Duterte as her Spokesperson for the 2022 National Elections.

Already, Japanese visitors have begun to return to the Philippines. As of Thursday, November 2, data from the DOT shows there were 249,238 arrivals from Japan in 2023, making it the Philippines’ third top source of international visitors. 

The tourism revival also surges both ways, with Filipino visitors flocking to the Land of the Rising Sun. The Philippines also ranked as the top ASEAN country for tourist arrivals in Japan, with 51,700 Filipino tourists recorded visiting Japan in July 2023.

In a new move to revitalize its tourism sector, the Philippines Department of Tourism (DOT) has set an ambitious target of 7.7 million international visitors for the year 2024. The goal is just shy of its pre-pandemic count of 8.2 million. Tourism Secretary, Christina Frasco, expressed the unwavering commitment to the transformation of Philippine tourism, guided by the National Tourism Development Plan 2023-2028.

The announcement comes after a successful 2023, where the country welcomed 5,450,557 international visitors, surpassing the initial target of 4.8 million set by DOT. 91.80% of these visitors were foreigners, while 447,082 were overseas Filipinos returning to their homeland.

Notably, the Philippines experienced an economic boost, generating an estimated 482.54 billion PHP in international tourism revenue in 2023. The number is more than doubling the income recorded in 2022.

Frasco pointed out that the impressive number of visitors in 2023 indicate a faster-than-expected recovery of the tourism industry, with a 124.87% increase compared to 2022.

Local tour operators have reported a 30% increase in bookings to popular destinations such as: Boracay, Siargao, Coron, Davao and Cebu. This indicating a strong rebound in domestic tourism. The increase is attributed to the effectiveness of aggressive promotional campaigns to re-establish the Philippines as a premier travel destination.

The Philippines’ Department of Tourism (DoT) and the Japanese Government’s Ministry of Land, Infrastructure, Transport, and Tourism (MLITT) have signed a landmark agreement that will expand opportunities for tourism development between the two countries.

This is the first standalone cooperation agreement between the two nations, which will see both countries strengthen and further develop Philippines-Japan ties in the field of tourism.

Under the agreement, both countries will increase tourist arrivals for both countries from world tourist-generating markets; encourage more tourists to visit various tourist destinations and attractions, including rural areas in each other’s country; encourage mutual visits and traffic of high-value-added travellers to increase tourism consumption; as well as encourage healthy growth of tourism industry of the Philippines and Japan especially on the aspects of education, culture, gastronomy, sustainable tourism, and adventure.

Additionally, both countries will engage in the exchange of information on matters related to the industry; education and training; ensure means of mutual traffic through the enhancement of air and sea connectivity, and joint promotional programmes, as well as enhance transport connectivity to sustain people-to-people exchange and the influx of travellers, and ensure tourist safety.

The Philippines and Japan also agreed to cooperate in terms of ensuring safety among tourists while they are staying in their respective countries.

A joint working group composed of senior officials from the DoT and MLITT will be convened for the proper implementation of the cooperation which will run for five years and is subject for renewal.

KUCHING (April 22): The Miri Youth Association (PBM) has put forward three proposals to the Ministry of Tourism, Creative Industry and Performing Arts, meant to boost the sectors.

The proposal papers were presented to the special administrative officer to minister Dato Sri Abdul Karim Rahman Hamzah during an Aidilfitri open house held at the residence of Tan Sri Abang Ahmad Urai here recently.

PBM chairman Matassan Rohani highlighted these proposed programmes as representing the initiatives that the association was eager to highlight.

He added that they would focus on fostering the creative industry through the Sarawak Youth Creative Industry Fund (SYCIF), and also promoting tourism development.

“One of the programmes called Gheff (Global Heritage and Feast Festival) 2024 is an international endeavour focusing on entrepreneurship and tourism. We are extending the invitation to participants not only from Malaysia, but also countries such as Saudi Arabia, Thailand, and the Philippines.

“These nations will be actively involved in the programme, with their representatives sharing insights into food machine technology and cultural culinary offerings. As part of Gheff 2024, they will showcase and sell their cultural cuisines in Miri,” he told The Borneo Post when met during the event here.

The second proposal would be on holding a concert in Miri featuring renowned Indonesian artistes.

“Two legendary bands, Wings from Malaysia and Dewa 19, from Indonesia, both having huge local fan bases, are also expected to perform at the event,” said Matassan.

Meanwhile, the third proposal would focus on establishing the Creative Industry Development Centre (CIDC).

“This is an endeavour that the PBM is currently focusing on. It is the association’s dream to have a dedicated centre that can benefit many youths and those from their surrounding communities, and one that is a platform for the training and the strengthening of talents – all intended towards making Miri another leading city for the creative industry apart from Kuching,” Matassan pointed out.

“For all these proposals, we hope to seek funds for them. They are currently in the application stage, with approval expected within a timeframe of five months,” he added.

On the open house event, Matassan said the primary objective was to celebrate the Miri youths residing in Kuching, and also to foster closer ties between government agencies and the youth association.

Established in 2013 under then-Ministry of Youth and Sports Sarawak (now Ministry of Youth, Sports and Entrepreneur Development, also helmed by Abdul Karim), PBM has now entered its 11th year under Matassan’s leadership.

“This year would be the final term for me as PBM chairman, in view of the new policy from the federal Youth and Sports Ministry, which calls for (youth associations to have) younger candidates aged around 30 to 35,” he said.

“Should these three proposals be approved, it would be an opportunity for me to further develop initiatives in my final term as chairman, before stepping down,” he added.

MANILA: The slow return of Chinese tourists has been holding back travel recovery in the Philippines, the Bank of America (BofA) says in a report that highlights the “uneven” recovery in Asia tourism.

As the region’s tourism sector enters the last leg of recovery from the pandemic’s onslaught, BofA said the Philippines, China, Hong Kong and Taiwan were the “laggards” in Asia as tourist arrivals in these destinations have yet to reach pre-pandemic levels.

In the Philippines, BofA noted that foreign visitor arrivals were still 76% of pre-pandemic levels as of February this year, albeit much better than Hong Kong’s 73.7% and Taiwan’s January 2024 figure of 69.6%.

Among the laggards, BofA said China was an “outlier” after it reopened its economy much later than other Asian destinations. Data compiled by the bank showed foreign tourist arrivals in China were 36.3% below pre-pandemic level as of December 2023.

In turn, the later reopening of China’s economy weighed on tourism recovery in countries that heavily depended on Chinese holidaymakers, such as the Philippines and Hong Kong.

Data compiled by BofA showed Chinese arrivals are only tracking at 20% to 30% of pre-pandemic levels in the Philippines, below trends elsewhere in the region. And the recovery is unlikely to speed up anytime soon, with BofA noting the “changing preferences” of Chinese consumers.

“The typical Chinese traveller these days is increasingly interested in exploring domestic cities that offer unique cultural experiences. This has also slowed their return to international destinations,” BofA said.

“The return of Chinese travellers might be a gradual process,” it added.

On the flip side, tourism is now back to pre-pandemic vigor in Japan and Vietnam as they benefitted from the weakness of their currencies.

BofA said Malaysia, Singapore and Thailand were among the “hopefuls” in Asia after seeing a sharp rebound in international arrivals in recent months.

Meanwhile, India, South Korea, Australia, New Zealand and Indonesia were in the “middle of the pack” whose visitor entries are tracking at 80% to 85% of pre-pandemic levels so far.

For this year, the Bangko Sentral ng Pilipinas (BSP) forecasts tourism receipts – a source of US dollars for the economy – to grow by 50%.

That would contribute to the projected US$700mil surplus in 2024 which, if realised, would be smaller than the US$3.7bil windfall recorded in 2023.

Moving forward, BofA said Asian economies with falling currencies would continue to attract more foreign visitors that are looking for cheap holiday destinations.

“Foreign exchange colleagues expect currencies in Asia to strengthen across the board against the US dollar over the next two years but remain weak by historical standards,” BSP said. — The Philippine Daily Inquirer/ANN

JOINT STATEMENT OF THE DEPARTMENT OF TOURISM AND TOURISM CONGRESS OF THE PHILIPPINES

The Philippine Department of Tourism (DOT) and the Tourism Congress of the Philippines (TCP), which represents the country’s tourism stakeholders, assure the public, especially our foreign and domestic tourists, that the Philippines remains a safe destination for travel.

All preventive and precautionary measures are being put in place by the national government to contain the spread of the novel coronavirus (nCoV) including the temporary entry ban for tourists coming from China, its Special Administrative Regions (SARs), Hong Kong and Macau, Taiwan, and the 14-day quarantine for Filipinos coming from the said places.

Even before the temporary ban, the tourism sector already implemented safeguards in light of the nCoV. Earlier, the DOT released guidelines in handling guests in tourism enterprises during this global emergency. In our airports and some tourism establishments, temperature are taken via infrared thermometers before allowing guests to enter, and more hand sanitizers have been made available for use.

The safety of the public, especially our tourists and employees in the tourism sector, remains the priority of DOT and TCP.

As we monitor the situation closely, we remind the public to maintain proper hygiene. Wash your hands regularly, wear a surgical mask when going to crowded areas if you have a cough or a cold, and stay indoors or seek medical help if you have a fever.

To mitigate the economic impact of the nCoV crisis, the tourism sector has agreed to roll-out a tactical program that will offer more value-added tour packages, discounted accommodation rates and marked-down prices for domestic flights.

Likewise, the DOT will intensify its marketing and promotions domestically and internationally, in key markets such as South Korea, the United States and Japan, and opportunity and emerging markets that cover Western Europe, the Middle East, Russia and the CIS, and neighboring Southeast Asian Countries.

In these challenging times, the tourism sector spanning airlines, hotels and tour operators, have banded together for the continued growth of the industry. It is because of this support from both the public and private sector that we reiterate that the Philippines remains a vast, diverse and most importantly, safe destination for international and domestic travelers alike.

We encourage everyone to take advantage of these special offers and continue to experience why it’s still more fun in the Philippines.
