NEW DELHI: Union Minister G Kishan Reddy on Thursday took charge as the Minister of Culture and Tourism.

MoS (Tourism) Ajay Bhatt and Shripad Naik and MoS (Culture) Meenakshi Lekhi were also present and former Union Tourism Minister Prahlad Patel also greeted him at the occasion.

Reddy is also expected to take charge as the Union Minister of Development of the North Eastern Region today.

Seven Ministers of State (MoS) were on Wednesday elevated as cabinet ministers in the expansion of the union council of ministers carried out by Prime Minister Narendra Modi.

G Kishan Reddy, BJP MP from Secunderabad in Telangana, was inducted as Minister of State for Home Affairs in 2019 in the second term of the NDA government led by PM Modi. Starting as a youth worker, Reddy rose through the ranks and became the chief of Bharatiya Janata Yuva Morcha from 2002 to 2005.

He was elected as an MLA from Himayatnagar constituency in 2004 and continued to represent the seat till 2014. Later he was elected as an MLA from the Amberpet assembly constituency.

India has a wide variety of attractions that showcase its extensive cultural heritage. India attracts tourists from all over the world because of its abundance of spectacular heritage monuments.

As a result of cultural tourism in India, people have visited historic temples, regal palaces, scenic beaches, and attractive hills.

Present scenario of the tourism sector in India

With 1.52 million foreign visitors anticipated in 2021, India is one of the top tourism destinations in the globe. India’s foreign exchange revenues increased by roughly $8.8 billion as a result of this. There were also about 680 million domestic travellers.

India is a much-liked tourist destination thanks in large part to its distinct culture, history, and position as one of the world’s oldest civilizations, as well as its plethora of breathtaking natural attractions. As a result, there are 40 UNESCO world heritage sites (32 cultural, 7 natural & 1 mixed). With towns, forts, tombs, tunnels, rock shelters, and churches, India has a lot to offer tourists.

Cultural tourism is a kind of tourism that enables visitors to take part in local cultural celebrations like festivals and traditions. The traveller can thus have genuine cultural contact with the people.

Furthermore, because cultural tourism is a significant development engine, it enables local societies to embrace their culture. Communities, therefore, make a point of praising and supporting their culture since it sets them apart from other communities.

As nations recognise the value of cultural tourism and how it can boost local economies, they are focusing on developing cities and villages that will captivate tourists from across the world to experience and observe the culture in a way that has never been possible before.

  • Tourists travel to India to experience it for themselves because of the country’s well-known rich cultural legacy and mysticism.
  • Some of the most important civilizations and faiths in the world have their roots in India and were nurtured there. India is a popular travel destination because of its numerous World Heritage Sites and unparalleled cultural vibrancy.
  • Since time immemorial, India has been regarded as the land of ancient history, legacy, and culture, which is the main reason for its current stratospheric ascent in the tourism sector.
  • Over the years, India has had numerous kings, and each of them had an impact on Indian culture. Different cultures have left their mark on dance, music, celebrations, architecture, traditional customs, food, and languages.
  • The richness and diversity of India’s heritage and culture can be attributed to the influence of all these different cultures. This cultural wealth helps to project India as the top destination for cultural tourism, boosting that industry in India.
  • To promote cultural tourism in India, the Indian government established the Ministry of Tourism and Culture. The ministry recently launched the “Incredible India!” campaign, which has contributed to the expansion of India’s cultural tourism industry.

Various sites of cultural tourism centres in India

India’s diversity is a result of the country’s mixture of religious and cultural traditions. The nation is home to a large number of world historic monuments that have an enticing influence and have long drawn visitors from around the world. The Pushkar fair (Rajasthan), Taj Mahotsav (Uttar Pradesh), and Suraj Kund mela are just a few of the fairs and festivals that travellers can attend in India (Haryana). sites include the Taj Mahal (Uttar Pradesh), the Hawa Mahal (Uttar Pradesh), Hampi (Karnataka), the Ajanta & Ellora caves (Maharashtra), and Mahabalipuram (Tamil Nadu) (Rajasthan).

Rajasthan is the most popular state in India for cultural tourism among the several states. Rajasthan is known for having a rich cultural legacy, which is the reason behind this. The state is well known for its numerous exquisite palaces and forts that highlight Rajasthan’s rich cultural heritage. Rajasthan’s rich cultural legacy is also reflected in the numerous folk songs and music. Rajasthan has many festivals and fairs, including the camel festival, the Marwar festival, and the Pushkar festival. All of these draw a lot of people to Rajasthan since they allow them to experience the state’s vibrant culture.

Tamil Nadu is renowned for cultural tourism in India as well because it exhibits Dravidian customs and culture. Its numerous temples reflect India’s rich cultural heritage. Numerous tourist attractions in Uttar Pradesh attest to the nation’s rich cultural heritage. The Taj Mahal in Agra is the most well-known structure. Many tourists also go to Uttar Pradesh cities like Varanasi, Allahabad, Vrindavan, and Ayodhya because they capture exquisite scenes from India.

In India, Uttaranchal is renowned for its cultural tourism industry. The Himalayas, known as the “abode of the Gods,” are located in this state. The Kumaon and Garhwal regions of the state are home to numerous historic temples.

Government initiatives to boost India’s cultural tourism

Some of the government initiatives to boost cultural tourism in India are:

PRASHAD Scheme

  • The Ministry of Tourism introduced the “National Mission on Pilgrimage Rejuvenation and Spiritual Augmentation Drive (PRASAD)” in 2014–15 with the goal of holistically developing recognised pilgrimage places.
  • In October 2017, the program’s name, which had previously been PRASAD, was changed to “National Mission on Pilgrimage Rejuvenation and Spiritual Heritage Augmentation Drive (PRASHAD)”.
  • The respective State/Union Territory Government shall implement the initiatives listed under this scheme through the designated agencies.
  • Under its provisions, the Ministry of Tourism offers State Governments Central Financial Assistance (CFA) for boosting tourism at predetermined locations.
  • The Central Government will contribute 100% of the funds needed for components covered by public funding under this programme.
  • It also tries to incorporate corporate social responsibility (CSR) and public-private partnerships (PPP) for the project’s increased sustainability.

HRIDAY scheme

  • The National Heritage City Development and Augmentation Yojana, an HRIDAY programme, was introduced on January 21, 2015, by the Ministry of Housing and Urban Affairs.
  • The goal of this programme is to protect and promote the nation’s rich cultural heritage. The HRIDAY programme seeks to preserve cultural assets while also promoting urban planning and historic cities’ economic development.
  • The National Heritage City Development and Augmentation Yojana places a strong emphasis on the heritage cities’ accessibility, security, safety, way of life, cleanliness, and quick service delivery.
  • Buddhist Tourism Circuit
  • The Buddhist circuit is a route that follows in the footsteps of the Buddha from Lumbini in Nepal where he was born, through Bihar in India where he attained enlightenment, to Sarnath and Kushinagar in Uttar Pradesh in India, where he gave his first teachings and his final resting place.
  • Kushinagar is the centre of the Buddhist circuit, which consists of pilgrimage sites at Lumbini, Sarnath, and Gaya.

Palace on Wheels

  • A luxurious tourist train is called The Palace on Wheels. To promote tourism in Rajasthan, it was started by the Indian Railways in collaboration with the Rajasthan Tourism Development Corporation. The name has since changed to Heritage Palace on Wheels.
  • In August 2009, the train service underwent renovations and was reopened with new furnishings, itineraries, and menus.
  • The idea for the Palace on Wheels came from the historical royal significance of the coaches, which were designed to serve as the private trains for the former kings of Rajputana, Baroda, the Nizam of Hyderabad, and primarily the Viceroy of British India.
  • Each saloon showcases the state’s cultural character through the use of furnishings, handicrafts, paintings, and other decorations. The interior of the train was designed by Rashmi Gupta, an architect from Jaipur.

What is being done to promote cultural tourism in India?

The tourist industry has been growing as a result of numerous causes. Let’s look at them now:

Hospitality and food

  • The Indian hospitality industry is a major contributor to this expansion. The public and commercial hospitality sectors have developed adequate resorts and hotels that offer excellent conventional and delectable options to tourists to accommodate and feed them.
  • Additionally, eating has given visitors to India another reason to go. This nation provides a wide variety of culinary delicacies that are practically unmatched.

Activities and events

  • Indian Council for Cultural Relations (ICCR) and MCT (Ministry of Culture & Tourism) have worked together to promote Indian culture throughout the world. To accomplish this, several Indian Cultural Centers on both the national and international levels organise a variety of programmes and events, including yoga coaching, music, dance, and language classes in Hindi and Sanskrit.
  • To promote the culture and variety of the nation, there are various activities like festival celebrations and art exhibitions. Through a Global Engagement Scheme, the Ministry of Culture also promotes Indian culture abroad. In this programme, Indian festivals are promoted and various cultural organisations abroad receive financial and infrastructural assistance.

Creation of world-class tourism infrastructure

  • The Swadesh Darshan programme , which was introduced by the Indian Tourism Ministry, has been another step done by the Indian government. It aided in the creation of theme-based circuits that cater to both mainstream tourist and specialist markets.
  • Under this programme, world-class infrastructure has been built to promote Indian culture and history. 27 projects totalling 2261.50 crores have been approved for 21 states and Union Territories since 2015.

Generation of tourism markets abroad

  • Through a marketing strategy and integrated campaigns using international media, the Indian Tourism Ministry has been pushing India as a top travel destination.
  • Since October 2021, the top 20 source markets abroad have seen all of these promotional activities carried out by the synergized combination of all the tourism offices abroad.
  • For instance, proposals for organising events with themes like Spirit of Gujarat in nations with a Gujarati Diaspora have been sent to the Indian government. Gujarat’s culture and heritage will be the main focus of this event.
  • Azadi Ka Amrit Mahotsav is another festival with a distinct subject that would be promoted on Independence Day and Republic Day of India. It would foster a sense of pride in one’s country and emphasise how the people contributed significantly to India’s independence.
  • Another instance of this project is the International Buddhist Conclave, which takes place every two years. This gathering celebrates Buddhist heritage .

Additional initiatives are taken by the Government of India

  • Issuing the Tourist e-Visa to a chosen few nations is another effective government measure that would help India’s tourism grow. Teams have been chosen by the Indian government to take part in significant travel shows and international tourism expos. Several roadshows have also been held to advertise India as a tourist destination.
  • In addition to all these activities, the government is also setting up training courses and workshops to attract qualified people to this profession. Here, providing a better experience is the goal.

Easy setup of tourism businesses

  • The Indian Ministry of Tourism has made conducting business easier and assisted in establishing Web-based Delivery Systems for the general population. To make the process of submitting business applications for government approval transparent, it recognises the Trade and Travel Service Providers and aids hotels and resorts in classifying under a single directory. With effect from January 2016, this was done online along with the integration of payment gateways.

Development of a mobile app

  • The Indian Tourism Ministry introduced the Swachh Paryatan mobile application in February 2016. This enables citizens to report any problems with sanitation and hygienic conditions at different national tourist attractions.

Scaling greater heights

  • The government’s measures will be essential moving ahead to build a sustainable system that will attract new participants to the cultural tourism sector while bolstering the performance of the current ones.
  • However, there is still much to learn about the enormous potential of India’s cultural tourism sector. If properly developed, this industry can increase its GDP contribution to India and increase employment possibilities there. To do this, it is necessary to stimulate related industries including transportation, infrastructure, lodging, and hospitality.

The government is paying attention to India’s expanding cultural tourism industry and taking the necessary steps to support it in maintaining this development. The industry, however, still has a lot of unrealized potentials. If appropriately utilised, this can increase the industry’s contribution to India’s GDP and provide job possibilities there.

By bringing revenue to historic sites, ruins and mausoleums, tourism has the potential to enhance and safeguard heritage and culture.

The first India-Central Asia Culture Ministers’ meeting held  

We should acknowledge our mutual historical, traditional, and ancient links and come together for further strengthening of cultural bonds: shri g. kishan reddy.

Minister of Culture, Tourism and Development of North Eastern Region Shri G. Kishan Reddy hosted the first India-Central Asia Culture Ministers’ Meeting through video conferencing on 3 rd April, 2023.

The Culture Ministers of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan participated in the meeting. The India-Central Asia Summit hosted by Prime Minister  Shri Narendra Modi, on 27th January 2022 had laid emphasis on promoting cultural cooperation for better understanding of culture between the Central Asian countries and strengthen our age-old cultural linkages which bind our people together.

Today’s meeting followed the resolution of their Leaders to promote cultural cooperation for better understanding of culture between the Central Asian countries and strengthening age-old cultural linkages of the region. The Ministers presented their perspective to take forward their leaders’ commitment for further strengthening of cultural cooperation in the region.

In his opening address, Shri G. Kishan Reddy spoke about the historical and cultural linkages of India and Central Asia. The  Minister referred to the eternal teachings of ahimsa or non-violence preached by Buddha. He stated that shared Buddhist heritage is a cherished spiritual bond which needs to be further cultivated and propagated for harmonious relations. He called for acknowledging the mutual historical, traditional and ancient links and to come together for further strengthening of cultural bonds.

At the end of the meeting, Indian side proposed a Joint Statement in testimony to the first India-Central Asia Culture Ministers Meeting. The participants agreed to convey their consent at the earliest to acknowledge the meeting and its continuance at regular intervals.

Indian Consulate Hosts “Chalo India” Global Campaign For Tourism

​The Indian Consulate in San Francisco screened the inauguration of the Chalo India Global Campaign for tourism launched by Hon. Prime Minister Narendra Modi on March 7, 2024, from Srinagar, Kashmir. 

Members of the Indian diaspora, community associations, and elected representatives attended the event organized by the Consul General of India in partnership with India Community Centre (ICC), Association of Indo Americans (AIA), and Festival of the Globe – Silicon Valley (FOG) at ICC, Milpitas. During the event, Consul General Dr. K. Srikar Reddy invited the diaspora and friends of India to become “Incredible India” ambassadors and invite five non-Indian friends to explore India’s culture, heritage, and landscapes every year. 

“The basic objective of the campaign is to have people’s involvement,” Consul General Reddy said. “Each one of you will be serving as ambassadors of the Incredible India campaign to promote India’s tourism industry.”

Before the Covid-19 pandemic, the Consul General said, India attracted around 10.7 million tourists which reduced drastically during the pandemic. Currently, the numbers are back to around 70% of the pre-pandemic level. But, he said, in 2019, there were close to 1.5 billion tourists globally, contributing around $1 trillion but India received only 2% in terms of tourist spending.

Tourism is an important employment generator in India, he said, currently with 40 million jobs related to the tourism industry. It provides employment to hotels, resorts, restaurants and travel agencies and tour operators.

Many community members and leaders, including Manoj Goel, the CEO of ICC, Tara Sreekrishnan, a California Assembly candidate, Romesh Japra, founder of FOG, and Dr. Anurag Mairal, a professor at Stanford and president of Sewa International, amongst others, spoke in support of the campaign and mentioned steps that everyone could take in their own capacities to participate.

“Our job is to make sure that our Indian culture, which is rich with traditions, is fully understood by others by taking people to India,” said San Jose Councilmember Arjun Batra.

We welcome you to participate in ‘Dekho Apna Desh, People’s Choice 2024’ a tourist destination poll by the Ministry of Tourism

The key objective of this initiative is to seek public participation and encourage them to choose their favorite tourist attractions across various categories to honor India’s treasures and hidden gems.

Participants can input their favorite tourist attractions into five defined categories that align with their preferences. It's mandatory for participants to select at least one attraction they have already visited from any of the five categories and choose at least one attraction that they wish to visit in the future.

Dubai Tourism CEO on the Power of Bollywood, Indian Visas and Cricket

India is one of Dubai's most important markets both culturally and touristically. Issam Kazim wants to bring the two closer in any way he can.

Dubai Tourism CEO Issam Kazim joked that Dubai is an Indian city.

Speaking at Skift India Summit 2024 on Wednesday in Gurugram, India, Kazim had a point. Dubai and India are closely linked when it comes to Indians living in Dubai, as well as cultural and travel ties. Much of Dubai’s modern success as a tourism hub grows out the many Indians choosing to stay there.

Since 2015, India has reigned as Dubai’s largest inbound travel market, with around 2.5 million Indians coming into Dubai in 2023. The emirate runs 75 flights a day to and from India, though, according to Kazim, that’s still not enough.

“There is a surge in demand for Dubai from India,” he said. “The culture between India and the UAE is so strong. The historical relationship is so strong. It’s natural for a lot of Emiratis to speak Hindi fluently.”

In February, Dubai introduced a five-year multiple-entry visa for inbound Indian travelers, with visas being one of the best ways Dubai can demonstrate its intent to push travel.

Kazim explained: “We’ve rolled out many visas. We want people here for weekend getaways, sports, tourism. We want people here. We have a lot of visiting friends and relatives travel as well.”

He cited visas as an example of governmental-private sector collaboration.

“The government leads the way and the private sector follows. We have a constant dialogue with the private sector on how we can make their lives smoother,” he said “Visa policies are an example of that.”

Big on Bollywood

In 2022, Dubai Tourism launched a global campaign with Bollywood legend Shah Rukh Khan to promote the emirate and its travel spots. The video has attracted 10 million views.

According to Kazim, Bollywood stands as a huge travel generator for Dubai, serving as an “organic” way to drive interest.

“Bollywood has done a lot for Dubai,” Kazim said. “It’s more than just SRK (Shah Rukh Khan, India’s biggest movie star) as well. Dubai was always mentioned positively by India, there’s a positive synergy. SRK has that organic energy. There’s no act that he likes Dubai — he genuinely does.”

“Bollywood goes well beyond the boundaries of India,” he said. “Same in Middle East, same in Europe, same in U.S.”

India Premier League

Rumors cropped up earlier this month that the 2024 season of the Indian Premier League (IPL) could be moved to Dubai in April and May.

IPL was held in the UAE in 2020 across Dubai, Abu Dhabi and Sharjah as India was badly hit by the pandemic at that time.

Kazim did not confirm the claim, but said: “Dubai has always hosted IPL games, we know the importance of it for the India communities.”

Singapore Has Taylor Swift to Itself This Week, and the Neighbors Are Complaining

The country is defending paying the pop star to play nowhere else in Southeast Asia. Thailand’s prime minister said the price was up to $3 million per show.

Taylor Swift has descended on Southeast Asia, or one small part of it at least: All of her six sold-out shows are in Singapore, the region’s wealthiest nation.

Many of her fans in this part of the world, which is home to more than 600 million people, are disappointed. But the Singapore leg of Ms. Swift’s wildly popular Eras Tour , which began last weekend and ends on Saturday, is a soft power coup and a boost for the country’s post-pandemic economic recovery.

The shows — and the undisclosed price that Singapore paid to host them — have also generated diplomatic tension with two of its neighbors, Thailand and the Philippines.

Last month, Prime Minister Srettha Thavisin of Thailand said publicly that Singapore had paid Ms. Swift up to $3 million per show on the condition that she play nowhere else in Southeast Asia. A lawmaker in the Philippines later said that was not “what good neighbors do.”

Singapore pushed back. First its culture minister said the actual value of the exclusivity deal — which he declined to name — was “ nowhere as high .” The country’s former ambassador at large later called the criticism “ sour grapes .” And on Tuesday, Prime Minister Lee Hsien Loong told reporters that he did not see the deal as diplomatically “unfriendly.”

But that was no solace to dejected fans.

“I sometimes think ‘When will I get to experience this?’” said Sherin Nya Tamara, 26, a Swift fan in Jakarta, Indonesia, who has liked the singer since 2011 but has never seen her perform live. “I was hoping there would be additional dates and that Jakarta would be included, but nope.”

At a time when Southeast Asian governments are dealing with tensions over the South China Sea and the fallout from a brutal war in Myanmar, among other serious issues, the controversy over Ms. Swift’s Singapore shows is “kind of refreshing,” said Susan Harris Rimmer, a law professor who has studied soft power in the region.

“It’s nice to see them arguing about something this fun, I guess, instead of really, deeply difficult things,” added Professor Harris Rimmer, who teaches at Griffith University in Australia. “But it does show there is tension and jealousy and rivalry.”

Ms. Swift’s concerts in Singapore, which follow her stops in Japan and Australia , would have been a big deal anyway. But they took on geopolitical overtones last month, when Mr. Srettha said at a business forum that Singapore had paid the artist as much as $3 million per show in order to guarantee that they would be her only tour stops in Southeast Asia.

Mr. Srettha said that he had learned the details of Singapore’s grant to the artist from the concert promoter, AEG Presents. Representatives for the promoter and for Ms. Swift did not immediately respond to requests for comment on Tuesday.

An exclusivity deal around a concert, a kind of noncompete agreement known as a “radius clause,” is standard practice in the music industry, said Susan Abramovitch, the head of the entertainment and sports law division at the international law firm Gowling WLG.

“That being said, this territorial exclusivity is more typically measured in hundreds of miles from a city rather than covering entire neighboring countries,” she said, adding that the scope of the Singapore deal was a kind of “Taylor-esque magnification” of the industry standard.

It hasn’t been received well outside Singapore.

Late last month, a lawmaker in the Philippines generated headlines by saying that he had asked the country’s Department of Foreign Affairs to discuss the exclusivity clause with the Singaporean government, saying that it had come at the expense of neighboring countries.

The lawmaker, Rep. Joey Salceda, said this week that he had raised the issue after realizing how difficult and expensive it would be for Filipinos, including members of his own staff, to attend the concerts.

“ASEAN’s core principles are solidarity and consensus,” he said in an interview, referring to the Association of Southeast Asian Nations. “What happened? They even used their tourism board to block other nations.”

Asked on Tuesday how much the grant was worth, the Singaporean government did not directly address the question. But the Tourism Board and the Culture Ministry said in a joint statement that Ms. Swift’s concerts, for which more than 300,000 tickets had been sold, would likely “generate significant benefits” for the domestic economy.

Prime Minister Lee was also asked about the grant on Tuesday at an ASEAN conference in Australia. He said it had been funded by a post-Covid tourism recovery effort and that he did not see the exclusivity clause as being “unfriendly” to other countries.

“If we had not made such an arrangement, would she have come to someplace else in Southeast Asia or more places in Southeast Asia?” he said, speaking in Melbourne. “Maybe, maybe not.”

News of the regional backlash to the grant was reported earlier by The Wall Street Journal , The Diplomat and other news outlets.

Professor Harris Rimmer said that, financial incentives aside, Singapore is a logical place for Swift to play in Southeast Asia, in part because it is safe for young female fans and has excellent transport links to the rest of the region. She said Ms. Swift’s glamorous mystique also fits nicely with Singapore’s efforts to promote itself as the “glamour kitten of Asia.”

“I don’t think she needs Singapore’s money, at this point,” she added.

Some Swifties have made their peace with the singer’s limited itinerary in their region. Mostly.

Jose Bunachita, 30, a writer in the Philippine city of Cebu, said that he saw Ms. Swift in Japan last month, and that his 11-day trip there had cost around $1,500. “I had the time of my life singing my heart out,” he said.

Still, he said, “I also feel like it would have been more of a fun experience if a majority of the concertgoers had been fellow Filipino Swifties.”

China sees robust recovery, vigorous growth in cultural, tourism industries: minister

The cultural and tourism industries in China saw strong recovery and vigorous growth in 2023, Sun Yeli, minister of culture and tourism, said on Monday.

"The tourism boom has played a crucial role in stimulating domestic demand, promoting employment, invigorating the market and bolstering confidence," Sun remarked while meeting the press after the closing of China's annual national legislative session

During the past winter season, China witnessed an ice-and-snow tourism boom in its northeastern regions. In Heilongjiang province alone, from November last year to February, the number of tourists reached 120 million, generating tourism revenue of 170 billion yuan (about $23.95 billion), according to Sun.

The entire country also experienced a tourism boom last year. Domestic tourists made nearly 4.9 billion trips in 2023, with total tourism expenditure approaching 5 trillion yuan, he said.

The market for performing arts also thrived last year. Approximately 440,000 commercial offline shows were staged, generating revenue of over 50 billion yuan. Meanwhile, online performing activities proved to be even more popular, with revenues roughly surpassing 200 billion yuan and 770 million participants, Sun said.
