Iran threatens to target Israeli nuke facilities; Middle East on 'precipice' of bigger war

The Middle East is on the "precipice" of a broader war that can be averted with a two-state solution allowing Israel and Palestine to exist side-by-side with Jerusalem as a shared capital, United Nations Secretary General Antonio Guterres told the Security Council on Thursday.

However, that solution won't come from immediate U.S. recognition of a Palestinian state after the U.S. vetoed in the Security Council a draft resolution to that effect Thursday.

Guterres' comments came as Tehran warned it has the ability to strike Israeli nuclear sites if Israel targets Iran's nuclear facilities.

Guterres said a two-state solution to the Israeli-Palestinian crisis is the basis of U.N. resolutions, international law and previous agreements. The current Israeli government, however, has shown little interest in relinquishing control of the occupied territories.

"One miscalculation, one miscommunication, one mistake, could lead to the unthinkable – a full-scale regional conflict that would be devastating for all involved and for the rest of the world," he said.

Guterres called on Israel as the "occupying power" to protect the Palestinian population in the West Bank against violence and intimidation and to allow safe passage for humanitarian aid into Gaza.

"Let me be clear − the risks are spiraling on many fronts," he said. "We have a shared responsibility to address those risks and pull the region back from the precipice."

Netanyahu on strike: Israel says it will make its 'own decisions' on retaliation

Developments:

∎The European Council said new sanctions would be imposed on Iran’s drone and missile programs as punishment for the weekend’s attack on Israel.

∎ The U.S. and Israel were to hold a virtual meeting Thursday about Israeli's planned military operation in Rafah, Reuters reported, citing a U.S. official it did not name. The U.S. and most of the world has been urging Israel to drop plans for an invasion of the southern Gaza city that has been overwhelmed by Palestinians fleeing fighting elsewhere in the enclave.

∎ Two-thirds of Gaza residences have been destroyed or damaged since the war began in October, UNICEF reported.

∎ A special State Department panel recommended months ago that Secretary of State Antony Blinken disqualify multiple Israeli military and police units from receiving U.S. aid after reviewing allegations of serious human rights abuses. ProPublica reported . Blinken has thus far not acted on the recommendations.

US says Palestinian statehood from come from deal with Israel, not UN vote

The U.S. veto of a draft resolution to grant Palestinians membership in the U.N. does not mean the Biden administration opposes their statehood, but rather that this is not the way to attain it, a senior American official said after the Security Council vote Thursday.

“The United States continues to strongly support a two-state solution,'' Deputy U.S. Ambassador to the U.N. Robert Wood told the council. "This vote does not reflect opposition to Palestinian statehood, but instead is an acknowledgment that it will only come from direct negotiations between the parties.”

The administration has been pushing for a reformed Palestinian Authority to take over governing Gaza after the war and for Israel to agree to a path for future Palestinian statehood, which the government of Prime Minister Benjamin Netanyahu fiercely opposes.

Nonetheless, PA President Mahmoud Abbas was livid over the American vote, the only one cast in the Security Council against a measure to recommend to the U.N. General Assembly that “the State of Palestine be admitted to membership.” Britain and Switzerland abstained, and the other 12 nations voted in favor.

Abbas called the U.S. decision “unfair, unethical, and unjustified,” saying in a statement that it challenged “the will of the international community, which strongly supports Palestine’s full membership.”

Iran says it could strike Israeli nuclear sites

Iran could alter its peaceful “nuclear doctrine” and if Israel targets Iranian nuclear sites "we will surely and categorically reciprocate with advanced missiles against their own nuclear sites," a senior commander in Iran’s Islamic Revolutionary Guard Corps said Thursday. Israeli Prime Minister Benjamin Netanyahu says Israel is considering retaliating against Tehran for its weekend missile and drone attack .

Tehran has repeatedly claimed its nuclear program is for civilian purposes. Israel has accused Iran of attempting to obtain nuclear strike capability and has long pledged not to allow that to happen.

“The threats of the Zionist regime (Israel) against Iran's nuclear facilities make it possible to review our nuclear doctrine and deviate from our previous considerations," Ahmad Haghtalab, the IRGC commander in charge of nuclear security, told Iran's semi-official Tasnim news agency .

Tehran's retaliatory attack came less than two weeks after an airstrike linked to Israel destroyed Iran's consulate in Damascus, killing several high-ranking Iranian military officers.

Over 100 arrested at Columbia University antiwar protest

New York City police arrested over 100 people Thursday after Columbia University students set up encampments to protest Israel’s war in Gaza.

Video showed NYPD forcibly moving students out of tents at the center of Columbia’s campus in Manhattan. University President Minouche Shafik told police the encampments began early Wednesday morning with more than 100 people occupying the South Lawn of the campus.

New York City Mayor Eric Adams confirmed the NYPD made more than 108 arrests.

Demonstrators were warned multiple times that they were not allowed to occupy the space and needed to disperse, Shafik said. All those participating were told they were trespassing and have been suspended, she said.

On Wednesday, Shafik appeared before a congressional hearing in Washington, D.C., regarding antisemitism on campus. She defended free speech, but when asked whether calling for the genocide of Jewish people would violate Columbia’s rules, she said yes.

Qatar backing away from mediator role

Criticism in the U.S. Congress helped fuel Qatar’s decision to announce a re-evaluation of its role as mediator in hostage negotiations between Israel and Hamas, a senior Arab official tod The Times of Israel. The majority of Qatar’s frustration is directed at the Israeli government, which has led much of the criticism against Doha, the official said. But he added that recent remarks from Congress members also played a role in the decision.

Democratic Rep. Steny Hoyer of Maryland called for the US to re-evaluate its ties to Qatar if Doha fails to pressure Hamas in the negotiations, and a group of Republican lawmakers submitted legislation aimed at stripping Doha of its coveted status as a major non-NATO ally.

US announces Iran sanctions after 'unprecedented' attack on Israel

The Treasury Department announced sanctions Thursday for 16 people and multiple companies linked to production of drones used in Iran's "unprecedented" weekend attack on Israeli territory. The sanctions target the Iranian drone program and steel and auto industries accused of working on behalf of Iran’s Islamic Revolutionary Guard Corps.

The department statement notes that Iran’s metals sector generates several billion dollars in revenue annually, mostly from steel exports. The sanctions were coordinated with Britain and in consultation with "partners and allies," the statement said.

"We’re using Treasury’s economic tools to degrade and disrupt key aspects of Iran’s malign activity, including its UAV program and the revenue the regime generates to support its terrorism,” Treasury Secretary Janet Yellen said. “We will continue to deploy our sanctions authority to counter Iran with further actions in the days and weeks ahead."

Iran says US was told it would not be targeted

Tehran, before launching retaliatory strikes at Israeli targets last weekend, notified U.S. officials that American military bases and interests in the region would not be targeted unless Washington aided in Israeli attacks on Iranian interests, a top Iranian official said Thursday. White House national security spokesperson John Kirby has said the United States did exchange messages with Iran but has dismissed as "ridiculous" claims that U.S. officials were informed of Iran's timeframe or targets.

Iranian Foreign Minister Hossein Amirabdollahian told the Islamic Republican News Agency the messages were exchanged through the Swiss Embassy, which represents U.S. interests in Iran to prevent the escalation of tensions. Iran had exercised restraint "considering the regional conditions" but repeatedly asked the U.N. secretary-general and Security Council to fulfill their duties and confront Israel's actions. Tehran then decided to initiate the strikes on Israeli targets.

Israel said 99% of the approximately 350 "suicide drones, cruise missiles, ballistic missiles, and rockets" launched from Iran, Iraq, Yemen and Hezbollah in Lebanon were intercepted.

Rescue teams search for two missing people in Oman as bad weather disrupts travel in the United Arab Emirates.

Heavy rains and flash floods have swept parts of the Gulf region, killing at least 18 people in Oman and causing travel disruption in the United Arab Emirates (UAE).

In Oman, the death toll announced on Tuesday included at least nine schoolchildren and their driver whose vehicle was washed away by the floodwaters in Samad A’Shan on Sunday.

The National Committee for Emergency Management said rescue teams were still searching for two missing people.

The government gave administrative staff in public and private sectors the day off due to the bad weather conditions in several provinces, while remote work was recommended in other parts of the sultanate. Schools across the country largely shut before the storm and government employees were working remotely if able. Many workers stayed home as well, though some ventured out, with the unfortunate stalling out their vehicles in deeper-than-expected water covering some roads.

Authorities sent tanker trucks into the streets and highways to pump away the water.

Initial estimates suggested more than 30mm (1.2 inches) of rain fell over the morning in Dubai, with as much as 128mm (5 inches) of rain expected throughout the day.

Rain also fell in Bahrain, Qatar and Saudi Arabia.

4 travel secrets of the mega-rich, from a vacation planner for billionaires

Imagine closing down Versailles to enjoy a private candlelit dinner.

That's the reality for the ultra rich, and people like Jaclyn Sienna India make it happen.

India is the founder of a Sienna Charles , a members-only travel agency that caters to wealthy clients who take million-dollar trips around the world. India recently discussed her work and billionaire clientele in a Q&A with The Cut .

Her company's services include a $75,000 annual tier for unlimited travel and dining reservations, and a $150,000 yearly option to tack on a "lifestyle" component. That includes "arranging spa appointments, recruiting house staff, helping clients build a home gym, whatever they need," India told The Cut.

She shared some of the travel secrets of her unthinkably wealthy clients:

1. Penthouse suites are out, yachts are in

Most of India's clients are 55- to 75-year-old ex-finance workers in New York City, but in recent years, she's seen more interest from people in Dallas and Los Angeles who work in finance or film. Her newest clientele are tech VIPs in their 40s and 50s.

India's typical clients are no stranger to booking hotel suites for $30,000 a night, but it's becoming more passe.

The mega-rich want their accommodations loaded up with their preferred foods, fancy water and drinks as well as other, more-specific requests (a space with seven dog beds, for instance), but training hotel staff on everything within a few days is inefficient.

The trendier thing to do is stay at a villa or yacht owned and rented out by billionaires.

"[The owner] has customized everything, picked his staff, and trained them for expectations that are otherworldly," India said. All of that means her clients can "relax deeply because the staff knows how to deliver excellence every minute."

2. They don't deal with luggage

Unlike the rest of us, the rich aren't worried about airline baggage fees. Then again, they're not schlepping their suitcases at all.

Instead, they ship it, India said: "Just throw a FedEx label on it, and it arrives at your destination the next day."

3. They're not dining out at fancy restaurants

Though Sienna Charles staffers know all the best restaurants and how to get impossible reservations, India says many of her clients don't eat out when they travel.

That's what their private chefs are for, she says.

The chefs travel with clients and help maintain their diet and medical or health goals, India said. She gave an example of one client who traveled to San Francisco for two weeks, brought his chef and only ate out once.

"He has all the money in the world, but he didn't want to go to Michelin-star restaurants," India told The Cut. "A lot of our clients work really, really hard, and it's important for them to have consistency and routine wherever they go."

4. They want unique experiences

If you want to rub shoulders with a billionaire this summer, India said they're increasingly trading the typical hotspots (think: Capri) for more "unique experiences."

"They're taking the yacht around Sardinia or going to smaller islands in Sicily," she said.

Sometimes her clients have specific travel requests, like wanting to take a family trip to Rome in a specific timeframe. More often than not, they're pretty general about their vision and want help with the specific details.

One recent tech billionaire "told me they want to go to Europe in August for nine days, just the couple, no kids," India said. "And that's all they said. This is pretty common."

As for those with more modest means, India's best advice is to "normal" people is to steer away from places where celebrities and influencers abound. Or, at least, recognize that you're unlikely to get a similar A-lister experience if you go.

For example, she said, "The Hamptons are good if you stay at somebody's house and lay out at their pool and you have beach access. But if you go to be a lookie-loo and you're staying at a hotel and the traffic sucks and you can't get into a restaurant because nobody knows who you are, then that's probably not the best destination."

German Chancellor Olaf Scholz had a telephone call with Israeli Prime Minister Benjamin Netanyahu today and discussed the state of the region, a spokesperson for the German government has said.

"The chancellor emphasised that it was essential to avoid a regional escalation," the spokesperson said.

It comes as Iran and Israel, who have been locked in a shadow war for years, try to dial back tensions following a series of escalatory attacks between them as the Israel-Hamas war inflames the wider region.

Israel war cabinet member Benny Gantz has spoken with US Secretary of State Antony Blinken and asked him to reconsider the decision to sanction the IDF's Netzah Yehuda battalion, the American news website Axios reports, citing Mr Gantz's office.

For context : This weekend a report from Axios claimed the US was expected to announce sanctions within days on the IDF battalion for human rights violations in the occupied West Bank.

Prime Minster Benjamin Netanyahu has already responded, warning it is "forbidden" to sanction the IDF.

The Axios report adds it would be the first time the US has imposed sanctions on an Israeli military unit.

Israel and Iran have been at war for decades but they have been fighting in the shadows.

Analysts believe both countries are now trying to ease tensions following a series of escalatory attacks between them.

Here, our international affairs editor Dominic Waghorn explains how we got here and what could be next.

We have been reporting today on Israeli strikes on the southern Gaza city of Rafah overnight which killed 22 people, including 18 children, according to health officials.

Now, the IDF has responded to the overnight strikes.

"At the given times, the IDF struck several military targets of the terrorist organisations in Gaza including military compounds, launch posts and armed terrorists," it said in a statement.

For context : Israel has carried out near-daily air raids on Rafah, where more than half of Gaza's population of 2.3 million have sought refuge from fighting elsewhere.

It has also vowed to expand its ground offensive to the city on the border with Egypt despite international calls for restraint, including from the US.

Israel will "increase the political and military pressure on Hamas in the coming days", Benjamin Netanyahu has said.

Speaking before the Jewish holiday of Passover that starts tomorrow, the Israeli leader said all proposals for the release of hostages had been "outright rejected by Hamas".

"In the coming days we will increase the military and political pressure on Hamas because this is the only way to free our hostages and achieve our victory," he said.

He also responded to reports of imminent US sanctions on the IDF religious battalion Netzah Yehuda saying: "If anyone thinks they can impose sanctions on a unit in the IDF I will fight it with all my might."

The balance between the right to protest and the rights of everyone else had been completely lost, a charity that protects British Jews from antisemitism has said.

We have been reporting this weekend on a Met Police officer who was recorded preventing a Jewish man from crossing a road by a pro-Palestinian march because he is "openly Jewish".

The force has since apologised.

Responding to the incident in a statement on X, the Community Security Trust (CST) noted that since 7 October it had seen a "record increase in anti-Jewish hate crime against a backdrop of constant anti-Israel hate demonstrations".

It said CST was working with the police to protect the Jewish community but despite "all the good work" there had been "mistakes".

"This latest case fits that profile, with the context and detail lost in the heat of controversy. An individual officer tried to do the right thing but ended up making things worse in a very difficult moment," the charity said.

The broader question, the CST said, was "how much longer these costly and disruptive protests will be allowed to continue".

"It feels like any balance between the right to protest and the rights of everyone else had been completely lost, with extremists the only ones to benefit, Jews the first to suffer and the police often caught in the middle," it added.

The Israeli military says its soldiers shot two Palestinians who tried to attack them in the West Bank this morning.

We reported earlier today the IDF claimed two Palestinians tried to stab and shoot its soldiers near the city of Hebron (see our 9.13am post).

One was reported dead, but now the Palestinian health ministry says both have been killed.

The Israeli military said: "One of the terrorists attempted to stab IDF soldiers that were in the area, who responded with live fire and neutralised him."

The force added: "At the same time, the other terrorist opened fire at the soldiers, who responded with live fire and neutralised him too."

The official Palestinian news agency WAFA, quoting local sources, said ambulance crews were prevented from reaching the two men.

Palestinian security sources told WAFA the two men, aged 18 and 19, died and that they were still unable to collect their bodies.

A Tory peer has called for the Gaza conflict to end "immediately" as he criticised Israel for an alleged attack on Rafah that killed at least 22 people.

Israel has been carrying out air raids on the southern Gazan city almost daily, with the latest round reportedly killing 17 children of the same extended family overnight (see our 1.46pm post).

Lord Ahmad, a minister at the foreign office, said on X: "Appalled by the Israeli strike on a residential apartment in the densely populated Rafah in Gaza, which resulted in more children being killed.

"We must stop this fighting immediately and bring an end to this conflict."

It comes just one day after nine people were reportedly killed in another airstrike on the city, including six children, according to Palestinian authorities.

Hundreds of thousands of Palestinians are seeking safety in Rafah, having fled attacks elsewhere in the Gaza Strip.

The IDF says it is unaware of any US sanctions against one of its battalions, after a report claimed Washington is planning such a step against a unit for alleged human rights violations in the West Bank (see our 8.14am post).

The military said that its Netzah Yehuda battalion - which is reportedly the target of potential sanctions - is an active combat unit that operates according to the "principles of international law".

"Following publications about sanctions against the battalion, the IDF is not aware of the issue," military spokesperson Daniel Hagari said.

"If a decision is made on the matter it will be reviewed.

"The IDF works and will continue to work to investigate any unusual event in a practical manner and according to law."

We reported this morning the Board of Deputies of British Jews has called for an urgent meeting with Met Police chief Sir Mark Rowley, following an officer's handling of an antisemitism campaigner near a pro-Palestinian march (see our 10.14am post).

The group has now said it will meet with Sir Mark later this week, along with the Jewish Leadership Council and antisemitism charity CST.

The Campaign Against Antisemitism, whose chief executive Gideon Falter was the campaigner called "openly Jewish" by a police officer last weekend, has told Sky News it has not been invited to the meeting.

Mr Falter had earlier called for Sir Mark to resign, as did former home secretary Suella Braverman.

In a video of the incident, an officer appears to prevent Mr Falter from crossing the road and tells him: "You are quite openly Jewish.

"This is a pro-Palestinian march. I am not accusing you of anything, but I am worried about the reaction to your presence."

A government source said Prime Minister Rishi Sunak is "appalled" at what happened.

The Met Police has apologised.

Dubai flooding hobbles major airport's operations as "historic weather event" brings torrential rains to UAE

Dubai, United Arab Emirates — The desert nation of the United Arab Emirates attempted to dry out Wednesday from the heaviest rain ever recorded there after a deluge flooded out Dubai International Airport, disrupting travel through the world's busiest airfield for international travel. The state-run WAM news agency called the rain Tuesday "a historic weather event" that surpassed "anything documented since the start of data collection in 1949."

The rains began late Monday, soaking the sands and roadways of Dubai with some 0.79 inches of rain, according to meteorological data collected at Dubai International Airport. The storms intensified around 9 a.m. local time Tuesday and continued throughout the day, dumping more rain and hail onto the overwhelmed city.

Flooding impacts Dubai International Airport

By the end of Tuesday, more than 5.59 inches of rainfall had soaked Dubai over 24 hours. An average year sees just 3.73 inches of rain fall at Dubai International Airport, a hub for the long-haul carrier Emirates.

At the airport, standing water lapped on taxiways as aircraft landed. Arrivals were halted Tuesday night and passengers struggled to reach terminals through the floodwater covering surrounding roads.

The airport said in a series of social media posts that all operations were halted for about 25 minutes on Tuesday afternoon and that all arrivals would be diverted after that "until the weather conditions improve." Late Wednesday morning, the airport and the flagship carrier Emirates were still warning travelers not to come to the airport unless absolutely necessary, saying all flight check-in was still suspended.

"Flights continue to be delayed and diverted. Please check your flight status directly with your airline," the airport said in a tweet. "We are working hard to recover operations as quickly as possible in very challenging conditions."

One couple, who spoke to The Associated Press on condition of anonymity in a country with strict laws that criminalize critical speech, called the situation at the airport "absolute carnage."

"You cannot get a taxi. There's people sleeping in the Metro station. There's people sleeping in the airport," the man said Wednesday.

They ended up getting a taxi to near their home some 18 miles away, but floodwater on the road stopped them. A bystander helped them over a highway barrier with their carry-on luggage, the bottles of gin they picked up from a duty-free store clinking away.

Paul Griffiths, the airport's CEO, acknowledged continued issues with flooding Wednesday morning, saying every place an aircraft could be safely parked was taken. Some aircraft had been diverted to Al Maktoum International Airport at Dubai World Central, the city-state's second airfield.

"It remains an incredibly challenging time. In living memory, I don't think anyone has ever seen conditions like it," Griffiths told the state-owned talk radio station Dubai Eye. "We are in uncharted territory, but I can assure everyone we are working as hard as we possibly can to make sure our customers and staff are looked after."

Did "cloud-seeding" contribute?

Rain also fell in Bahrain, Oman, Qatar and Saudi Arabia. However, the rains were acute across the UAE. One reason may have been " cloud seeding ," in which small planes flown by the government go through clouds burning special salt flares. Those flares can increase precipitation.

Several reports quoted meteorologists at the National Center for Meteorology as saying they flew six or seven cloud-seeding flights before the rains. The center did not immediately respond to questions Wednesday, though flight-tracking data analyzed by the AP showed one aircraft affiliated with the UAE's cloud-seeding efforts flew around the country Sunday.

The UAE, which relies heavily on energy-hungry desalination plants to provide water, conducts cloud seeding in part to increase its dwindling, limited groundwater.

Flooding closes schools across UAE

Schools across the UAE, a federation of seven sheikhdoms, largely shut ahead of the storm and government employees were largely working remotely if they could. Many workers stayed home as well, though some ventured out, with the unfortunate ones stalling out their vehicles in deeper-than-expected water covering some roads.

Authorities sent tanker trucks out into the streets and highways to pump away the water. Water poured into some homes, forcing people to bail out their houses.

The country's hereditary rulers offered no overall damage or injury information for the nation, as some people slept in their flooded vehicles Tuesday night. In Ras al-Khaimah, the country's northernmost emirate, police said a 70-year-old man died when his vehicle was swept away by floodwater.

Fujairah, an emirate on the UAE's eastern coast, saw the heaviest rainfall Tuesday with 5.7 inches falling there.

Authorities canceled school and the government instituted remote work again for Wednesday.

Rain is unusual in the UAE, an arid, Arabian Peninsula nation, but occurs periodically during the cooler winter months. Many roads and other areas lack drainage given the lack of regular rainfall, causing flooding.

Meanwhile in neighboring Oman, a sultanate that rests on the eastern edge of the Arabian Peninsula, at least 19 people were killed in heavy rains in recent days, according to a statement Wednesday from the country's National Committee for Emergency Management. That includes some 10 schoolchildren swept away in a vehicle with an adult, prompting condolences from rulers across the region.

Climatologists have warned for years that human-driven climate change is fueling more extreme and less predictable weather events across the globe.

Parts of southern Russia and Central Asia have also been dealing for days with unusually damaging amounts of rainfall and snowmelt, forcing tens of thousands of people to evacuate to higher ground and killing more than 60 people in Pakistan and Afghanistan.
