Hours of duty and work schedules.

A basic workweek is the officially prescribed days and hours during which a full-time employee is entitled to basic pay. The basic work week for all full-time employees in the Department is 8:30 a.m. to 5:00 p.m., Monday through Friday, including a daily non-compensable lunch period of 30 minutes. Variations from the basic workweek may be authorized by the head of an operating unit or an official to whom personnel management authority is delegated in DAO 202-250. A basic workweek may not extend over more than six of any seven consecutive days.

A regularly scheduled administrative workweek is the period an employee is regularly scheduled to work within an administrative workweek (i.e., a period of seven consecutive 24-hour periods designated in advance). For a full-time employee, it consists of the 40-hour basic workweek plus any periods of regularly scheduled overtime work. For a part-time employee, it means the officially prescribed days and hours during which the employee is regularly scheduled to work. 

A tour of duty is the hours of a day (a daily tour of duty) and the days of an administrative workweek (a weekly tour of duty) that constitute an employee’s regularly scheduled administrative workweek. 

An employee’s tour of duty is to be scheduled so it corresponds with the employee’s actual work requirements and ensures that functions are adequately staffed during office or bureau operating hours. The appointment SF-50, Notification of Personnel Action, will reflect the employee's initial tour of duty.

Scheduling Considerations . A regularly scheduled administrative workweek must be established for every full-time employee unless the employee works a first 40-hour tour of duty, is paid annual premium pay for standby duty, works a flexible or compressed work schedule, or is intermittent. 

When an assignment to a new tour of duty is necessary, an employee must be given as much advance notice as possible. Unless there is a bargaining unit agreement that states otherwise, it is standard practice that schedules be established by 6 p.m. Friday of the week prior to the one in which the time will be worked. A schedule may need to be established earlier depending on the hour a majority of the employees depart the workplace. Absent a bargaining unit agreement, published policy, posted schedule or notification that says otherwise, an employee's schedule is deemed set for the following week at that time.

Special Tours of Duty 

Part-time Employment . Part-time schedules may be established when the workload will not support full-time employment or when an employee asks to work part-time and the request can be accommodated. A permanent part-time employee may not work less than 16 hours or more than 32 hours in a week. Temporary part-time employees are not held to these limitations. 

Part-time employment may be scheduled in quarter hour increments, e.g., Monday 9:15 a.m. to 3:00 p.m., in organizations which charge leave in quarter hour increments, however, the end result may not be a biweekly tour with fractions (e.g., 17 ½ hours, etc.). Otherwise, part-time schedules must be established in whole hours.

When a part-time employee's schedule changes to full-time for more than two consecutive pay periods, the change must be documented by a personnel action to ensure the employee’s leave, service credit and benefits are appropriately applied. 

Intermittent Employment . Intermittent work schedules may be established when the work of a less than full-time position is so sporadic and unpredictable that a tour of duty cannot be scheduled in advance. The hours when the employee’s services are required constitute the hours of duty.

When the work of an intermittent employee becomes regularly scheduled in nature, i.e., for more than two consecutive pay periods, the employee's schedule must be changed by personnel action for the same reasons outlined above under part-time employment.

Mixed Tours . Because of changing workloads, employees may be scheduled to a mixed tour which includes periods of full-time, part-time, and intermittent or furlough employment. Employees who are hired to work a mixed tour as a condition of employment are exempt from the 16 to 32 hour per week part-time employment restriction.

First 40 Hours Tour. When the work situation is such that it is impossible to schedule the hours or days of a regularly scheduled administrative work-week, but employees will perform at least 40 hours of work in an administrative work-week, the employee may be assigned to a tour of duty which consists of the first 40 hours of work performed over not more than 6 days of the administrative workweek. This situation is not limited to - but is not uncommon in - scientific and engineering environments. 

Changing a Tour of Duty 

Assignments to tours of duty must be scheduled in advance of the administrative workweek over periods of not less than one week. A regularly scheduled administrative workweek must be rescheduled whenever it is known in advance that based on work requirements the specific days and hours of a day actually required of an employee will differ from those required in the current administrative workweek. The employee shall be informed of the change and the change must be recorded on the employee’s time and attendance report.

An employee's tour may not be changed solely to avoid paying premium pay to which the employee would otherwise be entitled or to avoid the costs incurred because of a holiday, absence for military or court leave, absence resulting from an on-the-job injury, or absence in connection with funerals of immediate relatives in the armed forces.

Rescheduling could be required for such purposes as to permit an employee’s attendance in a training class (as described below) or conference, when an employee under an Alternative Work Schedule (AWS) is in travel status at a location not under an AWS, or to substitute for an absent employee’s tour of duty. See section titled Alternative Work Schedules.

Rescheduling for Educational Purposes . A special tour of duty may be authorized to permit an employee to take one or more courses at college, university, or other educational institution. In this situation, the courses cannot be training under the Government Employees’ Training Act; the rescheduling will not prevent the employee from accomplishing required work; additional costs for personal services will not be incurred; and completion of the courses will equip the employee for more effective work in the agency.

Varied work hours under this heading must be requested by the employee in writing.

Scheduling Travel

Employee travel should be scheduled to take place during regular working hours to the extent possible. However, an employee may be required to travel on personal time, e.g., after normal working hours, on weekends or a holiday. A supervisor who requires an employee to perform travel on personal time, when such travel is not compensable by premium pay (see Part II, Pay Handbook, Premium Pay), must, if the employee requests it, provide reasons in writing for ordering the employee to travel during those hours. A copy of the statement must be retained with the employee's time and attendance report.

Scheduling Lunch Periods

The law and regulation do not specifically address "lunch periods". 5 U.S.C. 6101(a)(3)(F) includes a prohibition against breaks in employee working hours of more than one hour (the Office of Personnel Management cites this law as the authority for allowing employees a non-compensable lunch break). It is practice throughout government that any workday of five hours or more include a 30-minute non-compensable lunch period. This may be extended to one hour if the workday is correspondingly extended.

An employee may not work through the lunch period in order to extend paid time or to otherwise modify his or her established schedule. 

Scheduling Breaks

Compensable rest periods during the workday may be authorized for health and safety or efficiency reasons. Rest periods must not exceed 15 minutes during each four hour period of work. They must not be scheduled immediately before or after lunch periods or at the start or end of a workday. Employees are generally not authorized to leave the work place during rest periods because they are in pay status (Comp. Gen. B-1190011, dated December 30, 1977). 

Scheduling Preparation and Clean Up Time

A reasonable amount of the scheduled workday may be set aside for preparation and clean up activities. If this kind of activity cannot be included in an employee's scheduled work-day, up to 30 minutes overtime may be authorized. 

Daylight Savings Time

An employee working on a shift when daylight savings time goes into effect will be credited with the actual number of hours worked on that shift. If an employee is not permitted to work an additional hour, the hour lost in the change to daylight savings time will be charged to annual leave, accrued compensatory time, accrued credit hours, if on a flexible alternative work schedule, or leave without pay (LWOP) as appropriate. An employee working on shift upon return to standard time is credited for the actual number of hours worked on that shift.

Official Time and Resources by Members of the National Guard and Armed Forces Reserves

Supervisors may approve limited use of official time and agency resources for National Guard or Armed Forces Reserves members for Guard or Reserve activities during the employee’s regular working hours if the use involves minimal expense to the Government and does not interfere with official business. An example is when the employee/Reserve member is required to verbally contact other Reserve unit members and report back to the Reserve center by voice or fax of the unit members’ availability. 

The use of such time and resources should be limited to situations where the employee is called upon to complete some incidental Guard or Reserve function that the employee cannot reasonably schedule for non-working hours or for which he or she cannot make reasonable arrangements to carry out elsewhere. The Guard or Reserve activity must not interfere with the agency’s mission and the employee’s responsibility to the agency. Employees are to obtain supervisory approval prior to performing incidental Guard or Reserve activities during working hours. (See GAO Opinion B-277678, January 4, 1999)

The long arm of the law has been extended to catch up with smugglers, poachers, illegal fishers, drugs, firearms and human traffickers on land and sea. In Maritime Law Enforcement, Philippine Coast Guard Units composed of competent and highly-trained personnel from the Special Operations Group (SOG), Coast Guard K9 Unit, Task Force Sea Marshal and other operating forces are always ready to deter and neutralize such criminal acts and other maritime threats.

On a 24/7 basis, the Task Force Sea Marshal continues to provide security coverage to high-interest domestic vessels particularly major passenger-cargo vessels on long voyages, and mobile offshore drilling units. Task Force Sea Marshal (TFSM) which created by virtue of the authority vested by the office of the President in 2004, deploys composite teams of the Philippine Coast Guard (PCG), AFP NCRCOM and Philippine National Police Maritime Group (PNP MG) personnel on board vessels departing from various ports and act as security and deterrent forces while the vessels are underway. An element from the Philippine Coast Guard acts as head of every Sea Marshal Team. The TFSM which is composed of some 200 officers and enlisted personnel, is under the operational control of Coast Guard District National Capital Region-Central Luzon (CGDNCR-CL).

The Deployable Response Group (DRP), based on the new PCG operational doctrine, can be deployed in a moment's notice in time of maritime emergencies 24/7. The DRG is composed of specialized teams from CG Ready Force, Coast Guard Air Group, Special Operations Group, Coast Guard K-9, Task Force Sea Marshal, Medical Service, Marine Environmental Protection Command and PCG Auxiliary volunteers.

Maritime Safety, particularly the seaworthiness of every vessel leaving port, is ensured through the intensified conduct of Mandatory Pre-departure Inspection, Emergency Readiness and Operational Readiness Evaluation, vessel safety inspections and publication of Notice to Mariners, among others.

PCG devotes a major part of its resources to guarantee the cleanliness of the Philippines' aquatic resources. Under its marine environmental protection function, PCG implements all possible measures in preventing oil and other pollutants from the country's pristine waters.

Republic Act No. 9993 Philippine Coast Guard Law of 2009

AN ACT ESTABLISHING THE PHILIPPINE COAST GUARD AS AN ARMED AND UNIFORMED SERVICE ATTACHED TO THE DEPARTMENT OF TRANSPORTATION AND COMMUNICATIONS.

THEREBY REPEALING REPUBLIC ACT NO. 5173, AS AMENDED AND FOR OTHER PURPOSES

Cognizant of the need to devote PCG assets to respond to the demands of the modernizing maritime sector of the 20th century, Executive Order No. 475 ordered the transfer of PCG from the Department of National Defense (DND) to the Office of the President in 1998 Executive Order 477 caused the PCG to be transferred from the Office of the President to the Department of Transportation and Communications (DOTC).

On February 12, 2010, the PCG's place under the DOTC was given statutory approval by Congress with the enactment of the Republic Act 9993, an act establishing the PCG as an armed and uniformed service attached to the DOTC, otherwise known as the Philippine Coast Guard Law of 2009. The Implementing Rules and Regulations (IRR) under this law have already been approved.

The driving motive that pushed the PCG through all these transformations is the desire to respond to the call of generations of Filipinos for safer, cleaner and more productive seas In its present form, the PCG is optimistic that it can keep in step with the evolving needs of the present-day users of the sea and bring the benefits of a vast Philippine wealth within reach of the citizens of this glorious maritime country.

235 - Tour of Duty Not Balanced

This topic has been updated to modify the following TIME edit messages to exclude Transportation Security Administration (TSA) for shift work using Prefix 81.

Description

Error: The base hours recorded are not equal to the employee’s tour of duty hours.

The base hours in pay status must be equal to or greater than the tour of duty hours, but must not be greater than 80 hours for the pay period.

Note: The tour of duty can be less than 80 hours if the employee is hired any time other than at the beginning of the pay period, is terminated other than at the end of the pay period, or changes type of employment during the pay period.

The total for the following transaction codes (TCs) cannot exceed 80 hours: 01 , 04 , 05 , 11 , 19 , 26 , 35 , 36 , 37 , 38 , 50 , 59 , 60 - 69 , 71 , 72 , 73 , and 74 .

Exception: The tour of duty hours can exceed 80 if the employee is filling in for absence without leave (AWOL).

For any hours using prefix 81, the hours will be processed as the system is currently coded to not pay the employee for those hours. The hours will also not be applicable toward the hourly overtime cutoff. There will be no impact or changes to current configurations for leave accrual, benefits, or retirement calculations.

Note: Exclude Transportation Security Administration (TSA) Shift Work with prefix 81 from an employee's tour of duty hours. This will allow the hours earned with prefix 81 to exceed the allowable hours (excess prefix 81 hours are to be ignored by these edits).

Delete the excess hours and notify the Agency, if appropriate, or fill the tour of duty by adding the necessary number of AWOL hours.

Emirates told cabin crew to report for duty during historic Dubai flood despite government's stay-at-home warning, report says

Emirates flight attendants in Dubai were told to still report for duty while a flood left much of the city's airport underwater.

A memo sent to the airline's cabin crew was obtained by the " A Fly Guy's Cabin Crew Lounge ," a Facebook page where aviation industry staff share gossip and stories.

It encouraged staff to make their way to the airport despite the government telling people to stay at home.

"We are operating our flights safely, and it's important our operations carry on for the sake of our customers," the email reportedly read.

It added: "If you are rostered for duty, please continue to make your way safely to work."

Aviation news site Paddle Your Own Kanoo first reported the memo as posted on Facebook.

The media office for the Emirati government said the country witnessed the largest amount of rainfall in 75 years.

Schools in the United Arab Emirates were closed until the end of the week, while federal government employees were told to work remotely.

At Dubai International Airport , some planes tried to battle through the flood. Its terminals began to reopen early Thursday morning local time, although the airport said on X: "Flights continue to be delayed and disrupted."

54% of flights leaving Dubai International on Tuesday were canceled, according to data from FlightAware . More than 800 flights have been canceled over the past three days.

Taylor Swift released a new album Friday , but not all listeners are loving a controversial line from her new song, "I Hate It Here."

In the track off of "The Tortured Poets Department: The Anthology," a deluxe version of her new album, the Eras Tour singer sings about discontent and the way our recollections are distorted by nostalgia. In it, she says she wants to return to an era that ended more than a century before her career began.

"My friends used to play a game where we would pick a decade we wished we could live in instead of this / I'd say the 1830s but without all the racists and getting married off for the highest bid," Swift sings in the track .

Russian weapons help Iran harden defenses against Israeli airstrike

Intelligence officials say tehran’s growing partnership with moscow is strengthening the capabilities of both countries.

Last March, a Russian arms maker invited a delegation of Iranians to a VIP shopping tour of its weapons factories. The 17 visitors were treated to lunches and cultural shows and, on the final day, toured a plant that makes products long coveted by Tehran: advanced Russian air defense systems for shooting down enemy planes.

The factory, NPP Start, in the city of Yekaterinburg, is under U.S. sanctions for supporting Russia’s war against Ukraine. Among its wares are mobile launchers and other components for antiaircraft batteries — including Russia’s S-400, which military analysts assess to be capable of detecting and destroying stealth fighter jets flown by Israel and the United States.

A leaked Russian document, part of stolen Iranian emails posted online in February by a hacker group, described the tour as a showcase for “scientific and technical potential and production capabilities” that Russia could offer Iran.

Whether the visit led directly to a purchase is unknown. But the trip is emblematic of what intelligence officials describe as a deepening strategic partnership between Moscow and Tehran in the two years since Russia’s full invasion of Ukraine — an alliance that could emerge as a significant factor as Israeli leaders weigh possible military strikes in retaliation for the hundreds of drones and missiles launched against Israel over the weekend.

Iran opened a dangerous new chapter in its relations with Russia by agreeing in 2022 to supply thousands of battlefield drones and missiles to aid Moscow in its war against Ukraine. The expanded ties have now helped cement agreements between Moscow and Tehran, including a pledge by Russia to provide its ally with advanced fighter jets and air defense technology, assets that could help Tehran harden its defenses against any future airstrike by Israel or the United States, according to U.S., European and Middle Eastern intelligence officials and weapons experts. The officials, like several others interviewed for this article, spoke on the condition of anonymity to discuss sensitive matters.

It is not known how many of the systems have been provided and deployed, but Russian technology could turn Iran into a far more formidable adversary, with an enhanced ability to shoot down planes and missiles, the officials and experts said.

The weapons deals, some details of which have not been reported previously, are part of a broader collaboration that includes co-production of military drones inside Russia, the sharing of anti-jamming technology, and real-time battlefield assessments of weapons deployed against NATO-equipped forces in Ukraine, the intelligence officials and weapons experts said. The cooperation is reaping substantial benefits for both countries, while elevating Iran’s status from junior ally to strategic partner, they said.

“It’s no longer the patron-client dynamic, where Russia holds all the leverage,” said Hanna Notte, director of the Eurasia Nonproliferation Program at the James Martin Center for Nonproliferation Studies. “The Iranians are accruing benefits from this change. The nature of their relationship has gone beyond just getting things. There’s knowledge transfer, there’s intangible gains.”

Intelligence officials described Russia as “advancing” agreements negotiated in secret to supply Iran with Su-35s, one of Russia’s most capable fighter-bombers and a potentially dramatic upgrade for an Iranian air force that consists mainly of rebuilt U.S. and Soviet aircraft dating from before 1979. Russia also pledged to provide technical help with Iranian spy satellites as well as assistance in building rockets to put more satellites into space, the officials said.

There is no public evidence that Su-35s have been delivered; the holdup may be a delay by Iran in paying for the planes, according to a U.S. and a Middle Eastern intelligence official with detailed knowledge of the deal.

On the defensive side of the ledger, Iran has long sought Russia’s top-of-the-line antiaircraft missile batteries to protect its nuclear and military facilities against a possible U.S. or Israeli strike. In 2007, Tehran cut a deal to purchase Russia’s S-300 antiaircraft system, but Moscow delayed supplying the weapons amid pressure from the United States and European powers. The self-imposed ban ended in 2016, and Iranian S-300s became operational in 2019.

Iran has since sought to purchase Russia’s more capable S-400 system, although whether Moscow has moved to provide S-400 batteries is not publicly known.

Some variants of the S-400 are equipped with radars that can defeat stealth technology used by modern warplanes. Russia has deployed the S-400 to protect its military bases in Syria, and the batteries constitute a potentially lethal threat to U.S. and Israeli military aircraft that occasionally operate in Syrian airspace.

An Israeli airstrike on Iran’s consulate in Damascus on April 1 killed two Iranian generals and led directly to Iran’s decision to launch drones and missiles against Israel over the weekend.

Lt. Gen. Herzi Halevi, the Israel Defense Forces chief of staff, said Monday that Iran’s attack “will be met with a response.”

If delivered, the new Russian antiaircraft missiles and anti-stealth systems, deployed to protect underground bases carved in rocky mountains , would assuredly make Iranian airspace “a more dangerous place,” said Can Kasapoglu, a senior fellow with the Hudson Institute, a Washington think tank.

“This is important at a time when the regime is fast and unchecked moving toward a bomb,” Kasapoglu said. In addition, he said, “any engagement [with Israel] will take place in the Iranian airspace, where Tehran will hold the advantage of playing at home.”

Moscow also is reaping benefits from the collaboration, intelligence officials said. In addition to thousands of drones procured from Iran, Russia agreed late last year to purchase about $2 billion worth of additional military goods, including anti-drone defensive systems that have become a top priority for Russian generals in Ukraine, according to two intelligence officials with detailed knowledge of the deal.

Iran has separately agreed to sell Russia surface-to-surface missiles for use in Ukraine and, according to a new intelligence assessment, is expected to begin transfer of the weapons imminently. Spy agencies have seen no evidence so far that the missiles have been delivered, the officials said.

The production of battlefield drones, meanwhile, has evolved into a joint venture between the two countries, intelligence officials said. Initially, Iran’s provision of drones to Russia was an attempt by Tehran to help its ally plug a hole in its military campaign against Ukraine. Russia, which possessed few battlefield drones at the start of the war, began using two types of Iranian-made Shahed drones in the fall of 2022: the long-range, sweptwing Shahed-131 and the Shahed-136.

By midsummer 2023, Russia was beginning to manufacture Iranian-designed Shahed-136 drones indigenously, at factory in Alabuga, a town in Russia’s Tatarstan region, about 500 miles east of Moscow. Russian documents obtained by The Washington Post last year described plans to manufacture 6,000 drones by summer 2025 to use in its campaign of strikes against Ukrainian forces as well as electricity plants and other vital infrastructure.

Concerned about Russia’s domestic production, the Ukrainian military launched a drone attack of its own against the Alabuga complex on April 2.

More recently, Moscow and Tehran have begun working cooperatively on new kinds of unmanned aerial vehicles, or UAVs, according to intelligence officials and leaked documents. The trove of Russian and Iranian emails and records released by the hacking group Prana Network were purportedly stolen from an Iranian server linked to Iran’s Islamic Revolutionary Guard Corps earlier this year.

Among the documents were details of visits by Iranian and Russian delegations to tour weapons facilities in both countries. The Iranians’ trip to the NPP Start factory was described in a Russian “program” for the visit that listed tours of defense facilities in five cities. The document was signed by officials of Technodinamika JSC, which operates NPP Start, as well as the Russian Defense Ministry.

The Post could not independently verify the documents, but two Biden administration officials acknowledged that U.S. intelligence agencies have closely studied the leaked materials and do not dispute their authenticity. Neither Russia nor Iran has publicly responded to the leak.

Several documents describe an April 2023 trip to Iran by a delegation of Russian engineers to watch a demonstration of a new jet-powered drone as well as a line of hunter-killer UAVs designed to destroy enemy drones. Both appeared to impress the visitors.

Variants of the jet-powered drone, dubbed the MS-237, Shahed-238 and Shahed-236, were described as having a maximum speed of about 400 mph — about three times faster than previous iterations of Iranian drones. Tehran revealed the existence of the new drone at an air show in November.

In the demonstration, the jet drone — code-named “motorboat” in the Russians’ internal communications — “successfully took off, accomplished the tasks … and successfully landed by parachute,” a leaked Russian report said. “Given its high speed, the boat is essentially a cruise missile.”

The test apparently helped cement an agreement to acquire more than 600 of the Iranian-designed jet drones, with most of them built on Russian soil with Iranian parts and help, according to the leaked emails. The documents also describe protracted negotiations over how Russia would pay for the drones. At least two installments were to come in the form of gold bullion valued at about $140 million, the documents show.

In January, photos of the remains of a jet-powered drone that appears identical to the MS-237 were posted by Ukraine bloggers after the aircraft reportedly was shot down somewhere over central Ukraine. It is not yet known whether any of the jet drones were launched against Israel in the recent Iranian attack.

“It’s faster, which means it is more difficult to intercept,” said Fabian Hinz, a defense analyst and expert on UAVs and missile systems with the International Institute for Strategic Studies, a London-based think tank. But, he said, the jet drones are “probably also substantially more expensive, because these types of jet engines are tricky to build.”

Producing the drones as a joint production offers substantial benefits for Iran, including the ability to evaluate their performance on Ukrainian battlefields. David Albright, an expert on Iran’s weapon systems and president of the Institute for Science and International Security, a Washington nonprofit, noted that the leaked documents show evidence of Russian engineers incorporating design improvements on Iranian drones.

“Mistakes and flaws in the designs were identified and fixed,” he said, “and Iran would benefit from that.”

Even if Russian systems such as the S-400 have not already been sold to Iran and deployed there, Albright said the sharing of design information and technological expertise could quietly bolster Iran’s capabilities without triggering alarms in the West.

“You might not see anything,” he said.

Players switch putters all the time. Not usually between rounds, however. But Collin Morikawa brought out a new flatstick for the second round of the Masters, and the switch seemed to work. It has led him into Sunday's final pairing at the Masters.

After opening in 1-under 71 at Augusta National with a new mallet putter, he used a familiar blade for the second and third rounds, carding rounds of 70 and 69 respectively to earn a spot in Sunday's final pairing. Morikawa has carded a three-round total of 6-under 210, one back of 54-hole leader Scottie Scheffler.

"I came into this week not putting well or not feeling comfortable with the putter that I had in my hands," Morikawa said after the third round. "Went full 180, switched to the mallet, switched to the Spider, and was feeling great, to be honest. I felt really, really good. Felt better than I've kind of felt all year.

"But sometimes you don't know how it's going to feel in the tournament. Through (the opening round, which extended into Friday morning) ... I just wanted to get the putter out of my hands because I couldn't get comfortable with it. And thankfully I had a backup ... a copy of what I've putted with in the past, pretty much the past year and a half. Felt like old times and nice to have that in the bag again."

Morikawa is 5-for-5 in made cuts at the Masters, including a fifth-place showing in 2022 and a T10 last year. He'll have a chance Sunday to fare even better, perhaps earn his first green jacket and third major title. If he does, the unconventional mid-event putter switch will go down in history.

Morikawa had used a blade putter throughout the year, making the change to a mallet rather surprising. The California native began the season with a TaylorMade TP Soto blade-style putter, which he also used throughout 2023 , but he debuted a new Logan Olson prototype blade , at the Arnold Palmer Invitational presented by Mastercard.

Morikawa stayed with the Logan Olson putter for his next two events, THE PLAYERS and the Valero Texas Open, but he arrived at the Masters with the TaylorMade Spider Tour X in tow.

After using the new mallet in practice rounds, the Par 3 Contest and Thursday’s first round, Morikawa switched back into his trusty TaylorMade TP Soto blade for the second round. The switch seemed to work, as he shot Friday’s second-lowest score and he ranked among the leaders in Strokes Gained: Putting, according to Data Golf.

He then was one of only two players to break 70 in Saturday's third round, his 3-under 69 bettered by only Chris Kirk (68). His play on the greens was perhaps uneven at times, but the same could be said for the field at large.

"Didn't make the putts I necessarily wanted today," Morikawa said Saturday. "Missed a few out there, but everything still feels comfortable. That's the biggest thing is feeling comfortable going into tomorrow."

Two law enforcement officers and a suspect were killed in an exchange of gunfire on Sunday evening in the suburbs of Syracuse. The two officers involved were on duty with the Syracuse Police Department and the Onondaga County Sheriff’s Office .

“This is a dark day for Syracuse," Mayor Ben Walsh said at a news conference early Monday morning. "This is our worst nightmare come true. And our thoughts right now are with the families of those two officers, those heroes."

Officers Michael Jensen, Michael Hoosock killed in Syracuse shootout

In a news conference Monday afternoon, Syracuse Police Chief Joseph Cecile identified the two fallen officers as Syracuse Police officer Michael Jensen and Onondaga Sheriff's Office Deputy Michael Hoosock .

"We lost two heroes last night — two men who raised their hands to protect and serve our communities," Cecile said during the conference.

The officers died as a result of gunfire exchange with Christopher Murphy, 33, of Salina.

Onondaga County District Attorney William Fitzpatrick provided new details of what unfolded prior to the fatal shootout, saying Christopher Murphy had been with a friend at the home before police arrived. The two men were using cocaine and Murphy began acting erratically at some point, Fitzpatrick said, citing what the friend later told authorities. At that time, Murphy grabbed a long gun or rifle and told the friend to leave, Fitzpatrick said, noting Murphy likely suspected police were coming for him after he evaded capture earlier that evening.

The friend ran out of the rear exit of the home, Fitzpatick said, and around that time was when two Syracuse police officers and one sheriff’s deputy arrived at the scene. Murphy then used the long gun to allegedly shoot the deputy near a rear exit of the home before going to the front of the home and exchanging gunfire with the two officers, Fitzpatrick said.

The investigation into exactly how Murphy engaged with the deputy and police is ongoing, Fitzpatrick said, adding the legality and ownership details of the long gun also remains under review. Authorities said the names of the police officer and deputy killed in the incident would be released at a media briefing at 4 p.m. in Syracuse.

Christopher Murphy identified as suspect in deadly Syracuse shooting

Onondaga County District Attorney William Fitzpatrick has confirmed the identity of the shooting suspect as Christopher R. Murphy, aged 33, from Salina, New York, a suburb of Syracuse.

Fitzpatrick informed the Rochester Democrat and Chronicle that Murphy had a single prior charge of DWI from ten years ago, which was reduced to DWAI as part of a plea agreement.

Government officials across New York are sharing messages of condolences online, commending the police officers for their service. Among the leaders that have responded to the tragedy are Governor Kathy Hochul, Senator Rob Ortt (R-62), State Comptroller Tom DiNapoli and numerous others.

Liverpool shooting ends with two officers, suspect dead

The incident unfolded at approximately 7 p.m. when two officers from the Syracuse Police Department attempted to initiate a traffic stop on a suspicious vehicle near the intersection of Emerson Avenue and Hamilton Street.

Syracuse Police Department Chief Joseph Cecile said in the news conference that the driver of the vehicle failed to stop, and the officers lost sight of the suspect's vehicle. Using the license plate information, they traced the vehicle to a residence in Liverpool, a suburb with a population of around 2,200 about six miles northwest of the city.

Learning that the individual may be armed, the Syracuse officers contacted the Onondaga County Sheriff's Office for assistance. Cecile stated that personnel from both departments arrived at the residence around the same time.

“While they were inspecting the vehicle and saw what looked to be guns inside, they heard what sounded like someone manipulating a firearm from inside the residence,” Cecile said in the conference. “Moments later, there was an exchange of gunfire between at least one suspect and the officers and the deputies.”

Both law enforcement officers were transported to Upstate University Hospital, where medical personnel attempted life-saving measures, but both officers died to their injuries.

Identities of officers, suspect killed in Syracuse have not been released

Law enforcement officials have not yet released the identities of the fallen officers. During the news conference, Cecile said that the Syracuse officer had been on the job for about three years, while Onondaga County Sheriff Toby Shelley described the deputy as "seasoned." The suspect has also not been identified.

How many officers have died this year?

A total of 40 law enforcement officers have now died while on duty this year, including 13 lost to gunfire, according to the Officer Down Memorial Page website.

Of that death toll, five officers worked in New York, including an NYPD officer shot and killed in the line of duty in Queens nearly a month ago.

DOVER, Del. (AP) — An 18-year-old woman died after she was shot on the campus of Delaware State University on Sunday, authorities said.

Dover police said officers responded at about 1:40 a.m. to a report of shots on the campus.

Police said an 18-year-old Wilmington woman who was not a registered student was found with a gunshot wound to the upper body near Warren-Franklin Hall, which the university describes as a freshman dorm.

The victim was provided aid and rushed to Bayhealth Kent Campus, where she was pronounced dead, police said. Her name wasn’t immediately released pending notification of her family. No other injuries were reported and no description of a suspect was immediately available.

A university statement provided by police said the campus was closed Sunday with no visitation permitted, all events canceled and police patrols increased.

Delaware State University said counseling services would be available in the Tubman Laws Hall housing office and said it would “continue to take all necessary actions to ensure the health and well-being of our campus community.”

Dover police and Delaware State University police are investigating the case, which was classified as a homicide, police said.
