Apply for a refugee passport

The refugee passport is a travel document for people who are recognised as refugees in the Netherlands. It is also a valid form of identification. You may not use the refugee passport to travel to your country of origin.

You can travel abroad using your refugee passport. You will still need a visa for many countries. The embassy of the country to which you are travelling can give you more information.

  • You are recognised as a refugee by the United Nations (UN) and the Immigration and Naturalisation Service (IND).
  • You are registered in the Personal Records Database (BRP) of The Hague.
  • A refugee passport is valid for a maximum of 5 years. The exact length of validity depends on your residence permit.

What to take to your appointment

  • A valid residence permit.
  • A passport photo: strict requirements apply to the passport photo. For example, the passport photo may not be more than 6 months old at the date of application and must be a true likeness.   • Your current refugee passport, if you have one.
  • Are you applying for a travel document for your child? Then you need written consent from the people with parental responsibility and your child needs to be present at the appointment and when you collect the document.   • Younger than 18 years old? Make sure you have the permission of both parents or the people with parental responsibility and bring their valid proof of identity. You will fill in a declaration of loss during your application appointment at the city office.
  • Make an appointment to apply for a refugee passport. This way you do not need to wait for a long time at the city office.
  • Go in person to the Department of Public Service counter at the Begin link: city office , end link. to apply for your refugee passport.
  • Pick up the refugee passport yourself at the city office where you applied for it. You must collect it within 3 months after you apply for it.

In certain cases a supplementary fee will be charged on top of the price of a refugee passport. For example, for an expedited procedure: € 57.05

How long does it take?

5 working days. The pick-up receipt will state the date as of when you can collect your passport and what you need to take with you when you pick it up. You must collect it within 3 months after you apply for it. After that the document will be invalidated and the municipality will be obliged to destroy it. If you would like a travel document after this 3-month period, then you will have to apply and pay for it again.

If your passport is lost or stolen, it can take more time. You will be notified by the municipality.

Collecting the document

You must pick up your passport yourself. Nobody else is allowed to do this for you. You can collect your passport anytime during the opening hours of City Hall Spui or the Leyweg City Office. You do not need to make an appointment to collect it.

Needed when collecting the document

Are you 18 years or older and are you coming to collect your passport? Then you need to take the following:

  • the pick-up receipt
  • your current passport, if it has not yet expired. You will need to turn it in.

Young people between 12 and 18 years

An underage child between the ages of 12 and 18 years may collect a passport himself. Only the pick-up receipt and the current identity document are required.

Child younger than 12 years

Is the child younger than 12 years? The following is also needed when collecting the document:

  • 1 of the parents with parental responsibility or 1 other person with parental responsibility or somebody who has been given consent. The person accompanying the child must be 18 years or older.
  • Written consent from a person with parental responsibility. This states that the person accompanying the child is allowed to collect the document together with the child.
  • A valid (copy of the) identity document for a parent or a person with parental responsibility. The signature on the identity document must match the signature on the consent form.

Expedited procedure

Do you need the new passport urgently? Indicate during your appointment that you would like to use the expedited procedure. You will not have to wait as long but it is also more expensive (look at ‘Fees’). If you submit the application before 14.00 hrs., you can pick up your new second passport after 2 working days. For example: if you submit it Monday before 14.00 hrs. you can pick it up on Wednesday. An expedited procedure is not always possible. It depends on your refugee status.

Refugee passport

A refugee passport is a Dutch travel document for refugees.

You can use it to travel to countries outside the Netherlands, but not to travel to your country of origin. You can also use the refugee passport as a valid proof of identity in the Netherlands. Depending on your residency permit, the refugee passport is valid for a duration of a maximum of 5 years.

If you want to request a passport, you have to visit the counter of the Civil Affairs Department in person. You are required to first schedule an appointment online.

  • money (payment by debit preferable to cash)

The process of requesting a refugee passport is the same as requesting a conventional Dutch passport.

Holders of an asylum residence permit or a permanent asylum residence permit can apply for a refugee passport ( vluchtelingenpaspoort ) issued by the Netherlands. There are no differences between refugees and subsidiary protection beneficiaries.

The duration of validity of the passport for refugees issued to a holder of a permanent asylum residence permit is 5 years. The duration of validity of the passport of a holder of a non-permanent asylum residence permit depends on the validity of the residence permit. There is a minimum duration of validity of 1 year and a maximum duration of validity of 3 years of the passport for refugees. Therefore, if the residence permit has a duration of validity less than a year, it is not possible to obtain a passport for refugees.

The possibility for obtaining a passport for refugees is provided in the Act of Passports ( Paspoortwet ). Holders of a (permanent) asylum residence permit can apply for a passport for refugees in the municipality where they live and where they are registered at the BRP. The municipality issues passports for refugees. The application must be done in person. The person must show his or her residence document and must bring two passport photos. Fingerprints will also be taken. The municipality must issue the passport as soon as possible, which means most of the time in 5 days. The municipality officially has 4 weeks to decide to issue the passport. The fee for a passport for refugees is maximum €58.89. The refugee passport contains a travel limitation, prohibiting travel to the country of origin.

The application for a travel document is filed by an automated system at the municipality; the beneficiary does not need to apply. As far as the Dutch Council for Refugees is aware, there are no obstacles in the recognition of travel documents for beneficiaries of international protection issued by other countries. There are no statistics available on the number of travel documents issued.

Refugee passport

A refugee passport is a document for people holding refugee status in The Netherlands. The passport allows for travel abroad, but not to the country of origin. The refugee passport is also a legal form of identification.

  • As a refugee, you do not possess a passport from your country of origin
  • You have a valid residency permit as asylum seeker for a specified or unspecified duration
  •  You are registered in the BRP registry for the Leiden municipality

To bring with you

  • Your residency permit and any other travel documents.
  • A previously unused passport photograph. To review the requirements for this photo, please contact the website of Rijksdienst voor Identiteitsgegevens .
  • For children under the age of 18: Both parents or legal guardians are required to provide permission. Use the toestemmingsformulier (pdf, 52 kb) . You may also fill out and sign the form during your appointment.

A refugee passport costs € 63.40.

How long does it take?

5 working days. You are required to retrieve the passport in person. No appointment is required for this.

Emergency procedure

Do you require a passport urgently? If so, you can file an emergency request. If you file your request before 15.00, you can retrieve the passport the following working day, after 10.00. You will have to pay an additional € 57.05.

If your old passport has been lost or misplaced an emergency procedure might not be possible. If you're leaving today, contact the military police for an emergency document .

Loss or theft of your alien's passport

In case of loss or theft of your passport you can request a replacement at the municipal front desk. You will have to fill out a report at the desk. You are not required to file a police report.

If you lose the document while abroad you will have to file a report with the local police.

Laws and regulations

  • The Immigration and Natuaralisation service (IND) will process your request.
  • The passport contains a chip which holds a record of your fingerprints. These will be recorded during the filing of your request. The fingerprints of children under 12 years of age are not required.

Explanation of Terms

Visa Classification: The type of nonimmigrant visa you are applying for.

Fee: The reciprocity fee, also known as the visa issuance fee, you must pay. This fee is in addition to the nonimmigrant visa application fee (MRV fee).

Number of Entries: The number of times you may seek entry into the United States with that visa. "M" means multiple times. If there is a number, such as "One", you may apply for entry one time with that visa.

Validity Period: This generally means the visa is valid, or can be used, from the date it is issued until the date it expires, for travel with that visa. If your Validity Period is 60 months, your visa will be valid for 60 months from the date it is issued.

Visa Category Footnotes

The validity of A-3, G-5, and NATO 7 visas may not exceed the validity of the visa issued to the person who is employing the applicant. The "employer" would have one of the following visa classifications:

  • G-1 through G-4
  • NATO 1 through NATO 6

An E-1 and E-2 visa may be issued only to a principal alien who is a national of a country having a treaty, or its equivalent, with the United States. E-1 and E-2 visas may not be issued to a principal alien if he/she is a stateless resident or national of a country without a treaty.  *When the spouse and children of an E-1 or E-2 principal alien are accorded derivative E-1 or E-2 status and are themselves a national of a country that does not have a treaty with the United States – the reciprocity schedule, including any reciprocity fees, of the principal alien’s country of nationality should be used.  **Spouse and children of an E-1 or E-2 visa principal applicant, where the spouse and children are also nationals of a country that has a treaty with the United States – the reciprocity schedule, including any reciprocity fees, of the spouse and children’s country of nationality should be used.  

*Example 1: John Doe is a national of Country A that has an E-1/E-2 treaty with the U.S. however his wife and child are nationals of Country B which has no treaty with the U.S. The wife and child would, therefore, be entitled to derivative status and receive the same reciprocity as John Doe, the principal visa holder. **Example 2:  Mike Doe is a national of Country Y that has an E-1/E-2 treaty with the U.S. however his wife and child are nationals of Country Z that also has a treaty with the U.S. The wife and child would, therefore, be entitled to derivative status and receive the reciprocity issued to nationals of Country Z.

The validity of H-1 through H-3, O-1 and O-2, P-1 through P-3, and Q visas may not exceed the period of validity of the approved petition or the number of months shown, whichever is less.

Under 8 CFR §214.2, H-2A and H-2B petitions may generally only be approved for nationals of countries that the Secretary of Homeland Security has designated as participating countries. The current list of eligible countries is available on USCIS's website for both H-2A and H-2B visas. Nationals of countries not on this list may be the beneficiary of an approved H-2A or H2-B petition in limited circumstances at the discretion of the Department of Homeland Security if specifically named on the petition.  

Derivative H-4, L-2, O-3, and P-4 visas, issued to accompanying or following-to-join spouses and children, may not exceed the validity of the visa issued to the principal alien.

There is no reciprocity fee for the issuance of a J visa if the alien is a United States Government grantee or a participant in an exchange program sponsored by the United States Government.

Also, there is no reciprocity fee for visa issuance to an accompanying or following-to-join spouse or child (J-2) of an exchange visitor grantee or participant.

In addition, an applicant is eligible for an exemption from the MRV fee if he or she is participating in a State Department, USAID, or other federally funded educational and cultural exchange program (program serial numbers G-1, G-2, G-3 and G-7).

However, all other applicants with U.S. Government sponsorships, including other J-visa applicants, are subject to the MRV processing fee.

Under the North American Free Trade Agreement (NAFTA), Canadian and Mexican nationals coming to engage in certain types of professional employment in the United States may be admitted in a special nonimmigrant category known as the "trade NAFTA" or "TN" category. Their dependents (spouse and children) accompanying or following to join them may be admitted in the "trade dependent" or "TD" category whether or not they possess Canadian or Mexican nationality. Except as noted below, the number of entries, fees and validity for non-Canadian or non-Mexican family members of a TN status holder seeking TD visas should be based on the reciprocity schedule of the TN principal alien.

Canadian Nationals

Since Canadian nationals generally are exempt from visa requirement, a Canadian "TN' or "TD" alien does not require a visa to enter the United States. However, the non-Canadian national dependent of a Canadian "TN", unless otherwise exempt from the visa requirement, must obtain a "TD" visa before attempting to enter the United States. The standard reciprocity fee and validity period for all non-Canadian "TD"s is no fee, issued for multiple entries for a period of 36 months, or for the duration of the principal alien's visa and/or authorized period of stay, whichever is less. See 'NOTE' under Canadian reciprocity schedule regarding applicants of Iranian, Iraqi or Libyan nationality.

Mexican Nationals

Mexican nationals are not visa-exempt. Therefore, all Mexican "TN"s and both Mexican and non-Mexican national "TD"s accompanying or following to join them who are not otherwise exempt from the visa requirement (e.g., the Canadian spouse of a Mexican national "TN") must obtain nonimmigrant visas.

Applicants of Iranian, Iraqi, Libyan, Somalian, Sudanese, Syrian or Yemeni nationality, who have a permanent resident or refugee status in Canada/Mexico, may not be accorded Canadian/Mexican reciprocity, even when applying in Canada/Mexico. The reciprocity fee and period for "TD" applicants from Libya is $10.00 for one entry over a period of 3 months. The Iranian and Iraqi "TD" is no fee with one entry over a period of 3 months.

Q-2 (principal) and Q-3 (dependent) visa categories are in existence as a result of the 'Irish Peace Process Cultural and Training Program Act of 1998'. However, because the Department anticipates that virtually all applicants for this special program will be either Irish or U.K. nationals, the Q-2 and Q-3 categories have been placed only in the reciprocity schedules for those two countries. Q-2 and Q-3 visas are available only at the Embassy in Dublin and the Consulate General in Belfast.

No S visa may be issued without first obtaining the Department's authorization.

V-2 and V-3 status is limited to persons who have not yet attained their 21st birthday. Accordingly, the period of validity of a V-2 or V-3 visa must be limited to expire on or before the applicant's twenty-first birthday.

Posts may not issue a T-1 visa. A T-1 applicant must be physically present in the United States, American Samoa, the Commonwealth of the Northern Mariana Islands or a U.S. port of entry, where he/she will apply for an adjustment of status to that of a T-1. The following dependents of a T-1 visa holder, however, may be issued a T visa at a U.S. consular office abroad:

  • T-2 (spouse)
  • T-3 (child)
  • T-4 (parent)

The validity of NATO-5 visas may not exceed the period of validity of the employment contract or 12 months, whichever is less.

The validity of CW-1 and CW-2 visas shall not exceed the maximum initial period of admission allowed by DHS (12 months) or the duration of the transition period ending December 31, 2014, whichever is shortest.

The validity of E-2C visas shall not exceed the maximum initial period of admission allowed by DHS (24 months) or the duration of the transition period ending December 31, 2014, whichever is shortest.

Procedure for Obtaining:  In order to apply, you should visit the Ministry's  website  and download the application form. Please note all applicants will need to submit a completed VOG NP application form.

        Applicants residing in the Netherlands : You will need to submit your application to the local municipality where you are registered.  If you reside outside of the Netherlands and are not registered with a local municipality in the Netherlands, please send your application directly to COVOG at the below address:

What travel documents do I need when travelling outside the Netherlands?

What documents you need depends on what country you are visiting. In countries outside the European Union (EU), you need a valid passport. For Dutch citizens, an  identiteitskaart (identity card) is often enough for travel within the EU. Some countries require a visa.

Travel documents within the EU

Citizens of the Netherlands will need an identity card or passport for travel within the EU, and not just when you cross a border (for example, via an airport). You must also be able to show an identity card or passport if you are staying in an EU country.

Some countries also require a visa. You can apply for a visa at the embassy of the country in the Netherlands you intend to visit.

A Dutch driving licence is not a valid form of identification outside of the Netherlands.

Travel documents outside the EU

Countries outside the EU only accept a valid passport as proof of identification. Most countries will not accept an expired passport. Many countries outside the EU also require a visa.

Visas for the Caribbean parts of the Kingdom of the Netherlands

If you are a Dutch citizen, you do not need a Caribbean visa to stay in the Caribbean parts of the Koninkrijk der Nederlanden (Kingdom of the Netherlands).

Dual citizenship

If you have dual citizenship (and therefore 2 passports) you can choose which passport you use. It is best to use the passport that has a visa for the Netherlands or another Schengen Area country.

Emergency passports and laissez-passers

If you do not have a valid travel document while outside the Netherlands, in some cases you can obtain an emergency passport or a laissez-passer. You are only eligible if you:

  • can prove that you cannot delay your visit;
  • are unable to obtain a valid travel document in time.

You will be issued with a laissez-passer if it is not possible to obtain an emergency passport in time. Emergency passports and laissez-passers are only valid as travel documents, and not as identity documents.

Temporary Protection Directive Ukraine

Refugees from Ukraine can receive temporary protection in the Netherlands under the EU Temporary Protection Directive. Find out whether you are covered by this directive. And what you need to do when you are covered by this directive.

Requirements Temporary Protection Directive

Register at your town hall, documents you need, proof of residency, applying for residency under the directive, application costs, decision on your application, validity proof of residency, travelling in europe, working and studying in the netherlands.

The Temporary Protection Directive entitles you to reception and health care. And education for minor children. As well as the possibility to work in the Netherlands. If you are covered by the directive, you may stay in the Netherlands until 4 March 2025. You will be covered by the directive in the Netherlands if one of the following situations applies to you.

You have Ukrainian nationality

  • You left Ukraine after 26 November 2021.
  • You left Ukraine before 27 November 2021. And at that time you had been in the Netherlands for a longer period of time. For example, because you had a residence permit or had applied for asylum. You can prove that you were in the Netherlands before 27 November 2021 and not in another EU country.

You do not have Ukrainian nationality

  • On 23 February 2022, you had international protection in Ukraine, for example as a recognised refugee. Or you had some other form of temporary (national) protection, because you are not safe in your country of origin. 
  • On 23 February 2022, you had a valid permanent Ukrainian residence permit. You left Ukraine after 26 November 2021. And you did not return to your country of origin after 23 February 2022. 

Non-Ukrainians with temporary residence permit

Did you have a temporary Ukrainian residence permit, for example to work or study? Then you do not come under the Temporary Protection Directive after 4 March 2024 .

You lived in Ukraine with a family member covered by the directive

  • You are married.
  • You are a partner (unmarried) and you have a long-term relationship.
  • You are a child under the age of 18 and you are not married.
  • You are a family member and you were living with your family. You are (largely) dependent on this family.

Family reunification is not possible for family members who are not covered by the directive.

Are you covered by the directive? Then you need to go to your local town hall to register in the Personal Records Database (in Dutch: Basisregistratie Personen or BRP ). Registration means that you pass on your personal data and (temporary) address to the local council (gemeente). How you register depends on your local council. For more information about this, please contact the council where you want to register.

The local council must know who you are and where you come from. That is why it needs a number of documents from you to be able to register you. These documents are:

  • A passport or other proof of identity.
  • A Ukrainian residence permit that was valid on 23 February 2022 (if you are not Ukrainian).

The local council will check whether you have the correct documents. Do they have doubts about your documents? Then the local council will contact the IND. It may be that additional research will be done, to know for sure who you are and where you come from. You then cannot yet register at the town hall. Not even if your family members do have Ukrainian nationality.

Proof of nationality from Ukrainian embassy

Do you have Ukrainian nationality, but you cannot prove this with documents? Then you may be able to get proof of your identity and nationality from the Ukrainian embassy (Zeestraat 78, The Hague). The embassy will check if you have Ukrainian nationality. If so, you will receive proof together with your photo. With this, the local council can register you in the BRP.

No documents

If you are not Ukrainian and do not have any documents, try to have as many documents as possible brought to the Netherlands. Without documents, you do not come under the directive. Then you must leave the Netherlands and return to the country of your nationality. You can ask the Repatriation and Departure Service (in Dutch: Dienst Terugkeer en Vertrek or DT&V ) for help with your return.

Are you 14 years of age or older? Then you need proof from the IND that you may live and work in the Netherlands. As proof you will be given a sticker in your passport or on a separate piece of paper. Sometimes you will be given a card, a Foreign Nationals Identity Document Type O (O-document). Please  make an appointment to collect your proof of residency . 

Without appointment no right to temporary protection

The sticker is proof that you are allowed to live and work in the Netherlands. Are you not coming to the IND to collect a sticker? Then the IND cannot check whether you meet the requirements of the Temporary Protection Directive. And then you cannot sign your asylum application. In that case, the IND may decide that you are not entitled to protection under the directive. What if you get this decision? Then you are no longer allowed to live and work in the Netherlands.

Children under the age of 14

Children under the age of 14 will not receive proof of residency. They do fall under the directive if a parent falls under the directive. Please take your children with you to your appointment at the IND. Does your child turn 14 while you live in the Netherlands? Please make an appointment to collect a proof of residency for your child. 

Your application for residency under the directive officially starts when you register at your town hall. Then you still need to sign the application form at the IND. This form is called an M35H and is an official asylum application. You can only fill out this form at the pickup location where you collect your proof of residency by appointment. You cannot apply for residency under the directive in Ter Apel.

No regular asylum application

An application for residency under the directive is not the same as a regular asylum application in Ter Apel. You have different rights.  For example, you are immediately allowed to work in the Netherlands.

Child born in the Netherlands

Did you have a baby in the Netherlands? Please register your baby at the local council (in Dutch: gemeente) where you are also registered. Was your child born after you filled out your application form at the IND? Then you must report your child’s birth to the IND. To do so, please send form M35-J to the IND, Postbus 17, 9560 AA Ter Apel.  

Applying for residency under the directive is free of charge.

As long as the Temporary Protection Directive applies to you, the IND will not decide on your application. Because we do not take a decision, you will also not receive a residence permit. During the application process, a sticker or card is proof of your residency. You are allowed to live and work in the Netherlands with your proof of residency. 

Stickers and cards for residence under the Temporary Protection Directive are only valid in the Netherlands. Are you Ukrainian? You sticker or card is valid until the end of the Temporary Protection Directive. This is until 4 March 2025. You received a letter with which you can show that your proof of residency has been extended. Are you not Ukrainian? Then you need a card as proof of residency. Protection ends after leaving the Netherlands

Are you leaving the Netherlands and do you apply for protection in another EU country? Then your temporary protection in the Netherlands will end. Have you deregistered from the local council  (BRP) because you returned to Ukraine? If you want to apply for temporary protection in the Netherlands again, you must register with the local council again.

Travelling as Ukrainian

Do you have Ukrainian nationality? Then you can travel within the European Union. You can also travel to and from Ukraine. You will need a valid biometric passport, proof of residency (sticker or card) and the extension letter from the IND. With this you prove abroad that you have protection in the Netherlands until 4 March 2025. How long you can be in another EU country with this proof is different for each country. There is no general rule for this. Check this first with the country you want to travel to. 

You can also travel to EU countries if you are still in your visa-exempt term. You are allowed to be in the European Union up to 90 days within a period of 180 days. You can then, for example, seek protection in another EU country. Has your visa-exempt term expired and do you not have a proof of residency yet? Then travelling is at your own risk. The IND will not give you a visa to travel back to the Netherlands (return visa, in Dutch terugkeervisum or TKV). You cannot make an appointment for a return visa at an IND desk. Travelling outside the EU is also at your own risk. You will not get a return visa for this either. This also applies when you have your proof of residency.

Travelling as non-Ukrainian

If you do not have Ukrainian nationality, travelling within and outside the EU is at your own risk. The IND will not give you a return visa or entry visa for returning to the Netherlands. You cannot make an appointment for a return visa at an IND desk. This also applies when you have your proof of residency.

No right to protection after travel to country of origin

Do you not have Ukrainian nationality and have you been to your country of origin after 23 February 2022? Then you do not (any longer) meet the conditions of the Temporary Protection Directive. Your right to stay in the Netherlands may then be ended.

Working in the Netherlands

Everyone who comes under the Temporary Protection Directive can work in the Netherlands without a work permit (in Dutch: tewerkstellingsvergunning or twv ). This means that employers do not have to request a work permit for you. Employers should only  notify the Employee Insurance Agency (in Dutch: UWV )  that they are employing you. The work permit exemption applies to all jobs in employment. You will need an employment contract with an employer. To obtain the work permit exemption you must also meet the following requirements:

  • You come under the Temporary Protection Directive. We advise you to register at the local council if you come under the directive. 
  • You have proof of residency showing that you are allowed to be in the Netherlands. As proof, you will receive a sticker or card from the IND. Does your proof of residence say it was valid until 4 March 2023? Then you have received a letter about the  extension of your sticker or card . 

The requirements for the exemption also apply if want to work as a volunteer. The organisation where you want to work must then request a volunteer declaration from the UWV. You may also work as a trainee, when you, your employer and your school have signed a trainee contract. A twv is required if you want to work as a self-employed person.

Studying in the Netherlands

You may study in the Netherlands if you come under the Temporary Protection Directive. You must then be registered with the local council.

Third-country refugees from ukraine win temporary right to stay.

Three third-country nationals who fled from Ukraine have won the right to keep working in the Netherlands and living in council accommodation until their appeals against the government’s new rules have been decided.

The men, originally from India, Pakistan and Ghana, are among a group of 2,750 people who have been ordered to leave the Netherlands by April 2 unless they have an application for asylum pending.

Deputy asylum minister Eric van der Burg withdrew the right for non-Ukrainians to live and work in the Netherlands from March 4.

But the district court in Haarlem ruled that they should retain their rights under the European guidelines for refugees from Ukraine until their cases have been concluded.

A decision on their appeals is due on March 27. The government has also been told it cannot deport them while the decision is pending.

The case has implications for dozens of third-country nationals who have lodged appeals against Van der Burg’s decision to restrict the special refugee status to Ukrainian citizens.

Nationals of other countries who were working and studying in Ukraine were initially granted the same rights to live and work in the Netherlands, as well as accommodation and financial support, when the war broke out in February 2022.

Around 740 third-country nationals have applied for asylum since the government said in January they would no longer be covered by the Ukrainian rules. Van der Burg has told local councils to transfer them to the refugee accommodation service COA.

You can apply for a refugee travel document if either:

  • you have refugee status in the UK
  • you originally came to the UK on a family reunion visa to join someone who has refugee status

How long it will be valid for

If you’re settled in the UK (known as ‘indefinite leave to remain’), your document will usually be valid for up to 10 years. If you’re 15 or under and settled in the UK, it will usually be valid for up to 5 years.

If you have permission to stay (known as ‘leave to remain’) your document will be valid until the end of your permission to stay in the UK.

Your document may be valid for a shorter time in some cases. For example, because your previous document has been lost.

  • the country you’re from
  • any country you sought asylum from

Canada and Mexico have maintained a deep, positive and constructive diplomatic partnership over the past 80 years. We have worked to ensure North America is the world’s most competitive economic region and maintain strong bilateral, regional and multilateral cooperation. To support travel and people-to-people connections between Canada and Mexico, while also preserving the integrity of our immigration system, the Government of Canada is adjusting its travel requirements for Mexican citizens.

February 29, 2024, 8:30 a.m. – Ottawa – Canada and Mexico have maintained a deep, positive and constructive diplomatic partnership over the past 80 years. We have worked to ensure North America is the world’s most competitive economic region and maintain strong bilateral, regional and multilateral cooperation. To support travel and people-to-people connections between Canada and Mexico, while also preserving the integrity of our immigration system, the Government of Canada is adjusting its travel requirements for Mexican citizens.

As of February 29, 2024, at 11:30 p.m. Eastern time, Mexican citizens who hold a valid US non-immigrant visa or have held a Canadian visa in the past 10 years and are travelling by air on a Mexican passport will be able to apply for an electronic travel authorization (eTA). With the high number of Mexican citizens currently holding US visas, the majority will continue to enjoy visa-free travel to Canada. Those who do not meet these conditions will need to apply for a Canadian visitor visa. This responds to an increase in asylum claims made by Mexican citizens that are refused, withdrawn or abandoned. It is an important step to preserve mobility for hundreds of thousands of Mexican citizens, while also ensuring the sound management of our immigration and asylum systems.

The application process for Mexican citizens seeking a work or study permit will not change. Mexican citizens who want to work in Canada will continue to have access to a wide number of existing labour pathways, including the Temporary Foreign Worker Program and the International Mobility Program.

Canada supports ongoing travel, tourism and business with Mexico. We will continue to work with the Government of Mexico to strengthen our regular pathways to immigration, and with our provincial and territorial counterparts to support a system of managed migration as well as to support those in need of protection. Canada is expanding its network of visa application centres in Mexico to better serve these clients. Today’s action will relieve pressure on Canada’s borders, immigration system, housing and social services, while preserving mobility for Mexican citizens who want to come to Canada.

The Seasonal Agricultural Worker Program (SAWP) is a vital example of the mutually beneficial migration that we seek to promote regionally and globally. Canada is ready to work with Mexico to build on this program, through the modernization of a new SAWP bilateral agreement, to offer Mexican workers new opportunities, through the incorporation of year-round primary agriculture and seasonal fish, seafood and primary food processing into the program. This will benefit workers and businesses on both sides of the Canada–Mexico relationship.

Canada is continuously monitoring the impacts of its visa policies for both visa-exempt and visa-required countries, as well as asylum claim trends. These challenges are not limited to one country. Any adjustment to Canada’s travel requirements are made to preserve the integrity and sustainability of our asylum and immigration systems.

Asylum claims made by Mexican citizens reached a record high in 2023 at a time when Canada’s asylum system, housing and social services were already under significant pressure. The majority of these claims (approximately 60%) were either rejected by the Immigration and Refugee Board of Canada, or withdrawn or abandoned by the applicant.

In 2023 alone, asylum claims from Mexican citizens accounted for 17% of all claims made that year from all nationalities around the world. The country’s asylum claim rate has risen significantly since the visa was first lifted in 2016 (from 260 claims in 2016 to 23,995 claims in 2023). 

All eTAs issued to Mexican passports before 11:30 p.m. Eastern time on February 29, 2024, will no longer be valid—except for eTAs linked to Mexican passports with a valid Canadian work or study permit. Mexican citizens travelling to Canada without a valid work or study permit will need to apply for a visitor visa or reapply for a new eTA —if they are eligible.

Mexican citizens holding a valid work or study permit can still travel by air to Canada with their existing eTA as long as it remains valid, and they can continue to study or work in Canada based on the validity and conditions of their permit. Mexican visitors who are already in Canada on an eTA can stay for as long as they are authorized (up to six months from the date they arrive in Canada). However, if they plan to leave Canada and wish to return, they must have the proper travel documents (visa or new eTA). 

Most approved visa applicants receive multiple-entry visas, which allow them to visit Canada as many times as they want, for up to 10 years, or until their passport expires.

The eTA is a digital travel document that most visa-exempt travellers need in order to travel to or transit through Canada by air. IRCC first began expanding its eTA program to eligible citizens from visa-required countries in 2017. Mexico will now be among 15 countries whose citizens can to fly to Canada on an eTA, instead of a visa, if they meet certain requirements .
