The travel entitlements for members of the Long Term Contract (LTC) per the 7th Central Pay Commission (CPC) are laid out in detail to ensure that government employees are able to travel from one location to another for work purposes with ease. These entitlements include air, sea, and road travel, with the option of choosing the class of travel based on the employee’s rank and the distance of the journey. Additionally, employees are provided with a specific amount of money for accommodation and meals, as well as reimbursement for any travel-related expenses such as taxi fares or baggage fees. As per the recommendations of the 7th Central Pay Commission, LTC entitlements can now be availed via road travel. This means that eligible government employees can now choose to travel by their personal vehicle, a rental car, or a bus, and claim reimbursement for the same. OFFICE MEMORANDUM
Subject: Travelling Allowance Rules – Implementation of the Seventh Central Pay Commission.
Consequent upon the decisions taken by the Government on the recommendations of the Seventh Central Pay Commission relating to Travelling Allowance entitlements to civilian employees of Central Government, President is pleased to decide the revision in the rates of Travelling Allowance as set out in the Annexure to this Office Memorandum.
2. The ‘Pay Level’ for determining the TA/DA entitlement is as indicated in Central Civil Service (Revised Pay) Rules 2016.
3. The term ‘Pay in the Level’ for the purpose of these orders refer to Basic Pay drawn in appropriate Pay Level in the Pay Matrix as defined in Rule 3(8) of Central Civil Services (Revised Pay) Rules, 2016 and does not include Non-Practising Allowance (NPA), Military Service Pay (MSP) or any other type of pay like special pay, etc
4. However, if the Travelling Allowance entitlements in terms of the revised entitlements now prescribed result in a lowering of the existing entitlements in the case of any individual, groups or classes of employees, the entitlements, particularly in respect of mode of travel, class of accommodation, etc., shall not be lowered. They will instead continue to be governed by the earlier orders on the subject till such time as they become eligible, in the normal course, for the higher entitlements.

6. It may be noted that no additional funds will be provided on account of revision in TA/DA entitlements. It may therefore be ensured that permission to official travel is given judiciously and restricted only to absolutely essential official requirements.

OFFICE MEMORANDUM
Subject: Travel entitlements of Government employees for the purpose of LTC post Seventh Central Pay Commission – clarification reg.
The undersigned is directed to refer to this Department’s O.M.of even no. dated 19.09.2017 on the subject noted above, which inter-alia provides that the travel entitlements of Government servants for the purpose of LTC shall be the same as TA entitlements as notified vide Ministry of Finance’s O.M. 2. It is observed that many Government employees in Level 6 to Level 8 of the Pay Matrix had inadvertently travelled by air on LTC during the intervening period from 13.07.2017 to 19.09.2017 (i.e. post issue of MoF’s O.M. dated 13.07.2017 and before the issue of DoPT’s O.M. dated 19.09.2017) under the impression that they were entitled for air travel as per the revised TA rules. 3. The matter has been examined in this Department in consultation with Department of Expenditure. In relaxation to this Department’s O.M. of even no. dated 19.09.2017, it has been decided to allow the claims of the Government employees in Level 6 to Level 8 of the Pay Matrix, who had travelled by air as per the revised TA rules while availing LTC during 13.07.2017 to 19.09.2017. This shall be subject to the fulfillment of other conditions of air travel on LTC such as booking of air tickets through the authorised modes, fare limit of LTC80, etc.

7th Central Pay Commission Travelling Allowance
Travelling allowance deals with the nature of travel entitlements for different ranks of government employees. The allowance on tour comprises of fares for journey by road, air, rail and sea.
The 6th CPC had changed the old concept of Daily Allowance by implementing reimbursement of hotel accommodation, taxi charges and food bill on producing vouchers for the same. Now, since this was a new concept, employees were given the option to choose between the old 5th CPC single rate of DA and the DA based on reimbursement of expenses, as per 6th CPC. The 7th CPC has recommended continuing the concept of reimbursement of hotel accommodation, taxi charges and food bill, with the exception that vouchers are not required to be produced for food bills.

Leave Travel Concession: Is air travel entitlement available to all Railway Employees?
The railway employees who intend to avail ltc facility will have to surrender privilege passes in the year in which they wish to avail this facility..
Railway Employees LTC Rules: The All India Railwaymens’ Federation (AIFR) has sent a note to the Railway Board regarding the All India Travel Concession facility which is provided once in a block of 4 years on surrender of Privilege Passes. The current block of 4 years for the LTC facility is 2018-2021.
The note states that the Railway Board is aware that the 7th Central Pay Commission (CPC) had recommended to also bring railway employees under the purview of LTC. Consequently, DoP&T, in consultation with the Ministry of Railways, had issued an Office Memorandum allowing Railway employees to avail this facility with the condition that railway employees who intend to avail the LTC facility shall have to surrender Privilege Passes admissible to them in the current year in which they wish to avail this facility. There are rules in place regarding the issue of Passes and Privilege Ticket Orders to railway employees.
On the recommendations of the 7th CPC, DoP&T had communicated government’s decision to allow the Railway Employees to avail All India LTC in accordance with the Central Civil Services (Leave Travel Concession) Rules, 1988, i.e. CCS (LTC) Rules.
The Office Memorandum (O.M.) was issued by the DoP&T in consultation with the Ministry of Railways, and certain conditions were also laid down therein, explaining the entire procedure.
The AIFR in its letter has said that the Railway Board had issued instructions, however, in the summarized position, it has been mentioned that, in Level 6 to 8, air travel entitlement as stipulated in MoF’s O.M. is not admissible for LTC, which is highly unfair and unjustified, because of neither MoF’s O.M. nor the O.M. issued by the DoP&T which was issued in consultation with the Ministry of Railways anywhere stipulates such type of condition, debarring railway employees, in Level 6-8 of the 7th CPC Pay Matrix, from air travel entitlement.
As per the letter, AIRF, therefore, desires that the condition, not allowing railway employees, in Level 6-8 air travel entitlement, should be withdrawn for justice and parity, and they should also be allowed similar entitlement so that, railway employees, who intend to avail All India LTC facility can avail the same in a hassle-free manner.
