2023: A vital year for tourism in Asia Pacific

This year is shaping up as a big one for tourism in the Asia Pacific. Travel started recovering in 2022, with more and more countries throwing open their borders - and now China, with its zero-Covid policy left behind, is ready for Chinese group travel tours to start heading overseas from February 6 to a handful of countries including New Zealand. Gary Bowerman has more.

The travel and tourism outlook for Asia Pacific was recast   in the evening of 26 December 2022. The Chinese government decreed that, from 8 January 2023, Chinese travellers would no longer need to undertake quarantine when re-entering China. 

Few other details were released, but the announcement delivered what the travel industry had coveted for almost three years: the return of the world’s largest outbound market.

The timing was apposite. After Covid-blighted years in 2020 and 2021, during which Asia Pacific mostly shut down tourism, 2022 was a piecemeal recovery year. 

Australia reopened its borders in late February. South East Asia fully reopened in the second quarter. Tourism in New Zealand commenced in earnest in May. However, the key North East Asian markets of Japan, Hong Kong and Taiwan, stayed closed until the fourth quarter. 

The elephant outside of the airport lounge remained China. 

The Chinese government banned the sale of group travel packages in late January 2020, and shut most of its airspace. By the end of 2022, China operated less than 10 percent of its pre-pandemic international air capacity. The few flights available were highly priced, and Chinese returnees needed to undergo quarantine. Visitor economies across Asia Pacific counted the mounting financial impact of China’s isolation. 

And then came a 360-degree turnaround. The swift dismantling of China’s Zero-Covid policy in December, followed by the reopening of its borders, took the world by surprise. 

Tourism & International Relations  

Two elements about China’s reopening are unique. Firstly, China swung open its airport gates amid its worst Covid-19 surge. No other country had done this. While officially reopen, it bought time to plan the scaling up of international air services. The spring and summer airline schedules, which are yet to be published by China’s Civil Administration of Aviation, will set a course for significant travel expansion. 

Secondly, the focus of China’s reopening is on its outbound market. This contrasts with most countries in Asia Pacific, which are focused on rebuilding inbound travel to support economic growth after the pandemic. 

China views tourism differently. In 2015, Xi Jinping became the first Chinese leader to proclaim the role of Chinese overseas tourism to support Asian trade and economic growth. Since then, China has openly leveraged its outbound tourism market in trade and diplomatic relations. Outbound trips from China (including to Hong Kong and Macau) totalled 170 million in 2019, providing China with a powerful negotiating tool. 

200 Million Travellers in 2028  

From 6 February, Chinese group tour travel will commence to 20 countries. Eleven of these, Thailand, Indonesia, Cambodia, Maldives, Sri Lanka, Philippines, Malaysia, Singapore, Laos, New Zealand and Fiji, are in Asia Pacific. While an acceleration of the pre-pandemic trend towards independent travel from China, and away from group tours is likely, restoring group package bookings will influence the near-term strategies of Chinese airlines.

The rebound prognosis for Chinese tourism is strong. Analysts expect outbound travel to pick up rapidly in the second half of 2023. In 2025, China will surpass its 2019 total with 179 million outbound trips, says the China Outbound Tourism Research Institute (COTRI). By 2028, China will reach 200 million annual outbound trips – just 14 years after it recorded 100 million outbound trips in 2014. During three of the intervening years, China was closed.  

Rebuilding Regional Travel Demand  

So, what does China’s reopening mean for the travel economies of Asia Pacific. 

Firstly, it will stimulate much-needed demand in what will be the most important year for travel and tourism in Asia Pacific in recent memory. 

A swift statistical trip around the region shows that in 2019 China was the number one visitor market for Australia, Japan and South Korea. In South East Asia, it was the top visitor market for Cambodia, Singapore, Thailand and Vietnam, and number two for five other nations. China also ranked second for New Zealand. 

While 2022 set Asia Pacific on course for a recovery, results were patchy. Behind the upbeat tourism board spin, most regional destinations reported underwhelming 2022 arrivals figures. 

With a global economic slowdown forecast to crystalize in the second quarter, intra-Asian travel will be vital for building a strong recovery. There is plenty of catching up to do. 

According to the UNWTO, more than 900 million tourists travelled internationally in 2022, representing 63 percent of the 2019 level. However, Asia Pacific only achieved a 23 percent recovery from 2019, compared to 79 percent in Europe and 65 percent in the Americas.

Competition Among Destinations Will Intensify

For the first time since 2019, Asia Pacific is looking forward to a full year of travel activity – with all countries open. Destinations will be marketing hard to attract travellers from across the region – not just from China. 

An interesting rivalry to watch is between Thailand and Japan. They will battle to be the region’s top tourist destination in 2023, which could draw tourists away from other destinations. Both will be beneficiaries of China’s reopening, particularly once Japan removes its current entry restrictions for Chinese visitors.  

Japan and Thailand welcomed record visitor arrivals in 2019: 31.9 million in Japan and 39.9 million in Thailand. Neither is likely to recreate those volumes in 2023, but impressive growth is forecast. Thailand, which received 11.2 million visitors in 2022 will likely double that tally. Japan, which only reopened in October 2022, should surpass 20 million visitors this year.

As travel ramps up this year, competition between tourism-focused economies will intensify.

More Flights to More Destinations

Rebuilding travel demand across Asia Pacific requires more flight options and frequencies. Airlines will restore more short and mid-haul services now that the region is fully open. 

There is plenty of room for regrowth. Airline data from OAG reveals that international flight seat capacity in the week commencing 30 January 2023 was down 59.9 percent in North East Asia and 35.5 percent in South East Asia from the same week in 2019. Southwest Pacific, which includes Australia and New Zealand, was down 26.7 percent from 2019. 

A constraining factor for airlines in 2022 was the high price of jet fuel, particularly during the northern hemisphere summer. Although volatile, the jet fuel price dropped from July onward. Strong demand for travel from China could, however, drive upward fluctuations.  

New Challenges Will Emerge

The forecast rebound of travel activity across Asia Pacific could cause challenges. The travel industry remains under-staffed and under-resourced. We are yet to see in Asia Pacific how airports, transport hubs and destinations will cope with a surge in visitor volumes. 

The return of mass tourism will be overlaid by issues around climate impact and sustainable economic development. The Quality versus Quantity debate will resurface in some destinations, particularly where tourism has a high environmental and community impact. 

For Asia Pacific, a new era of travel and tourism starts now. New travel patterns will emerge. Forecasts and predictions will be regularly revised. 

But, as the Chinese Year of the Water Rabbit begins, China once again takes centre stage.

  • Drive through macadamia nut orchards and see how Mauna Loa processes the nut and packages it at their Visitor Center in Hilo, Hawaii. Don’t forget to try some samples while there.

The holiday season is here!

We’ve put together our top 10 travel tips and reminders to make your journey as smooth as possible this holiday season.

1. Check your documents

Airport prep starts at home, make sure all your documents and IDs are still valid and accurate.

Whether you book your flight from our website, through our Call Centre, or through a travel agent, you should always check your confirmation to ensure your contact information and flight details are accurate. If you encounter an error, contact your travel agent or a Pacific Coastal Airlines Customer Service Agent at 1-800-663-2872 immediately.

2. Check-In Online

Quick and convenient, our self-serve, online check-in service provides you with the option to check-in for your flight from any computer between 24 hours and up to 1 hour ahead of scheduled flight time. You can find our online check-in on our homepage next to ‘Book’ and ‘Manage’ or click here.

Online check-in will also allow customers to pre-pay for any checked baggage or additional items online to save you even more time when dropping off their checked baggage.

With the PCA Mobile App , you can easily complete online check-in and save the boarding pass to your mobile device.

3. Read Baggage Policies

Every airline has different baggage policies and if you are travelling with Christmas gifts, this often means heavier bags and more checked items. Make sure you read the guidelines carefully, stay within the allowed dimensions, and weight for a smooth check-in.

4. Arrive Early

Check ahead to determine your departure airport’s busyness and build sufficient time around your flight to cope with security lines.

We always recommend that you arrive at the airport at least 60 minutes ahead of your scheduled flight time. Check-in and checked baggage acceptance close 40 minutes before scheduled departure time.

5. Avoid wrapping your gifts

CATSA recommends leaving your gifts unwrapped as the contents may need to be inspected. You can visit their website  online  here for more details.

If you’re considering sending out your Christmas presents via cargo, avoid wrapping your gifts in advance as they may need to be searched for security reasons. 6. Check your liquids

Wine, beer, and other spirits are common Christmas gifts. If you are traveling with these items you need to ensure that they are adequately packed and stored in your checked baggage. Don’t forget to check that these are not accidentally left in your carry-on bag as you will end up leaving that expensive bottle of Champagne behind at security!

7. Look out for weather advisories

Winter travel is unpredictable as heavy snowfall and icy roads may cause delays. Keeping up with the weather forecast can help you come up with a backup plan to ensure you arrive at the airport on time.

8. South Terminal (Vancouver)

For customers traveling for the first time with Pacific Coastal Airlines to/from Vancouver this Holiday, we highly suggest learning about the South Terminal . If you’re departing from the main YVR terminal, a glance at the Terminal Maps can help you navigate your gates easier.

Similar to you, other travelers are also heading to the airport this holiday season. The Canada Line is a great public transport option as YVR offers a complimentary Shuttle Service between the Main and South Terminal which operates every 30 minutes. If you’re driving, consider pre-booking your parking spot!

9. Flight Cancellation Request Form

If you booked directly with Pacific Coastal Airlines and are unable to cancel your flight online or contact us through our call centre, we welcome customers to complete our online flight cancellation request form to submit a flight cancellation request.

PATA forecasts bright tourism future in Asia-Pacific

PATA’s latest forecasts predict strong annual increases in inbound visitor numbers for Asia-Pacific under each of the mild, medium, and severe scenarios in 2023, with growth rates ranging from 71% under the latter scenario conditions to as much as 104% under the mild scenario.

The report gives a deeper quantitative overview of the international visitor landscape into and across the Asia-Pacific region at the regional, sub-regional and destination levels out to 2025. This is done at both the annual and quarterly levels over the same period, and by scenario. In addition, the growth in key source markets between 2023 and 2025 is forecast for Asia-Pacific as a whole, and for each of the regions/sub-regions.

The annual increase in the absolute number of international visitor arrivals (IVAs) in 2023 is predicted to range from 158.7 million to 437.5 million under the severe and mild scenarios respectively, lifting the total volume of visitor arrivals to between 382.9 million and 712.7 million, under those same scenarios.

Substantial annual increases in IVA numbers are also forecast for 2024 and 2025, under all three scenarios, although the volume of these gains will slowly reduce over the years as the absolute volume base of foreign arrivals increases.

The impact of these increases is such that under the mild scenario, a return to better than the benchmark number of IVAs in 2019 is predicted to occur in 2023, while under the medium scenario that position is projected for 2024. Under the severe scenario, however, even by 2025, the volume of international visitors into and across Asia-Pacific is forecast to still fall short of the 2019 benchmark by around 12%.

The mix of source regions is forecast to remain dominated by flows from Asia-Pacific markets into Asia-Pacific destinations, with 2025 expected to return to roughly similar proportions as that of 2019, under all three scenarios.

These intra-regional proportionate flows differ for each Asia-Pacific destination region, however, especially for the Americas and Asia, both of which rely heavily on intra-regional visitors. The Americas accounted for 55.4% of visitor numbers in 2019, and this is predicted to gradually increase to between 56% and 57% in 2025, depending on the scenario that plays out at that time. The Asia-to-Asia flows accounted for 80.4% of total IVAs for that region in 2019, and this is forecast to reach between 80% and 82% by the end of 2025.

The Pacific as a destination region within Asia-Pacific is somewhat different, however, since its source regions in 2019 were dominated by Asia which had a slim margin over the Americas. Those positions are forecast to change over the years to 2025, at which time both source regions under the mild scenario are predicted to generate roughly equal proportionate shares of IVAs into the Pacific. Under the medium and severe scenarios, however, the Americas is projected to have a slight relative share dominance in delivering IVAs into the Pacific by the end of 2025.

As IVA growth builds between 2023 and 2025, it is worth noting that the source markets of Asia collectively generate the bulk of the additional annual increases in absolute numbers of arrivals across Asia-Pacific each year. Under the mild scenario, for example, the annual increase in IVAs from Asia in 2023 are forecast to number 330.7 million and account for three-quarters of the net increase in total IVAs between 2022 and 2023.

Across the years and under all scenarios, the visitor footprint of the Asian source markets, at the aggregate Asia-Pacific level, is predicted to remain very strong. The Americas already has a strong intra-regional visitor flow, and forecast to receive more than half of its annual increase in IVAs in both 2023 and 2025, under the mild scenario, from source markets within that same region. That proportion is predicted to reach as much as 68% under the medium scenario in 2024 and 78% under the severe scenario in that same year, and although the proportions may reduce a little by 2025, they are still predicted to favour the Americas as the main generator of annual IVA growth in absolute numbers into that same region.

“These current forecasts are easily the most positive since 2019 and while inbound numbers are predicted to strongly increase each year to 2025, they will not do so evenly across the Asia-Pacific destinations nor at the same rates. In addition, growth will not necessarily be by passive osmosis; work needs to be done for destinations to remain competitive and to deliver experiences to these visitors that consistently rate above and beyond their expectations. A blatant profit-grab at this time will resonate badly with visitors now and will work against destinations and operators in the future,” noted PATA chair Peter Semone.

“Now more than ever before, destinations need to work with host communities, operators, and visitors to deliver results and experiences that bring the best of the travel and tourism sector to the fore, across all involved parties and in a responsible, equitable, meaningful, and thereby sustainable manner. Such an approach will also create a certain resilience to future shocks as and when they appear, and rest assured that they will,” he added.

The closer Donald Trump gets to the 2024 presidential election, the longer he will be spending in courtrooms and away from the campaign trail as he faces 91 charges in four separate criminal cases. 

An unprecedented and busy legal calendar will be a growing drain on Trump’s time as well as financial resources — his campaign committees spent more than $52mn on legal fees in 2023 — as litigation ramps up in the coming months.

Nothing in the US constitution prohibits convicted felons from serving as president. However, some voters say their decision in the presidential election will be influenced by whether Trump has been convicted of serious crimes. Trump’s lawyers have argued that trials will unfairly taint the vote, while others say that Americans deserve to know Trump’s fate before they cast their ballots.

But it is increasingly unlikely that all four criminal cases will reach juries by election day in November — an outcome that will work in Trump’s favour. Paul Schiff Berman, law professor at George Washington University, said that while Trump was not “scoring wins in court” — the few rulings handed down so far have been against him — he is “successfully . . . using the court system and the appeal process to delay as long as possible”.

Here is a look at how Trump’s trial calendar is shaping up.

‘Hush money’ case

The Manhattan district attorney’s historic first criminal indictment of Trump will also be the first to trial. The indictment was handed down in April 2023 over the former president’s alleged attempts to buy the silence of a porn star, Stormy Daniels, who claimed to have had an affair with him in the run-up to the 2016 election. Jury selection is set to begin right in the middle of the Republican primary season, on March 25.

If convicted on the 34 charges of falsifying business records, Trump could be handed a prison sentence of up to four years. Even if he returns to the White House he would not be able to pardon himself, since the case is in a state court.

Manhattan district attorney Alvin Bragg, who brought the charge, may have to rely on some less-than-ideal witnesses at the trial, which is expected to last approximately six weeks. These include Trump’s former lawyer and fixer Michael Cohen, who served prison time for admitting to lying under oath, and former Trump Organization executive Allen Weisselberg, who went to jail for fraud.

After the “hush money” case, the next in line for trial is likely to be the first-ever federal indictment against a former president, which accuses Trump of mishandling sensitive government documents.

Department of Justice special counsel Jack Smith alleged Trump tried to keep the material from authorities, including storing boxes in a shower on his Mar-a-Lago estate. 

Trial was originally set to begin in a Florida federal court on May 20, but Aileen Cannon, the judge presiding over the case, has suggested that will be pushed back.

Trump’s lawyers have recommended a new start date of August 12, while reiterating their position that “a fair trial cannot be held until after the 2024 presidential election is concluded”. Smith requested the trial start on July 8. 

The DoJ has a general policy against launching politically sensitive prosecutions within 60 days of an election. But a prosecutor told Cannon on Friday that a trial in that timeframe would not run afoul of that unwritten rule since charges had already been filed.

If Trump is convicted, the maximum prison term for each of his 40 criminal counts ranges from five to 20 years. Since the case is federal, some have speculated that Trump could attempt to pardon himself if he is elected president. At the very least he could attempt to influence the case via his appointees to the DoJ.

What could have been the first criminal case to go to trial against Trump — and the one widely considered to be the most serious threat to his standing with voters — is now facing significant delays.

The second indictment obtained by Jack Smith last year, brought in a federal court in Washington DC, accuses Trump of seeking to overturn the 2020 presidential election. The four criminal counts include conspiracy to defraud the US, obstruct an official proceeding and threaten individual rights.

The trial, which was originally set to begin on March 4, will be delayed while the US Supreme Court considers whether Trump is entitled to presidential immunity for the acts committed while he was in office. The bench has scheduled oral arguments for the week starting April 22 and a decision is expected by the end of its term, which typically falls at the end of June. 

Some analysts argue that if the court does not side with Trump and with no further delay, he may face a verdict shortly before the general election in November. But many believe this is unlikely. A trial could last at least eight weeks, analysts said.

Perhaps the most complex case against Trump, Fulton county district attorney Fani Willis’s sprawling indictment against the ex-president and others has become bogged down in wrangling over whether Willis should be disqualified from the case .

Underpinned by the state of Georgia’s far-reaching racketeering statute, which is typically used in mob prosecutions, the charges outlined a broad conspiracy to overturn the 2020 polls involving Trump and 18 others (four have already pleaded guilty). Georgia’s racketeering statute carries penalties of up to 20 years in jail as well as a fine, to be added on to penalties stemming from other misconduct.

State prosecutors had requested the trial begin for the remaining defendants on August 5. But proceedings are now expected to face delays after some defendants have sought to disqualify Willis based on a romantic relationship she had with an outside attorney working on the case.

If Willis is disqualified, state officials would have the power to replace her. Any external appointment could take time and result in further delays to the trial or a shift in strategy altogether.

Like the New York “hush money” case, a conviction against Trump in Georgia state court could not be absolved through a presidential pardon.
