This informative guide will be helpful for those of you who wish to change your uae visit visa status to a residence visa. We will first explain the difference between both visas, describe the process, list the necessary documents, and much more.

How to Convert Visit Visa to Residence Visa in UAE

A visit visa is an entry permit issued for tourist purposes that allows a foreign national to stay in the UAE for a specific period legally. Visit visas are issued only for 30 days or 60 days durations. A person holding a 30-days visit visa can stay for 30 days starting from the date of entry. A person holding a 60-days visit visa can stay for 60 days, counting from the date of entry. The visit visa can be issued as a hardcopy or a softcopy and must be sponsored by a UAE-based airline, hotel, or travel firm.

A residence visa is issued to a foreign national after entering the country. For a residence visa to be issued it has to be sponsored by an eligible entity like the employer/company or spouse who meets the GDRFA(General Directorate of Residency and Foreigners Affairs) criteria to sponsor. Mandatory steps that need to be completed for a residence visa to be issued are proving that the individual is medically fit by facing a set of medical tests and passing a security check. The legally permitted stay duration of the residence visa may vary between 1, 2, or 3 years depending on its type and the sponsor. After the residence visa has been issued, a stamp will be placed on the passport. This makes it easy for the holder to travel out of UAE if the need arises during his residency. If the residency visa holder stays out of UAE for over 6 months, the residence visa will be nullified automatically.

Although the Federal Authority issues both for Identity, Citizenship, Customs, and Ports Security, they serve different purposes. The Visit visa permits the holder to stay in UAE for 1 or 3 months but doesn’t allow them to seek employment. Anyone working while holding a visit visa will be penalized as per the UAE rules. The UAE residence visa is a long-term visa permitting the holder to stay between 1 to 3 years, depending on the visa type. You can then convert visit visa to a residence visa without exiting to work in UAE. The visa can be renewed numerous times.

A UAE residence visa holder can have the following benefits which visit visa holders can’t have:

  • You can apply for a UAE driver’s license
  • You are eligible to get health insurance and get access to government health facilities
  • You can open a bank account
  • You can apply for a personal or car bank loan
  • You can enroll your children in private or government schools

You need to meet either of the criteria mentioned below if you wish to apply for a residence visa in UAE:

  • You are seeking employment in a UAE-based government or private company.
  • You will complete your education in a UAE-based educational facility
  • You are the dependent (wife, child, parent, or maid) of a UAE citizen or expat
  • You have made an investment
  • You have purchased real estate or property in the UAE

How to Convert Visit Visa to Residence Visa in UAE

You need to compile the following documents to apply for your UAE residence visa:

  • Completed UAE Visa Application Form
  • Applicant’s Original passport
  • Colored passport photos were taken in white background
  • Your visit visa
  • Proof of sponsor’s legal residency or UAE citizenship
  • Passed medical test certificate
  • If a residency visa is for employment purposes: Work contract and copies of company’s valid trade license
  • If a residency visa is for the family: include proof of relationship like an attested marriage certificate or birth certificate.

You can apply for a 30-days visit visa or a 60-days visit visa. depending on how long you want to stay.

The UID is a Unique 6 digit ID assigned to every visitor or resident of the UAE.

Your UAE visit visa has a validity period of 60 days from the date of issue. If you don’t travel to the UAE within this duration, your visa will become invalid, and you will have to re-apply for a new visit visa.

After you have entered UAE, the file under your UID will be marked as used, signifying that you have entered the country.

This should be done during the grace period of your visit visa before it expires, or else you will be fined for overstaying. If you have found a job, this procedure must be done by your employer or company, who will be your sponsor. If you are going to stay with your husband, he should act as the sponsor and apply for your residence visa.

A new residence visa file will be created under your UID, and the status wi be changed from visitor to residence. The status change can be done without the applicant leaving the country.

To prove that you are fit, all residence visa applicants must pass a medical test and then face a security check. If everything is ok, your application will proceed to the next step.

  • 08   Emirates ID will be processed

You are now finally a UAE resident.

uae visit visa to residence visa

There has never been a better time to move to Abu Dhabi with over 60 visa options available. Deciding which visa to apply for can be tricky, but understanding the requirements and your eligibility can make the process easier.

What is the Difference Between an Entry Permit and a Residence Visa?

Entry permit throughout.

An Entry Visa allows you to enter and stay in Abu Dhabi legally for a short period of time and can be granted for a number of reasons including employment, visits, tourism, medical treatment, missions and conferences. Most entry visas are valid for two months (60 days) but the duration depends on the type of Entry Visa. For example, entry visas for transit allow you to stay in the country for only four days, while entry visas for employment allow you to stay in the country for 60 days during which you must obtain a residence visa or apply for an extension.

All visas can be extended for 30 days twice without needing to leave and re-enter the country for renewal. If you fail to extend your entry visa and overstay, you will have to pay a fine of AED 100 per day, which is calculated from 10 days after the expiration date of the visa. The rules for extension do not apply to certain groups including: visitors and tourists who are residents in GCC countries; residents accompanying GCC nationals; those on special entry permits; and those on 96-hour permits for special missions.

  • Residence Visa

A Residence Visa is issued to people who are already in the country after entering the UAE on an Entry or Tourist Visa. It allows you to live and work in Abu Dhabi and can last from one to three years depending on the sponsor. Long term residence visas are available for five or 10 years subject to certain conditions.

Do You Need a Visa to Enter the UAE?

Yes. Coming to Abu Dhabi requires obtaining an entry visa , which allows you to enter and stay in the emirate legally for a short period of time. Conditions for obtaining an Entry Visa differ based on nationality, the purpose of the visit and the duration of stay. Before you apply for an entry visa, check if you are eligible for visa-free entry or can receive a visa on arrival.

Gulf Cooperation Countries (GCC)

Visa on arrival, pre-arranged entry visa, sponsorship, valid documents, no restrictions.

Citizens of GCC countries do not require an Entry Visa or to be sponsored by a UAE national or resident in order to enter the UAE. They simply need to provide their passport or national ID issued by a GCC country at the point of entry. The validity of entry permits for GCC residents is 30 days.

Citizens of these countries are not required to apply for an Entry Visa prior to arrival. Instead, an entry visa is issued automatically upon arrival and it is valid for 30 days with a 10-day period for extension.

The list is subject to change; therefore it is advisable to check with the UAE embassy abroad or the airline before travelling to Abu Dhabi.

Anyone who does not have the privilege of visa-free entry or visa on arrival must apply for an entry visa ahead of travel.

You need a sponsor to apply for your entry permit. The sponsor can be:

  • Tourism establishments
  • Companies based in Abu Dhabi
  • Individuals (UAE national or an expatriate who is already living in the country with a valid residence visa)

You must have a valid passport with at least six months validity from the date of entry.

You must not have been previously deported or banned from entering the UAE. A visa ban prohibits a person from entering the country or taking up a new job. If either of these conditions apply, you must obtain special permission to re-enter the UAE. Apply for an entry visa

How Much Does a Visa Cost?

Overstaying your visa, overstaying a tourist or visit visa, overstaying a residence visa, modifying visa status.

Visa fees vary by type and usually take three to four business days to process. Urgent processing can be requested for an additional fee of AED 100. Visit smartservices.icp.gov.ae

Visas are granted with a start and end date. Visa holders who stay beyond the expiration date of their visas and fail to obtain an extension are subject to financial penalties.

Tourist Visa and Visit Visa holders have a 10 day grace period to obtain an extension. If a tourist or visitor stays beyond the grace period, fines will accrue as follows:

Residents have a 30 day grace period to get a new Residence Visa or leave the country. If a resident stays beyond the grace period, fines will accrue as follows:

Holders of all visa types can modify their visa and transfer it into a Residence Visa while staying in the country. Applicants must meet the requirements for a residence visa, pay a fee of AED 500 in lieu of leaving and complete the process before the entry visa expires to avoid penalty.

Over the past few years, the UAE has emerged as one of the most popular destinations for business. Entrepreneurs not only look to set up their company in Dubai, but also live in the emirate with their families. Thus, business owners need to obtain a UAE residence visa, followed by dependent visas for their family members.

According to recent statistics, the UAE is home to a large expat population, with residents from all over the world flocking to cities like Dubai and Abu Dhabi for career opportunities and a high standard of living.

With such a diverse community and a wealth of opportunities available, it’s no surprise that obtaining a UAE residence visa is a key step in making the most of what this vibrant country has to offer.

What is a UAE Residence Visa?

A UAE Residence Visa permits foreigners to live and work in the United Arab Emirates for a specific period. It’s important to note that, unlike some other countries, you generally cannot directly apply for a UAE Residence Visa yourself.

To obtain a residence visa, you typically need a sponsor who is a UAE citizen, company, or educational institution (except for certain visa categories like investor visas).

For those who get into the country on an employment contract, there are two more ways to acquire a UAE residence permit. In addition, you must either invest in real estate or start a business in the UAE .

What Are the Different Types of Residency Visa in the UAE?

The types of UAE residence visas available each have their own requirements and validity periods. Some of the most common types include:

Carefully consider the types of UAE residence visas available; each has its own requirements and validity periods. Some of the most common types include:

  • The 5-Year Golden Visa (Property Investor Visa): This visa requires an investment of at least AED 2 million (around USD 545,000) in property in the UAE and is valid for five years.
  • The 10-Year Golden Visa (Long-Term Investor Visa): This visa requires an investment of at least AED 10 million in a UAE business or fund, or real estate with an annual rental income of no less than AED 1 million. It is valid for ten years and is automatically renewed.

3. UAE Retirement Visa

This visa is available for individuals aged 55 and above who meet specific income and health requirements. It allows them to reside in the UAE without the need for employment.

4. UAE Student Visa

This visa is sponsored by your educational institution in the UAE. It is typically valid for the duration of your studies, plus an additional 30 days.

5. Domestic Worker Visa

How to Get a Residence Visa in Dubai, UAE?

To obtain a Dubai residence visa in 2024, you must carefully and correctly follow several steps in the application process. Here is the step-by-step guide:

1. Secure Sponsor to Apply Residence Visa

Except for the Green Visa or investor visa, you generally require a sponsor to apply for a UAE Residence Visa. This can be a UAE company (for employment visas), a UAE citizen (for family visas), or an educational institution (for student visas).

The sponsor plays a crucial role in initiating the application process and ensuring you meet the eligibility requirements.

2. Obtain an Entry Visa

Your sponsor must obtain an entry permit from the Federal Authority for Identity and Citizenship’s online portal. Moreover, it’s also available on the General Directorate of Residency and Foreigners Affairs (GDRFA) website. In addition, this can be done in person from one of the licensed GDRFA typing centres.

3. Prepare required documents

Compile all the necessary documents as per your chosen visa type. Ensure they are complete, valid, and meet the specified format requirements.

  • Collect necessary documents like your passport, current visa, medical fitness test results, and proof of sponsor’s status (if applicable).
  • Your sponsor or a typing centre will submit the application and required documents to the GDRFA in your emirate.

Is there a difference between the UAE Entry Permit and Residence Visa?

Entry Permit allows you to enter the UAE for a specific purpose and complete the necessary procedures to obtain a residence visa. These purposes can include tourism, business visits, attending events, or medical treatment.

Entry permits are valid for a short period, typically 2 months for regular visas and 6 months for some specific types (like Golden Visas). Entry permits are not renewable.

Whereas Residence Visa allows you to reside in the UAE for a longer period to work, study, invest, or retire.

Residence visas typically range from 1 year to 5 years in duration, with some special visas (like the Golden Visa) offering even longer validity periods (10 years). You can renew them upon meeting specific requirements and following the established procedures.

UAE visa residency rules: all you need to know

People with visas that expire from july 12 onwards have a 30-day grace period and those whose visa expired from march 1 until july 11 have a three-month window to finalise visa under new guidelines.

Latest:  UAE officials clarify federal travel and testing rules for this summer

UAE residents whose visas expire on or after July 12 will have a month to renew their document or will face fines.

A senior official said regular pre-coronavirus visa rules have resumed as services reopened across the country on Sunday.

At the weekend, the UAE Cabinet announced a three-month grace period for GCC passport holders and UAE residents to renew their visa and residency documents. This applies to people with residency visas or Emirates ID cards that expired after March 1 and before July 12.

For Emiratis and GCC nationals, who do not require residence visas, the documents refer to the validity of their Emirates identity cards.

“The purpose of the amendments was for things to gradually return to normal,” Brig Gen Khamis Al Kaabi, spokesman for the Federal Authority for Identity and Citizenship, said in a radio interview on Monday.

He said the new expiry dates for visas have yet to be updated on the ICA portal but will be soon.

The ICA resumed charging administrative fees for visa services on Sunday.

The announcement on Friday also covered residents outside the UAE who have not been able to return within 180 days.

The National  spoke to Haider Hussain, a partner at Fragomen, an immigration services company, to explain some of the changes.

Who is affected by this new update?

This covers people with existing UAE residence permits whose visas have expired after March 1 and those with visas expected to expire in the coming months.

For GCC nationals, it refers to non-sponsored GCC identity and emirates identity card.

For Emiratis it applies to their Emirates identity cards.

What does the new three-month grace period mean?

For people inside the UAE  whose residence permit expires from  March 1 until July 11, they now have a three-month grace period starting from Saturday. They must renew their visas by October 10.

All residence permit holders whose residency permits expires from July 12 onward will have a 30-day grace period to renew their documents.

Earlier residence permits expiring post March 1 were automatically renewed until the end of December to mitigate for the impact of the coronavirus pandemic. As of July 11, the residency extensions until the end of the year are no longer applicable.

This covers everybody who holds a UAE residence permit that expired after March 1. It covers dependents, employees and maids.

What do I need to do and will I be fined?

Dubai residence visa holders with permits that expired between March 1 to July 11 should begin their renewal. The residency visas should be renewed prior to October 10 to avoid any overstay fines.

For residence permit holders of other emirates, the submission schedule has been announced by ICA.

All residence permit holders whose residence permit expires from July 12 will face overstay fines if they do not renew their documents within the 30-day grace period.

Once government portals are updated, residents can log in and enter their visa details to check the updated expiry date.

To verify visa validity on the Federal Authority for Identity and Citizenship portal or ICA, visit this website .

Dubai residents can check on the General Directorate of Residence and Foreigners Affairs  portal .

For those in the country, breaking the residency visa rules incurs a fine of Dh25 a day. When leaving the country, the fine is Dh250 plus Dh25 a day.

There is also a daily Dh20 fine for failing to renew an Emirates identity card. This can go up to Dh1,000.

Those sponsoring dependents or housemaids should check the portals for the new expiry dates and renew before the grace period ends.

What about UAE residents outside the country?

If they have not  been out of UAE for more than 180 days, they have one month after they enter to renew their residency visa.

What happens to residents who have been out of the country for more than six months?

The implementation will be clear in the coming weeks for residents whose visas expired after March 1 and have been out of the country for more than 180 days. A specific grace period will be determined by the ICA.

Residents will be permitted to enter the UAE. Once flights resume between the country they are currently in and the UAE, they need to get ICA or GDRFA approval prior to their return.

The understanding is the grace period will be 30 days on entry to the UAE.

Do I need to take a medical test?

For those who renew their residency visas, the earlier renewal process remains. During stay home restrictions, residents received an electronic sticker online to show the visa was extended.

From now on, the renewed residency visa will be stamped on their passport.

When can you begin filing renewal applications?

Authorities have released a schedule for filling renewal applications. Dubai residence visa holders can begin submission of applications. People with residence visas in other emirates need to follow the submission schedule given by the ICA.

For residency visas and emirates identity cards that expired in March and April 2020, the date to resume acceptance of renewal requests is from July 12, 2020, as per the ICA.

Nearly 400,000 Indians have left the UAE for India since repatriation flights started in May. AFP

For expirations in May, the date is August 11, 2020.

For documents that expired in June and until July 11, the date is September 10, 2020.

I’m leaving on holiday for a few weeks, what should I do?

Residents should renew their residency visa before they travel out of the UAE. Despite the grace period, there could be issues at the airport if updates are not reflected in the system.

Before travelling, people leaving Dubai should also get General Directorate of Residency and Foreigners Affairs approval. This works as an entry permit for residents that they need to secure before they exit the UAE.

I have a residency visa, study in a college overseas but now I need to stay in the UAE because my college is closed. What are my options?

If your residency visa expires after March 1, you fall in the same category as those with residency visas and can follow the same process of renewal.

I’m a student of a college overseas. I have been living on a tourist visa with my family in the UAE since March just before international travel shut down. Can I remain in the UAE?

There is a provision to amend a tourist visa to a local residency visa. For children above 18 years and studying abroad, certain criteria must be met and it will be judged on a humanitarian, case by case basis. If the case is genuine and the person cannot exit the UAE, approval may be given by authorities.

This will require a local sponsor that includes a parent or legal guardian.

Students who came into the UAE on tourist visas because universities overseas shut down due to the coronavirus will need to renew if the renewal option exits on their visa.

There is a possibility to renew the tourist visa while remaining in the UAE.

In addition, based on their nationality, certain students can get visa on arrival and stay for 30, 60 or 90 days.

What about newborns of mothers who have delivered overseas?

If the main sponsor is in Dubai and the mother and newborn are overseas, they can file for an ‘out of country’ permit online through the Amer centre.

For Abu Dhabi and other emirates, they can file on the ICA portal for a newborn return, even if the child does not have a residency permit. They can then get a permit when in the country.

What about people who lost jobs or had visas cancelled after March 1?

They have 30 days to find an employer or find a new job. Failing this, they should exit the UAE within 30 days. They can also apply for an in-country 30 or 90-day tourist visa.

The overstay fines payable per day after one month grace is Dh225 for the first day and Dh25 for each subsequent day.

How about people whose visas were cancelled or expired before March 1?

As per the earlier guidance, they have until August 18 to leave. The updated notification does not cover people whose permits were cancelled before March.

What about people entering the UAE for fresh employment?

This applies to Dubai since it has opened up to international flights.

A company based inside a free zone can apply for an entry permit for people outside the UAE.

Such ‘out of country’ entry permits are being filed and approved so people can come into the UAE for a new relocation. 'Out of country' entry permits for dependents have also been reinstated.

The person will need to complete medical fitness tests as part of their residence application when inside Dubai.

What if I receive a fine although my residency visa falls under the grace period?

As you complete the renewal process, during the filing if there is an issue, you can check with the Tadbeer centres or Amer service centres to address such cases. People an also visit the GDRFA customer service centres.

Total cost of clearing overstay fines

According to Adnan Khan, operations manager at Siddique Haider Corporate Services Provider, this is the breakdown of the standard fees that you should keep in mind:

• Overstay fine: Dh50 per day • E-services fee: Dh28 + Dh1.40 VAT • ICP fees: Dh122 • Electronic payment fees: Dh2.62 + Dh1.53 VAT • Smart services fee (for online payment): Dh100

Other fines you need to consider

However, if there are other violations on your file, like an absconding case, you would also need to pay for clearing those violations.

“The cost can be a lot higher if, for example, you paid a travel agent for the visa and then overstayed. This is because there would be an absconding case that gets filed. You would need to first pay the fee that is with the absconding case, after which the file will be cleared in the system,” Khan added.

How can I pay the fees?

According to Shafiq Muhammad, Chief Supervisor at Horizon Gate Government Transactions Centre, people who are leaving the country can pay the fines through different methods:

Are you a student who recently graduated from the UAE and is looking to sponsor your visa based on your academics? The Golden Visa issued by UAE is a long-term, renewable residence visa that enables you to stay in the country for a duration of 5 or 10 years, depending on the application category.

Students or graduates who excel in academics can apply for this visa. Khaleej Times spoke to an Amer agent to outline the application process for applicants in the UAE.

Stay up to date with the latest news. Follow KT on WhatsApp Channels.

Am I eligible?

Applicants must apply for the Golden visa within the same emirate where their current visa was issued.

University graduates

Outstanding graduates of universities in the UAE

According to the UAE’s government portal, students of universities in the UAE may be granted a Golden visa for a period of 10 years, if:

  • It has not been more than 2 years since graduation
  • The university must be rated either A or B class by Ministry of Education
  • A recommendation letter from the university or an accredited graduation certificate or an accredited academic record stating that the student’s cumulative GPA (CGPA) is no less than 3.5 for class A universities and no less than 3.8 for class B universities is submitted.

Outstanding graduates of foreign universities

According to the UAE’s government portal, students in foreign universities may be granted a Golden visa for a period of 10 years, if:

  • Graduation certificate is accredited by the Ministry of Education
  • The university is rated among the best 100 universities global according to the rating system recognized by Ministry of Education
  • The student’s cumulative GPA is not less than 3.5

High school students

High school students are eligible for a Golden Visa of 5 years, if:

  • The student is a national-level topper (with a minimum grade of 95 per cent in public or private secondary school)
  • A recommendation letter from Ministry of Education (Emirates Schools Establishment) is submitted.

The Golden Visa is for a duration of 5 years, but may be extended if the student is enrolled in one of the majors or colleges in the country that requires a study period of more than 5 years.

How do I know if my university is rated A or B?

To know the university's classification, the applicant can access the university website, or contact their admin department.

Speaking to Khaleej Times, a Technical Support Specialist at Amer247 messaging platform said:

However, for applications through Amer, the classification is "specifically contingent upon the governing authority under which the educational institution" is based.

This classification can significantly influence the documents required.

The support specialist added: "Notably, for outstanding university students under KHDA, the school must liaise with KHDA for certificate attestation, followed by MOFA attestation, and the issuance of an equivalency certificate to conform with the mandatory Ministerial grading system, typically graded out of 4 or 5."

How do I apply?

Students can expect a faster process if they first receive ICP nomination approval and then visit an Amer centre. According to the Amer agent, the application process can indeed be "expedited and made more efficient" if the student obtains a UAE ICP nomination approval prior to visiting Amer, or utilises the GDRFA platform.

The agent said that the GPA threshold is set at 3.8 to "facilitate a seamless application process." However, certain universities in the UAE are categorized by ICP as exempt from the 3.8 benchmark.

Graduates from these universities can apply for the Golden visa with a GPA of 3.5 if they secure a nomination from ICP, he added.

To apply for a Golden Visa in Dubai, visit icp.com

  • On the homepage, stay logged out. Scroll until you see the left side menu, and click on “Golden Visa” under Services.
  • Click on “start service” under “high school students/college students”
  • Then, go to “Visa – Golden Residence – Nomination Request for Golden Residence – New Request” and click on “Start Service”
  • Fill in the application form, attach the required documents and pay the application fees.
  • Once you receive ICP approval for the nomination request, take a screenshot of the approval email and head to your nearest Amer service centre, with the required documents. Alternatively, you can apply through the GDRFA website, smart application or Customer Happiness Centres.

According to Amer's technical support specialist, students holding the Golden Visa can "extend the visa to their parents, spouses, and children without any prejudice."

Changes to the Start-up Visa and Self-Employed Persons programs to help reduce backlogs and improve processing times

From: Immigration, Refugees and Citizenship Canada

News release

Immigration is critical to the growth of our economy and our communities. Improving processing times is key to providing an immigration system that works better for newcomers and Canadians alike, which is why we are taking action to reduce wait times and modernize our programs and services.

April 29, 2024—Ottawa— Immigration is critical to the growth of our economy and our communities. Improving processing times is key to providing an immigration system that works better for newcomers and Canadians alike, which is why we are taking action to reduce wait times and modernize our programs and services.

Today, the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, announced several changes to Canada’s federal business programs to help reduce processing times and the application backlog. These changes take effect on April 30, 2024.

To improve the Start-up Visa Program, we will encourage designated venture capital firms, angel investor groups and business incubators to focus on the most promising proposals by

  • capping the number of permanent residence applications we will accept for processing each year to those associated with no more than 10 start-ups per designated organization
  • providing priority processing for entrepreneurs whose start-up is supported by Canadian capital or by a business incubator that is a member of Canada’s Tech Network , including applications in the inventory and new applications as they are submitted

In addition, Minister Miller announced a full pause on application intake for the Self-Employed Persons Program to focus on processing applications from the inventory, starting April 30, 2024. The Self-Employed Persons Program provides a pathway to permanent residence for people with notable experience in art, culture, recreation or sports and who will contribute to Canada’s cultural vitality. Due to the high number of applications submitted for this program, processing times have increased to beyond four years. While the pause is in place, IRCC will continue finalizing applications from the backlog while assessing options for reforming the program and ensuring its integrity.

By restricting application intake through the end of 2026, and through planned increases in admissions for the federal business category as tabled in the 2024–2026 multi-year levels plan , IRCC will be able to reduce the backlog and bring down wait times while continuing to welcome the talented, innovative and entrepreneurial newcomers we need to continue to grow Canada’s economy.

“Fast processing is critical to the success of entrepreneurs who come to Canada through our federal business programs. These necessary changes will set the Startup Visa Program and Self-Employed Persons Program on the path to faster processing times while we look ahead to further reforms to make these programs more sustainable and effective over the long term.” – The Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship

Quick facts

Immigrants account for about one third of business owners with paid staff in Canada.

Canada ranked number one as the most attractive destination for start-up founders in a  2023 report by the Organization for Economic Co-operation and Development (PDF 2.18 MB) . The rankings were based on a wide variety of factors, including access to capital, corporate tax rates, skills of the workforce, strength of its universities and quality of life, as well as immigration policies for entrepreneurs and their families.

To qualify to apply for the Start-up Visa Program, a foreign entrepreneur must have the committed support of a designated venture capital fund (investment of $200,000), angel investor group (investment of $75,000) or business incubator (acceptance into their incubation program).

Since the program began in 2013, about 900 entrepreneurs have become permanent residents through this category, representing the launch of more than 300 start-ups.

All applications in the venture capital and angel investor streams will get priority processing, as will any business incubator–supported applications that report an investment of at least $75,000.

Golden Visa Programs, Once a Boon, Lose Their Luster

Spain is the latest European country to end its program, which brought in billions of euros from real estate investors seeking residency status but worsened a housing crisis for locals.

  • Published April 21, 2024 Updated April 22, 2024

When Ana Jimena Barba, a young doctor, began working at a hospital in Madrid last year, she moved in with her parents half an hour outside the city until she could save enough to buy her own home. But when she started looking at houses in the same village, almost everything was priced at more than 500,000 euros.

The amount — nearly 20 times more than the average annual salary in Spain — happens to correspond to the cost of the country’s “golden visa,” a program that offers residency to wealthy foreigners who buy real estate there. After a decade, the program has reeled in billions of euros in investments, but it has also helped fuel a wrenching housing crisis for its own citizens.

“There’s nothing I can afford,” said Dr. Barba, an allergist who has been working 100 hours overtime every month to save up a nest egg. “If foreigners inflate the prices for those of us who live here, it’s an injustice,” she said.

Faced with growing pressure to address its housing crunch, Spain said this month that it would scrap its golden visas, the latest in a wider withdrawal from the program by governments around Europe.

Half a dozen eurozone countries offered the visas at the height of Europe’s debt crisis in 2012 to help plug gaping budget deficits. Countries that needed international bailouts — Spain , Ireland , Portugal and Greece among them — were especially desperate for cash to repay creditors, and saw a path to bring in investors while reviving their moribund real estate markets.

People walking down a main street in an upscale neighborhood in Madrid.

Countries reaped a windfall: Spain alone has issued 14,576 visas linked to wealthy buyers making real estate investments of more than €500,000. But the prices that they can afford are squeezing people like Dr. Barba out of a market that had already been highly inflated by the rise of Airbnb and the draw of Wall Street investors.

“Access to housing needs to be a right instead of a speculative business,” Pedro Sánchez, Spain’s prime minister, said in a speech this month as he announced the end of the country’s golden visa program. “Major cities are facing highly stressed markets, and it’s almost impossible to find decent housing for those who already live, work and pay their taxes.”

The visas make it easy for people outside the European Union to buy the right to temporary residency, sometimes without having to live in the country. Investors from China, Russia and the Middle East flocked to buy real estate through them.

In recent years, British nationals have followed suit in the wake of Brexit, snapping up homes in Greece, Portugal and Spain, joined by an increasing number of Americans looking to enjoy a lifestyle they can’t afford in major U.S. cities.

But golden visa programs are now being phased out or shut down around Europe as governments seek to undo the damage to the housing market. And after Russia’s invasion of Ukraine, E.U. officials urged governments to end them, warning they could be used for money laundering, tax evasion and even organized crime.

Portugal, which has reaped more than €5.8 billion in investment from the visas, modified its program in October to remove real estate as an investment to reduce speculative buying and cool an overheated housing market. An influx of foreigners has displaced thousands of low-income Portuguese citizens from homes in cities like Lisbon.

The government in Lisbon is trying to fix the affordable housing problem with new rules that would require landlords to rent empty flats to families, capping rents and converting some commercial real estate to housing.

Ireland shut down its program last year, in part to address concerns that Russian nationals were laundering money through it.

Greece , one of the last countries in Europe to offer a golden visa, is raising its foreign investment threshold to €800,000 from €500,000 in the Athens area and on popular islands including Mykonos and Santorini. The country’s prime minister, Kyriakos Mitsotakis, acknowledged severe housing shortages and pressure on rental markets, especially around Athens, but he said the government still wanted to draw investors. Greece raised €4.3 billion in investment from the visas from 2021 to 2023 alone.

A report released by the Institute of Labor Economics in March said the visa programs had helped spur economic development in countries offering them. But governments need to strike “a delicate balance between reaping economic benefits and safeguarding against potential risks,” including money laundering and rampant gentrification, the report said.

The pullback is coming as a broader housing crisis grips Europe , after years in which its real estate markets have undergone a profound metamorphosis that has increasingly pushed out modest-income workers, including doctors, teachers and police officers.

Gentrification has spread throughout European cities for decades, but the rise of Airbnb and other short-term rental providers has accelerated the affordability crisis. That was especially the case in countries affected by Europe’s debt crisis, where property owners discovered they could make more by renting to tourists than to locals whose finances had been squeezed by austerity programs.

Golden visa programs compounded the strain. In Greece, which initially granted foreigners a five-year residency visa if they invested €250,000, many apartment and home listings around Athens and on breezy Greek islands suddenly shot up from bargain-basement prices to €250,000, well out of reach for most Greeks.

Laura McDowell, an agent at the Athens-based Mobilia real estate agency, said that short-term rentals had made rents unaffordable in city centers, and the problem was worsened when investors from numerous countries converted homes purchased through golden visa programs to vacation rentals, further squeezing the supply of affordable housing.

The scheme lured Chinese nationals in particular, with many flying to Athens carrying suitcases loaded with cash . Chinese investment companies also bought buildings in low-income neighborhoods and areas with student housing, renovating apartments and reselling them to visa seekers. Today, entire apartment blocks even in once undesirable zones in and around Athens are owned largely by foreigners.

“Prices driven up by golden visas haven’t come down,” Ms. McDowell said. “Greeks have been priced out.”

In Spain, Chinese investors made up nearly half of visa seekers, followed by Russians. Low interest rates set by the European Central Bank compounded the problem in recent years by drawing more real estate investors outside the visa program, said Ernest Urtasun, Spain’s culture minister.

The Spanish government plans to construct 40,000 social housing units for people with limited resources as part of a broader plan to restore affordable lodging.

But it is uncertain that will help people like Dr. Barba quickly. Despite Spain’s recovery from the financial crisis, wages have failed to keep pace with the growth in the real estate market. Nearly a fifth of workers earn the minimum wage of €1,134 a month, while rents in Madrid jumped 15 percent in 2023. A 3.2 percent inflation rate has added to the strain.

Dr. Barba has been saving money for the past three years for a down payment on a home. She rented a room in a shared apartment in Barcelona when she began training as an allergist at a downtown hospital. But her monthly income was consumed by basic living expenses including food, rent and transport.

To save more, she transferred to the hospital in Madrid and now lives with her parents rent-free outside the city, working overtime to bump up her salary to €1,900. But with homes even in her parents’ village priced at half a million euros, she feels hopeless.

“It would take years to save up enough to put down a deposit on a home,” Dr. Barba said. “Buying a home is just a dream.”
