Egypt’s Sisi heads for Turkey in first presidential visit in 12 years

Egyptian President Abdel Fattah al-Sisi will hold talks with President Tayyip Erdogan in Turkey on Wednesday in the first presidential level visit in 12 years amid a warming of long-frozen relations between the regional powers.

The visit comes after Erdogan travelled to Cairo in February, his first trip to Egypt since 2012, taking a major step toward rebuilding ties that were severely strained for a decade.

“Turkey-Egypt relations will be reviewed in all their aspects and possible joint steps in the coming period to further develop cooperation will be discussed,” the Turkish presidency’s communications office said in a statement on Tuesday.

“In addition to bilateral relations, there will be an exchange of views on current regional and global issues, especially the Israeli attacks on Gaza and the occupied Palestinian territories,” it added.

Sisi was set to arrive in Ankara at 2 p.m. (1100 GMT), with a joint press conference scheduled for 5 p.m. (1400 GMT).

Relations between Ankara and Cairo collapsed in 2013 after Egypt’s then-army chief Sisi led the ouster of the Brotherhood’s Mohamed Mursi, an ally of Turkey who had become Egypt’s first democratically elected president the year before.

Mursi visited Turkey as president in 2012.

Ties between the two countries began improving in 2020 when Ankara launched a diplomatic charm offensive to ease tensions with its estranged regional rivals, including the United Arab Emirates, Saudi Arabia and Egypt.

Turkey and Egypt mutually reappointed ambassadors last year, and Ankara has said it would provide Cairo with armed drones. Erdogan said in Cairo that the countries wanted to boost trade to $15 billion in the short term from $10 billion.

Turkey’s state-owned Anadolu news agency said the two countries would sign some 20 agreements to boost commercial ties and cooperate on energy, defence, tourism, health, culture and education. It said deepening cooperation on renewable energy and liquefied natural gas (LNG) was also planned.

The visit comes after Erdogan travelled to Cairo in February, his first trip to Egypt since 2012, taking a major step toward rebuilding ties that were severely strained for a decade.

“Turkey-Egypt relations will be reviewed in all their aspects and possible joint steps in the coming period to further develop cooperation will be discussed,” the Turkish presidency’s communications office said in a statement on Tuesday.

“In addition to bilateral relations, there will be an exchange of views on current regional and global issues, especially the Israeli attacks on Gaza and the occupied Palestinian territories,” it added.

El-Sisi was set to arrive in Ankara at 2 p.m. local (6 a.m. ET) with a joint press conference scheduled for later in the day.

Relations between Ankara and Cairo collapsed in 2013 after Egypt’s then-army chief el-Sisi led the ouster of the Muslim Brotherhood’s Mohammed Morsi , an ally of Turkey who had become Egypt’s first democratically elected president the year before.

Morsi visited Turkey as president in 2012.

Egyptian President Abdel-Fattah Al-Sisi arrived in Ankara on Wednesday, 4 September, marking his first visit to Turkey since taking office in 2014. This is also the first visit by an Egyptian president to Turkey in 12 years.

Turkish President Recep Tayyip Erdogan greeted Al-Sisi at Esenboğa Airport, where an official reception ceremony was held to welcome him upon his arrival.

This visit is part of a series of developments signaling a thaw in relations between the two countries. It follows Erdogan’s trip to Cairo in February, his first visit to Egypt since 2012.

In a statement on X platform, President Al-Sisi expressed his pleasure at visiting Turkey and meeting with President Erdogan. He hoped that his visit, along with Erdogan’s recent trip to Egypt in February, would signify both countries’ desire to embark on a new era of friendship and cooperation.

“I am very happy to visit Turkey for the first time as president and meet with His Excellency President Recep Tayyip Erdogan. The visit reflects the common will to start a new phase of friendship and cooperation between Egypt and Turkey,” Sisi said on X platform.

Al-Sisi and Erdogan are set to co-chair the inaugural meeting of the High-Level Strategic Cooperation Council, established by the Joint Declaration signed during Erdogan’s Cairo visit.

The Council meeting will review all aspects of Türkiye-Egypt relations and discuss joint measures to enhance bilateral cooperation in the near future, the Turkish Presidency said in a statement.

The inaugural meeting is anticipated to involve the signing of several memorandums of understanding in various areas of cooperation.

After a decade-long diplomatic rift following Mohamed Morsi’s 2013 ouster as Egypt’s president, cooperation between Egypt and Turkey has significantly deepened in the past two years.

During their first meeting in Cairo this year, the two leaders agreed to increase trade between the countries to USD 15 billion (EGP 727 billion) in the coming years, boost joint investments, and explore new areas of collaboration.

President Sisi to visit Turkey Wednesday for first time since assuming office

Egyptian President Abdel-Fattah El-Sisi will visit Ankara on Wednesday, marking his first trip to Turkey since taking office in 2014.

The visit comes at the invitation of Turkish President Recep Tayyip Erdogan, according to a statement from the Turkish Directorate of Communications.

During the visit, both leaders will co-chair the first meeting of the High-Level Strategic Cooperation Council. This council was established following the Joint Declaration signed during  Erdogan's visit to Cairo  in February.

According to the Turkish Directorate of Communications, the meeting will also involve a comprehensive review of the Egyptian-Turkish bilateral relations and discussions on potential steps to further enhance the Egyptian-Turkish cooperation.

El-Sisi and Erdogan will also exchange views on a number of regional and international issues of mutual concern, especially the Israeli aggression in the Gaza Strip and the occupied Palestinian territories.

The visit is also expected to result in the signing of various agreements aimed at strengthening the contractual framework of Egyptian-Turkish relations, according to the statement.

El-Sisi’s visit to Ankara, the first since assuming presidency in 2014, comes as both nations are moving forward to  normalise ties  after a decade of rapture.

In August, President El-Sisi received Turkish Foreign Minister  Hakan Fidan  in New Alamein City, where they discussed the latest regional developments.

In April, President Erdogan received Egypt’s Former Foreign Minister  Sameh Shoukry  in Istanbul, where they discussed President El-Sisi’s anticipated visit to Turkey.

Erdogan's visit to Cairo in February was his first in over a decade.

In a joint press conference on the side of Erdogan's visit to Cairo, El-Sisi said the two countries can “ turn a new page ” in their relationship to strengthen cooperation on all levels.

In July 2023, Egypt and Turkey upgraded their diplomatic relations to the  ambassadorial level .

ANKARA (Reuters) -Turkish President Tayyip Erdogan and Egyptian counterpart Abdel Fattah al-Sisi discussed the Gaza war and ways to further repair the long-frozen ties between the regional powers during talks in Ankara, in the first such presidential visit in 12 years.

Relations between Ankara and Cairo collapsed in 2013 after Egypt's then-army chief Sisi led the ousting of the Muslim Brotherhood's Mohamed Mursi, a Turkish ally who had become Egypt's first democratically elected president the year before.

Ties between the two countries began thawing in 2020 when Ankara launched a diplomatic drive to ease tensions with its estranged regional rivals, including the United Arab Emirates, Saudi Arabia and Egypt.

Last year, Ankara and Cairo mutually reappointed ambassadors and Turkey said it would also provide Cairo with armed drones. Erdogan travelled to Cairo in February for his first trip to Egypt since 2012.

He met Sisi at Ankara airport on Wednesday and the two then travelled in the same car to the presidential palace for around two hours of talks.

"With a win-win mindset, we will carry our multi-dimensional ties forward," Erdogan said, adding Ankara particularly wanted to deepen ties with Egypt on natural gas and nuclear energy.

Ministers from the two countries signed 18 memorandum of understanding on cooperation in energy, defence, tourism, health, agriculture, finance, culture, education, and transport.

Speaking at a joint press conference, Erdogan reiterated that Turkey and Egypt wanted to boost annual trade by $5 billion to $15 billion in the next five years.

He added that Ankara and Cairo shared a "common stance" on the Palestinian cause, while Sisi said they were both calling for a ceasefire in Gaza and an end to violence in the West Bank.

Turkey, which has condemned Israel for its war against Hamas militants in Gaza, has sent thousands of tonnes of aid to Egypt for Palestinians and praised Cairo's humanitarian efforts and role as negotiator in the talks on a ceasefire and hostage deal.

Sisi said they also discussed the situation in Libya, over which the two countries have long been at odds and backed opposing factions in an unresolved conflict.

"We stress that it is important to turn the page on the ongoing crisis through holding presidential and parliamentary elections simultaneously with the exit of illegal foreign forces and mercenaries from the country, and put an end to the presence of armed militias to end the division," he said.

Egypt's Sisi in Turkey in first visit for 12 years as relations thaw

ANKARA - Egyptian President Abdel Fattah al-Sisi arrived in Ankara on Wednesday for talks with Turkish counterpart Tayyip Erdogan, the first such presidential visit in 12 years, amid a warming of long-frozen relations between the regional powers.

Erdogan had travelled to Cairo in February, his first trip to Egypt since 2012, taking a major step toward rebuilding ties that were severely strained for a decade.

Relations between Ankara and Cairo collapsed in 2013 after Egypt's then-army chief Sisi led the ouster of the Muslim Brotherhood's Mohamed Mursi, a Turkish ally who had become Egypt's first democratically elected president the year before. Mursi visited Turkey as president in 2012.

"Turkey-Egypt relations will be reviewed in all their aspects, and possible joint steps in the coming period to further develop cooperation will be discussed," the Turkish presidency's communications office said late on Tuesday.

"There will be an exchange of views on current regional and global issues, especially the Israeli attacks on Gaza and the occupied Palestinian territories".

Erdogan met Sisi at Ankara airport before they left together in Erdogan's motorcade for the presidential palace for a welcome ceremony. They will also chair the first meeting of the Turkey-Egypt High-Level Strategic Cooperation Council.

A joint press conference is scheduled for 5 p.m. (1400 GMT).

In a statement, Sisi said his visit - and that of Erdogan in February - showed Ankara and Cairo's common will to launch a new phase of friendship and cooperation.

Ties between the two countries began thawing in 2020 when Ankara launched a diplomatic charm offensive to ease tensions with its estranged regional rivals, including the United Arab Emirates, Saudi Arabia and Egypt.

Turkey and Egypt mutually reappointed ambassadors last year, and Ankara has said it would provide Cairo with armed drones. Erdogan said in Cairo that the countries wanted to boost annual trade by $5 billion to $15 billion in the short term.

Turkey's state-owned Anadolu news agency said the two countries would sign around 20 agreements during Sisi's visit to cooperate on energy, defence, tourism, health, culture and education. It said deepening cooperation on renewable energy and liquefied natural gas (LNG) was also planned.

Turkey, which has condemned Israel for its war against Hamas militants that has devastated Gaza, has sent thousands of tonnes of aid to Egypt for Palestinians and praised Cairo's humanitarian efforts and role as negotiator in Gaza truce talks. REUTERS

Turkey wants to form deeper ties in the field of energy production, its President Recep Tayyip Erdogan said on Wednesday as Egypt's President Abdel Fattah El Sisi visited Ankara for the first time since assuming power more than a decade ago.

The visit is part of attempts to rebuild ties damaged by years of political disputes, and follows an official invitation by Mr Erdogan when he visited the Egyptian capital in February. At the time, Mr El Sisi said the visit "turned a new page".

Speaking at a joint press conference with Mr Sisi, Erdogan said the two countries had reaffirmed their will to improve relations in every area, including trade, defence, health, energy, and environmental matters. Ministers from both countries signed a series of agreements ahead of the leaders' statements.

"We will enhance our multifaceted relations in a win-win manner," Mr Erdogan said, Anadolu reported.

"My visit today and that of his excellency Mr Erdogan to Cairo before reflect our common resolve to open a new page of friendship and cooperation between Egypt and Turkey," Mr El Sisi wrote on Facebook on Wednesday.

The two sides will sign as many as 20 agreements related to defence, energy, tourism, health, education and culture, aiming to increase the volume of trade between the two countries to $15 billion from $10 billion, Turkish state media reported. The agenda includes the first meeting of a presidential-level strategic co-operation council between the two countries, a body that was restructured following Mr Erdogan's Cairo trip, the Turkish government's communications directorate said.

"At the council meeting, all aspects of Turkey-Egypt relations will be reviewed, and joint steps that can be taken in the upcoming period to further develop bilateral co-operation will be discussed," the statement said. "On the occasion of the meeting, the signing of various documents aimed at strengthening the contractual basis of relations is also on the agenda."

Major political differences over the past decade have rocked the relationship, although economic ties have remained strong. Trade volume topped $4.9 billion in the first seven months of 2024, according to Turkish Statistical Institute data.

Ties soured following Mr Erdogan’s vigorous opposition to the military-led overthrow in 2013 of an Islamist president backed by Ankara, Mohammed Morsi of the now-banned Muslim Brotherhood. Mr El Sisi, in office since 2014, was the defence minister at the time.

Turkish support for Islamist movements more widely, and general Turkish wariness of rulers brought to power by military takeovers, deepened the distrust between the two nations, and the two countries withdrew their respective ambassadors soon after.

Egypt’s concerns over the presence of Egyptian Muslim Brotherhood exiles in Turkey were slightly alleviated after Ankara took measures to tone down their criticism of the government in Cairo.

Ankara’s wider Africa policy has also been a divisive issue. Turkey’s 2020 military intervention on the side of the Tripoli-based Government of National Accord (GNA) in Libya angered the Egyptian government, which supports Field Marshal Khalifa Haftar, whose power base is in the east of the country. Cairo believes that the presence of foreign troops in the divided North African country undermines its national security, analysts said.

“Libya continues to be a sticking point, but less so now because there haven’t been massive shifts in the power dynamics, and the current situation is not an imminent threat for anybody,” Dareen Khalifa, a senior adviser at the International Crisis Group think tank, told The National .

“Of course if you ask the Egyptians they are going to say that they want all foreign troops out [of Libya] … they are speaking about the Turks when they say they want foreign troops out, and that their presence in Libya is undermining the political process (in Libya) and their border concerns.”

Cairo has also taken umbrage at Ankara’s significant support for Ethiopia, especially in the construction of a major dam on the Nile , which Egypt says threatens its fresh water supply.

The meeting on Wednesday will also include discussion of regional issues, including the war in Gaza, the Turkish government communications directorate said. Egypt has been a key player in continuing efforts to broker a ceasefire deal between Hamas and Israel , and Turkey has been widely critical of the military operations in Gaza that followed Hamas's October 7 attacks.
