Can Europeans travel to the US if you have been to Cuba?

For Europeans looking for a 2024 winter holiday during the colder months, a holiday to Cuba is a no-brainer. Warm dry weather is pretty much guaranteed from November to April and the sparkling sea, stunning landscapes and unique culture make Cuba an epic holiday destination to remember.

But what happens if you want to visit Cuba (or you have already been) and you also want to travel to the US in the future? Can Europeans currently travel to the US if you have been to Cuba?

If you are reading this, chances are that you might have heard somewhere that Europeans cannot enter the US if they’ve recently travelled to Cuba (yikes!). But fear not, in this blog, Cubania Travel’s Director Lucy explains everything you need to know to enjoy your trip in Cuba AND travel to the USA worry-free.

From 12th January 2021, the US placed Cuba on the List of State Sponsors of Terrorism, a last-minute callous move by the Trump administration as they were leaving the White House. US law states that any person travelling to a country on the List of State Sponsors of Terrorism cannot apply for the ESTA Visa Waiver Programme and must apply for a visa via the US Embassy.

This obviously worried a lot of international travellers , especially Europeans who have enjoyed easy entry to the USA via the ESTA Visa Waiver Programme, and has created great confusion about who can/cannot enter the US and Cuba.

The legal bits

In October 2022, the US Government started enforcing the restriction on people who have travelled to Cuba since 12 th January 2021. These travellers are no longer eligible to apply for the ESTA Visa Waiver programme , and need to apply for a US visitor’s visa (B1/B2) via their nearest US Embassy.

According to the US Department of Homeland Security Website:

“Ineligibility for an ESTA is not a bar to travel to the United States. Individuals who are not eligible to travel under the VWP may apply for a visa at any U.S. embassy or consulate”

However, the restriction does deter some from making plans to visit Cuba, a country which has endured hostile political and economic restrictions by the USA since 1959. The US Embargo on Cuba and other restrictions are an attempt to destabilise Cuba’s Revolutionary government, whose politics are at odds with the USA.

It seems like it’s specifically designed to deter non-US citizens from travelling to Cuba and forces them to comply with the US Embargo on Cuba, which the UN General Assembly votes overwhelmingly to condemn every year.

Can US citizens travel to Cuba legally?

Travel to Cuba from the USA is already restricted by the US Embargo on Cuba, but you can still do so. Head over to our blog where we share insights for US citizens who wish to travel to Cuba while supporting Cuban people.

Cubania Travel contacted the relevant authorities, and received assurances that this is more about political sabre rattling than anything truly sinister. It’s one more obstacle put in the way of Cuba, a country which has already endured a 60-year US Embargo. And the USA continues to make life difficult for the Cuban people.

While enforcement will likely be sporadic, it’s good to know how to avoid getting tangled up with US Immigration officers. So with that in mind…

What you need to know

Since October 2022, The Cuban authorities do NOT stamp any passports on arrival or departure ( unless you specifically ask them for a stamp in your passport) , eliminating concrete evidence that you’ve travelled to Cuba. It’s like you were never there!

I’m not suggesting you lie to US authorities but the reality is that, so long as you don’t tell US authorities of your recent trip to Cuba from Europe, there’s no way they’ll know! Unless, of course, you’re travelling to/from Cuba via the USA in which case they’ll definitely know!

If, however, you’re a frequent traveller to the US or you just don’t want to risk it, you’ll need to make a US Visitor Visa Application via the US Embassy . It’s pretty straightforward, but do make sure you apply ahead of time as the process can take a couple of weeks.

Okay, so how do I apply for a US Visitor’s Visa?

If you are a frequent traveller to the USA, it makes better sense to get a 10-year visa, which allows you to enter and exit freely without worrying about ESTA Waiver Restrictions.

There are 2 options:

👔 B1 VISA (visitor visa for those temporarily engaging in business activities)

🏖️ B2 VISA (visitor visa for pleasure or tourism)

Applying for a Non-Immigrant Visa to the USA is simple and the visas are generally valid for 10 years, costing $185. There is usually a 10-14 day delay between submitting your passport and receiving the visa so please make sure you allow time before travel.

If you’re travelling from the USA to Cuba and you are a non-US citizen, you’ll need to apply for a visa AND you will need to comply with US Regulations on travel to Cuba.

There is hope that Cuba will be removed from the Sponsors of Terrorism list soon. Recently, the Biden administration announced they will resume visa processing in their Havana Embassy in 2023. A good sign and a reason for cautious optimism with regard to US-Cuba relations.

So in conclusion, while the whole regulations, restrictions and process are an annoyance, they shouldn’t affect anyone’s future visits to either Cuba or the USA (phew!)

Do you need a visa to go to Cuba from the UK?

If you’re travelling from the UK to Cuba for tourism, you’ll need a Cuban Tourist Card, which many refer to as the Cuba Visa or Cuba Holiday Visa. This document is vital for your journey, as airlines mandate its possession before letting you board your flight to Cuba.

Understanding the Cuban Tourist Card:

– Distinct from your passport: It’s essential to note that the Cuban Tourist Card is a standalone document, not a stamp in your passport. This distinctiveness allows us to issue and deliver it by post quickly.

– Who requires one? Irrespective of age, adults, children, and infants must have their Cuban Tourist Card.

– Duration and validity: Upon arrival in Cuba, your Cuban Tourist Card grants you a single entry and exit, with a stay of up to 90 days. If you wish to extend your Cuban escapade, you can renew this card locally for an additional 90 days, totalling a maximum stay of 180 days for tourists in Cuba.

A word of caution for travellers: Some websites suggest that travellers can acquire a tourist card upon arrival in Cuba. However, it’s vital to remember that airlines only allow you to board with a pre-obtained tourist card.

Are there any exceptions?   Indeed, a few countries are exempt from needing a Cuban Tourist Card. If you’re curious about these exemptions, please visit our list of exempt countries for a Cuban Tourist card .

We recommend that you contact the nearest Cuban Consulate for information on other visa types or clarifications related to other Cuban Visas, such as those for business or family. WHAT ARE THE REQUIREMENTS TO GO TO CUBA:

  • You must have a valid passport for at least six months from your travel date and no less than three months from the date you leave Cuba; this applies to all nationalities. A CUBA VISA is also a Cuban Tourist Card you need before your flight.
  • Flights Booked – in and out of Cuba.
  • Book your first night of accommodation (Hotel, Private B&B, or Cruise). Although you can book this up to the day before your travel, it is an integral part of your travel. The Cuban Consulate in London recommends booking at least the first night when you arrive in Cuba.
  • Fill in your Advanced Passenger Information form within two days before you arrive in Cuba.

WHAT ARE THE REQUIREMENTS TO GO TO CUBA IF GOING FROM OR CONNECTING FLIGHTS VIA THE USA :

  • To travel from the USA to Cuba, you will need a Pink Tourist Card. A Pink Tourist Card applies only to anyone flying from or via the USA to Cuba, regardless of nationality. 
  • If you travel with a USA Passport, regardless of your boarding point, you will need a Pink Tourist Card .
  • You can now purchase a Pink Tourist Card from us. The cost is £59 Per person plus a one-off fee of £17 for processing and posting. Office collection is also possible when you choose to do so in our online form.
  • Please note that travelling from or via the USA to Cuba will invalidate any ESTA visa you may have for the USA; you will need to apply for a full tourist visa with the USA Consulate to travel to Cuba via the USA.

To apply for Cuba Visa,

1. You can fill out our online application form. You will need your passport information. Your passport has been valid for six months from travel date to Cuba and no less than three months from your return date, although we recommend having it longer if you need to change your travel dates.

How do I fill in the Advance Passenger Information (Health Declaration Form) before travelling to Cuba

If you travel to Cuba, you must complete the Advance Passenger Information (or Health Declaration form) online. You can do this within 72 hrs before your flight. Please note that this is not the same form for a Cuba Visa, but the Traveller Declaration Forms that you had to fill in in a paper format before you arrived in Cuba will have to be done electronically. Once completed, save or print that PDF file containing a 3D barcode as you need to present it upon arrival in Cuba.

How do I get a tourist visa for Cuba while in the UK?

Applying online is by far the easiest and most cost-efficient process.

My travel dates have changed, what do I need to do?

Our tourist cards are valid to travel even if your dates change. Simply re-do your “Advanced Passenger Information” form up to two days before arriving in Cuba.

Do you offer Office Collection?

We have opened Office-Collection for customers who are travelling within seven days.

Apply online and choose the nearest available travel date on the application online (Departure date – Page 3 – Cuba Visa). Continue the application as usual.

Once you complete payment, you will receive a confirmation email from [email protected], and please reply to this email telling us who will come to our office to collect your tourist card(s). Our address is close to Oval Tube Station in London and can be done from 1 PM until 5 PM, working days Monday to Friday (except for Bank Holidays).

How much is a tourist visa for Cuba?

A Cuban tourist card costs 29 GBP for standard service. We only charge once for Special Delivery ( 7 GBP) or Priority Service ( 12 GBP – includes Special Delivery).

You can apply for up to 10 tourist cards at a time. This is to avoid making mistakes.

How long does it take to get a visa for Cuba?

We can get your tourist cards issued quickly ( Monday to Friday ) and post them for next-day delivery. Please note that there might be delays as we use Royal Mail due to the CWU strike action.

You will need to apply before 2.15 PM for the next working day delivery, valid Mon – Fri.

Urgent office collection is also available. Once you apply online, reply to your confirmation email, and we will have them ready even for same-day office collection ( Monday to Friday, except for Bank Holidays).

Can I get my Cuba Visa upon arrival to Cuba?

Airlines will not allow you to fly without a Valid Tourist Card; there is a penalty that the airlines will get if they allow you to do so, hence the importance of getting one before departure.

Simply apply for your Tourist Card online and put your mind at rest.

Can I buy my Cuban Visa at the airport?

Some holidays include your Cuban tourist Cards; we recommend checking with your tour operator or airline to see if they include them for you.

If the tour operator or the airline has not included them, best to apply for them online.

I had flights with TUI, can I get a tourist card from you?

For most travelers, even travelers from the United States , entry to Cuba is as simple as landing on the island and passing through immigration. However, it’s important to be aware of a few important entry requirements to Cuba before planning your trip to Cuba – you’ll need to prepare for them before arriving!

What Are Cuba’s Entry Requirements?

In order to enter Cuba, all travelers must meet the following requirements. While most of these requirements don’t require too much preparation or forethought, it’s important to be aware of these entry requirements for Cuba and prepare for them.

  • A Valid Passport
  • A Cuban Tourist Visa (also known as a Cuban Tourist Card )
  • Comprehensive Travel Insurance
  • A Completed D’Viajeros Travel Form

There are certain exceptions to this list for Cuban-born and Cuban-resident travelers. Travelers who were born in Cuba or who are Cuban permanent residents do not need a tourist visa. Cuban-resident travelers don’t need comprehensive travel insurance, though Cuban-born travelers may.

Health Requirements for Entry to Cuba

Cuba no longer has outstanding entry requirements related to the pandemic and no longer requires any testing or vaccination before arriving in the country. When you complete the D’Viajeros Travel Form required before you’re arrival, you’ll note that the form asks about vaccination status. However, vaccination is not required to enter the country.

Cuba Entry Requirements

The current entry requirements for Cuba are straightforward. However, there are steps that you must take to prepare in advance. With this in mind, it’s extremely important to be aware of all the details of the Cuba entry requirements before touching down on the island.

Let’s look at the entry requirements for Cuba in more detail.

1. A Valid Passport

Having a valid passport is the most straightforward requirement for entering Cuba. Keep in mind that your passport must have at least six months of validity when you arrive on the island. If your passport has less than six months of validity upon your arrival, you may be denied entry to the country.

2. A Cuban Tourist Visa / Cuban Tourist Card

Everyone visiting Cuba who is not Cuban-born or a permanent resident of Cuba needs to present a Cuban tourist visa upon arrival in the country. Don’t worry – getting a Cuban tourist visa, which is also known as a Cuban tourist card , is a straightforward process that you even complete on the day of your arrival if you’re pinched for time.

Most travelers purchase their Cuban tourist visa at the airport prior to departing on their flight to Cuba. For travelers arriving on a flight from the United States, tourist cards cost between $50-100 and are pink, while travelers arriving on flights from most other countries will get a green tourist card that usually costs around $25-40.

3. Comprehensive Travel Insurance

One of the most important Cuba entry requirements is comprehensive health insurance that would cover a traveler in the case of a health emergency during their stay in Cuba. This is the entry requirement for Cuba that requires the most forethought, as shopping for and purchasing a travel insurance policy valid in Cuba can be more challenging than you might think.

The vast majority of travel insurance companies do NOT cover travel to Cuba , meaning that even if you have a blanket travel insurance plan, it likely won’t cover you in Cuba. This is particularly true for travelers from the U.S. who are traveling to Cuba – even fewer companies cover U.S. travelers.

Assuming we meet all the other qualifications, is there no way for an American to go a beach in Cuba?

Hi Kat, Unfortunately, Americans are not allowed to simply go to the beach. I also don’t see going to the beach as an activity covered by any of the 12 travel categories. Honestly, if you go to the beach, it is unlikely that you will be fined since it’s hard for an US official to know that you did. However, it is not permitted.

Hi we booked our tour package from Canada, flight plus stay at the resort. I understand that my husband (Canadian citizenship) won’t have any problems, but for me (US Citizenship, Canadian resident) do I need to book separately a casa particulares to get into the country? Hi juju, According to the regulations, you shouldn’t. First, you need to make sure that the resort is not on the restricted list . Secondly, keep in mind that Americans are not allowed to go to Cuba only for tourism purposes. Therefore, you should have an schedule of activities that fall under any of the 12 general licenses to travel to Cuba, as explained in the article.

My mom and dad were born in cuba, came to America in the 90s, and got their citizenship over 8 years ago.

I believe for my parents to travel to cuba they may need a Cuban passport because I read that cuba does not recognize them as American, just Cuban.

However, I also read that because both of my parents were born there, I am the daughter and I too am a Cuban citizenship under Cuban law

In your article, when quoting OFAC, the text “during his or her four-day trip” was included. Are visits to Cuba limited to four days?

I am a professional orchestral and choral conductor and composer, and my associate is a full-time jazz pianist and composer. We want to visit Havana to listen to Cuban salsa, jazz, etc, and to engage in one to one conversations with Cuban musicians—and maybe even join in playing, if invited! Six to eight hours per day would hardly be enough for us: we’d start at 17:00 and leave when everybody goes home—and that’s just the evening. Which category would you recommend for us? So to be clear. We still can’t bring back any alcohol or tobacco from Cuba back into the US? I read in this article that there Is now no value restrictions like there used to be.. Can you advise please?

Hi Mark, No, legally, you cannot bring Cuban tobacco or alcohol to the US.

Ummmm damn I guess I’m the only one with this problem. Can felons go? Not on parole and the case is over and done but I know some counties trip and some don’t. So what’s cubas stance on it?

Hi Orlando, Usually, travel providers will provide you with a form where you have to select the license you are using traveling to Cuba. You don’t have to get an “actual” license. That’s it 🙂 The only licenses that do require a physical license from OFAC are: – Professional research and professional meetings. – Public performances, clinics, workshops, athletic and other competitions, and exhibitions.

Hello! This is a great article. I am a US citizen considering sailing my boat from the Dominican Republic to Cuba and then on to Belize. Some of our crew (US citizens as well) may fly directly back to the US from Cuba. Is this plan legal and possible? Will the Cuban authorities have a problem with this plan? Will the US authorities have a problem with it once we return?

My fiancée from Ukraine suggested we take a winter trip to Cuba. Since she is booking through a Ukrainian travel agency our stay and flight – is it okay to stay as her guest at a prohibited resort and when would I declare my travel intent/licensing? We would otherwise try to use up 6-8 hours per day supporting the local economy.

Hi Gerald, Usually, travel service providers (airlines, travel agencies, booking sites, etc.) ask you to declare your travel category while booking the trip, not after. I’m not sure at what point the Ukrainian travel agency would ask you about it or if they will do it at all. Unfortunately, if you are a US citizen, you shouldn’t stay at a prohibited accommodation in Cuba, regardless of where you are flying from.

my concern is nobody writes how long does it take to get permit to travel there, on one of our government pages it says up to 6 months ??

I just found this concerning my question on banks in Cuba from US government site. Wonder what the alternative/s is to have funds in Cuba?

U.S. credit and debit cards do not work in Cuba. The Cuban Central Bank announced new restrictions on the use or conversion of U.S. dollars beginning June 21, 2021. U.S. dollars in cash cannot be converted to local currency, may not be accepted for payment, and cannot be used to pay fees or taxes at the airport. Travelers should confirm alternative payment options before traveling, as policies concerning the use of U.S. dollars in Cuba are subject to change. The Cuban government requires that travelers declare cash amounts over the equivalent of 5,000 USD.

Great article, but severely lacking in one area, at least for me. You have nothing on banking inside Cuba. I don’t like to carry large sums of money. Do the banks there work for US banks for ATM’s? Are they few (only in banks) or difficult to receive money from such as small limits for withdrawals?? With limited internet there, I’m assuming if someone changes around to different home casa’s then cash is the only way to purchase rooms? ATM again. Thx!

Hi Alicia, Unfortunately, the current US travel restrictions to Cuba apply to all persons subject to US jurisdiction, regardless of where that person is residing. Therefore, if you are a US citizen, you will need to follow the US regulations to travel to Cuba, even if you use an Uruguayan passport. Follow the steps and advice outlined in the article and you should be fine. I believe that Support for the Cuban People is the right category for you -unless you have family in Cuba- but then again, we can’t offer legal advice.

Why don’t you give advise for foreign tourists who fly to miami then onto Cuba. What can we do and what can’t we do as non Americans. I plan to visit Cuba in febuary/march 2022 via miami/fort laudedale.

Hi Alessia, You won’t need to declare all the activities you will do in Cuba. You only need to choose the Support for the Cuban People category, and that’s it. In Cuba, no one will monitor what you will be doing. Hope it helps.

So essentially it’s the U.S. government enforcing these restrictions and calling it “Support for the Cuban People” when it really means interacting mostly with civilians likely to oppose the Revolution and tell a one-sided narrative about what it’s like to live in Cuba. U.S. travelers are being carefully kept away from actually supporting Cuba as a sovereign nation whose government has made remarkable progress in health and education, putting the U.S. to shame. This explains why the few friends who went to Cuba come back with a story about happening to run into a Puerto Rican who disses the Cuban government. It’s all a set up, and extremely lame on the part of the U.S. Get over it–Fidel defeated your and overthrew your puppet dictator. Stop this ridiculous embargo and these stupid sanctions.

Grow up Ann. Stop trying to aggrandize La Revolución. Many of us who actually lived in Cuba under the regime know the truth.

The problem with fanboys and fangirls (like you and Anthony) is the same as the problem with haters: instead of objectively evaluating things, they just say what feels “truthy” to them.

For instance, a “hater” will say that the Cuban government has not accomplished anything in education or healthcare. But a fan has the opposite problem: they oversell it. So to them—to you—Cuba’s 14.4 average years of education and life expectancy of 73 or so “put to shame” the 77 year of life expectancy and 16 or so years of education of the United States. Someone looking at the situation might give the government some credit by pointing out that this is notably better than the average for the Caribbean or Latin America, without feeling the need to exalt the government with incorrect statements.

I might also mention your assumption, and that of Anthony, that staying at someone’s house means interacting with someone who does not support the Cuban government.

Hello, I understand that we are able to stay at hotels that are not on the restricted list. Except for the first two days (48 hours) of quarantine required after arrival till receiving PCR test results, if we participate in local guides, local shopping visits, local business services during day activities, hire cuban local to spend time with beach activities, but without staying at Casa Particular, do these qualify for Support for Cuban People license?

Hi there, I am a dual national British and American. I have a UK passport and an American passport. I live in the UK, and my partner (British) and I want to go to Cuba in May 2020. We will be using airmiles from British Airways/American Airlines to get there. There is no availability from Cancun…we tried. As I will be going from the US to Cuba, can I still use my British passport and avoid all of the legal hoopla – and restrictions, or do I need to go on my American passport (since we will be leaving from the US) and comply fully. Don’t want to get turned away at the airport after planning/booking the trip.

Hi John, According to the UK’s government advice on traveling to Cuba , it seems that you will have to comply with the US law if you are traveling to Cuba from the US, regardless of the passport you use. It means that you will have to declare a travel “license” and cannot be for tourism purposes.

It could be considered as such as long as you have a daily full-time schedule of activities (6-8 hours) to support the private art project. Also, document everything you do while in Cuba. For more specific legal advice, I would suggest you talk to a legal specialist.

I was born in Cuba and would like to take a cruise there. I came to the states in 1961 at the age of 5. I am an American Citizen and was told I need to get a form H-11 from the Cuban Embassy in the U.S. in order to travel to Cuba. I have tried to contact them via email and phone several times, but I’ve not heard from them. Do you have any suggestions?

Best to use an agency rather than try to communicate directly with the Cuban consulate – especially after the US government expelled most of those who work in the visa section.

Getting a visa to visit Cuba can be tricky, but it's worth it

Cuba is a Caribbean paradise, but because of the island’s tumultuous history and international relations, its visa rules can be complicated – especially for visitors from the US.

We've rounded up all the key information you need to know about  Cuba ’s entry requirements, including details on the various types of visas, how to secure them and what they'll cost you. 

Do I need a visa to visit Cuba?

Citizens of some Caribbean, Asian and European countries, including Russia, Montenegro, Serbia and Singapore, can travel visa-free to Cuba  for up to 90 days with a passport that doesn’t expire for at least six months.

Passport holders from all other countries must purchase what is known officially as a Cuba Tourist Card, although it's often referred to as a Cuban visa.

You can get a Cuba Tourist Card one of three ways – pick it up yourself from the Cuban consulate in your home country, apply through the officially licensed third-party  Visa Cuba ,  or have one included as part of a travel package purchased through a travel agency or airline.

You’ll need to provide your passport number, home address, the address of your booked accommodations in Cuba and information on your confirmed flights.

Depending on your country of origin, visa fees range from US$25 to US$85 – additional costs apply depending on who you purchase it from (in person at the consulate is the best way to avoid add-on handling fees).

If you apply by mail, you must send all needed documentation plus a self-addressed return envelope, so that the consulate can mail your visa card back to you.

How do I use my tourist card in Cuba?

As you depart Cuba at the end of your trip, you must present your Cuba Tourist Card to immigration authorities – make sure to store it in a safe place for the duration of your vacation. If you lose it during your stay on the island, you’ll have to wait a few hours for the authorities to clear you and issue a new document before you head back home. 

The Cuba Tourist Card allows for a single-entry, 30-day stay in Cuba (90 days for Canadian citizens), but if you decide to stay longer, you can renew your visa for another 30 days at your hotel desk or at the nearest local immigration office.

Is it possible to re-enter the USA after I have been to Cuba?

Unfortunately, many non-US citizens have been caught out by the January 2021 change to the US ESTA (Electronic System for Travel Authorization) rules which now state that your ESTA is invalid if you have traveled to Cuba. 

This doesn't mean you cannot go to Cuba via the USA and back, it just means you need to apply for a US visa from a US embassy or consulate.

For additional information about travel eligibility under the Visa Waiver Program, ie the ESTA, go to the US Customs and Border website .

Can Americans visit Cuba?

The rules on Americans visiting seem to change with each new presidential administration. Yet the bottom line remains the same: Americans are allowed to visit Cuba, but traveling for tourism is not officially allowed.

The US Department of State issues licenses for 12 categories of travel , which include family visits, educational exchanges and humanitarian projects.

Independent American travelers might qualify to use the “support for the Cuban people” category; anyone who does this, however, must provide a detailed itinerary of the planned visit.

Additionally, US travelers are required to keep all travel receipts from Cuba for five years. While American citizens are forbidden from staying in Cuba’s government-run hotels , they can stay in casas particulares (private homestays).

If you’re a US citizen, you still need to purchase a Cuban Tourist Card – it's just a little different from the regular one (it’s pink in contrast to the green cards for other nationalities), as well as more expensive. Costs average around US$85 but we've seen up to US$110.

The final amount depends on the travel agency and its handling fees. Fees also apply depending on how you get the tourist card – in person at the Cuban consulate in Washington, DC, or by post.

You may be able to buy your tourist card directly from the airline you’re traveling to Cuba with. Contact them for the latest information.

Safety and security

Terrorism in Cuba

Although there’s no recent history of terrorism in Cuba, attacks cannot be ruled out.

Political situation

Cuba is ruled by a single party, with a high level of social control. Opposition parties are not allowed. There are restrictions on the freedom of speech, association and assembly for Cuban nationals. Any political demonstrations not approved by the government may be broken up by the authorities.

Avoid any demonstrations or large gatherings and follow the advice of the local authorities. Internet access can sometime be blocked during times of political tension.

Levels of crime are generally lower than in the UK, but the difficult economic situation means opportunistic crime is increasing. Muggings are a risk, particularly at night.

Protecting your belongings

There is a risk of theft from luggage when baggage is being handled on arrival or departure at the airport. You should:

  • not pack valuables in your hold luggage
  • lock suitcases
  • shrink-wrap luggage before check-in if possible

Be aware of pickpockets and bag-snatching:

  • in the streets of Old Havana or any crowded areas
  • on public transport
  • in nightclubs

Do not carry large amounts of cash or wear expensive-looking jewellery. Mobiles and laptops are particularly attractive to thieves. Leave valuables in a hotel safe.

Beware of theft from your accommodation, particularly from private guest houses (‘casa particulares’).

Bogus taxi drivers

There are a small number of criminals who pose as tour operators or taxi drivers. These bogus drivers operate at the airport and around Old Havana. Only travel with your tour operator. If you need to use a taxi from the airport, make sure it’s a registered yellow taxi.

Vehicle crime

There are sometimes car-related crimes and muggings in Havana, and other tourist areas. Do not hail taxis or accept lifts from anyone you do not know. Take care when driving in central Havana, particularly at night. Keep doors locked and windows closed.

There have been attacks on foreigners in hire cars after deliberate puncturing of tyres. If you are in a remote area with a punctured tyre drive on to the nearest town before stopping. Do not pick up hitchhikers.

Laws and cultural differences

Illegal drugs penalties   .

Cuba has strict laws on the use, possession and trafficking of illegal drugs. Cuban courts can give severe penalties for drug-related offences. Pack all luggage yourself and do not carry items for anyone else.

Using cameras in restricted areas

Avoid all military zones and other restricted areas. Do not take photographs or videos in these areas. Possession of photographs or information relating to military areas or installations can be regarded as espionage and could result in a prison sentence.  

LGBT+ travellers 

Same-sex sexual activity is legal in Cuba, but gender diversity is not fully understood or accepted by the general population. Same-sex marriages are recognised under Cuban law.

Risk of detention

If you break the law, or are suspected of causing injury to someone, you may be stopped from leaving Cuba during the investigation and trial, and you could be imprisoned. Contact the  British Embassy in Havana as soon as possible for assistance.

You must only exchange money at the Cadeca exchange houses. It is illegal to exchange money anywhere else, including with any individuals who may offer exchange services. If you’re caught making an unauthorised exchange, you could be fined or get a prison sentence.

Check with your bank before you travel that your debit, credit and ATM cards will work in Cuba. There are often severe shortages of Cuban national pesos available through ATMs, so it’s a good idea to bring cash in euros or US dollars. Expect long queues.

Following a banking reform, the government is encouraging businesses and consumers to use electronic payments rather than cash. State-run hotels and shops only accept bank card payments, but privately run hostels (‘casas particulares’), restaurants and shops may ask for cash payment in local or foreign currency.

Transport risks

Road travel.

If you’re planning to drive, see information on driving abroad .  

You can drive in Cuba with a UK driving licence for up to 6 months. After 6 months, you must pass a driving test and get a Cuban driving licence.

You can hire a car in Cuba, but fuel shortages can make it difficult to get petrol or diesel, especially for long distances. If you hire a car with a driver, they will know where to source fuel.

Motorcycles and scooters

If you hire a moped or motorbike, check the condition of the vehicle carefully. All drivers and passengers must wear a crash helmet.

Three-wheel Coco-taxis may be in an unsafe condition. Tourists have been injured and killed when riding in these vehicles.

Official yellow taxis are generally reliable. Avoid private taxis and old private classic taxi cars as it is unlikely that they will be properly licensed, or have modern safety features. It is best to book rides in old classic cars from reputable companies.

Road conditions

Driving standards are variable. Many vehicles, including public transport, are badly maintained. Drivers are prone to stop suddenly and may not signal. Roads are poorly lit and badly sign-posted. Avoid driving at night as animals and unlit vehicles are a danger and you may not see hazards such as potholes.

Extreme weather and natural disasters

The hurricane season in Cuba is from June to November each year. Heavy rains often cause flash floods and landslides. After a hurricane, power, communications and water supplies can be disrupted. In extreme weather conditions, flights to and from Cuba may be delayed or cancelled.
