New Fayette County jail, new strategies to deal with mental health and addiction issues

by Lu Ann Stoia

Fayette County{ }Sheriff Vernon Stanforth gave a tour of the county's new jail facility that will house both men and women. (WSYX){p}{/p}

WASHINGTON COURT HOUSE, Ohio (WSYX) — The ribbon-cutting for a new Fayette County Jail is Friday. But that’s not all that’s new. Sheriff Vernon Stanforth said Tuesday they are reforming strategies to deal with inmates’ addiction and mental health issues.

When the jail opens, it will replace one built in the 1800s.

Stanforth hopes it will meet more than modern-day security protocols.

“Anyone with addiction problems has to be sent to another county even out of state,” Stanforth said. “We are here 24 hours a day, and we might as well focus in on trying to get them self-help.”

The $23 million facility has 120 beds. Some of them are maximum and medium security. They are reserving 12 beds for women and 12 beds for men who are trying to work on mental health issues or break the cycle of addiction.

“Coming to jail itself is a traumatic experience itself on the psyche. So we are hoping mental health workers will be here from day one to identify the programs they need,” Stanforth said.

Stanforth said the first thing an inmate will do is go through a body scanner that can detect contraband. “The drugs they were putting in plastic bags and swallowing, and it was rupturing in their stomachs, and they were overdosing and dying,” Stanforth said.

The sheriff said it’s up to the inmates and the judges what’s next after jail. “Here is the carrot. Behave. And you can be taken off probation by modifying your behavior,” said Stanforth.

Stanforth said workers want to give inmates tools to get a job and contacts. “If they can get started on this path to break their cycle of addiction while they are incarcerated, then they are more likely to follow up once they are released into the general population. They will have their network in place. They will have a name. A phone number. They will have a resource within the community,” said Stanforth, who said the programs will be paid for through grants.

“They will do their time. But we are going to make that productive time the best we can while they are incarcerated,” said the sheriff.

New modern Fayette County Jail completed

Shown is the outside of the new Fayette County Jail.

After years of discussions, debates, quarrels, and arguments, the long-awaited and badly-needed new Fayette County Jail is now a reality. The Fayette County Commission and Fayette County Sheriff’s Department held an open house and allowed citizens to tour the new jail on Sept. 8. According to Sheriff Byron Yerby, approximately 150 people toured the jail during the two-hour event. “The comments from the citizens were very positive,” Yerby said. “They thought the new jail was very secure and would serve the needs of the county for many, many years.”

Fayette County's old jail is 132 years old and soon to be abandoned as inmates moved into a new facility on McClellandtown Road Wednesday.

Warden John Lenkey says it will provide better security features and the latest learning and vocational technology for inmates, which will be the first jail in Pennsylvania to do so.

"The old jail had a lot of blind spots that caused security concerns. This place does not. There's cameras everywhere. It's very clean," he said.

Fayette County's jail is the first in the state to offer the IGNITE program, or Inmate Growth Naturally and Intelligently Through Education.

"That program will allow inmates the opportunity to be involved in many vocational and educational programming to help prevent them from returning to prison," says Lenkey. "Ultimately it's great for the offenders who come into our facility, in which case, our goal is to make them better when they leave, then which they came."

That new program will launch next month.

A Fayette County Detention Center inmate died while in custody Tuesday evening, according to jail staff.

Shortly after 7 p.m. jail staff noticed William Lane III, 47, in acute medical distress, according to jail officials. Jail staff and YesCare Medical staff members immediately called 911 for additional assistance but all revival attempts were unsuccessful.

Once an inmate is convicted and sentenced for a violation of that state’s felony laws (and their sentence is more than one year in length), they are moved from the City or County Jail and sent to a State Prison in Kentucky. If the violation they are convicted of is a federal crime, they will be sent to a Federal Prison, but will not necessarily be doing their time in Kentucky.

Kentucky State Prisons are operated and maintained by the state government and are used to confine and rehabilitate criminals. State prisons are funded by state tax money. The fund is used to provide food and clothes to inmates and to hire employees to keep the prison running. Inmates in state prison enjoy certain privileges such as TV use and recreation, both indoor and outdoor. The number of privileges allowed depends on the security level of the prison, the inmate and the overall needs of the prison on a specific day.

Kentucky has minimum, medium and maximum security prisons. The Corrections Department in Kentucky also maintains low (or no) security residential settings and camps where inmates assist in state property maintenance and duties such as fighting fires. Almost all prisons provide ‘jobs’ where an inmate can earn a small hourly wage and even learn a trade. Some prisons even contract with call centers and handle phone calls on issues related to their state government. Criminals who have committed a violent crime or killed someone are likely housed in a maximum security prison. If the inmate in these prisons behave, they are also eligible to recreate and/or work as well.

In Kentucky Prisons rehabilitation is the stated goal but the reality is that they exist to punish inmates for their crimes and keep them from hurting or harming innocent people on the outside who follow the laws and live and act responsibly. The fact is that most prison systems are underfunded, overcrowded and are not able to spend time and money rehabilitating offenders. This is not the fault of the people hired to work in prisons, they are just victims of the lack of resources due to budgeting constraints.

State Inmate

Most states have Department of Corrections websites that allow you to type in a felon's first and last name and pull up inmates in that state.

If you need to find a sentenced inmate serving time in a state other than Kentucky, go here . To find an inmate in Kentucky, just scroll to the top of the page and click on the Inmate Search button.

Once you locate them click next to the inmate's name or on the link provided and it will show you which prison the inmate is housed in. If the inmate is no longer incarcerated, but is on parole/probation or discharged, it will tell you that as well. In addition, many state prison inmate pages show recent mug shots.

Federal Inmate

The federal prison system has its own inmate locator called the Bureau of Prisons Inmate Locator.

Type in the inmate's name and it will tell you where he or she is incarcerated and their projected release date. It also lists released federal prison inmates and the date they were released.

Federal inmates who are moved from one prison to another will show as "No longer in federal custody" on the system until they reach their next federal prison destination. This movement can take a few days to several months to complete, so keep checking back to find out where the inmate was taken.

ICE Inmates

The ICE Detainee Lookup allows friends, family members and interested parties to locate illegal and/or undocumented immigrants that are in the United States without permission.

Has the Inmate been recently arrested?... Try a County Jail

Officials say the inmate transfer to the new Fayette County Jail to happen soon

As county officials get ready to transfer inmates in the new Fayette County lockup, they’re also considering what will become of the existing prison.

Now more than 130 years old, the prison next to the courthouse on East Main Street is part of the Uniontown Downtown Historical District, which is listed on the National Register of Historic Places.

In short, that means it can’t be torn down.

Commissioner Scott Dunn said the old prison, connected to the courthouse by a bridge of sighs, will be initially used as a place to hold inmates while they await court appearances. Beyond that, he said, officials aren’t sure what the building, built in 1892, will be used for.

However, Dunn said, there are plans for the prison annex, a separate structure built on the prison grounds in 1999.

The county commissioners have been in discussions with the state Department of Human Services to renovate the annex and turn it into a juvenile detention center.

The county’s former juvenile detention center on Cleveland Street closed in 2022, prompting the need to lease bed space for juveniles who are in custody.

Getting juvenile detainees to those out-of-county facilities, which include ones in Reading, Johnstown and some in Ohio, requires two deputies to make the trip. Some of those transfers, Dunn said, total up to 20 man hours.

“A juvenile detention center will save the county a substantial amount of money,” he said.

The proposed detention center would be operated by a third party, not the county, according to Dunn. That means Fayette would not make money if beds are leased to other counties, such as Westmoreland, where the detention facility is only partially open due to staffing issues.

Should the detention facility be approved, Dunn said the annex would have to be renovated, with the county and the state splitting the cost.

“We have to put out a request for proposals to see who will operate it,” Dunn said. “And once that’s done, we can move along with it.”

Plans for both the old prison and the annex won’t move forward until the new facility at 245 McClellandtown Road, Uniontown, is fully open. Construction on the 114,500 square-foot, $44 million facility started in March 2021, but supply chain issues slowed its completion.

Officials said employee training has been completed, and the occupancy permits are in place. The final step is to transport inmates from one lockup to the other.

Dunn said the county has been working with the state Department of Corrections as well as city and state police to coordinate that effort. For safety concerns, the date of the move will not be made public.

“We had to set a date and made a lot of arrangements for that to happen,” Dunn said.
