There are two types of permits available:

  • Rohtang Pass Permit: This permit allows you to visit Rohtang Pass and its nearby areas. It is valid for a single day and costs INR 550 for petrol vehicles and INR 400 for diesel vehicles.
  • Beas Kund Permit: If you wish to visit the Beas Kund region, which is a popular trekking spot near Rohtang Pass, you need to obtain this permit. It is also valid for a single day and costs INR 550 for petrol vehicles and INR 400 for diesel vehicles.

It is important to note that these permits have a limited quota, and it is advisable to book them well in advance, especially during the peak tourist season from May to September.

The Process of Obtaining a Permit:

The process of obtaining a permit for Rohtang Pass is relatively simple and can be done online. Here are the steps:

  • Visit the official website of the Himachal Pradesh Tourism Department.
  • Create an account or log in if you already have one.
  • Select the type of permit you want to apply for (Rohtang Pass or Beas Kund).
  • Choose the date and time of your visit.
  • Provide your vehicle details, including registration number and driver's license information.
  • Upload the necessary documents, such as a valid pollution under control (PUC) certificate and vehicle insurance.
  • Make the payment online using a debit card, credit card, or net banking.

  • Vehicle Limit: To control traffic congestion and reduce environmental pollution, the Himachal Pradesh government has imposed a daily limit on the number of vehicles that can visit Rohtang Pass. Currently, only 800 petrol vehicles and 400 diesel vehicles are allowed per day, excluding local vehicles and emergency vehicles.
  • Timing Restrictions: All tourist vehicles need to follow specific timing restrictions while traveling to Rohtang Pass. Private vehicles (excluding local vehicles) are allowed to travel towards Rohtang Pass from 6:00 AM to 9:30 AM, and the return journey is permitted from 4:00 PM to 7:00 PM.
  • Environmental Guidelines: To preserve the natural beauty and ecological balance of Rohtang Pass, visitors are expected to follow certain environmental guidelines. These include not littering, not using horns unnecessarily, and not causing any damage to the flora and fauna.

Guidelines for  foreigners.

All Foreign tourists  visiting the State should seek help of authorised travel agencies only. Foreigners wishing to stay overnight must stay only at authorised guest  houses / hotels. They are required by Law to fillup form-C and it is the  duty of the host to such foreigners to supply this information within 24  hours to the concerned Police Station. In case you are interested in trekking please move in groups of atleast  5 persons and inform the nearest Police Station of your proposed  trekking route. Engage only registered porters/guides while undertaking  treks. It is advisable to go for trekking on routes identified for this  purpose by the HP Tourism Department and halt at the designated camping  places only. Please exchange foreign currency only at authorised places. It is safer to carry travellers cheques and limited amount of cash while  touring. All tourist are advised to stay away from drugs and drug dealers and  refrain from indulging in any illegal activity. Foreigners who wish to overstay, should contact the nearest Foreigners’  Regional Registration Office or the Sadar Police Station in the towns. Some areas in Himachal Pradesh have been designated as protected areas  and are not open to foreigners without permits.

Protected Areas

Protected areas has  been defined in the section 2 of the Foreigners Protected Area Order  1958 which is as under:-

Protected area means any border areas  falling beyond the inner line as described in schedule-I

No foreigner shall enter into or remain in any protected areas except  under and in accordance with the permit issued by the Central Govt. or  any official authorised by the Central Govt. in this behalf.  

Following areas in Himachal Pradesh require protected areas permits Khab,  Samdo, Dhankar, Tabo, Gompa, Kaza, Morang and Dubling (Lahaul & Spiti).

At present the foreign tourists/foreigners are being permitted to visit  the restricted/protected areas by the authorities specified under  section 3 of the Foreigners ( Protected Areas) Order 1958 by the State  Govt.

Diplomatic & Officials Passport holders who wish to visit, stay or pass  through the above mentioned areas and required to obtain necessary  protected areas permits from Ministry of External Affairs. Application  (in triplicate) should be submitted to the Northern Division, MDA, South  Block, Room No. 235, New Delhi giving a minimum of 8 (eight) weeks  notice to process the relevant case. However, application does not imply  automatic issue of permits.

Such permits for the foreigners who want to visit such places in  connection with their engagement with some U.N. Aided or World Bank  Project are required to submit their applications to the Resident  Commissioner, Himachal Govt., Himachal Bhavan, Sikandra Road, New Delhi.  This Officer issues such permits to foreigners required to visit such  places in connection with the World Bank or U.N. Aided projects and the  Projects sponsored by the Govt. of India or any State Govt. or U.T.  Administration. In such cases Resident Commissioner would insist upon a  letter of requisition from the sponsoring authority i.e. World Bank or  U.N. Agency or a concerned Union Ministry or State Govt. or U.T.  Administration under whose aegis the project is being implemented.

Foreigners intending to visit protected areas which are now open for  tourism, as tourists in group consisting of four or more foreigners,  sponsored by the recognised travel agencies in India with predrawn  itinerary can gets protected area permits from the State Govt. The H.P.  State Govt. has further delegated these powers to District Magistrates  in their Jurisdictions.

In this regard following District Magistrates and Sub-Divisional  Magistrates are authorised to issue Protected Area Permits’ in their  respective Territorial limits.

Inner Line Permit (ILP) for Kinnaur & Spiti Valley (Step-by-Step Guide)

Inner line permit is an official travel document that allows an Indian citizen to travel to restricted/protected borders areas of India. Prior to August 2021, such areas extended from Ladakh Union Territory to Arunachal Pradesh all along the India-China border. 

Ladakh UT administration waved goodbye to the ILP condition for domestic tourist in August 2021. 

Among northeastern states of India, Arunachal Pradesh, Mizoram, Nagaland, and Manipur state comes under the purview of ILP system. 

Before 11 December 2019, ILP was only applicable to frontier states of Arunachal Pradesh, Mizoram, and Nagaland. A presidential order was signed on the day extending the purview of ILP to Manipur. 

Apart from these Himalayan regions for India, ILP is also mandatory for Indian tourist planning to visit Lakshadweep (an archipelago off the coast of Kerala in the Arabian Sea). 

ILP is only relevant to domestic Indian travellers. If a foreign national wish to visit the region that falls beyond the inner line, he/she has to apply for the inward travel permit under Protected Area Permit (PAP). 

So, if you’re a foreign national looking to explore these stunning regions, PAP is your pass.

Under the Foreigners (Protected Areas) Order 1958 , a protected area is the area between the inner line and the international border. 

The following regions of Kinnaur & Spiti valley falls under the protected area:

“No foreigner shall enter into or remain in any protected area except under and in accordance with a permit issued by the Central Government or any Officer authorized by the Central Government in this behalf.” — Section 3 of the Foreigners (Protected Areas) Order 1958.

ILP/PAP for Northeastern States Vs ILP for Kinnaur and Spiti valley 

An ILP/PAP holder can only visit the designation places (mentioned in the permit) for the period one is authorized to. 

The permit is granted for a group of two or more people only, and you can’t stay in the protected/restricted region after the permit gets expired.  

How to get ILP for Kinnaur & Spiti valley? 

One can apply for Inner line permit either at 

  • District Collector/Magistrate (DC) office, Shimla 
  • DC/SDM office, Reckong Peo. 
  • DC office Kullu 
  • SDM office, Keylong.
  • SDM office, Bhaba Nagar ( Kinnaur ) 
  • ADC/SDM office, Reckong Peo
  • SDM office, Pooh (Kinnaur). 
  • ADC office Lahaul & Spiti at Kaza. 

Essential documents you need to submit for permit application 

  • A copy of your valid Visa 
  • A copy of your valid Passport
  • A completely filled-out application form

Note: Passport size photos are not required for the ILP application. Though, we recommend you to carry them with you. 

Inner Liner Permit Application Form

Apart from these documents, you can’t apply for ILP if you don’t have/know the following details: 

  • Travel itinerary
  • A list of protected places you’re planning to visit. 
  • A sponsorship letter from registered tour operator/travel agency. 
  • Purpose of your visit and duration of travel in the restricted area

From Chandigarh there are routes to reach Spiti valley. One is via Manali-Atal Tunnel and second is via Shimla-Kinnaur-Sumdu. If you are taking the Manali route, you don’t need a travel permit until Kaza. You can visit Kaza and return to Manali without a permit. 

But if you’re yearning to explore further into Kinnaur, that’s when you’ll want to secure your ILP at the ADC office in Kaza.

If you’re taking the Shimla-Kinnaur route, there are two places where you can apply for travel permit. 

  • DC/ADC office Shimla
  • SDM/DTDO Kinnaur

Best places to get Inner Line Permit?

Reckong Peo and Pooh permit offices are the recommended places to get the permit. At these places, applicants are few, and permit processing time is relatively less than the other permit offices. So, if time is running a bit short, and you’re not keen on getting caught up in the permit paperwork, these offices should be your go-to choices.

Whether you’re applying for ILP travel permit at ADC office Shimla, ADC office Kaza or at SDM/DTDO office Reckong Peo, the application process remains, more or less, the same.   

Here is the step-by-step process: 

  • Carry your visa and passport with you and make copies of them.
  • Fill out the application form.
  • Submit the application to the designated officer.
  • Pose in front of the webcam to get yourself photographed (at Sugam Center if you’re applying at Shimla permit office).
  • Your application will be reviewed by ADC/SDM. 
  • The officer will ask some routine question (about the nature of your visit and itinerary) from you. 
  • Wait for the application to get approved. 

Note: If you are a citizen of Pakistan, Afghanistan or China, application for ILP for Kinnaur Spiti valley wouldn’t be approved by any of the designated offices. If this case, your application can only be approved by Ministry of Home Affairs , New Delhi.

Kinnaur-Spiti travel permit (ILP) fee

Officially, the ILP fee is 250 rupees. Though, if you apply for ILP at Shimla Sugam Center, the fee is 400 Rs. At Reckong Peo permit office, you can get the ILP for 250 rupees if you don’t involve a local travel agent in the process. 

The Sugam Center guys at Shimla and local travel agents at Reckong Peo charge the additional service fee in lieu of faster travel permit processing and helping you sail through the process smoothly.

Office hours of permit offices .

All the permit offices in Himachal Pradesh remain open from 10AM to 5PM, except on the public holidays listed by the government of India and state government of Himachal. 

Minimum pax clause

At Shimla permit office, a group of at least 2 foreign nationals is mandatory. Though, at Reckong Peo, Pooh and Kaza office, a solo traveller can apply for the permit.  

Check Posts

After you get the permit from Shimla/Reckong Peo permit office, your ILP and passport will be checked at Dubling and Sumdo check post (the border of Kinnaur and Spiti valley).  You need to submit a copy of your permit at these check posts/barrier stations run by Himachal Police/Indian Army. 

Earlier there used to be a Jangi Check Post (near Akpa bridge) where domestic tourist had to show their IDs and international travellers had to submit a copy of their travel permit. Now, this post has been shifted to Dubling.  

An ILP is valid for 15 days. If you plan to stay/travel for an extended period in the restricted area, you will need to renew your permit.

History and Evolution of Inner Line Permit 

The roots of ILP lie in occupation of Assam (in 1822) by Burma and subsequently by the British East India company and expansion of its trade in this region. With the signing of peace treaty of Yandabo in 1826 , Assam and Manipur became frontier territories of British India empire.    

East India Company acquired large tracts of land for tea plantation and oil exploration in the Assam plains. This caused conflict with the hill tribal population, who depended on hunting and gathering for their livelihood. The tribesman began raiding the tea estates and trading posts of the company.

To prevent this, the British government formulated the so-called “Regulation for Peace and Good Government” which later became Inner Line Regulation/Bengal Eastern Frontier Regulation ( BEFR ) Act of 1873. 

The British government claimed that that idea behind enacting this act was to protect cultural identities and traditional ethos of the local tribal population. In reality, it was enacted to protect the commercial interest of the British government. 

Under the BEFR Act, regulations were framed to restrict the entry and contain the stay of “British subjects” (citizens of British India empire) and foreign nationals. 

After India’s independence (in 1950), the clause “British subjects” was replaced with “Citizens of India” and the rest of the act remained the same.  The government of free India opted to let the act in force due to the following reasons: 

  • To protect the native culture and indigenous tradition and customs of the frontier region.
  • To restrict the entry of illegal immigrants.
  • To safeguard the tribal demography of the population.

Shimla used to be the summer capital of the British Raj when they ruled India. Now it's the state capital of Himachal Pradesh. The town sprawls along a mountain ridge, enveloped in oak, pine and rhododendron forests. It's quite famous for its colonial-style buildings and historic railway. Some would stay it's overdeveloped and crowded these days. However, it still has charm. The old Christ Church, with its beautiful stained glass windows, is one of Shimla's most prominent landmarks. The Parvati Valley

As the season wanes in Goa, the psychedelic trance scene shifts more than 8,000 feet above sea level into the forest around Kasol, in the Kullu District's Parvati Valley. Festivals take place at Chalal, near Kasol, from late May until October. To get there, walk 30 minutes from Kasol, crossing the cable suspension bridge over the Parvati River and then following the picturesque riverside path to the village. Two of the biggest events are Parvati Peaking and Magica Festival . However, the Parvati Valley isn't all about parties. Another attraction near Kasol is Manikaran, with its hot springs and enormous riverside Sikh Gurudwara. The region has much to delight nature lovers and trekkers too. Dalhousie is refreshingly less crowded than Shimla and Manali, and the surrounding Chamba Valley is a lesser-explored area of Himachal Pradesh. If you're after spectacular views, then Dalhousie is the place to find them. Spread over five hills at foot of the Dhauladhar mountain range, the town gets its name from founder Lord Dalhousie. It bares the distinct stamp of the British Raj with 19th-century churches and hotels reminiscent of that era.

Kalatope Wildlife Sanctuary is located a short drive away from Dalhousie. It's possible to walk through the sanctuary but a permit is necessary for a vehicle. Those who dare to venture further into the Chamba Valley will discover fascinating ancient folklore, temples, and tribes.

Dharamsala and McLeod Ganj

Nestled a short distance from each other in the Kangra Valley, the towns of Dharamsala and McLeod Ganj are home to the exiled Tibetan Government. The Dalai Lama resides in Dharamsala, and many Tibetans have followed him there. You can expect to find a strong Tibetan influence in the area, with culture being the main attraction. People flock to Dharamsala and McLeod Ganj to undertake Buddhist meditation and philosophy courses, Tibetan cooking classes, Tibetan language courses, and to receive alternative therapies. Volunteer work is another popular pastime. Those interested in sightseeing will find some fascinating museums, temples, gompas , and monasteries. Unfortunately, a growing influx of tourists has disturbed the peace in Dharamsala and McLeod Ganj. Head further uphill to Dharamkot or Naddi if this is a concern.

Palampur, Himachal Pradesh's tea growing region, is about an hour from Dharamsala in the Kangra Valley. Tea was introduced there in the mid 19th century by the Superintendent of Botanical Gardens in Peshawar, Doctor Jameson. You can visit the tea estates and even stay on one. The Lodge at Wah is an eco-friendly boutique homestay on Wah Tea Estate . It has eight rooms in three gorgeous, rustic cottages. Tea plantation and factory tours, and tea tastings are provided to guests.

If you're interested in pottery or art, don't miss quaint Andretta village, a 20 minute drive from Palampur in the Kangra District of Himachal Pradesh. The village is said to have been established in the 1920s by Irish playwright Norah Richards, who lived there during the Partition and is credited with the rise of Punjabi theater. Later, noted potter Gurucharan Singh (who started Delhi Blue Pottery), and painter Sobha Singh (who was known for his Sikh religious paintings), settled there. The Sobha Singh Art Gallery, housed in the building where he lived, showcases his paintings and personal belongings. The mud-plastered cottage belonging to Norah Richards is another attraction.

Andretta Pottery and Craft Society, a pottery production center, offers three month pottery classes for serious students . Alternatively, you can try your hand at the pottery wheel and get a casual lesson. The Society apparently sells its rangoli-patterned earthenware to FabIndia in Delhi.

Andretta can be visited on a day trip from Dharamsala or Palampur. Otherwise, The Mirage is a delightful, arty place to stay there.

Bir-Billing

Go past the turnoff to Andretta from Palampur and you'll reach one of the world's best paragliding destinations at the twin towns of Bir and Billing. The 2015 Paragliding World Cup was held there, for the first time in India, in October 2015. The peak paragliding season runs from March to May and October to November. Billing Valley Adventures and Billing Adventures of Himachal  offer paragliding, trekking, and camping. Other attractions are tea gardens and monasteries. Serene Palpung Sherabling Monastery offers periodic courses in Buddhist meditation and philosophy. Deer Park Institute provides accommodations along with courses on Buddhist and Indian philosophy. Don't miss visiting the groovy 4Tables Project cafe and art gallery in Gunehar village near Bir. They now rent out gorgeous rooms too! Guided walks in the area can be arranged.

Rudyard Kipling described Spiti as a world within a world. This remote, high altitude area of Himachal Pradesh is tucked away against the border of Ladakh and Tibet. It's only been open to foreign tourists since 1991, and still remains relatively unexplored. Part of this is due to Spiti being barren alpine desert that's covered in heavy snow for a high proportion of the year. Getting to Spiti involves a long drive, most popularly from Manali. Great Himalayan National Park

The Great Himalayan National Park, in the Kullu District of Himachal Pradesh, became a UNESCO World Heritage Site in 2014. The park has four valleys and covers about 900 square kilometers. Its remote, rugged and untamed terrain makes it sought after by trekkers but only the fittest and most adventurous reach deep inside the core area. There are several trekking routes , ranging from three to eight days, with treks between the spectacular Tirthan and Sainj valleys being popular. In addition, less strenuous day walks exist in the park's Ecozone buffer area, frequented by day trippers. It's possible to go on tours to interact with the villagers and learn about their activities.

Ecotourism company Sunshine Himalayan Adventures has partnered with Biodiversity Tourism and Community Advancement (a community-based organization, comprised of local villagers) to offer treks and tours. Permits are required for treks. Indians must pay a park entry fee of 50 rupees per day, and foreigners 200 rupees per day. It's free to enter the Ecozone.

Raju's Cottage , a renowned homestay in Gushaini on the periphery of the park, is an ideal base or stopover. You'll need to book well in advance though!

Jibhi Valley

Ex-Army man Bhagwan Singh Rana pioneered tourism in the Jibhi Valley , about an hour from the Great Himalayan National Park and three hours south of Manali on the road to Delhi. (Aut and Banjar are the closest towns). However, tourism didn't really take off there until after 2008, when the Himachal Pradesh government launched a homestay scheme. Jibhi is the perfect spot to slow down, adopt a healthy lifestyle, and immerse yourself in nature. Stay at Bhagwan Singh Rana's Doli Guesthouse or Swiss Cottages . Activities include day hikes and treks, organic farming, and meditation.

Himalayan Golden Triangle (Thanedhar, Sangla and Sojha)

This off-beat circuit, actively promoted by Banjara Camps , attracts outdoor enthusiasts who want to enjoy nature away from touristy areas. It starts in the heart of Himachal Pradesh's apple country, in Thanedhar (around two hours from Shimla), where you can stay at Banjara Orchard Retreat. The Sangla Valley is located 9,000 feet above sea level in Kinnaur District, close to the Tibetan border, and offers trout fishing and trekking (including glacier trekking in March and April). You can also visit Chitkul village, the last village on the old Indo-Tibetan trade route. Sojha links the Kullu and Shimla districts, and provides more opportunities to venture into the wild mountainous countryside.
