Singapore’s visa policy is simple and the country is very open to visitors. Most nationalities can enter visa-free and enjoy stays of either 30 or 90 days. The rest can obtain an e-Visa although a local Singaporean contact or a visa agent is a requirement.

Owing to digitalization, entering and leaving Singapore is seamless through one of the automated lanes. If you’re eligible, you won’t even have to speak to an immigration officer!

Passport holders of 163 countries and territories can travel visa-free to Singapore for 30 or 90 days.

Those who aren’t visa-exempt must obtain a tourist visa. There are two ways to do that. The first is an e-Visa through a Singaporean contact. The second is through an authorized visa agent or a Singaporean embassy.

Lastly, certain nationalities can take advantage of the Visa Free Transit Facility (VFTF) if in transit in Singapore to or from a third country. This option allows stays for up to 96 hours (4 days).

Singapore does not offer Visa on Arrival.

Entry Requirements

These entry requirements apply to all foreign citizens entering Singapore:

  • At least 6 months of passport validity
  • Valid visa unless visa exempt or using the Visa-Free Transit Facility (VFTF)
  • Completed SG Arrival Card
  • Return or onward ticket
  • Proof of sufficient cash for your stay

Immigration officers very rarely ask for the last two. If you use the automated gates, you will not be asked for any proof.

It is also a good idea to check the list of Prohibited and Controlled Goods as Singaporean Customs can be a lot more curious.

The nationalities that require a Singapore tourist visa are split into two levels. 

The main difference is that Level II countries must also submit a Letter of Introduction for Visa Application (LOI).

Visa Requirements

Even though it’s an e-Visa, as an applicant, you cannot apply for the e-Visa on your own. The e-Visa application must be submitted by a local Singaporean contact or applied through an authorized visa agent approved by ICA such as VFS Global. 

The Singaporean contact must be at least 21 years old, a legal citizen or resident of Singapore, and have access to SingPass , the Singapore Identity Verification app.

Both Level I and Level II are required to submit:

  • Completed and signed Form 14A
  • A passport-sized color photograph taken within the last 3 months. These are the photo requirements .
  • A photocopy of your passport biodata page

Level II countries are additionally required to obtain:

  • Completed Form V39A which is a Letter of Introduction for Visa Application (LOI), issued by a local contact in Singapore.

Finding a local contact for LOI may prove troublesome for some travelers. A LOI issued by your Embassy can also be accepted if you are unable to secure an LOI from an individual.

The application costs 30 SGD (~22$).

If your application is successful, your Singaporean contact or the visa agent can send you the e-Visa file. You must print it and present it on arrival to enter the country.

Applications are processed within 3 working days (excluding the day of submission).

Singapore Visa-Free Transit Facility (VFTF)

e-Pass for Singapore Visa-Free Transit Facility (VFTF)

The Visa-Free Transit Facility (VFTF) allows entry into Singapore for up to 96 hours under certain conditions.

Eligible Countries

The following countries are eligible for VFTF:

India passport holders.

Nationals of India are eligible for VFTF if they meet the following requirements:

  • Enter Singapore by any mode of transport but leave only via air or sea to a third country. You may be asked to show an onward ticket departing Singapore within 96 hours. Flight, ferry, and cruise tickets are allowed.
  • United States of America
  • You travel directly from the country that issued the visa, through Singapore, back to your home country
  • You have not been to your home country since you last used the visa

Schengen visas allow entry to both Germany and Switzerland, so they are accepted even if issued by another country.

All other countries

For the other countries on the VFTF list, these requirements are in place:

  • Enter Singapore by any mode of transport but leave only via air to a third country. You may be asked to show an onward ticket departing Singapore within 96 hours. Only flight tickets are acceptable.

Visa-Free Transit

Visa-free transit does NOT allow you to enter Singapore!

You are considered a transiting traveler if you travel via Singapore without clearing immigration. All nationalities are eligible.

As a transiting passenger, you are allowed to stay within the transit area of Singapore Changi Airport.

Most layovers don’t require you to clear immigration. However, be careful with low-cost carriers and tickets booked separately. If that’s your case, you likely have to pass through immigration and customs and recheck your luggage. In that case, you must have a visa or be visa-exempt.

SG Arrival Card

The SG Arrival Card is mandatory for all visitors to Singapore regardless of nationality.

You can complete the SG Arrival Card online up to 3 days before arrival. There’s no minimum required time before arrival so you can complete it at the airport too.

The SG Arrival Card is automatically linked to your passport information. If you don’t complete it properly, automated lanes will reject you and you must see a border officer to amend it.

Automated Clearance

Singapore has made strides towards complete automation of its borders. It is expected that soon all arrivals will be processed through automated lanes. For now, these are the eligible countries:

The procedure is quick and straightforward. If this is your first time in Singapore, the machine will also collect your fingerprints, an iris scan, and a face picture.

You will NOT receive a stamp on your passport. After entry, you will receive an e-Pass to the email you have provided in the SG Arrival Card with the last day of stay allowed in Singapore.

Exit is also automated and passports are not stamped either.

Electronic Visit Pass (e-Pass)

Singapore has phased out issuing physical entry stamps in the passport. An Electonic Visit Pass or e-Pass is issued and sent to your email after clearing the immigration in Singapore. You can also retrieve a copy for your e-Pass on the ICA website

The e-Pass will have the details such as your date of entry into Singapore, maximum days of allowed stay and your last day of stay granted.

Does singapore require a covid test or vaccination certificate.

All Covid-related restrictions were dropped on 13 February 2023. There are no requirements regarding testing or vaccination. That said, while submitting an SG Arrival Card, you will fill out the health declaration whether or not you are experiencing any symptoms.

Can I get an SG Arrival Card at the airport?

Yes, you can. The paper-based arrival cards are phased out, so you will have to fill out an online SG Arrival Card. You can fill it out at the airport too, takes about 5-10 minutes.

What documents are required to enter Singapore?

  • Passport valid for at least 6 more months
  • Valid visa unless visa-exempt
  • Onward ticket (very rarely, especially if using an automated lane).

Can I transit at Singapore Changi Airport without a visa?

Yes, you can, regardless of nationality, as long as you don’t leave the transit area.

You may enter and exit as you please if you’re visa-exempt. 

Alternatively, you may be eligible for a visa-free transit facility allowing stays inside Singapore for up to 96 hours.

Once you have submitted your application to an authorized travel agency, they will make the application at the High Commission of Singapore in New Delhi, or at one of the Consulates in Mumbai or Chennai, as per the jurisdiction. After this, the respective mission will process your application.

Supporting documents for Indian citizens

Depending on travel plans, visa regulations and other conditions, some travellers from India might also be requested to upload additional supporting documentation such as:

  • Proof that they have adequate financial means for the whole duration of their stay in Singapore
  • Evidence of onward travel (such as return tickets)

Please remember that the Singapore Arrival Card is not a substitute for a Singaporean visa . The SGAC is a separate requirement that all foreign nationals must fulfil if they wish to enter Singapore.

How can citizens of India apply for the Singapore Arrival Card?

The application for the Singapore Arrival Card can be completed and submitted within just a couple of minutes. The whole application process has been streamlined allowing applicants to apply using any electronic device that can connect to the Internet.

Indian travellers will be asked to complete an application form online. This electronic travel document includes the following questions:

  • Personal and contact information
  • Travel itinerary
  • Health status
  • Passport details

All fields should be completed with correct and accurate information. Mistakes can lead to delays, or even a rejected application.

It is best to complete and submit the application for the Arrival Card to Singapore at least 5 days before the date of departure. This way there will be sufficient time for the authorities to process the application.

How long does it take to process a Singapore Arrival Card from India?

Most SGAC applications for Indian citizens are processed and approved in just a few days or even hours. However, all applicants are advised to submit their Arrival Card applications well in advance of their planned departure date.

This measure is to ensure that there is enough time, should there be any issues that could result in delays. For example, public holidays or a large number of applications received by Singaporean authorities.

Indian passengers transiting through Singapore

Indian travellers who are transiting through Singapore to a third country may qualify for a Visa Free Transit Facility (VFTF) .

This document is different from the Singapore Arrival Card , and is only for passengers transiting through Singapore for 96 hours or less.

Passengers must have a valid visa for the third country they are travelling to, to be eligible for the VFTF.

Travelling to India

Visa Requirements for India

  • Singaporeans are required to obtain a visa before travelling to India. As visa requirements often change at short notice, we advise you to contact the  High Commission of India in Singapore  for up-to-date information. 
  • e-Visa Facility for Entry into India  – The Indian e-Visa is valid for entry through 24 designated airports (i.e. Ahmedabad, Amritsar, Bagdogra, Bengaluru, Calicut, Chennai, Chandigarh, Cochin, Coimbatore, Delhi, Gaya, Goa, Guwahati, Hyderabad, Jaipur, Kolkata, Lucknow, Mangalore, Mumbai, Nagpur, Pune, Tiruchirapalli, Trivandrum & Varanasi) and 3 designated seaports (i.e. Cochin, Goa, Mangalore). However, the Indian e-Visa holder can exit from any of the authorised Immigration Check Posts (ICPs) in India.  This Indian e-Visa is an addition to the existing Visa services.  Singaporeans need to apply for the electronic Visa (e-Visa) prior to arrival, i.e. submit your Indian visa forms online and secure the necessary approval before departing for India. Upon arrival in India, travellers on the e-Visa would need to proceed to a “Visa on Arrival” counter at the airport to get their visa stamped on their passport. Please refer to the  Indian Visa Online website  for more information, and beware of fake websites that claim to offer visa services.
  • There are several types of visas issued for travel to India, such as Tourist, Business, and Medical visas.  The validity of all visas commences from the date of issue of the visa and not the date of arrival in India.  You should ensure that you obtain the right visa for your travel purposes.
  • Please note that the visa is valid from the date of issue until the expiry date and not from the date of arrival. Visitors to India must leave India before the stipulated date of expiry of visa as indicated on the visa stamp/notice or will be deemed to have overstayed.

Note: Although termed as “Visa on Arrival” on the official Indian websites, the process requires an online application to be approved prior to trip to India and the visa endorsed on the passport upon arrival in India. 

Overseas Citizen of India (OCI) card holders:  OCI cardholders do not require a visa to enter India, and only need to present a valid passport and OCI card. 

Loss of/Stolen Passport in India

If your passport is lost or stolen in India, you will need to do the following:

  • Lodge a police report with the Indian authorities.
  • Report a lost passport  online  with ICA or contact the Singapore High Commission in New Delhi or Consulates in Mumbai or Chennai.
  • Depending on your location, the nearest Overseas Mission will contact you for the collection once your passport or Document of Identity (DOI) is ready.
  • If you are applying for a new passport or Document of Identity (DOI) at the High Commission or Consulate, you will need to have the following documents:
  • One (for DOI application) or two (for passport applications) passport-sized photographs. Instant photographs are acceptable.
  • A copy of your police report.
  • Documentary proof of your Singapore Citizenship (such as your Singapore Identification Card or Driving License) to verify your identity.
  • Relevant fees for the application.
  • Travellers can refer to  ICA's website  for more information on loss of passports overseas.

Replacement of an India Visa

  • A Singapore citizen who is issued with a replacement passport in India after a passport has been lost or stolen must apply an exit permit online with Foreigners Regional Registration Office ( FRRO ). This exit permit allows the traveller a specified period of time (usually a few days) in which to leave the country legally.
  • If you have lost your passport but need to return to Singapore urgently, the Consular Officer will be able to issue you a Document of Identity (DOI) once your identity has been verified. The DOI also requires an exit permit to allow the holder to leave the country legally.
  • Without an exit permit, the Indian authorities will not allow you to leave India.

Procedures for Exit Permit

  • For an exit permit, you will need to apply online via FRRO eservice and provide the following:

a) Your replacement Singapore passport or DOI

b) The letter issued by the High Commission giving details of your lost/stolen passport

c) A copy of the police report for lost/stolen passport

d) Your official flight itinerary and/or letter from airline on which you arrived, verifying the date and place you entered India

  • If your arrival in India is at New Delhi, your exit permit may be issued within a short period. If your arrival in India is at another airport or border crossing, your exit visa may take significantly longer to be issued because Indian authorities will want to verify the details of your arrival in India.
  • The Singapore High Commission is unable to intervene in the application requests. The FRRO officials will be in the best position to advise you on how long the process will take.
