On October 9th, Uganda Airlines launched flights to Dubai International Airport. Staff, passengers, and government officials were all ecstatic following the first landing of flight UR 466 from Entebbe International Airport. Those witnessing the launch hoped that the new service would boost trade, investment, and tourism. However, the increase in the latter is certainly on hold amid the UAE’s travel bans.

Strict measures

Passengers from Uganda, along with numerous other African nations, have been barred from entering Dubai since December 28th as part of official policies to try and mitigate the spread of Omicron. This ban follows previous restrictions that were in place last summer. With these stringent regulations in place, passengers have been left stranded trying to get to their destination.

There is a strong market for Uganda-UAE travel. Notably, following the launch of Uganda Airlines’ flights to Dubai, passenger activity was rising on the route.

Plenty of potential

The Independent , a Ugandan magazine, shares that when the passenger flights have been in motion , Uganda Airlines has seen load factors match that of popular short-haul routes to the likes of Johannesburg, South Africa, and Dar-es-Salaam, Tanzania. These figures were providing strong returns for the flag carrier of Uganda.

“On the first commercial flight, we had 80 passengers on our 258-passenger Airbus to Dubai. On the second flight, we had 220 passengers. Definitely, business was affected by the ban. We were making $60,000 to $70,000 per flight before the ban.” - Uganda Airlines CEO Jennifer Bamuturaki, via The Independent.

Uganda Airlines deploys its Airbus A330-800neo to the Middle Eastern global hub. The schedule was three times a week, but the plan was to boost the frequency to five times following passenger demand.

Nonetheless, the operator is valuing the continuance of trade between its country and the UAE. Cargo remains crucial for the airline, allowing it to record notable income despite the travel ban. Bamuturaki highlights that cargo loads are now greater without passengers, averaging an income of between $50,000 and $60,000 per flight.

Strong ambitions

Even though the brand name dates back to the 1970s, the current incarnation of Uganda Airlines was only formed in January 2018 and commenced operations in August 2019. The company serves routes to several countries such as the UAE, Burundi, South Sudan, Kenya, Somalia, DRC, and South Africa from its Entebbe hub.

While there are considerable growing pains amid the industry-wide difficulties of the global health crisis, the airline is managing to adapt well. There are significant expansion plans with the firm looking for new narrowbodies to join the fold . The Embraer E195-E2 and Airbus A220-300 are two possibilities for the airline.

Overall, the UAE flight ban is rocking flight operations for several carriers and disrupting countless passenger plans amid the country’s role as an important connecting point. Airlines and travelers affected by the restrictions will be hoping for better prospects this year. Regardless, Uganda Airlines is showing its ability to look for opportunities in these challenging times.

Ugandans struggling to meet revised UAE travel requirements

Kampala, Uganda | THE INDEPENDENT |  Several Ugandans seeking to return to the United Arab Emirates-UAE are struggling to meet the country’s revised travel restrictions. UAE suspended flights from Uganda on June 11, 2021, due to a surge in COVID-19 cases as the country was battling the second wave of the pandemic.

Some media reports showed that UAE made the decision after over 200 Ugandans who presented negative COVID-19 test results tested positive upon arrival in UAE. The travel ban imposed by UAE threw over 200 labour export firms in a crisis since most of their clients are based in the Middle East, making Dubai Airport a key gateway.

On August 5th, 2021, UAE started allowing flights from Uganda for people with valid resident entry permits.  However, the returnees are required to take two PCR COVID-19 tests before their departure flight. The first negative test result certificate must be issued within  48 hours of departure time.

The second one must be taken at the airport and the test result certificate issued four hours before departure. This means that travellers can only board Emirates and FlyDubai that operate direct flights to Dubai.

John Gemin, the Country Manager of Emirates Uganda says the “airline has reinstated flights from Entebbe to Dubai with five weekly flights that resumed on Monday, August 16, 2021.” FlyDubai resumed flights last week.

Dr. James Eyul, who is in charge of Port Health at Entebbe Airport on behalf of the Ministry of Health says that samples are currently picked from UAE air bound passengers at the airport and tests are carried out at Peniel Beach.

Eyul says, “since travellers to the UAE are still few, about twenty every day, their numbers are manageable. We pick their samples from the airport and ensure their results are ready within four hours to their flight.”

Transit passengers are exempted from taking the second test. Ministry of Health established this testing centre at Peniel Beach for arriving passengers from ten countries including India, Kenya, South Africa and South Sudan.

However, some Ugandans who intend to travel to the UAE, say that they are struggling to meet the revised requirements. Sadik Lutaaya and Abdul Kajjubi, say that they returned to Uganda in May and June for a brief holiday.

Lutaaya, a builder says that he was supposed to return to Dubai on June 13.  “I was very disappointed.” He has been a resident in the UAE since 2014. Kajjubi who is a chef in one of the hotels in Dubai says that he was supposed to resume work end of June. He had lived in the UAE for 4 years.

“I was very excited when I was told residents had started flying to Dubai.” He however says that his excitement was short-lived because of the costs for the second COVID-19 test and the uncertainty of getting a resident entry permit also known as a back to service permit.

“The entry permit is free but approving an application can take hours or days,” he said. Kajjubi whose resident visa will expire in 2024 says that he applied for a resident entry permit on August 8. The permit had not yet been issued by August 10, when he was expected to travel aboard FlyDubai.

He says that it was painful that he missed the flight because he had paid Shillings 500,000 for the second COVID-19 test at Safari Labs in Katabi, Entebbe municipality. At the time, the health ministry had not yet guided that the second tests would be carried out at Peniel Beach.

Kajjubi also paid Shillings 250,000 for the first test that was taken 48 hours before departure time.

Kajjubi is now counting his losses because he has to undertake fresh tests, the first costing shillings 250,000 and the second one at shillings 350,000.

Amidst the losses, Kajjubi is optimistic that he will be successful this time around because he has secured the return entry permit. “I’m just looking for money to undertake the two COVID-19 tests.”

Kajjubi wants the government to tighten its grip on COVID-19 testing centres because the UAE revised measures are a result of fake certificates. Lutaaya says the health ministry should also consider setting up a testing centre at the airport.

You are following wrong news, man. Where’s the corruption in taking two tests? A 48hrs’ PCR negative test and a 4hr rapid test makes the country corrupt! Stop misleading readers! These two tests are requirements set by the Dubai/ UAE government. Just say the government should pay for its nationals for the rapid test.

UAE lifts travel restrictions on flights from Uganda

Uganda Airlines planes at Entebbe airport The United Arab Emirates (UAE) has lifted the ban on flights from Uganda to Dubai. UAE imposed travel restrictions on some countries including Uganda about a week ago so as to contain the spread of the Omicron Covid-19 variant.

However, UAE has still maintained travel restrictions on Tanzania, Kenya, Rwanda, South Africa, and Ethiopia. Dubai is one of the top four routes from Entebbe international airport, with an average of 20 flights a week. These flights are operated by Uganda Airlines, Emirates, Flydubai, Kenya Airways, Ethiopian Airlines, and RwandAir.

Uganda Airlines and Flydubai have since announced the resumption of flights. Uganda Airlines, which operates four flights to Dubai a week, resumed the flights on January 8 while Flydubai resumed yesterday Monday, January 10. On Twitter, the national carrier noted that it has resumed flights to Dubai and that it will take "all measures necessary to make sure you are protected when you travel with us."

The airline says that UAE requires all Dubai-bound passengers to undertake two PCR Covid-19 tests, the first 48 hours to departure and the second one six hours to departure time. Unlike in the previous months where passengers could undertake the second test from either Test and Fly laboratory and Safari Lab, Uganda Airlines and Flydubai say their passengers will test from only Test and Fly laboratory.

The test results must have quick response (QR) codes for verification. On arrival, passengers will undertake another test and self-isolate until they get a negative Covid-19 test result. Some sources told our reporter last week that the UAE suspended flights from Uganda after dozens of passengers started testing positive for Covid-19 on arrival in Dubai.

Port health workers and some officials from the airlines including Uganda Airlines noticed that most of the passengers who tested positive for Covid-19 on arrival in Dubai had forged test results.

A source said, "On December 18, 28 passengers aboard Uganda Airlines tested positive for Covid-19 in Dubai and the number rose from the daily average of five to over 10 in the past three weeks. So, airlines want the ministry of Health to become stricter and supervise the accredited laboratories".

Reconsider travel to Uganda due to  crime, terrorism , and  anti-LGBTQI+ legislation . Some areas have increased risk. Read the entire Travel Advisory.

Country summary:  There remains a threat of  terrorist attacks  in Uganda and throughout the region. Numerous terrorist attacks have occurred in Uganda, to include religious venues, schools, and areas frequented by tourists, resulting in the deaths of Ugandans as well as foreign visitors.  U.S. citizens should remain alert and avoid large public gatherings. In October 2023, ISIS-Central Africa claimed responsibility for killing two international tourists and a Ugandan driver within Queen Elizabeth National Park.

Violent crime , such as armed robbery, home invasion, and sexual assault, presents a serious threat to those visiting and residing in Uganda and can occur at any time, especially in larger cities, including Kampala, Jinja and Entebbe, in the Karamoja region, and along Uganda’s western and northern borders. Local police may lack appropriate resources to respond effectively to serious crime in most areas.

The May 2023 Anti-Homosexuality Act raises the  risk that LGBTQI+ persons, and those perceived to be LGBTQI+, could be prosecuted and subjected to life imprisonment or death based on provisions in the law , and may be subject to mandatory reporting to the police if they are suspected of committing or intending to commit acts in violation of the law, and could face harassment or attacks by vigilantes. Those perceived to support the dignity and human rights of LGBTQI+ persons (including those of youth under the age of 18) could be prosecuted and imprisoned for multi-year sentences.   Even an unsubstantiated accusation of supporting the LGBTQI+ community can create risks from police and vigilantes.  Read the country information page for additional information on travel to Uganda.

If you decide to travel to Uganda:

  • Remain alert and avoid large public gatherings.
  • Keep a low profile.
  • Be aware of your surroundings.
  • Do not display signs of wealth, such as expensive watches or jewelry.
  • Use caution when walking or driving at night.
  • Remain with a group of friends in public.
  • Do not physically resist any robbery attempt.
  • Do not open your door for people at your hotel/residence unless you know who it is.
  • Do not leave food and drinks unattended in public, especially in local clubs.
  • Stay alert in locations frequented by foreign tourists.
  • Be extra vigilant when visiting banks or ATMs.
  • Carry a copy of your passport and visa (if applicable) and secure originals in your hotel safe.
  • Provide your itinerary to a family member or friend.
  • Enroll in the Smart Traveler Enrollment Program  (STEP)  to receive Alerts and make it easier to locate you in an emergency.
  • Be mindful that any public identification with the LGBTQI+ community, as either a member or supporter, could be grounds for prosecution, and that even private consensual same-sex relations are illegal.

UAE Visa Information

UAE visa on arrival

Preapproved uae visas, prearranged uae visas, sponsoring someone to visit the uae, contact information, 30-day visit eligibility.

If you are a passport holder of the below country or territory, no advance visa arrangements are required to visit the UAE. Simply disembark your flight at Dubai International and proceed to immigration, where your passport will be stamped with a 30-day visit visa free of charge.

90-day visit eligibility

If you are a passport holder of one of the below countries or territories, your passport will be stamped with a multiple entry 90-day visit visa that's valid for 6 months from the date of issue, and for a stay of 90 days in total. Citizens of the below European countries are also entitled to apply for a pre-arranged visit visa if their 90-day visa on arrival has been fully utilized.

180-day visit eligibility

If you hold a Mexican passport you’re eligible for a multiple entry 180-day visit visa that's valid for 6 months from the date of issue, and for a stay of 180 days in total.

Dubai immigration procedures

As an added security measure, Immigration Authorities at Dubai International are now conducting random eye screening for visitors to Dubai.

Visitors asked to proceed for eye screening are required to present a hard copy of their visa or a printed version of the visa number confirmation page at the screening counter. If you do not have a copy with you, a charge of AED 30 per copy applies - payable only in AED.

Important information

Before you travel to the UAE, please check your visa requirements and make sure you have a valid visa if needed, or if your passport needs to be valid for 6 months. Holders of non-standard passports and travel documents may also have different entry requirements: find out if you need to apply for a visa and other passport requirements.

As of 29 April 2016, GCC residence permit holders will need to apply for a UAE visa before arriving in Dubai.

New visit entry permit to the UAE for Indian nationals

From 7 January 2024, eligible Indian nationals with a normal passport valid for a minimum of six months can obtain a single entry, 14-day visa on arrival. A fee of USD 63 applies.

Eligibility

  • Indian passport holder with USA visa valid for a minimum of six months
  • Indian passport holder with USA green card valid for a minimum of six months
  • Indian passport holder with UK residence card valid for a minimum of six months
  • Indian passport holder with EU residence card from the following countries valid for a minimum of six months

How and where to apply for a pre-approved UAE visa

Eligible Indian nationals can apply for their UAE entry permit on emirates.com through Manage your booking .

  • For Extension, Original passport and ticket copy required.
  • Extensions can be made at the airport office only.

Required applicant documents.

  • Colour photograph of applicant
  • Colour copy of applicant's passport. The passport must be valid for at least six months
  • You can download the application form (available at all Emirates Ticketing Offices) in  Arabic (Opens a PDF in a new tab)  or English (Opens a PDF in a new tab)  depending on the applicant’s nationality.
  • A copy of your Emirates Airline ticket, or codeshare flight that starts with the code “EK”, and the ticket number should start with “176”.
  • Proof of relationship if applying for family member - birth certificate, marriage certificate and family book
  • All Documents to be submitted as hard copy
  • Additional documents may be required by the authorities.

Rules and conditions

  • Sponsor or applicant will be responsible for a visitor overstay and overstay fines.
  • A Refundable deposit of AED 1000 for friend. Sponsor must claim the deposit within a maximum of 2 years from the application submission date.
  • Refund of visa fee before processing of an application, AED 50 will be deducted on refund process.
  • Visa fees must be paid upon application.
  • Additional visa processing fees may apply.
  • Visa fees are non-refundable.
  • The ticket is non-refundable if the visa has been issued and utilized.
  • Visa processing time is approximately 3 to 4 working days.
  • Entry into the UAE is subject to immigration approval.
  • All visas are valid to enter Dubai for 60 days from the date of issue, except the 96-hour and 48-hour visas, which are valid for 30 days from the date of issue.

How and where to apply for your prearranged UAE visa

  • Apply online through Manage your booking
  • 48-hour and 96-hour transit visas are valid for travel with Emirates tickets outbound from Dubai. You can only apply for a transit visa online or at the Emirates Commercial Visa APT office at Dubai International airport Terminal 3.

Nationals of countries requiring a prearranged UAE visa can now apply and pay for their visas online through emirates.com.

If you are travelling to or stopping over in Dubai with Emirates, you can submit an application and receive your UAE visa entirely online – without having to submit your passport for stamping. You can apply for your UAE visa through our Manage your booking after you book your Emirates flight. VFS processing fees apply. For more information please visit VFS Global.

The online visa application service is available for residents and nationals of many countries around the world. Find out if you can apply for a UAE visa. Applicants' passports must have at least six months' validity as of their date of travel to Dubai, and must be machine readable passports – handwritten passports are not accepted.

This service is only available to passengers with a confirmed Emirates booking where an Emirates ticket has already been issued and the flight itinerary already includes the desired time in Dubai. The itinerary into and out of Dubai should be on one ticket (PNR), and these flights must be Emirates flights. Note that any itineraries including any flights to or from Dubai on other carriers are not eligible for the online visa service.

A minimum of four international working days prior to arrival in Dubai is required, however Emirates does recommend that online applications are made as early as possible.
