Türkiye Develops a National Sustainable Tourism Program with the Global Sustainable Tourism Council (GSTC)

Türkiye Tourism Promotion and Development Agency (TGA) has signed a collaboration agreement with the Global Sustainable Tourism Council (GSTC). The signing of the agreement marks an exemplary step toward sustainability as Türkiye (Turkey) becomes the first government in the world to develop a mandatory national program with the GSTC. Thanks to the new program, the Turkish tourism industry will accelerate its global sustainability practices.

The Turkish tourism industry will be restructured with the 3-year agreement signed with the GSTC, which manages the global standards in sustainable tourism, known as the GSTC Criteria. In the first stage of the agreement, which Türkiye signed as a government with the utmost gravity towards sustainability, the national program criteria will be determined and inspection firms will receive training. The first stage of the program will become operational in 2023. The second stage will be carried out gradually in 2025. The program is planned to be concluded by 2030, when all international standards will be met.

Bringing Türkiye to the forefront in sustainable tourism, the agreement will also help achieve the goals of The Paris Agreement, signed by Türkiye at the end of last year. As of 2022, Türkiye launched a transformation towards sustainability in the tourism industry and the collaboration with GSTC will highlight the country as a strong competitor in the international arena, while helping Türkiye catch up with international tourism trends.

Türkiye has taken an extensive series of measures with regards to transportation, accommodation, food and beverage, and congress facilities as well as the well-being and health conditions of passengers/guests and employees with the Safe Tourism Certification Program, which was implemented in 2020 and the first of its kind in the world. Nearly 12,000 facilities have been granted the Safe Tourism Certification so far. Within the scope of the program, the tourism industry, especially the accommodation facilities, will be subjected to both safe and sustainable standards. As of April 2022, accommodation facilities will gradually start to implement sustainable practices.

Türkiye Tourism Promotion and Development Agency (TGA) stated that TGA is very aware of the need for a transformation towards sustainability within the tourism sector as Türkiye is steeped in nature and traditional heritage, and the protection of our environment is of utmost importance. “Thanks to our work with GSTC, our visitors will have the chance to enjoy a responsible holiday in Türkiye, and our industry and partners will have the necessary tools to achieve responsible tourism.”

Turkey Joins GSTC

Türkiye Tourism Promotion and Development Agency has joined as a Member of the Global Sustainable Tourism Council (GSTC).

Following the innovative and sustainable tourism strategies and policies of the Turkish Ministry of Culture and Tourism, the Agency carries out all promotion, marketing and communication activities to serve the country’s tourism goals, and promote and market current tourism opportunities across the globe. The Agency also works to identify, improve, and determine tourism areas with potential. Its Board of Directors is chaired by the Minister of Culture and Tourism of the Republic of Turkey.

Minister of Culture and Tourism Mehmet Nuri Ersoy expressed his pleasure about TGA’s GSTC membership and added: “Türkiye’s 2023 Tourism Strategy, which our Ministry prepared with our technology, quality, and sustainability approach, draws from the vision of elevating the position of Turkish tourism to stay ahead of global competition and setting targets that align with this aspiration. As we strive to achieve this vision, we will drive the Turkish tourism sector and industry forward with our constructive, inclusive, and sustainable tourism criteria, in line with United Nations’ 17 Sustainable Development Goals, and protect our people and the environment.”

Turkey’s Sustainable Tourism Plans

Introducing Turkish tourism to a sustainable, innovative, and income-driven growth model, Türkiye’s Tourism Strategy for 2023 prioritizes diversification and sustainability in tourism activities, in line with the global tourism and development trends. In light of this strategic goal, Türkiye puts emphasis on generating employment and higher income for all segments of the society through increases in tourism revenues with a balanced use of strategic natural, cultural, and historical assets and conservation efforts. Moving towards a sustainable future, Türkiye works to enhance its numerous alternative tourism products and offerings. At the crossroads of zoogeographic and phytogeographic territories, Türkiye offers countless choices waiting to be discovered in every region by those interested in sustainable tourism activities such as hiking, cycling, hiking, paragliding, and rafting in majestic mountains and sparkling lakes, caves and national parks, and Blue Flag-awarded beaches and clean seas, all rich with biodiversity and high endemism. UNESCO-listed heritage sites, handcrafts and a wealth of local cuisines that draw from the ancient Anatolian cultures lend to Türkiye’s appeal as a multi-layered tourism destination. Many of Türkiye’s accommodation facilities hold international and national eco- labels. As part of sustainability efforts, Türkiye has also instituted the “Bicycle-Friendly Accommodation Facilities Certificate” program to promote bicycle tourism. A strong civil society, especially effective in sustainability and environmental advocacy supports these efforts.

TURKEY TO IMPLEMENT NATIONAL SUSTAINABLE TOURISM SCHEME

Turkey is reportedly set to introduce a national sustainable tourism scheme following an agreement between the turkish government and the global sustainable tourism council..

Notably, Turkey is the first country to organise a national programme with the GSTC.  

The scheme will follow designation criteria set by the Global Sustainable Tourism Council . The aim is to boost sustainability practises in Turkey’s tourism industry. In a statement, Turkey said the agreement was a “major step” towards sustainability. The agreement spans three years, and is made up of several stages of implementation. 

The first stage, due to be finalised by 2030, will include setting the necessary criteria, with inspection firms receiving training. The goal between the government and the GSTC is to make the first stage operational by 2023. The second stage will reportedly be implemented in 2025, and all international standards are to be achieved in 2030.      

The recent agreement will apparently align with the aims of the Paris Agreement. Turkey signed the Paris Agreement in 2016, and ratified it last year. In addition to this, the Climate Finance Accelerator (CFA) Turkey has announced six innovative low-carbon projects that it will support to access finance from investors following a call for proposals that attracted applications from 31 projects.

Sustainable Travel & Ecotourism in Turkey

One thing that continually amazes me about Turkey is its ability to leapfrog over many of the challenges that, traditionally, the "West" has had to grapple with. Turkey seems to be a cauldron of budding (and more recently, established) entrepreneurship, and all things organic, natural, vegetarian, healthy, and environmentally sound are being incorporated into the way hotels and restaurants do business. Indeed, Istanbul's iconic building, the Atatürk Cultural Center, is as I type undergoing a massive modernization project that will make it a model for environmentally friendly restoration projects.

Elsewhere in Istanbul and around the countryside -- even in the heartland where "natural" is assumed -- organic is the new buzzword, and establishments that are thinking about these issues are certainly letting the public know. One standout is the Five Boutique Hotel, the first entirely organic hotel in Turkey.

Istanbul boasts two organic outdoor markets, the Ekolojik Halk Pazari in Sisli, which was started in 2008 by the environmental group Bugday (www.bugday.org) and City Farm in the Istinye Park shopping center (two noticeably higher-income areas). The new Macrocenter grocery store brings all things wholesome under one roof, with, at last count, nine locations in Istanbul alone. In addition, Istanbul now has dozens of specialized grocers, shops selling all-natural products, and eateries serving only "whole" foods. For chemical-free produce at open markets, look for fruits and vegetables designated as bahçemden ("from my garden").

Many of Turkey's vehicles still run on diesel fuel, although kürsünsüz (unleaded) is also pervasive. The newer green city buses are also considered ekolojik, while the new hybrid Metrobuses (not detailed in Getting Around because they primarily serve the outer suburbs) reduce both energy consumption and travel time in Istanbul.

Throughout this guide, I've tried to highlight establishments with practices that are good for the planet.

• Responsible Travel (www.responsibletravel.com) is a great source of sustainable travel ideas; the site is run by a spokesperson for ethical tourism in the travel industry. Sustainable Travel International (www.sustainabletravelinternational.org) promotes ethical tourism practices and manages an extensive directory of sustainable properties and tour operators around the world.
• In the U.K., Tourism Concern (www.tourismconcern.org.uk) works to reduce social and environmental problems connected to tourism. The Association of Independent Tour Operators (AITO) (www.aito.co.uk) is a group of specialist operators leading the field in making holidays sustainable.
• In Canada, www.greenlivingonline.com offers extensive content on how to travel sustainably, including a travel and transport section and profiles of the best green shops and services in Toronto, Vancouver, and Calgary.
• In Australia, the national body that sets guidelines and standards for ecotourism is Ecotourism Australia (www.ecotourism.org.au). The Green Directory (www.thegreendirectory.com.au), Green Pages (www.thegreenpages.com.au), and Eco Directory (www.ecodirectory.com.au) all offer sustainable travel tips and directories of green businesses.
• Carbonfund (www.carbonfund.org) and TerraPass (www.terrapass.org each provide info on "carbon offsetting," or offsetting the greenhouse gas emitted during flights.
• "Green" Hotels Association (www.greenhotels.com) recommends green-rated member hotels around the world that fulfill the company's stringent environmental requirements. Environmentally Friendly Hotels (www.environmentallyfriendlyhotels.com) offers more green accommodation ratings.
• For information on animal-friendly issues throughout the world, visit Tread Lightly (www.treadlightly.org). For information about the ethics of swimming with dolphins, visit the Whale and Dolphin Conservation Society (www.wdcs.org).

Capacity Development for Sustainable Community Based Tourism

What is the project about?

This project aims at developing national and local capacities for planning and implementation of sustainable community based tourism in Turkey. This initiative, which will be nationally implemented by the Ministry of Culture and Tourism (MoCT) will also provide inputs for the Tourism Strategy of Turkey-2023, with a focus on diverse tourism activities and emphasis on alternative tourism initiatives.

What has been the situation?

UNDP and the Ministry of Culture and Tourism have a longstanding partnership since 2007, focusing on various segments of tourism for local economic development. This partnership was designed in parallel to tourism diversification as mentioned in Tourism Strategy of Turkey-2023 and focused on rural tourism, cultural tourism and winter tourism in three different project partnerships, as mentioned below:

1-  Tourism Development in Eastern Anatolia Region Project (DATUR)

2-  Alliances for Culture Tourism in Eastern Anatolia’ UN Joint Programme, implemented with the partnership of four UN Agencies (UNDP, UNESCO, UNICEF and UNWTO)

3-  Providing technical support for pre-feasibility, technical plans and preparation of tender dossiers for MoCT’s “Development of Winter Tourism Corridor in Erzurum, Erzincan and Kars” project under the RCOP Instrument for Pre-Accession Assistance’s (IPA) Regional Development component

These project partnerships have been very valuable in drawing up some lessons learned.   Majority of existing local economic development initiatives prioritize tourism as a sector to develop. For this reason, tourism diversification and tourism capacities (both national and local level) are highly critical. On the other hand, while Turkey is well-known for its growing tourism sector and incomes, sustainable community based tourism* is not widespread, and supporting structures for these types of tourism lines are not well-developed. Therefore, capacity to plan, implement and monitor sustainable community based tourism in these areas is needed, both for the Ministry of Culture and Tourism and its partners at the central level, but also for local authorities such as Governorates, Municipalities, Development Agencies, etc. at the local level.

* Sustainable community based tourism can be defined as the type of tourism that is built on local natural and cultural values with a view to both protect and benefit from such values and that provides benefit to local communities of that location including women and the most disadvantaged populations

What is our mission?

UNDP's mission can be described as providing technical assistance to Ministry of Culture and Tourism in order to reach targets and achieve expected results of the Capacity Development for the Sustainable Community Based Tourism Project and create platforms in order to transfer lessons learned both to relevant units of MoCT and to other relevant central and local governmental institutions.  

How are we doing this?

The project will make an inventory of existing local initiatives on sustainable community based tourism for selected region(s) (with a regional focus) and come up with capacity related recommendations to replicate successful examples and build on lessons learned. This approach will not solely focus on tourism as an end in itself, but will integrate widely adopted new trends such as competitiveness and value chains, sustainable and green businesses and capacity development as well as decentralization, which is an emerging trend in Turkish administrative system, bringing in the need to establish decentralized/local capacities like Development Agencies.

The approach designed under three pillars;

A-      Capacity Assessment

B-       Capacity Assessment Response

C-       Replication and Strengthening of Good Examples

How will Turkey benefit?

This project will result in:

1-       The assessment of the current situation with regard to the environment for implementation and mapping of sustainable community based tourism (legal, institutional and support structures). This assessment will be carried out by reviewing best practices and experiences in selected 3-4 regions/sites representing Turkey in a wider extent and through consultations at the local and central level.

2-       An action plan to operationalise the sustainable community based tourism aspects of the Tourism Strategy of Turkey-2023 developed and implementation started with short term actions.

3-       A structured assessment of how the Ministry of Culture and Tourism can more effectively support sustainable community based tourism in partnership with other central and local actors. Prepared action plans and mobilized support mechanisms in selected 3-4 regions/sites with a view to support creation of best practice examples. (Support mechanisms may include IPA, Development Agencies, ecotourism component of UNDP-GAP Organic Agriculture Project and Efes Company’s Sustainable Tourism grant programme, etc.)

4-       Trainings and study tours to best practices conducted to different groups of actors operating in sustainable community based tourism including MoCT staff, line Ministries staff, governorates, municipalities, development agencies and civil society organizations on principles, operational and Turkish context.

5-       Recommendations for a better legislative and operational enabling environment developed by a wide group of actors and advocated as appropriate,

6-       Training materials/guidelines/toolkits on sustainable community based tourism developed to be used by the Ministry, line Ministries as well as Universities and other training institutions as appropriate.

As a follow up, a new program including pilot implementations is planned to be developed based on the strategies developed.
