Just walk. Go for a walk on the streets and squares of the city. Take the Nevsky Prospect, the main avenue. Stop at every corner of those grandiose historical monuments, museums, churches and cathedrals, theatres, parks and statues and let the euphoria of the experience soak in. Palace Square: It is the public square at the centre of the city and a UNESCO World Heritage Site. The dos and don'ts of visiting Russia for the first time

The world’s largest country beguiles and fascinates with its world-class art, epic landscapes and multifaceted society. You may also find that perseverance  and a sense of humour will go a long way in enriching your first-time Russian travel experience. From the things you absolutely must do before you travel to the things we recommend that you steer clear of once you're there, here are some top tips for avoiding common pitfalls when visiting  Russia .

DO apply for a visa early and register on arrival

Visas must be applied for in advance by all visitors. How you do that varies depending on your nationality and where in Russia you are traveling to. Travelers from many countries, including the UK and US, need to apply in-person at an embassy or consulate and provide biometric data. An e-visa may be an option for passport-holders from 52 countries, which include many EU travelers, as well as those from China, India, Japan, Singapore, and some Middle Eastern countries. However these are temporarily suspended due to COVID-19.  Check with your local Russian embassy or consulate for confirmation, or get up-to-date information here . 

You can apply at the last moment, but it may cost you a fortune. Start the application process at least a month before your trip and consider using a specialist travel agency to arrange visas and make key transport bookings. Every visitor to Russia should have their visa registered within seven days of arrival, excluding weekends and public holidays. The obligation to register is with your hotel or hostel, or landlord, friend or family if you’re staying in a private residence. Also keep in mind that your visa entry and exit dates will be written according to European calendar convention (day/month/year) as opposed to the American style, so don't get mixed up or over-stay your visa.

DO check the events calendar

During major holidays – the first week in January (between New Year’s Day and Orthodox Christmas) and the first week or two of May (around Labour Day, or May Day, and Victory Day) – Moscow and St Petersburg empty out. Despite this, both cities are festive during these times, with parades, concerts and other events, but museums and other institutions may have shortened hours or be shut altogether. May to September is the best time to visit St Petersburg but mid-June is when the city is irresistible, with the White Nights revelry at its peak.

DO dress up for a night out

We can’t guarantee you’ll make it past Moscow’s "face control" (the term comes from clubs trying to "save face" by only letting in patrons who meet their image standards) but you can better your chances of getting in to the top clubs by making a sartorial effort – high heels and skirts for women, all black for men. Russians also make an effort when they go to the theater or a posh restaurant – you should do likewise to fit in.

DO learn the Cyrillic alphabet

Making an effort to familiarize yourself with the Cyrillic alphabet repays tenfold. It will help you decode street and metro signs, maps, timetables and menus, even if you don't know many Russian phrases. While digital tools like the Russian Metro app  and Google Translate make it easier than ever to visit countries where you don't speak or read the language, brushing up beforehand can reduce frustration and endear you to the locals.

Rideshare options such as Taxovichkoff and Yandex Taxi upended the taxi industry in Russia as much as anywhere else. That means less pressure to know the Russian phrases you'd need to hails cabs in the streets, but it still is wise to learn key phrases in case there's a navigation mixup, like the address of your hotel or intersection of your short-term apartment rental.

DO expect to spend your money

Moscow is one of the most expensive cities in the world and St Petersburg is not a cheap destination either; wallet-thinning shock is common at many restaurants and hotels. As a foreigner you’ll also find yourself paying more than a Russian for some museums – often as much as 10 times the price Russians pay. If you’re a student, flashing your ID can save you money at museums and other institutions.

You can save on dining out a few different ways. Many restaurants offer "business lunches" that are great value and very filling. Several years ago the trend for " anti-cafes " cropped up in larger Russian cities, and there are still a few where you pay by the minute for coffee, biscuits, and a little wi-fi time. 

Food markets  that blend farmers markets and food halls are popular, and are often found in architecturally significant vintage buildings. You can shop for ingredients to cook yourself or sample cuisines from around the world from dozens of  vendor stalls. Many food markets are less expensive than sit-down restaurants and let you try a wider variety of local and international dishes.

DON’T ask for a mixer with your vodka

Few traditions in Russia are as sacrosanct as the drinking of vodka , and any foreign notions of drinking it with orange juice or tonic are anathema to your average Russian. If you need something to wash it down, you can chase it with a lemon, a pickle or, perhaps, a separate glass of water. Vodka is drunk in swift shots, not sipped. It’s traditional (and good sense) to eat a little something after each shot, so order some vodka snacks too.

DON’T be disrespectful in a church

Working churches are open to everyone, but as a visitor you should take care not to disturb any devotions or offend sensibilities. There's no face control, but women should cover their heads and bare shoulders when entering a church. In some monasteries and churches it’s also required for a woman to wear a skirt – wraps are usually available at the door. Men should remove their hats in church and not wear shorts.

DON’T take photos of government buildings

Be very careful about photographing stations, official-looking buildings and any type of military-security structure – if in doubt, don’t snap! Travelers have been arrested and fined for such innocent behaviour.

DON’T be surprised if you’re stopped by the police

Although new laws were passed in 2011 that ostensibly reconfigured Russia's police and their interactions with the public, it's still wise to carry a photocopy of your passport, visa and registration – not to mention travel documents that indicate how and when you'll return home – and present them when an officer demands to see your documents. You may also see special tourist police near major attractions like the Red Square , who have special training and language skills to assist travelers.

If you're issued a fine, Russian authorities might expect an "unofficial payment" to expedite their service on the spot, as opposed to handling the matter later at the station. Either way, always ask for an official receipt, and consider carrying the phone number for your country's embassy in case matters get more complicated.

If you’ve been scrambling to figure out how to get to Russia after seeing celebrities vacation in the picturesque St. Petersburg on Instagram, it might help to cover all your bases before booking your flights. Here’s everything you need to know if you’re planning on travelling to Russia right now:

What are the visa requirements for Indians in Russia?

Travel to Russia is open to Indian nationals with valid visas, including tourist visas, as well as non-Indian citizens with a residence permit or any other document that proves their right to permanently reside in India.

What are the entry requirements for Russia?

If you plan to fly into any airport in Russia, you will need a medical certificate with a negative COVID-19 PCR test result, taken not more than three days before your arrival in the Russian Federation. The certificate should ideally be in English or Russian. If not, you can submit a certificate in Hindi, along with a Russian translation certified by a consular official of the Russian Federation.

You will also need to fill out a form provided by your flight attendants and undergo another COVID-19 test on arrival, after passing passport control. You don’t need to wait at the airport to get your results. Some regions may have self-isolation requirements for arriving passengers, so make sure to check with the regional office before your departure.

Which flights are flying to Russia from India right now?

KLM Royal Dutch Airlines, Lufthansa, Emirates and Etihad Airways are running flights from Mumbai and Delhi to Moscow and St. Petersburg.

What is the COVID-19 situation like in Russia?

On 24 June, 20,182 new cases of coronavirus were detected in Russia, bringing the total tally since the beginning of the pandemic to 5,388,695 cases. Moscow and St. Petersburg currently have the highest number of positive cases in the country.

What can you do in Russia?

In Moscow, entertainment and sport venues cannot have more than 500 people at a time. Game rooms and food courts are closed until 29 June, while amusement parks, playgrounds, gazebos and dance floors are closed until further notice. Restaurants, bars, nightclubs, cafes, discos and other entertainment establishments cannot serve visitors between 11pm and 6am. From 28 June, you can visit eateries only if you show a QR code that shows you have a negative PCR result. You can get the QR code with the help of the Immune Moscow service here . St. Petersburg:

COVID-19 restrictions are being tightened in St. Petersburg, due to the current Euro 2020 matches that are being held there. Food courts and children’s play areas will remain closed and no food will be served at the Euro 2020 fan zones. Cinemas will operate at 50% capacity and restaurants will be closed for dine-in between 2am and 6am.

Krasnodar region:

In Russia’s beach holiday region on the coast of the Black sea, starting 1 July, hotels and resorts will only accept guests if they are vaccinated against COVID-19 or have a negative PCR report. From August, only vaccinated guests will be allowed into resorts.

Can you travel to England after a layover in Russia?

Russia is on the UK’s amber list of countries. You can travel from Russia to England, as long as you meet all the testing and quarantine requirements. You will need to fill out a Passenger Locator Form (PLF) within 48 hours before your departure. Following this, you will receive a QR code on your email that you will need to present during check-in. You will need to present a negative RT-PCR, RT-LAMP or antigen result taken no more than three days before departure. You will need to quarantine on arrival in your home or at the place you are staying for 10 days and undergo a COVID-19 test on Day 2 and Day 8 after your arrival. Find more information here .

Is it possible to visit Russia as a tourist right now? (Q&A)

Who can enter Russia as a tourist?

At present, people from 80 countries can enter Russia. There are two main conditions: first, one must be a citizen of that country or have a permanent residence permit; and second - one needs to enter Russia by plane. The primary document that regulates entry during the coronavirus pandemic is Order no. 635-r (March 16, 2020), which is regularly updated. 

Some of the countries on the list include the United States, Britain, Greece, Germany, Tunisia, Israel, Japan, Armenia, Qatar, Portugal, Mexico, Croatia, Belgium, China, France, Denmark, New Zealand, Iran, Peru, Norway and Argentina. Click here for the full list. 

In the meantime, any country with which Russia currently has a travel agreement can serve as the port of departure (however, the transit country must be on the above list).

What type of visa is required?

Those who already have a valid Russian visa - and citizens of the above countries - can enter Russia using that visa. Those who do require a visa can submit their documents at the Russian consulate in their home country.

What is still not possible at this point is obtaining a unified electronic visa (a type of visa that is valid for up to 16 days, takes only four days to process and does not require submitting any documents relating to the purpose of visit). Therefore, in order to receive a regular tourist visa (valid up to six months) it is necessary to have a confirmed accommodation booking or an agreement with a travel agency.

Is a COVID test required?

Yes, PCR tests must be performed no earlier than 48 hours before arriving in Russia. The results must be printed in Russian or English (this is required even if you received a Sputnik-V vaccine shot). If you’re flying with children, they, too, must obtain a test, irrespective of age. And a form for arrivals must be filled in before entering the country.

Who is not affected by the rules? 

These restrictions don’t apply to foreigners with a valid Russian residence permit or those with close relatives. They can enter Russia from any country using any means of transportation, including by land.

They also do not apply to partially recognized republics of Abkhazia and South Ossetia, as well as citizens of Belarus (or those with Belarusian permanent residence permits), Kazakhstan and citizens of the Donetsk and Lugansk national republics. Entering by land is also possible when traveling from Mongolia or China. 

Furthermore, if Eurasian Economic Union citizens cross over by land, they don’t have to submit a coronavirus test or fill out the arrivals form. 

Is vaccination required? 

No. The QR codes required for visiting public gatherings before spring (including cafes, bars, hotels, etc.) are no longer required in the majority of regions. The same goes for various other COVID restrictions: regions have the final say, but almost all have been lifted.

What about masks?

Masks are also no longer a requirement. However, some regions still require people to wear masks in some places, including stores, pharmacies, shopping malls, movie theaters and so on. In Moscow, the rule on masks has been completely lifted, while, for example, in Kaliningrad, some places still enforce them. 

Are there any quarantine regulations in place?

No, you will not be required to quarantine on arrival to Russia. However, if you get sick in Russia, you will have to be quarantined for a period of seven days at your own expense. Those who have come in contact with infected people do not require quarantining (provided they did not contract the coronavirus). 

Important! In many countries, there are still restrictions on LEAVING for the purpose of tourism, so having a Russian visa does not guarantee you will get permission to leave your country. This must be clarified before making any trips.

Russian tourist in Goa drowns in Arabian Sea; woman partner rescued

Panaji: A 33-year-old Russian national on a visit to Goa drowned in the Arabian Sea while his woman partner was rescued by locals, police said on Monday.

The incident took place on Sunday at Morjim beach in North Goa district.

Russian national Dimitri Lvov (33) was holidaying in North Goa along with his partner Irina Rudemko (28). They ventured into the waters at the Morjim beach at around 5 am, a senior police official said.

Both of them got pulled into the waters due to strong undercurrents, he said.

Some locals saved the woman, but Lvov drowned, the official said. The body was later recovered by lifeguards, the police added.

The Long Arc of India–Russia Relations

India’s Prime Minister (PM) Narendra Modi visited Russia on 8-9 July and embraced President Vladimir Putin. The outcome of the visit included mutually beneficial substantive agreements but damaged India’s reputation in the West at a time when President Joe Biden hosted the NATO summit in Washington. The BBC featured an analysis under the title ‘ Modi’s balancing act as he meets Putin in Moscow’. On 23 August Modi went to Kyiv, the first visit to independent Ukraine by an Indian PM. The BBC headlined it as ‘ Diplomatic tightrope for Modi as he visits Kyiv after Moscow’.

The Ukraine visit was important largely for the symbolism. India made it a point to de-hyphenate relations with Russia and Ukraine and not see them in zero sum terms. The two visits underline how as India’s global profile rises, it must balance its different international relationships and at the same time ensure that the pursuit of material interests remain anchored in foundational principles and global norms – and vice versa.

Changing state attributes and international profile help to explain the shifting balance of interests that have shaped bilateral Moscow–New Delhi relations over three periods. In the first, from independence in 1947 to the end of the Cold War in 1990/91, Soviet economic and military assistance and diplomatic support strengthened the Indian state apparatus domestically, regionally and internationally.

At first glance, India’s close relationship with the former Soviet Union was an ideological misfit. One was the world’s largest democracy with myriad political parties, competing trade unions and a robust press. The other was the most powerful communist state where the party claimed a monopoly of political and trade union activity and the press served the ruling regime. Marxist ideology is the antithesis of India’s caste-dominated majority Hindu society. Culture and education turned Indian minds to the West.

Yet, based on a conjunction of military, diplomatic and economic interests, bilateral relations developed hesitantly but consolidated into broad, deep and durable bonds of friendship and collaboration. A host of framework agreements, treaties of cooperation and joint committees gave organisational structure to the relationship. Diplomatic skill and reciprocal political sensitivity ensured that the good relations survived the vicissitudes of personal and party fortunes in the two countries.

An important catalyst for turning Indian eyes towards the Soviet Union was the integration of its local enemy Pakistan into the Western alliance system in 1955 through CENTO in the Middle East and SEATO in the Asia-Pacific. In due course US arms to Pakistan, provided to combat global communism, were used in wars against India. The twin pacts undermined the rationale of India’s organising principle of nonalignment, brought the Cold War to India’s western and eastern flanks and created the strategic logic for a military relationship between Moscow and New Delhi that proved surprisingly enduring.

Following the 1954 Geneva accords, India was a ringside observer, as chair of the three Indochina control commissions in Vietnam, Cambodia and Laos, of the Vietnam War. Washington came to believe that India had aligned too closely with Soviet perspectives and interests. But India approached the war essentially as another front in Asian nationalists’ anticolonial struggles to gain independence and defend territorial integrity.

Two other defining events in the period earned lasting Indian gratitude for Moscow’s role in protecting India from global censure and coercion. Soviet veto of Draft Security Council resolutions in December 1961 and 1971, that demanded immediate ceasefires when India used military force against Portugal in Goa and Pakistan in what is now Bangladesh, were vetoed by the USSR. The despatch of the USS Enterprise task force to the Bay of Bengal in December 1971 also left the opposite but no less lasting impression on public consciousness and was internalised in the security elite’s corporate memory for a generation.

The disintegration of the Soviet Union created an economic, strategic and policy vacuum for India. An acute balance of payments crisis in 1991 and the discredited model of the command economy added to the panic caused by the collapse of the Soviet superpower. India scrambled to readjust to the changed unipolar world and recalibrate relations with the US while still heavily dependent on Soviet military supplies.

Yet, Russia and India still had common interests in stabilising the situation in the interconnected regions of Afghanistan and Central Asia. They were also embroiled in an escalating dispute with Washington over the sale of Russian rocket technology. A deal signed in January 1991 was cancelled by Russia in July 1993 under US trade sanctions, highlighting Moscow’s vulnerability in the post-Cold War unipolar moment.

The episode held lessons for India’s autonomous foreign policy. The 1990s completed the triumph of the US political and economic systems. Russia and India gave higher priority to relations with the US than with each other. While legacy relations with Russia have continued, India has not really looked back since those days. Instead, after the nuclear tests of May 1998 and a self-proclaimed status as a nuclear weapons possessor state, India turned its full attention to repairing, cultivating and nurturing ever closer ties with the US which has led the global efforts to break India’s pariah status with regard to the nonproliferation regime.

Over two-thirds of  India’s arms purchases  over 2012–17 were from Russia. Yet over the six years, Russia’s share fell from 86.5% to 60.1%. In the 2019–23 five year period , Russia remained India’s top source, but for the first time since 1960, at 36% Russian arms fell below half of India’s total imports.

In the third period since February 2022, the impressive Western unity on Ukraine stands in stark contrast to the sharp divide from the rest of the world that holds Russia was provoked by NATO’s eastward expansion which crossed Moscow’s red lines. Reports from Cambridge University (2022) and the European Council on Foreign Relations (2023) map the West-Rest split on Ukraine and US-China relations. Countries outside the NATO-Russia/China rivalry judge their long-term interests lies in minimising the chances of a major power war, protecting the fragile nuclear peace, creating a rules based order that is respected by all powers and in the meantime hedging their bets against geopolitical shocks in their own immediate region.

India has tried to thread the complex and challenging demands on its diplomacy arising from the Ukraine war. It has abstained on, supported and voted against different resolutions in the UN General Assembly and Security Council in New York and the UN Human Rights Council in Geneva, depending on their demands and language. The lodestar of its foreign policy will continue to be the safety, security, prosperity and wellbeing of Indians first.

Indians also share unhappy memories with Russians and Chinese of US readiness to weaponise trade, finance and the role of the dollar as the international currency. It’s in their joint long-term interest to reduce exposure to egregious US monetary policy through efforts to de-dollarise trade, sign bilateral currency swap agreements and diversify investments into alternative currencies wherever practicable.

The US is India’s most important global partnership, underpinned by a broad national consensus on investing still more heavily in cooperation in security, intelligence, trade, anti-terrorism and anti-fundamentalism. However, efforts to discipline India into constraining strategic autonomy on foreign policy choices could prove counter-productive. One reason for the longevity of warm relations with Russia is that Moscow has been skilled enough to avoid falling into this trap of a binary choice.
